ಕರ್ನಾಟಕ ಅರಣ್ಯ ಕಾಯ್ದೆ 1963 ರ (1964ನೇ ಇಸವಿಯ ಕಾಯ್ದೆ 5) ಕಲಂ-4 ರಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡ ಅನುಸೂಚಿಯಲ್ಲಿ ನಮೂದಿಸಿರುವ ಬೆಳಗಾವಿ ಜಿಲ್ಲೆ, ಸವದತ್ತಿ ತಾಲ್ಲೂಕು, ಮುರುಗೋಡು ಹೋಬಳಿ, ಹಿರೇಬುದನೂರು ಗ್ರಾಮದ ಸರ್ಕಾರಿ ಜಮೀನುಗಳನ್ನು ಈ ಅಧಿಸೂಚನೆಯು ಗೆಜೆಟ್‌ನಲ್ಲಿ ಪ್ರಕಟಗೊಂಡ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ "ಮೀಸಲು ಅರಣ್ಯ" ಎಂದು ಈ ಮೂಲಕ ಘೋಷಿಸಿದೆ.

4) ಕ್ಷೇತ 2. ಮೇಲ್ಕಂಡ ಕಾಯ್ದೆಯ ಕಲಂ-4 (1)(ಸಿ) ಪ್ರಕಾರ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಉಪ ವಿಭಾಗಾಧಿಕಾರಿ, ಬೆಳಗಾಂ ಉಪ ವಿಭಾಗ ಇವರನ್ನು ಅರಣ್ಯ ವ್ಯವಸ್ಥಾಪನಾಧಿಕಾರಿಗಳನ್ನಾಗಿ ನೇಮಿಸಲಾಗಿದೆ. ಅರಣ್ಯ ವ್ಯವಸ್ಥಾಪನಾಧಿಕಾರಿಗಳು ಇವರು ಮೇಲೆ ನಮೂದಿಸಿರುವ ಪ್ರದೇಶದ ಮೇಲೆ ಯಾವುದೇ ವ್ಯಕ್ತಿಗೆ ಇರಬಹುದಾಗಿರುವ ಹಕ್ಕು ಬಾದ್ಯತೆಗಳನ್ನು ಇತ್ಯರ್ಥಗೊಳಿಸಿ, ನಿರ್ಧರಿಸಿ, ವಿಚಾರಣೆ ಮಾಡಿ ತೀರ್ಮಾನಿಸುವುದು.
3. ಮೇಲ್ಕಂಡ ಕಾಯ್ದೆಯ ಕಲಂ-4(2) ಪ್ರಕಾರ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಉಪ ಅರಣ್ಯ ಸಂರಕ್ಷಣಾಧಿಕಾರಿಗಳು, ಘಟಪ್ರಭ ವಿಭಾಗ, ಗೋಕಾಕ್ ಇವರನ್ನು ಈ ವಿಚಾರಣೆಯಲ್ಲಿ ಅರಣ್ಯ ವ್ಯವಸ್ಥಾಪನಾಧಿಕಾರಿಗಳಿಗೆ ಸಹಕರಿಸಲು ಹಾಗೂ ಅರಣ್ಯ ಇಲಾಖೆಯ ಪರವಾಗಿ ಪ್ರತಿನಿಧಿಸಲು ನೇಮಿಸಿದೆ.

5. ಮೇಲ್ಕಂಡ ಕಾಯ್ದೆ 15 ನೇ ಪ್ರಕರಣದ ಪ್ರಕಾರ ಭಾದಿತವಾದ ಯಾವುದೇ ವ್ಯಕ್ತಿಯು ಸದರಿ ಕಾಯ್ದೆಯ ಪ್ರಕರಣ 16(2) ನೇ ಪ್ರಕಾರ ಆದೇಶ ಹೊರಡಿಸಿದ ದಿನಾಂಕದಿಂದ ಮೂರು ತಿಂಗಳೊಳಗೆ ಜಿಲ್ಲಾ ನ್ಯಾಯಾಲಯಕ್ಕೆ ಮೇಲ್ಮನವಿ ಸಲ್ಲಿಸಬಹುದು.

Subject to the following explanations:
1. In the event of any of the posts detailed in column (C) of the above Schedule being redesignated by virtue of its up gradation and down gradation, mere change in nomenclature or otherwise, it will be deemed that the redesignated/ nomenclature altered post name is substituted in lieu of the one appearing in the above Schedule with effect from such date as on which the said redesignation is effected.
2. This notification is deemed to have come into effect from the date that the Wildlife (Protection) Act, 1972 and amendments there of came into force.
3. This notification is in supersession of all other notifications issued earlier.

