ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ: ಕಾಇ 100 ಎಲ್ಎಂಡಬ್ಲ್ಯೂ 2009, ದಿನಾಂಕ: 21-10-2009 ರಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕನಿಷ್ಟ ವೇತನ ಸಲಹಾ ಮಂಡಳಿಯನ್ನು 2 ವರ್ಷಗಳ ಅವಧಿಗೆ ರಚಿಸಿದ್ದು, ಇದರ ಅಧಿಯು ದಿ: 20-10-2011ಕ್ಕೆ ಮುಕ್ತಾಯಗೊಂಡಿರುತ್ತದೆ. ಈಗ ಮಂಡಳಿಯನ್ನು ಪುನರ್ ರಚಿಸುವ ಅವಶ್ಯಕತೆ ಇರುವುದರಿಂದ ಕನಿಷ್ಟ ವೇತನ ಕಾಯಿದೆ 1948ರ ಕಲಂ 7 ಮತ್ತು 9ರಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಈ ಕೆಳಕಂಡ ಸದಸ್ಯರುಗಳನ್ನೊಳಗೊಂಡಂತೆ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕನಿಷ್ಟ ವೇತನ ಸಲಹಾ ಮಂಡಳಿಯನ್ನು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ

ಈ ಕೆಳಕಂಡ ಸದರಿ ಜಮೀನು ಸ್ವಾಧೀನಕ್ಕೆ ಗ್ರಾಮಸ್ಥರ ವಿರೋಧವಿರುವುದರಿಂದ ದಿನಾಂಕ: 10.08.2010 ರಂದು ನಡೆದ ಮಂಡಳಿಯ 302ನೇ ಸಭೆಯ ನಿರ್ಣಯದಂತೆ ಜಮೀನನ್ನು ಸ್ವಾಧೀನ ಕ್ರಮದಿಂದ ಕೈಬಿಡಲು ಕರ್ನಾಟಕ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಾಭಿವೃದ್ಧಿ ಕಾಯ್ದೆ 1966ರ ಕಲಂ 4 ರನ್ವಯ ದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಕಲಂ 3(1), 1(3), 28(1)ರ ಪ್ರಾಥಮಿಕ ಅಧಿಸೂಚನೆಯಿಂದ ಸದರಿ ಜಮೀನನ್ನು ಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆಯಿಂದ ಕೈಬಿಡಲಾಗಿದೆ.

Whereas the draft of the Karnataka Employment & Training Service (Craftsmen and Apprenticeship Training) (Recruitment) (Amendment) Rules 2012 as required by clause (a) of Sub-section (2) of section 3 of the Karnataka Civil Services Act 1978 (Karnataka Act of 1990) was published in Notification No. LD 224 ETI 2008 Dated: 21/04/2012 in Part-IV-A (No. 301) of the Karnataka Gazette Extraordinary dated: 21st April 2012 inviting objections and suggestions from persons likely to be affected thereby within fifteen days from the date of its publication in the Official Gazette;

And whereas, the said Gazette was made available to the public on 21st April 2012;

And whereas, the objection and suggestions are not received within the prescribed period in respect of the said draft rules by the State Government.

Now therefore, the final of the Karnataka Employment & Training Service (Craftsmen and Apprenticeship Training) (Recruitment) (Amendment) Rules 2012 as required by clause (a) of Sub-section (2) of section 3 of the Karnataka Civil Services Act 1978 (Karnataka Act of 1990) is published as follows:-

1. Title and Commencement:- (1) These rules may be called the Karnataka Employment & Training Service (Craftsmen and Apprenticeship Training) (Recruitment) (Amendment) Rules 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Amendment of Schedule:- In the Karnataka Employment and Training Service (Craftsmen and Apprenticeship Training) (Recruitment) Rules, 1998, for the posts of Additional Director (Training and Administration) at serial number 2 and entries relating thereto, the following shall be substituted namely,-2729

ನಿಯಮಗಳು

1. ಶೀರ್ಷಿಕೆ ಮತ್ತು ಪ್ರಾರಂಬ.- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಸಾಮಾನ್ಯ ಸೇವೆ (ಅಭಿವೃದ್ಧಿ ಶಾಖೆ ಮತ್ತು ಸ್ಥಳೀಯ ಆಡಳಿತ ಶಾಖೆ) (ವೃಂದ ಮತ್ತು ನೇಮಕಾತಿ) (ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2012 ಎಂದು ಕರೆಯುವುದು.

