ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳ ಅಧಿನಿಯಮ, 1978ರ (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14) 8ನೇ ಪ್ರಕರಣದೊಡನೆ ಓದಿಕೊಂಡ 3ನೇ ಪ್ರಕರಣದ (1)ನೇ ಉಪ ಪ್ರಕರಣದ ಮೂಲಕ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರಗಳನ್ನು ಚಲಾಯಿಸಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಕರ್ನಾಟಕ ಗೆಜೆಟೆಡ್ ಪ್ರೊಬೆಷನರ್‌ಗಳ ನೇಮಕಾತಿ (ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳ ಮೂಲಕ ನೇಮಕ) ನಿಯಮಗಳು, 1997ಕ್ಕೆ ತಿದ್ದುಪಡಿ ಮಾಡಲು ಸದರಿ ಅಧಿನಿಯಮದ 3ನೇ ಪ್ರಕರಣದ (2)ನೇ ಉಪಪ್ರಕರಣ (ಎ) ಖಂಡದ ಮೂಲಕ ಅಗತ್ಯಪಡಿಸಲಾದಂತೆ ಕೆಳಕಂಡ ಕರಡು ನಿಯಮಗಳನ್ನು ದಿನಾಂಕ:13.07.2010ರ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರದ ವಿಶೇಷ ಸಂಚಿಕೆಯ ಭಾಗ-IV-A (ನಂ.807)ರಲ್ಲಿ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 11 ಎಸ್ಆರ್ಆರ್ 2010ನ್ನು ದಿನಾಂಕ:02.07.2010ನ್ನು ಪ್ರಕಟಿಸಿ, ಅದರಿಂದ ಬಾಧಿತರಾಗಬಹುದಾದ ಎಲ್ಲಾ ವ್ಯಕ್ತಿಗಳಿಂದ ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಆ ಕರಡು ನಿಯಮಗಳು ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ 15 ದಿನಗಳ ಒಳಗಾಗಿ ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿತ್ತು.
ಸದರಿ ರಾಜ್ಯಪತ್ರವನ್ನು ದಿನಾಂಕ:13.07.2010ರಂದು ಸಾರ್ವಜನಿಕರಿಗೆ ದೊರೆಯುವಂತೆ ಮಾಡಲಾಗಿತ್ತು. ಮತ್ತು ಯಾವುದೇ ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರ ಸ್ವೀಕರಿಸಿರುವುದಿಲ್ಲ.
ಈಗ, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ 1978ರ (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ ಸಂಖ್ಯೆ 14)ರ 3ನೇ ಪ್ರಕರಣದ (1)ನೇ ಉಪಪ್ರಕರಣವನ್ನು 8ನೇ ಪ್ರಕರಣದೊಂದಿಗೆ ಓದಿಕೊಂಡಂತೆ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಈ ಕೆಳಗಿನ ನಿಯಮಗಳನ್ನು ರಚಿಸುತ್ತದೆ, ಎಂದರೆ:-
ನಿಯಮಗಳು
1. ಶಿರೋನಾಮೆ ಮತ್ತು ಪ್ರಾರಂಭ
:- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಗೆಜೆಟೆಡ್ ಪ್ರೊಬೆಷನರ್‌ಗಳ ನೇಮಕಾತಿ (ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳ ಮೂಲಕ ನೇಮಕ) (8ನೇ ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2010 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.
(2) ಇದು ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

The draft of the following rules further to amend the Karnataka State Civil Services (Regulation of Transfer of Teachers) rules, 2007, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), is hereby published as required by clause (a) of sub section (2) of Section 3 of the said Act, for the information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette.
Any objection or suggestion which may be received by the State Government from any person with respect to said draft before the expiry of the period specified above will be considered by the State Government. Objection and suggestions may be addressed to the Principal Secretary to Government, Education Department (Primary and Secondary Education), M.S. Building, Bangalore-1.
DRAFT RULES
1. Title and Commencement:- (1) These rules may be called the Karnataka State Civil Services (Regulation of Transfer of Teachers) (Amendment) Rules, 2010.
(2) They shall come into force with effect from the first day of April, 2010.
2. Amendment to Rule 8:- In the Karnataka State Civil Services (Regulation and Transfer of Teachers) Rules, 2007, in rule 8, after clause (1) the following proviso shall be inserted, namely:-
"Provided that for the year 2010-11 the General Transfer may be done in the months of April, May and June also."

ಮೇಲೆ ನಿರ್ದಿಷ್ಟಪಡಿಸಲಾದ ಅವಧಿಯು ಮುಕ್ತಾಯವಾಗುವ ಮುಂಚೆ ಸದರಿ ಕರಡಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಯಾರೇ ವ್ಯಕ್ತಿಯಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರವು ಸ್ವೀಕರಿಸಬಹುದಾದ ಯಾವುದೇ ಆಕ್ಷೇಪಣೆ ಅಥವಾ ಸಲಹೆಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರವು ಪರಿಗಣಿಸುವುದು, ಆಕ್ಷೇಪಣೆಗಳು ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ, ಶಿಕ್ಷಣ ಇಲಾಖೆ, (ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ), ಬಹುಮಹಡಿಗಳ ಕಟ್ಟಡ, ಬೆಂಗಳೂರು-560 001 ಈ ವಿಳಾಸಕ್ಕೆ ಕಳುಹಿಸಬಹುದು.
ಕರಡು ನಿಯಮಗಳು
1. ಹೆಸರು ಮತ್ತು ಪ್ರಾರಂಭ
:- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ (ಶಿಕ್ಷಕರ ವರ್ಗಾವಣೆ ನಿಯಂತ್ರಣ) (ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2010 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.
(2) ಇವು 1ನೇ ಏಪ್ರಿಲ್ 2010 ರಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.
2. ನಿಯಮ 8ರ ತಿದ್ದುಪಡಿ:- ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳ (ಶಿಕ್ಷಕರ ವರ್ಗಾವಣೆ ನಿಯಂತ್ರಣ) ನಿಯಮಗಳು 2007ರ 8ನೇ ನಿಯಮದಲ್ಲಿ ಅಂಶ (1)ರ ತರುವಾಯ ಈ ಕೆಳಕಂಡಂತೆ ಸೇರಿಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.
``ಆದರೆ 2010-11ನೇ ಸಾಲಿಗೆ ಮಾತ್ರ ಏಪ್ರಿಲ್, ಮೇ ಮತ್ತು ಜೂನ್ ತಿಂಗಳುಗಳಲ್ಲಿ ಸಾಮಾನ್ಯ ವರ್ಗಾವಣೆಗಳನ್ನು ಮಾಡತಕ್ಕದ್ದು.