Whereas the Government of Karnataka in its order No. FEE 254 FWL 2006 dated: 4-1-2007 has declared Dandeli Wildlife Sanctuary and Anshi National Park as a Tiger Reserve and as per the requirements of Section 38 V of the Wildlife Protection Amendment Act 2006, it is required to notify buffer area around the core or critical habitat of Tiger Reserve.
ಭಾಗ - ೪ಎ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೩೦, ೨೦೧೦ ೯೫೫ Whereas an extent of 163.3303 Sq.kms. of Joida Range has already been declared as Dandeli Wildlife Sanctuary byGovernment of Karnataka vide Government Order No. FEE 16 FWL 2008 dated: 11-9-2008
Whereas an extent of 77.4823 Sq.Kms. of Kadra Range has already been declared as Anshi National Park by Govt.of Karnataka vide Government Order No. FEE 16 FWL 2008, dated: 21-8-2009.
Whereas Bommanalli is a submerged tank area while Ulvi being an enclosure in the Tiger Reserve.
Now therefore, in exercise of power conferred by Section 26 A of the Wildlife Protection Act 1972 (Central Act 53 of 1972) the Government of Karnataka hereby declares that the area as specified in the schedule shall be buffer zone of Dandeli-Anshi Tiger Reserve.
The detailed description of the Buffer area of Dandeli – Anshi Tiger Reserve as contained in the enclosed Annexure No –I.

ANNEXURE- I
Boundary Description
1. FOR KADRA RANGE (Additional Area to ANP)
Proposed area to an extent of 77.4823 Sq.Kms. to be included in Dandeli – Anshi Tiger Reserve from Kadra Range includes areas added to Anshi National Park, as per Notification No. FEE-16 FWL-2008 Dated : 21-08-2009, starts at the point at northeast side where Vakinala joins kali River which is also South- East side of Anshi National Park and South - West side of Dandeli Wildlife Sanctuary at Suligeri and runs towards West all along the Kali River until it reaches Sakalihalla at South – West side. Then it traverses along North side all along the Sakalihalla and reaches the existing Anshi National Park boundary in North West side, then runs towards East along the existing Anshi National Park boundary till it reaches the starting point.

Boundary Description
2. FOR ULVI ANSHI RANGE
East: Boundary starts at the junction of Kanneri river with Pawala halla, then it takes south eastern direction along Pawala halla till it reaches, Shela nala and follows its course in western and then southern direction till it reaches the Vakinala and Kali river, near Sulgeri.
West: Starts at the point where Vakaihalla joins the River Kali the boundary runs along the up stream of Vakaihalla upto point where Kudthahalli Village road crosses the Vakihalla and runs along the village road of Sulgeri – Kudathahalli upto Ulvi – Village. Then the boundary runs along the Ulvi – Kumbarwada Road upto the point where it meets Kaneri River.

3. FOR JOIDA RANGE ( Additional Area to DWS)
Proposed area to an extent of 163.3303 Sq.Kms.to be included in buffer zone of Dandeli – Anshi Tiger Reserve from Joida Range includes the areas added to Dandeli Wildlife Sanctuary as per Notification No FEE-16 FWL -2008 Dated:11-09-2008 traverse through Asuli village and Kuveshi village of Joida Taluk at interstate boundary of Karnataka, Goa and runs towards East side along the common boundary of Asuli village and proceeds further and joins Natur Nala it runs along Natur Nala towards East side and joins Kali river. Then, further it runs along Kali river East side, then if joins Viral village of Haliyal Forest Division at Girsel Hamlet and it covers back waters of Dongaarwada village and covers Block IX and XI (of AAUF Working Plan) and touches Dandeli Wildlife Sanctuary's Northern boundary of Block XIII near Bendi Nala. From here it runs Western side of existing boundary of೯೫೬ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೩೦, ೨೦೧೦ ಭಾಗ - ೪ಎ Dandeli Wildlife Sanctuary till it touches Goa boundary, then it follows interstate boundary of Karnataka towards North–West until reaches starting point at Asuli Village boundary.

4. FOR BOMMNALLI Submersion
The boundary starts at Kali Bridge at Bommanalli where it meets boundary of Dandeli Anshi Tiger Reserve and follows the boundary of DATR boundary (Bhagavathi- Kulgi Road) and covers the areas of IV-25(P), IV- 26(p), IV-27(P), IV-28(P), III-8, III-9 III-10, III-11, until it reaches backwaters of Bommanahalli reservoir, and then it follows the river, until it reaches starting point.

NOTIFICATION

Whereas in notification No. FEE 211 FWL 1998 Dated 27-06-2001 published in Part 4A of the Karnataka Gazette dated 06-09-2001 the Government of Karnataka in exercise of powers conferred under subsection 04 of Section 35 of the Wildlife (Protection) Act, 1972 (Central Act 53 of 1972) declared an area of 870.36 Sq.Km. in the districts of Chamarajanagar and Mysore as Bandipur National Park.
The National Tiger Conservation Authority vide the powers conferred on it by the Wild life (Protection) Amendment Act, 2006 (39 of 2006) under Section 38 V had directed the State Governments to delineate the Buffer/Peripheral areas of the Core or Critical Tiger Habitat and notify as the Buffer Zone vide its letter No. PS-MS(NTCA)2007-Miscle Dated 16-11-2007.
The indicative Tiger Conservation Plan for the Bandipur Tiger Reserve was submitted to the National Tiger Conservation Authority by the Principal Chief Conservator of Forests (Wild life), Bangalore vide his letter No. B/WL/NTCA/CR 13/2008-09 Dated 31-05-2008 for in principle approval of the Buffer Zone proposal under Section 38(O) of Wild life (Protection) Amendment Act, 2006 (39 of 2006). The due consultative process for obtaining the consent of the concerned Gram Sabhas of the villages lying in the limits of Buffer Zone has been gone through and the consent obtained.
The National Tiger Conservation Authority vide its letter No. 15-1/2009-NTCA (Part) dated 09-11-2009 conveyed its in principle approval, advising the State Government to notify the Buffer Zone under Section 38 V of the Wild life (Protection) (Amendment) Act, 2006 (39 of 2006).
Now, therefore in exercise of the powers conferred under Section 38 V 4 of Wild life (Protection) (Amendment) Act, 2006 (39 of 2006), the Government of Karnataka hereby declare the area with boundary fully described in the schedule to this notification as the "Buffer Zone" of the Bandipur Core or Critical Tiger Habitat with effect from the date of issue of this notification.