(2) ಈ ನಿಯಮಗಳು ಅಧಿಕೃತ ರಾಜ್ಯ ಪತ್ರದಲ್ಲಿ ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

2. ಅನುಸೂಚಿಗೆ ತಿದ್ದುಪಡಿ:- ಕರ್ನಾಟಕ ಸಾಮಾನ್ಯ ಸೇವೆ (ಅಭಿವೃದ್ಧಿ ಶಾಖೆ ಮತ್ತು ಸ್ಥಳೀಯ ಆಡಳಿತ ಶಾಖೆ) (ವೃಂದ ಮತ್ತು ನೇಮಕಾತಿ ನಿಯಮಗಳು), 2008ರ ಅನುಸೂಚಿಯ ಕ್ರಮ ಸಂಖ್ಯೆ 4ರ "ಉಪ ಕಾರ್ಯದರ್ಶಿ, ಪಂಚಾಯತ್ ರಾಜ್ (ಹಿರಿಯ ಶ್ರೇಣಿ) ಹುದ್ದೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ.-

(i) ಅಂಕಣ (3), ಸಂಖ್ಯೆ "26"ರ ಬದಲಿಗೆ, ಸಂಖ್ಯೆ "56" ಎಂದು ಸೇರಿಸಿದೆ.

(ii) ಅಂಕಣ (3ಎ), ಸಂಖ್ಯೆ "40"ರ ಬದಲಿಗೆ, ಸಂಖ್ಯೆ "10" ಎಂದು ಸೇರಿಸಿದೆ.

In exercise of the powers conferred by the proviso to sub-section (2) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) the Government of Karnataka hereby makes the following rules to amend the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) Rules, 2008, namely.-

RULES

1. Title and Commencement.- (1) These rules may be called the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) Rules, 2012.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of the Schedule.- In the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) Rules, 2008, in the schedule, in the entries relating to the post of "Deputy Secretary, Panchayat Raj (Senior Scale) at serial no. 4,-

(i) in column (3), for the figure "26", the figure "56" shall be substituted;

(ii) in column (3a), for the figure "40", the figure "10" shall be substituted.

ಕರ್ನಾಟಕ ಹೆದ್ದಾರಿ ಕಾಯ್ದೆ 1964 ಕಲಂ 15ರ ಮೇರೆಗೆ ಈ ಕೆಳಕಂಡ ಷೆಡ್ಯೂಲ್‌ನಲ್ಲಿ ನಮೂದಿಸಿರುವ ಜಮೀನುಗಳು ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಸಂಖ್ಯೆ 3 (ಲಿಂಕ್ ಸಂಖ್ಯೆ 64-E ದಾಬಸ್ ಪೇಟೆ ಯಿಂದ ಕೊರಟಗೆರೆ ವರೆಗೆ) ರಸ್ತೆ ಅಬಿವೃದ್ದಿಪಡಿಸುವ ಉದ್ದೇಶಕ್ಕಾಗಿ ಯೋಜನಾ ನಿರ್ದೇಶಕರು, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಅಬಿವೃದ್ದಿ ಯೋಜನೆ, ಬೆಂಗಳೂರು ರವರು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಪರಿಶೀಲಿಸಿ ಸದರಿ ಜಮೀನುಗಳು ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಸಂಖ್ಯೆ 3ರನ್ನು ಅಬಿವೃದ್ದಿಪಡಿಸಲು ಅವಶ್ಯವಾಗಿದೆ ಎಂದು ಸರ್ಕಾರವು ಮನಗಂಡಿದೆ. ಆದುದರಿಂದ ಈ ಕೆಳಕಂಡ ಷೆಡ್ಯೂಲ್‌ನಲ್ಲಿ ವಿವರಿಸಿರುವ ಜಮೀನುಗಳು ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಸಂಖ್ಯೆ 3ರರ ರಸ್ತೆ ಅಬಿವೃದ್ದಿಗೆ ಅವಶ್ಯಕವಾಗಿದೆ ಎಂದು ಈ ಮೂಲಕ ಘೋಷಿಸಲಾಗಿದೆ. ಕರ್ನಾಟಕ ಹೆದ್ದಾರಿ ಕಾಯ್ದೆ 1964ರ ಅಡಿಯಲ್ಲಿ ಈ ಕೆಳಕಂಡ ಜಮೀನುಗಳಲ್ಲಿ ಕೆಲಸ ನಿರ್ವಹಿಸುವ ಅದಿಕಾರಿ, ಸಿಬ್ಬಂದಿ ಅಥವಾ ಯೋಜನಾ ನಿರ್ದೇಶಕರ ಪರವಾಗಿ ಪ್ರತಿನಿದಿಸುವವರನ್ನು ತಡೆಯುವುದಾಗಲಿ ಅಥವಾ ಅಡ್ಡಿಪಡಿಸುವುದಾಗಲಿ ಮಾಡಕೂಡದೆಂದು ಈ ಜಮೀನುಗಳಲ್ಲಿ ಆಸಕ್ತಿ ಹೊಂದಿರುವ ಎಲ್ಲಾ ವ್ಯಕ್ತಿಗಳಿಗೆ ಈ ಮೂಲಕ ಸೂಚಿಸಲಾಗಿದೆ

