Whereas the Government of Karnataka having regard to the Circumstances prevailing in the State are satisfied that it is sub-section (2) of section 3 of the Karnataka Prevention of Dangerous Activities of Boot-leggers, Drug-Offenders, Gamblers, Goondas, Immortal Traffic Offenders and Slum-Grabbers Act, 1985 (Karnataka Act No. 12 of 1985).
Now, therefore in exercise of the powers conferred by sub-section (2) of Section 3 of the Karnataka Prevention of Dangerous Activities fo Boot-leggers, Drug-Offenders, Gamblers, Goondas, Immortal Traffic Offenders and Slum Grabbers Act, 1985 the Government of Karnataka hereby direct that all the Commissioners of Police and all the District Magistrates in the State shall execise the powers conferred by sub-section (1) of Section 3 of the Act within the limits of their jurisdiction for a period of three months form 08-09-2013 to 09-12-2013.

1872ರ ಭಾರತೀಯ ಕ್ರಿಶ್ಚಿಯನ್ ವಿವಾಹ ಕಾಯಿದೆಯ ಕಲಂ 9ರನ್ವಯ ಪ್ರದತ್ತವಾಗಿರುವ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಭಾರತೀಯ ಕ್ರಿಶ್ಚಿಯನ್ ವಿವಾಹ (ಕರ್ನಾಟಕ) ನಿಯಮಗಳು 1961ರಂತೆ ಪಾಸ್ಟರ್ ಎಲ್ ಸುಧಾಕರ್, ಮನೆ ಸಂಖ್ಯೆ 50, ಎಂ.ಆರ್.ಎಸ್. ಪಾಳ್ಯ, ನಂದಿದುರ್ಗ ರಸ್ತೆ, ಬೆನ್ಸನ್ ಟೌನ್ (ಪೋಸ್ಟ್), ಬೆಂಗಳೂರು-560 046 ಇವರನ್ನು ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಗೆ ಸೀಮಿತಗೊಳಿಸಿ ಮೇಲಿನ ಕಾಯಿದೆಯಡಿಯಲ್ಲಿನ ಷರತ್ತಿಗೊಳಪಟ್ಟು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಾಗೂ ಮುಂದಿನ ಅದೇಶದವರೆಗೆ ಕ್ರಿಶ್ಚಿಯನ್ ಜನಾಂಗದ ವಿವಾಹ ವಿಧಿಯನ್ನು ನೆರವೇರಿಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿದೆ.

Whereas the draft of the following rules further to amend the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, was published as required by clause (a), sub-section (2) of section 3 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification No.DPAR 41 SDE 2011, Dated:18.02.2013, in part IVA(P.R.No,496)of the Karnataka Gazette dated:19.02.2013 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of its publication in the Official Gazette.
Whereas, the said Gazette was made available to the public on 19.02.2013.
And whereas, no objections, and suggestions have been received in this behalf by the state Government.
Now, therefore, in exercise of the powers conferred by sub-section(1)of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978(Karnataka Act 14 of 1990) the Government of Karnataka hereby makes the following rules, namely:-
RULES
1. Title and Commencement:- (1) These rules may be called the Karnataka Civil Services (Classification, Control and Appeal) (Amendment) Rules, 2013.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Amendment of Schedule II :- In the Karnataka State Civil Services (Classification, Control and Appeal) Rules, 1957, (hereinafter referred to as the said rules), In Schedule II, for the heading "HOME GUARDS AND CIVIL DEFENCE DEPARTMENT" and entries relating thereunder, the following shall be substituted, namely:-

1. ಶೀರ್ಷಿಕೆ ಮತ್ತು ಪ್ರಾರಂಭ:- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ ಮತ್ತು ಮೇಲ್ಮನವಿ)(ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2013 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.
(2)ಈ ನಿಯಮಗಳು ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.
2. ಅನುಸೂಚಿ- IIಕ್ಕೆ ತಿದ್ದುಪಡಿ :- ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ(ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ ಮತ್ತು ಮೇಲ್ಮನವಿ)ನಿಯಮಗಳು, 1957, (ಇಲ್ಲಿ ಇನ್ನುಮುಂದೆ ಸದರಿ ನಿಯಮಗಳು ಎಂದು ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ), ಅನುಸೂಚಿ- II ರಲ್ಲಿ "ಗೃಹರಕ್ಷಕ ದಳ ಮತ್ತು ನಾಗರಿಕ ರಕ್ಷಣಾ ಇಲಾಖೆ" ಶೀರ್ಷಿಕೆ ಅಡಿಯಲ್ಲಿನ ನಮೂದುಗಳ ಬದಲಾಗಿ ಈ ಮುಂದಿನವುಗಳನ್ನು ಸೇರಿಸತಕ್ಕದ್ದು, ಎಂದರೆ:-