North:- The line starts from North West corner of Karavadi Village of Bidarahalli Panchayath, H.D. Kote Taluk, Mysore District and runs along the Northern boundary till it reaches tri junction point of Singapatna, Kithur and Karawadi; then the line passes through Kithur and touches the tri junction point of Kithur, Uyyamball, Nadinathapura and Sagare; then the line runs along the southern boundary of Nandinathapura and touches south east corner of Nadinathapura; then the line passes through Sagare village and meets the tri junction point on the western most side of Hegganur; then the line passes all along the western boundary towards south and touches the tri junction point of Hegganur, Sagare and Telagumasahally; then the line passes all along the northern boundary of Telagumasahally and meets the tri junction point of Telagumasahally, Hegganur and Devalapura; then the line passes in Northern direction along the western boundary of Devalapura and touches tri junction bondh of Hegganur, Mallarajapura and Devalapura; then the line passes all along the Northern boundary of Devalapura and touches tri junction bondh of Hullemala, Mallarajapura and Devalapura; then the line passes all along western boundary of Hullemala in North west direction and touches tri junction bondh of Masahally Mallarajapura and Hullemala; then the line passes on Northern boundary of Hullemala and touches the north east corner of Hullemala; then the line runs through Masahaly village and touches a tri junction point of Sy. South & West:- Then the line traverses all along the Northern boundary of the Bandipur Tiger Reserve; then it touches the HFL of Kabini Back water; then all along the Kabini back water HFL Limits it reaches the starting point.