ಈ ಅದಿಸೂಚನೆ ಪ್ರಕಟಣೆಯಾದ ನಂತರ ಯೋಜನಾ ನಿರ್ದೇಶಕರು, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಅಬಿವೃದ್ದಿ ಯೋಜನೆ, ಬೆಂಗಳೂರು ರವರ ಅನುಮತಿಯಿಲ್ಲದೆ ಸದರಿ ಜಮೀನುಗಳನ್ನು ವಿಲೆ ಮಾಡುವ ಒಪ್ಪಂದದ ಕ್ರಯ, ಕರಾರು, ಬೋಗ್ಯ, ಲೀಜ್, ಅದಲು-ಬದಲು ವಗೈರೆ ಮಾಡುವಂತಿಲ್ಲ. ಸದರಿ ಜಮೀನುಗಳಲ್ಲಿ ಈ ಅದಿಸೂಚನೆ ಪ್ರಕಟಣೆಯ ನಂತರ ಕಟ್ಟಡಗಳ ನಿರ್ಮಾಣ ಮತ್ತಿತರ ಅಬಿವೃದ್ದಿ ಕೆಲಸಗಳನ್ನು ಮಾಡುವಂತಿಲ್ಲ. ಒಂದು ವೇಳೆ ಮಾಡಿದ್ದರೂ ಪರಿಹಾರ ಹಣ ನಿಗದಿ ಮಾಡುವಾಗ ಅಂತಹ ವ್ಯವಹಾರದ ಅಂಶಗಳನ್ನು ಗಣನೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲಾಗುವುದಿಲ್ಲ.

ಸದರಿ ಜಮೀನುಗಳ ವಿವರಗಳನ್ನು ಪರಿಶೀಲನೆಗಾಗಿ ವಿಶೇಷ ಜಿಲ್ಲಾದಿಕಾರಿಗಳು (ಭೂಸ್ವಾದೀನ), ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಅಬಿವೃದ್ದಿ ಯೋಜನೆ, ಬೆಂಗಳೂರು, ಸಹಾಯಕ ಆಯುಕ್ತರು (ಭೂಸ್ವಾದೀನ), ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹೆದ್ದಾರಿ ಅಬಿವೃದ್ದಿ ಯೋಜನೆ, ಬೆಂಗಳೂರು ಮತ್ತು ಸಂಬಂಧಪಟ್ಟ ತಹಸೀಲ್ದಾರ್‌ರವರ ಕಛೇರಿಯಲ್ಲಿ ಇಡಲಾಗಿದೆ.