ಮೇಲೆ ನಿರ್ದಿಷ್ಟಪಡಿಸಲಾದ ಅವಧಿಯು ಮುಕ್ತಾಯವಾಗುವ ಮುಂಚೆ ಸದರಿ ಕರಡಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಯಾರೇ ವ್ಯಕ್ತಿಯಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರವು ಸ್ವೀಕರಿಸಬಹುದಾದ ಯಾವುದೇ ಆಕ್ಷೇಪಣೆ ಅಥವಾ ಸಲಹೆಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರವು ಪರಿಗಣಿಸುವುದು, ಆಕ್ಷೇಪಣೆಗಳು ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ, ಶಿಕ್ಷಣ ಇಲಾಖೆ, (ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ), ಬಹುಮಹಡಿಗಳ ಕಟ್ಟಡ, ಬೆಂಗಳೂರು-560 001 ಈ ವಿಳಾಸಕ್ಕೆ ಕಳುಹಿಸಬಹುದು.

1. ಹೆಸರು ಮತ್ತು ಪ್ರಾರಂಭ
:- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ (ಶಿಕ್ಷಕರ ವರ್ಗಾವಣೆ ನಿಯಂತ್ರಣ) (ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2009 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.
(2) ಇವು 1ನೇ ಏಪ್ರಿಲ್ 2009 ರಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.
2. ನಿಯಮ 8ರ ತಿದ್ದುಪಡಿ:- ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳ (ಶಿಕ್ಷಕರ ವರ್ಗಾವಣೆ ನಿಯಂತ್ರಣ) ನಿಯಮಗಳು 2007ರ 8ನೇ ನಿಯಮದಲ್ಲಿ ಅಂಶ (1)ರ ತರುವಾಯ ಈ ಕೆಳಕಂಡಂತೆ ಸೇರಿಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.
``ಆದರೆ 2009-10ನೇ ಸಾಲಿಗೆ ಮಾತ್ರ ಏಪ್ರಿಲ್, ಮೇ ಮತ್ತು ಜೂನ್ ತಿಂಗಳುಗಳಲ್ಲಿ ಸಾಮಾನ್ಯ ವರ್ಗಾವಣೆಗಳನ್ನು ಮಾಡತಕ್ಕದ್ದು.

ಈ ಹಿಂದೆ ಸರ್ಕಾರದಿಂದ ಮಾಡಿರುವ ಎಲ್ಲಾ ನಾಮನಿರ್ದೇಶನಗಳನ್ನು ರದ್ದುಪಡಿಸಿ, ಕರ್ನಾಟಕ ಸಹಕಾರ ಸಂಘಗಳ ಅಧಿನಿಯಮ 1959 (1959ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ ಸಂಖ್ಯೆ 11) ರ ಪ್ರಕರಣ 29ರ ಉಪ ಪ್ರಕರಣ (1) ಮೇರೆಗೆ ದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಶ್ರೀ ಪುಟ್ಟೀರೇಗೌಡ ಬಿನ್ ಮುನೀಗೌಡ, ಮಳೂರು ಪಟ್ಟಣ, ಕೂಡ್ಲೂರು ಅಂಚೆ, ಚನ್ನಪಟ್ಟಣ ತಾಲ್ಲೂಕು, ರಾಮನಗರ ಜಿಲ್ಲೆ ಇವರನ್ನು ಚನ್ನಪಟ್ಟಣ ತಾಲ್ಲೂಕಿನ ಪ್ರಾಥಮಿಕ ಸಹಕಾರ ಕೃಷಿ ಮತ್ತು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಬ್ಯಾಂಕ್ ನಿ., ಚನ್ನಪಟ್ಟಣ, ರಾಮನಗರ ಜಿಲ್ಲೆ ಇದರ ಆಡಳಿತ ಮಂಡಳಿಗೆ ಸದಸ್ಯರನ್ನಾಗಿ ಈ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಮತ್ತು ಮುಂದಿನ ಆದೇಶದವರೆವಿಗೂ ನಾಮನಿರ್ದೇಶನ ಮಾಡುತ್ತದೆ.

In exercise of the powers conferred by clause (s) of section 2 of the Code of Criminal Procedure, 1973 (Central Act 2 of 1974) and in partial modification of earlier notification issued in this behalf, the Government of Karnataka hereby declare that with effect from the date of publication of this Notification in the Official Gazette, the areas and places specified in column (3) of the schedule below, shall cease to be within the jurisdiction of the Police Station specified in column (4) thereof and the said areas and places shall be included within the jurisdiction of the Police Station specified in column (2).