ಕರ್ನಾಟಕ ರಾಜ್ಯಾದ್ಯಂತ "ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು" ಹಾಗೂ "ಪಟ್ಟಣ ಮತ್ತು ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಸಂಸ್ಥೆಗಳು" ಎಂಬ ಅನುಸೂಚಿತ ಉದ್ದಿಮೆಗಳಲ್ಲಿನ ಯಾವುದೇ ಕೆಲಸದಲ್ಲಿ ತೊಡಗಿರುವ ಕಾರ್ಮಿಕರಿಗೆ ಕನಿಷ್ಟ ವೇತನ ದರಗಳನ್ನು ಕ್ರಮವಾಗಿ ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ: ಕಾಇ 80 ಎಲ್ಎಂಡಬ್ಲ್ಯೂ 2004, ದಿನಾಂಕ: 3-2-2006 ಮತ್ತು ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ: ಕಾಇ 15 ಎಲ್ಎಂಡಬ್ಲ್ಯೂ 2006, ದಿನಾಂಕ: 25-3-2008, ರಲ್ಲಿ ನಿಗದಿಪಡಿಸಲಾಗಿತ್ತು. ತದನಂತರ ಕೇಂದ್ರ ಸರ್ಕಾರವು ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಕನಿಷ್ಟ ವೇತನ ದರವನ್ನು ದಿನಾಂಕ: 01-11-2009 ರಿಂದ ಅನ್ವಯಿಸುವಂತೆ ದಿನಕ್ಕೆ ರೂ. 100/- ಎಂದು ನಿಗದಿಪಡಿಸಿರುತ್ತದೆ. ಈ ಉದ್ಯೋಗದ ಕನಿಷ್ಟ ವೇತನ ದರಗಳು ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಕನಿಷ್ಟ ವೇತನ ದರಕ್ಕಿಂತ ಕಡಿಮೆ ಇರುವುದರಿಂದ ಈ ದರಗಳನ್ನು ಹೆಚ್ಚಿಸಬೇಕಾಗಿರುತ್ತದೆ. ಕನಿಷ್ಟ ವೇತನ ಕಾಯ್ದೆ 1948ರ ಅನುಸೂಚಿಯಲ್ಲಿನ ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಹಾಗೂ ಪಟ್ಟಣ ಮತ್ತು ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಸಂಸ್ಥೆಗಳು ಎಂಬ ಈ ಎರಡು ಉದ್ದಿಮೆಗಳಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಕಾರ್ಮಿಕರು ಒಂದೇ ಸ್ವರೂಪದ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದು, ಅವುಗಳಿಗೆ ಬೇರೆ ಬೇರೆ ರೀತಿಯ ವೇತನ ನಿಗದಿ ಪಡಿಸಿರುವುದು ಸರಿಯಲ್ಲ ಎಂಬ ಅಭಿಪ್ರಾಯಕ್ಕೆ ಬಂದು ಈ ಎರಡು ಅನುಸೂಚಿತ ಉದ್ದಿಮೆಗಳಿಗೆ ಏಕ ರೀತಿಯ ಕನಿಷ್ಟ ವೇತನವನ್ನು ನಿಗದಿಪಡಿಸಲು ತೀರ್ಮಾನಿಸಿದೆ.
ಆದ್ದರಿಂದ ಈ ಕೆಳಕಂಡ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿಗದಿಪಡಿಸಿರುವಂತೆ ಕನಿಷ್ಟ ವೇತನ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸುವ ಸರ್ಕಾರದ ಕರಡು ಪ್ರಸ್ತಾವನೆಯನ್ನು ಈ ಮೂಲಕ ಪ್ರಕಟಿಸಿ 1948ರ ಕನಿಷ್ಟ ವೇತನ ಕಾಯ್ದೆ (1948ರ ಕೇಂದ್ರಾಧಿನಿಯಮ ಸಂಖ್ಯೆ: (XI)) 5ನೇ ಪ್ರಕರಣದ 1ನೇ ಉಪ ಪ್ರಕರಣದ (ಬಿ) ಖಂಡದ ಪ್ರಕಾರ ಇದರಿಂದ ಬಾಧಿತರಾಗುವ ವ್ಯಕ್ತಿಗಳ ಗಮನಕ್ಕೆ ಪ್ರಕಟಿಸಿ, ಅವರಿಂದ ಸಲಹೆ / ಆಕ್ಷೇಪಣೆಗಳನ್ನು ಸ್ವೀಕರಿಸಲು 2 ತಿಂಗಳ ಕಾಲಾವಕಾಶ ನೀಡಲಾಗಿದೆ. ತದನಂತರ ಬಂದ ಸಲಹೆ / ಆಕ್ಷೇಪಣೆಗಳನ್ನು ಪರಿಗಣಿಸಲಾಗುವುದಿಲ್ಲ. ಸಲಹೆ / ಆಕ್ಷೇಪಣೆಗಳೇನಾದರು ಇದ್ದಲ್ಲಿ ಅದನ್ನು ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿ, ಕಾರ್ಮಿಕ ಇಲಾಖೆ, ಕೊಠಡಿ ಸಂಖ್ಯೆ: 414, 4ನೇ ಮಹಡಿ, ವಿಕಾಸ ಸೌಧ, ಬೆಂಗಳೂರು ಇವರಿಗೆ ಇಲ್ಲವೇ ಕಾರ್ಮಿಕ ಆಯುಕ್ತರು, ಕಾರ್ಮಿಕ ಭವನ, ಬನ್ನೇರುಘಟ್ಟ ರಸ್ತೆ, ಬೆಂಗಳೂರು - 29 ಇಲ್ಲಿಗೆ ಸಲ್ಲಿಸಬಹುದಾಗಿರುತ್ತದೆ.
1948ರ ಕನಿಷ್ಟ ವೇತನ ಕಾಯಿದೆ 3ನೇ ಪ್ರಕರಣದ 1ನೇ ಉಪ ಪ್ರಕರಣದ (ಬಿ) ಖಂಡ ಹಾಗೂ 5ನೇ ಪ್ರಕರಣದ (1)ನೇ ಉಪ ಪ್ರಕರಣದ (ಬಿ) ಖಂಡದ ಮೂಲಕ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ಧಿಷ್ಟಪಡಿಸಿರುವಂತೆ, ಕರ್ನಾಟಕ ರಾಜ್ಯಾದ್ಯಾಂತ ಯಾವುದೇ " ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಹಾಗೂ ಪಟ್ಟಣ ಮತ್ತು ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಸಂಸ್ಥೆಗಳು " ಉದ್ದಿಮೆಯಲ್ಲಿನ ಯಾವುದೇ ಕೆಲಸದಲ್ಲಿ ತೊಡಗಿರುವ ಕಾರ್ಮಿಕ ವರ್ಗದವರಿಗೆ ಕನಿಷ್ಟ ವೇತನ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸಲು ಪ್ರಸ್ತಾಪಿಸಿದೆ.