Government of Karnataka have promulgated an Act (Act 50/2013) called the Karnataka Professional Educational Institutions (Regulation of Admission and Fixation of Fee) (Special Provisions) Act, 2013" In compliance of the provisions of this Act and the consensual agreement reached between the Government and Private Unaided Professional Educational Institutions with regard to admission and fixation of fees for professional courses, Government shall notify the number of seats to be allotted and fee chargeable for the academic year 2013-14 for the students selected for Medical and Dental Courses.
2) As per section 4 of the said Act, Government has notified the Fee Structure to be chargeable for the academic year 2013-14 from the candidates selected for Medical and Dental Courses as per the consensual agreement reached between the Government and Private Unaided Professional Educational Institutions.
3) In pursuant of section 5 of the Act and as per the consensual agreement reached between the Government and Private Unaided Professional Educational Institutions, 40% of the Government seats for Medical and 35% for Dental in Non-Minority Private Unaided Professional Educational Institutions and 25% of the Government seats for Medical and 25% of the Government seats for Dental in Minority Private Unaided Professional Educational Institutions are earmarked for the candidates selected by Karnataka Examination Authority to Medical and Dental Courses for the academic year 2013-14.
4) In pursuance of the section 4 of the Act, Government hereby notify the fee chargeable for the academic year 2013-14 from the candidates selected for Medical and Dental Courses in G.O. No. HFW 101 RGU 2012, Dated 10-05-2012. (Already enclosed in Previous Seat matrix Notifications)
5) Therefore, in exercise of powers conferred under section 5 (2) of "the Karnataka Professional Educational Institutions (Regulation of admission and Fixation of Fee) (Special Provisions) Act, 2006" Government hereby notify the 8th additional seat matrix and fee structure of Medical UG (MBBS) Courses in ESIC Medical Colleges in Bangalore and Gulbarga for the academic year 2013-14 as per ANNEXURE I to II appended to this notification.