ತ್ಯೆ:
ಈ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಪ್ರಕಟಿಸಿರುವ ದರಗಳು ರಾಜ್ಯ ಸರಾಸರಿ ಗ್ರಾಹಕ ಬೆಲೆ ಸೂಚ್ಯಾಂಕ (1960-100) 3528 ಅಂಶಗಳಿಗೆ ವಿಲೀನಗೊಳಿಸಲಾಗಿದೆ. ರಾಜ್ಯ ಸರಾಸರಿ ಗ್ರಾಹಕ ಬೆಲೆ ಸೂಚ್ಯಾಂಕ 3528 ಅಂಶಗಳಿಗಿಂತ ಹೆಚ್ಚಾಗುವ ಪ್ರತಿ ಅಂಶಕ್ಕೆ ಎಲ್ಲಾ ವರ್ಗದ ಕಾರ್ಮಿಕರಿಗೆ ದಿನ ಒಂದಕ್ಕೆ 4 ಪೈಸೆಯಂತೆ ತುಟ್ಟಿಭತ್ಯೆ ನೀಡತಕ್ಕದ್ದು.
ಜೀವನ ನಿರ್ವಹಣಾ ತುಟ್ಟಿಭತ್ಯೆ ಲೆಕ್ಕಾಚಾರವನ್ನು ವರ್ಷಕ್ಕೊಮ್ಮೆ ಮಾಡಲಾಗುತ್ತದೆ. ಹಿಂದಿನ ಕ್ಯಾಲೆಂಡರ್ ವರ್ಷದ 12 ತಿಂಗಳುಗಳ ಗ್ರಾಹಕ ಬೆಲೆ ಸೂಚ್ಯಾಂಕಗಳ ಸರಾಸರಿ ಆಧಾರದ ಮೇಲೆ ಏಪ್ರಿಲ್ ಮೊದಲನೇ ದಿನಾಂಕದಂದು ಪ್ರತಿ ವರ್ಷ ಲೆಕ್ಕಾಚಾರ ಮಾಡತಕ್ಕದ್ದು. ಅಲ್ಲದೇ ಗ್ರಾಹಕ ಬೆಲೆ ಸೂಚ್ಯಾಂಕಗಳ ಸಂಖ್ಯೆಯ ವಾರ್ಷಿಕ ಸರಾಸರಿ ಆಧಾರದ ಮೇಲೆ ಹೆಚ್ಚುವರಿಯಾದ ಅಥವಾ ಕಡಿಮೆಯಾದ ಪ್ರಮಾಣವನ್ನು ಆಧರಿಸಿ ಲೆಕ್ಕ ಹಾಕಲಾಗುತ್ತದೆ. ಆದ್ದರಿಂದ ಮೊದಲ ಲೆಕ್ಕಾಚಾರವು ಗ್ರಾಹಕ ಬೆಲೆ ಸೂಚ್ಯಾಂಕದ (ಜನವರಿ 2009 ರಿಂದ ಡಿಸೆಂಬರ್ 2009)ರ ಸರಾಸರಿ ಆಧಾರದ ಮೇಲೆ 2010 ಎಪ್ರಿಲ್ 1ನೇ ತಾರೀಖಿನಿಂದ ಜಾರಿಗೆ ಬರುತ್ತದೆ.
1. ದಿನಗೂಲಿ ಗಳಿಕೆದಾರರ ಸಂದರ್ಭದಲ್ಲಿ ವೇತನದ ಮಾಸಿಕ ದರಗಳನ್ನು 26 ದಿನಗಳಿಂದ ವಿಭಾಗಿಸಿ, ನಾಲ್ಕು ರಜಾ ದಿನಗಳಿಗಾಗಿ ವೇತನವನ್ನು ನೀಡುವುದು ಸೇರಿದಂತೆ ಲೆಕ್ಕ ಹಾಕಲಾಗುವುದು.
2. ಕೆಲಸದ ಸ್ವರೂಪವು ಒಂದೇ ರೀತಿಯದಾಗಿರುವ ಸಂದರ್ಭದಲ್ಲಿ ಮಹಿಳಾ ಕಾರ್ಮಿಕರಿಗೆ ಪುರುಷ ಕಾರ್ಮಿಕರಿಗೆ ನೀಡುವ ವೇತನದ ದರಗಳನ್ನೇ ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು.
3. ವೇತನ ಪಾವತಿಯಲ್ಲಿರುವ ದರವು ಹೆಚ್ಚಾಗಿದ್ದಲ್ಲಿ, ಆ ಹೆಚ್ಚಾಗಿರುವ ದರಗಳಲ್ಲಿ ವೇತನ ಸಂದಾಯ ಮಾಡುವುದನ್ನು ಮುಂದುವರೆಸತಕ್ಕದ್ದು. 4. ತುಂಡು ಆಧಾರದ ಮೇಲೆ ಕೆಲಸ ಮಾಡುವ ಕಾರ್ಮಿಕರ 8 ಗಂಟೆಗಳ ಕೆಲಸದ ವೇತನವು ಅದೇ ತರಹದ ಕೆಲಸ ಮಾಡುವ ಕಾರ್ಮಿಕರ ಒಂದು ದಿನದ ವೇತನಕ್ಕಿಂತ ಕಡಿಮೆ ಇರಕೂಡದು. ಒಂದು ದಿನದ ಕೆಲಸ ಎಂದರೆ 8 ಗಂಟೆಗಳ ಕೆಲಸ ಎಂದು ತಿಳಿಯತಕ್ಕದ್ದು.
ಕಾರ್ಮಿಕರನ್ನು 8 ಗಂಟೆಗಿಂತ ಕಡಿಮೆ ಅವಧಿಯ ಕೆಲಸಕ್ಕೆ ನೇಮಿಸಿಕೊಂಡರೆ ವೇತನದ ಕೂಲಿಯ ಪ್ರಮಾಣವನ್ನು ಆ ವರ್ಗದ ದಿನದ ಅಥವಾ ತಿಂಗಳ ವೇತನದ ಆಧಾರದ ಮೇಲೆ ಲೆಕ್ಕ ಹಾಕುವುದು.
5. ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಸೂಚಿಸದೇ ಇರುವ ವರ್ಗದವರಿಗೆ ಅದೇ ಸ್ವರೂಪದ ಉದ್ಯೋಗದ ಕಾರ್ಮಿಕರಿಗೆ ಕೊಡುವ ವೇತನವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು.
6. ವಾರದ ಅಥವಾ ಹಬ್ಬದ ದಿನಗಳಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಕಾರ್ಮಿಕರಿಗೆ ಕನಿಷ್ಟ ವೇತನ ಕಾಯ್ದೆ 1948 ಮತ್ತು ನಿಯಮಗಳಿಗೆ ಒಳಪಟ್ಟು ಸಾಮಾನ್ಯ ವೇತನದ ಎರಡು ಪಟ್ಟು ವೇತನವನ್ನು ಕೊಡತಕ್ಕದ್ದು.
ಭಾಗ - ೪ಎ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೩೦, ೨೦೧೦ ೯೬೩7. ಸಾಮಾನ್ಯ ಕೆಲಸದ ಅವಧಿಗಿಂತ ಮೀರಿದ ಕೆಲಸಕ್ಕೆ ಸಾಮಾನ್ಯ ದರಗಳ ಎರಡು ಪಟ್ಟು ವೇತನವನ್ನು ಕೊಡುವುದು. 8. ವೇತನ ಲೆಕ್ಕಾಚಾರದಲ್ಲಿ ಚಿಲ್ಲರೆ ಬಂದ ಪಕ್ಷದಲ್ಲಿ ಅದನ್ನು ಸಮೀಪದ 50 ಪೈಸೆಗೆ ಪೂರ್ಣಗೊಳಿಸುವುದು.
(ಅ) ಕಿಶೋರಾವಸ್ಥೆ ಕಾರ್ಮಿಕರಿಗೆ ಅವರ ವರ್ಗದ 80 ಪ್ರತಿಶತ ವೇತನವನ್ನು ಕೊಡತಕ್ಕದ್ದು.
(ಆ) ಅಪ್ರೆಂಟೀಸ್‌ಗಳಿಗೆ ಅವರ ವರ್ಗದ ವೇತನದ ಪ್ರತಿಶತ 75 ರಷ್ಟು ವೇತನವನ್ನು ಕೊಡತಕ್ಕದ್ದು.
(ಇ) ಕಿಶೋರಾವಸ್ಥೆ ಎಂದರೆ 15 ವರ್ಷ ಮೀರಿದ, ಆದರೆ 18 ವರ್ಷದೊಳಗಿರುವ ವ್ಯಕ್ತಿ.

ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ: ಸಂವೇಶಾಇ 26 ಶಾಸನ 2009 ದಿನಾಂಕ:03.04.2010ರಲ್ಲಿ ತೋಟಗಾರಿಕೆ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯ ಅಧಿನಿಯಮ 2009 ಜಾರಿಗೆ ಬಂದಿದೆ. ಸದರಿ ಅಧಿನಿಯಮದ ಅನುಸೂಚಿ-1ರಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿದಂತೆ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಧಾರವಾಡ ಮತ್ತು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಬೆಂಗಳೂರು ಇವುಗಳ ಅಧೀನದಲ್ಲಿ ತೋಟಗಾರಿಕೆಗೆ ಅನ್ವಯಿಸುವಂತೆ ಸೇರಿದ್ದ ಸ್ವತ್ತುಗಳನ್ನು ಅಂದರೆ ಕಾಲೇಜು, ಸಂಶೋಧನಾ ಕೇಂದ್ರ, ಫಾರಂ ಹಾಗೂ ಪೀಠೋಪಕರಣಗಳು, ವಿದ್ಯಾರ್ಥಿನಿಲಯಗಳು, ಕಟ್ಟಡಗಳು ಮತ್ತು ದಾಯಿತ್ವಗಳ ಸಹಿತವಾಗಿ ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ ವರ್ಗಾಯಿಸತಕ್ಕದ್ದಾಗಿದೆ ಮತ್ತು ಅದರಲ್ಲಿ ನಿಹಿತವಾಗತಕ್ಕದ್ದಾಗಿದೆ. ಅದರಂತೆ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಬೆಂಗಳೂರು ಇಲ್ಲಿರುವ ತೋಟಗಾರಿಕೆ ಸ್ನಾತಕೋತ್ತರ ಘಟಕ ಮತ್ತು ಅದಕ್ಕೆ ಸಂಬಂಧಿಸಿದ 60 ಹೆಕ್ಟೇರ್ ಜಮೀನನ್ನು ಮೂಲಭೂತ ಸೌಲಭ್ಯಗಳೊಂದಿಗೆ ಹಸ್ತಾಂತರಿಸಬೇಕಾಗಿರುತ್ತದೆ. ಈ ಕುರಿತು ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು ಹಾಗೂ ಅಭಿವೃದ್ಧಿ ಆಯುಕ್ತರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ದಿನಾಂಕ:27.05.2010ರಂದು ಉಭಯ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಕುಲಪತಿಗಳು ಹಾಜರಿದ್ದು, ಈ ಕುರಿತು ಸಭೆಯಲ್ಲಿ ಸುಧೀರ್ಘ ಚರ್ಚೆಯ ನಂತರ 60 ಹೆಕ್ಟೇರ್ ಜಮೀನು ಕಟ್ಟಡಗಳು ಮತ್ತು ಇತರೆ ಮೂಲ ಸೌಲಭ್ಯಗಳನ್ನು ತೋಟಗಾರಿಕಾ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಬಾಗಲಕೋಟೆ ಇವರಿಗೆ ಹಸ್ತಾಂತರಿಸುವಂತೆ ನಿರ್ಣಯಿಸಲಾಗಿರುತ್ತದೆ.
ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು ಹಾಗೂ ಅಭಿವೃದ್ಧಿ ಆಯುಕ್ತರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ತೀರ್ಮಾನಿಸಿದಂತೆ 60 ಹೆಕ್ಟೇರ್ ಜಮೀನು, ಕಟ್ಟಡಗಳು ಮತ್ತು ಇತರೆ ಮೂಲಸೌಲಭ್ಯ/ ಸವಲತ್ತುಗಳನ್ನು ಬಾಗಲಕೋಟೆಯ ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ ಕಾಯ್ದೆಯಲ್ಲಿನ ಆಸ್ಪದದಂತೆ ವರ್ಗಾಯಿಸುವಂತೆ ಕೃಷಿ ಇಲಾಖೆಯಿಂದ ದಿನಾಂಕ:13.07.2010ರಂದು ಪತ್ರ ಮುಖೇನ ತಿಳಿಸಲಾಯಿತು. ಪ್ರಸ್ತುತ ವಿಷಯದ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸಿದ ಬೆಂಗಳೂರು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯವು ದಿನಾಂಕ:17.07.2010ರ ಪತ್ರದ ಮುಖಾಂತರ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿ, ಈಗಾಗಲೇ ಬೆಂಗಳೂರು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯವು ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಅಧ್ಯಾದೇಶ 2008ರ ಷೆಡ್ಯೂಲ್‌ನಂತೆ ಮೂಲ ಸೌಲಭ್ಯಗಳೊಂದಿಗೆ ಕಟ್ಟಡಗಳು, ಸಿಬ್ಬಂದಿ, ಸ್ಥಿರ ಮತ್ತು ಚರ ಆಸ್ತಿಗಳನ್ನು ದಿನಾಂಕ:16.05.2009ರಂದೇ ವರ್ಗಾಯಿಸಿದ್ದು, ಮತ್ತು ಬೆಂಗಳೂರು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿಯವರು ಗುರುತಿಸಿದ ಬೆಟ್ಟಹಳ್ಳಿ ಪ್ಲಾಂಟೇಷನ್‌ನ ಸರ್ವೆ ನಂ.1ರಲ್ಲಿನ ಮೇಜರ್ ಉನ್ನಿಕೃಷ್ಣನ್ ರಿಂಗ್ ರಸ್ತೆಗೆ ಲಗತ್ತಾದ 100 ಎಕರೆ ಜಮೀನನ್ನು ತೆಗೆದಿರಿಸಲು ದಿನಾಂಕ:01.08.2009ರಂದು ನಿರ್ಣಯಿಸಲಾಗಿರುತ್ತದೆ. ಅದರಂತೆ ದಿನಾಂಕ:23.10.2009ರಂದು 100 ಎಕರೆ ಜಮೀನನ್ನು ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಬಾಗಲಕೋಟೆ ಇವರಿಗೆ ಹಸ್ತಾಂತರಿಸಲಾಗಿರುತ್ತದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ 60 ಹೆಕ್ಟೇರ್ ಜಮೀನನ್ನು ತೋಟಗಾರಿಕೆ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ ವರ್ಗಾಯಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲವೆಂದು ಕುಲಪತಿಗಳು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಬೆಂಗಳೂರು ಇವರು ದಿನಾಂಕ:17.07.2010ರ ಪತ್ರ ಮುಖೇನ ತಿಳಿಸಿರುವುದನ್ನು ಪರಿಶೀಲಿಸಲಾಯಿತು. ಈಗಾಗಲೇ ದಿನಾಂಕ:27.05.2010ರಂದು ನಿರ್ಣಯಿಸಿರುವುದನ್ನು ಸರ್ಕಾರವು ಕೂಲಂಕುಷವಾಗಿ ಪರಿಶೀಲಿಸಿ, ಆಡಳಿತಾತ್ಮಕ ಹಿತದೃಷ್ಟಿಯಿಂದ ತೋಟಗಾರಿಕೆ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಆಧ್ಯಾದೇಶ 2008ರ ಅನುಸೂಚಿ-1ರಲ್ಲಿ ನಿರ್ಧಿಷ್ಟಪಡಿಸಿದಂತೆ ಬೆಂಗಳೂರು ಮತ್ತು ಧಾರವಾಡ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಿಗೆ ತೋಟಗಾರಿಕೆ ವಿಷಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಸಂಸ್ಥೆಗಳನ್ನು ಅವುಗಳ ಸ್ವತ್ತು/ ಸೌಲಭ್ಯಗಳೊಂದಿಗೆ ವರ್ಗಾಯಿಸಬೇಕಾಗಿರುವುದು ಅನಿವಾರ್ಯವಾಗಿರುವುದರಿಂದ ಕೃಷಿ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಅಧಿನಿಯಮ-2009ರ ಕಲಂ 8(10)ರಲ್ಲಿ ಪ್ರದತ್ತವಾಗಿರುವ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಬೆಂಗಳೂರು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಗಾಂಧಿ ಕೃಷಿ ವಿಜ್ಞಾನ ಕೇಂದ್ರದ ಆವರಣದಲ್ಲಿರುವ ಮತ್ತು ದಿನಾಂಕ:27.05.2010ರ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಿ ಲಗತ್ತಿಸಿದ ನಕ್ಷೆಯಲ್ಲಿ ಗುರುತಿಸಿದ 60 ಹೆಕ್ಟೇರ್ (ಈಗಾಗಲೇ ವರ್ಗಾಯಿಸಿರಬಹುದಾದ ವಿಸ್ತೀರ್ಣದ ಜಮೀನು ಸೇರಿದಂತೆ ಒಟ್ಟು 150 ಎಕರೆ) ಜಮೀನನ್ನು ಹಾಗೂ ವಿಭಾಗದ ಕಟ್ಟಡಗಳನ್ನು ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯ ಬಾಗಲಕೋಟೆ ಇವರ ವಶಕ್ಕೆ ಈ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಸ್ತಾಂತರಿಸುವಂತೆ ಬೆಂಗಳೂರು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ ಆದೇಶಿಸಿದೆ.

Whereas, after the convention on Biological Diversity negotiation, the Government of India has passed Biological Diversity Act, 2002, for the purpose of conservation of biodiversity, sustainable use of components of biodiversity, fair and equitable sharing of benefits arising out of the utilization of genetic resources. Section 37 of the Act provides for declaration of certain areas as Biodiversity Heritage Sites by the State Government. As per the guidelines issued by the Central Government, the areas having unique ecological fragile ecosystem, species richness, high endemism, presence of rare, endemic and threatened species, keystone species, species of evolutionary signaficance, wild ancestors of domestic/ cultivated species or land races or other varieties, past pre-eminence of biological components represented by fossil bodies and having cultural or aesthetic values may be declared as heritage sites.
ಭಾಗ - ೪ಎ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೩೦, ೨೦೧೦ ೯೬೫ Whereas, a proposal was received from the Registrar, University of Agricultural Sciences, Bangalore requesting theKarnataka Biodiversity Board to declare GKVK Campus (Gandhi Krishi Vignana Kendra) as Biodiversity Heritage Site under section 37(i) of Biological Diversity Act, 2002. The request of the University of Agricultural Sciences, Bangalore has also been forwarded by the National Biodiversity Authority for consideration. The Karnataka Biodiversity Board in its meeting dated:08.09.2009 considered the proposal and recommended to the Government to declare the same as Biodiversity Heritage Site under Biological Diversity Act,

Whereas, the total extent of GKVK campus, Agricultural University, Bangalore is 1380 Acres (559 Hectares). Excluding buildings and other infrastructure, 167 hectares (412 acres) has been extensively developed with wide variety of agricultural and biotechnology research plots and nurtured a landscape to support wide range of flora and fauna. The GKVK campus is considered one of the greenest areas in Bangalore.
Whereas, in addition, the research activities of the Agricultural University have supported the collection of wide range of germplasms, evolved a botanical garden containing a collection of nearly 600 species of important plants and trees. As a result, the biological diversity of this campus constitutes a critical repository of various froms of flora and fauna, which needs to be protected and nurtured to posterity. As per the survey, the university campus has the biodiversity which includes-mammals-13 species, reptiles-10 species, birds-165 species and 530 plant species.
Whereas, a preliminary Notification Dated:15.01.2010 was issued by the Government. This was published in part 4A of the Government Gazette Notification dated:18.02.2010 and the same was notified in News Papers dated:29.01.2010 in Vijaya karnataka and Deccan herald. Objections if any on this issues were invited through the preliminary notification. All concerns were also informed. No objections were received within the stipulated time.
Whereas, the Principal Secretary (Agriculture), Government of Karnataka vide letter No.AHD/62/AMS/2010 Dated:03.08.2010 has given concurence to declare the same as Heritage Site.
೯೬೬ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೩೦, ೨೦೧೦ ಭಾಗ - ೪ಎ Whereas, the Expert Committee on Heritage Site constituted by the Government Vide Notification dated:30.04.2010 alsoconsidered the subject and recommended to declare the GKVK campus as Heritage site. Thereafter the Karnataka Biodiversity Board in the meeting dated:02.07.2010 recommended to the Government to declare the GKVK Vegetation are as Heritage Site under section 37 of Biological Diversity Act 2002.
Whereas, considering the recommendation of the expert committee and the Karnataka Biodiversity Board the Government opines that it is essential to declare GKVK Campus as Heritage Site under section 37 of the Biodiversity Act, 2002.
Now therefore, in view of the circumstances explained above and as recommended by Karnataka Biodiversity Board and Expert Committee on Biodiversity Heritage Site GKVK Campus, University of Agricultural Sciences, Bangalore is declared as Heritage Site as per power vested in the State Government under Section 37 of Biological Diversity Act 2002. The declaration is subject to the following conditions.
1. The Heritage Site shall be managed as per duly approved Management Plan.
2. The Management plan shall be prepared as per Management Rules.
3. There should be full participation of local people in the management of Heritage Site.
4. No activities which are against the conservation of Biodiversity shall be allowed.