ಭಾರತ ಚುನಾವಣಾ ಆಯೋಗವು 20-ಮಂಡ್ಯ ಲೋಕಸಭಾ ಉಪ ಚುನಾವಣೆ-2013ರ ಚುನಾವಣೆಯನ್ನು ಮುಕ್ತ ಹಾಗೂ ನಿಷ್ಪಕ್ಷವಾಗಿ ನಡೆಸಲು ಮಾದರಿ ನೀತಿ ಸಂಹಿತೆಯನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಚುನಾವಣೆ ಪ್ರಕ್ರಿಯೆ ಪ್ರಾರಂಭದಿಂದ ಚುನಾವಣೆ ಮುಕ್ತಾಯವಾಗುವವರೆವಿಗೂ೨೪೩೮ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಅಕ್ಟೋಬರ್ ೧೭, ೨೦೧೩ ಭಾಗ ೪ಎ ವಿವಿಧ ಚುನಾವಣಾ ಕೆಲಸಗಳ ಸುಸೂತ್ರ ನಿರ್ವಹಣೆಗಾಗಿ ಮಂಡ್ಯ ಜಿಲ್ಲಾ ವ್ಯಾಪ್ತಿಯ/ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಸೆಕ್ಟರ್ ಅಧಿಕಾರಿಗಳನ್ನು ನೇಮಿಸಿ ಕಂದಾಯ ಇಲಾಖೆ ಆದೇಶಿಸಿದೆ.
ಆದ್ದರಿಂದ ಚುನಾವಣೆ ನೀತಿ ಸಂಹಿತೆ ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಸಂಬಂಧ ಈಗಾಗಲೇ ನೇಮಿಸಿ ಆದೇಶಿಸಿರುವ 7 ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸೆಕ್ಟರ್ ಅಧಿಕಾರಿಗಳ ನೇಮಕಾತಿ ಆದೇಶಕ್ಕೆ ಘಟನೋತ್ತರ ಮಂಜೂರಾತಿ ಕೋರಿ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು, ಮಂಡ್ಯ ಜಿಲ್ಲೆ, ಮಂಡ್ಯ ಇವರು ಉಲ್ಲೇಖಿತ ಪತ್ರದಲ್ಲಿ ಒಳಾಡಳಿತ ಇಲಾಖೆಯವರನ್ನು ಕೋರಿರುತ್ತಾರೆ.
ಮುಂದುವರೆದು, 20-ಮಂಡ್ಯ ಲೋಕಸಭಾ ಉಪ ಚುನಾವಣೆ 2013ರ ಪ್ರಕ್ರಿಯೆ ಮುಕ್ತಾಯಗೊಳ್ಳುವವರೆಗೆ ಸಾರ್ವಜನಿಕ ಕಾನೂನು ಮತ್ತು ಸುವ್ಯವಸ್ಥೆ ಕಾಪಾಡುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ 1973ರ ಭಾರತೀಯ ದಂಡ ಪ್ರಕ್ರಿಯೆ ಸಂಹಿತೆಯ (ಕೇಂದ್ರ ಅಧಿನಿಯಮ 11/1974) ಸೆಕ್ಷನ್ 21ರಡಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಈ ಅಧಿಸೂಚನೆಗೆ ಲಗತ್ತಿಸಿರುವ 20-ಮಂಡ್ಯ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರ ವ್ಯಾಪ್ತಿಯ 7 ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳಾದ 186-ಮಳವಳ್ಳಿ, 187-ಮದ್ದೂರು, 188-ಮೇಲುಕೋಟೆ, 189-ಮಂಡ್ಯ, 190-ಶ್ರೀರಂಗಪಟ್ಟಣ, 191-ನಾಗಮಂಗಲ ಹಾಗೂ 192-ಕೆ.ಆರ್. ಪೇಟೆ ಮತ ಕ್ಷೇತ್ರಗಳಿಗೆ ಅಧಿಕಾರಿಗಳನ್ನು ಅವರ ಹೆಸರಿನ ಮುಂದೆ ಕಾಣಿಸಿರುವ ಮತಗಟ್ಟೆಗಳ ಮೇಲ್ವಿಚಾರಣೆಗಾಗಿ ಸೆಕ್ಟರ್ ಅಧಿಕಾರಿಗಳನ್ನು (Sector Officers) ಈಗಾಗಲೇ ನೇಮಿಸಿ ಹೊರಡಿಸಿರುವ ಆದೇಶಕ್ಕೆ "ಘಟನೋತ್ತರ ಮಂಜೂರಾತಿ" ನೀಡಿ ಆದೇಶಿಸಿದೆ. Whereas the draft of the Karnataka State Civil Services (Absorption of persons working on part-time Lecturers in the Karnataka General Services (Department of Pre-University Education) (Special) Rules, 2011 was published as required by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification No.ED 125 DGW 2009 dated 22nd February 2013 in part-IV-A of the Karnataka Gazette dated 18th April 2013 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of its publication in the official Gazette.
And whereas said Gazette was made available to the public on 18th April 2013.
And whereas the objections and suggestions received within the period specified above, have been considered by the Government.
ಭಾಗ ೪ಎ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಅಕ್ಟೋಬರ್ ೧೭, ೨೦೧೩ ೨೪೪೭Now therefore in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the following rules, namely:-
DRAFT RULES
1. Title and commencement.- (1) These rules may be called the Karnataka State Civil Services (Absorption of persons working on part-time Lecturers in the Karnataka General Services (Department of Pre-University Education) (Special) Rules, 2011.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Definitions.- In these rules, unless the context otherwise requires,-
(a) "Government Pre-University College" means a Pre-University college owned and managed by the State Government and established under the Karnataka State Pre-University Education norms.
(b) "Part-time Lecturer" means:- a person,-
(i) Who was appointed as Part-time lecturer against full time sanctioned post in a Government Pre-University colleges;
(ii) Whose appointment was made by the Principal Government Pre-University college and approved by the Joint Director of Public instruction or Director Pre-University Education and who at the time of such appointment possessed master degree with at least fifty percent marks in the subject in which he was assigned to teach.
(iii) Who was appointed as part-time lecturer and has worked for not less than ten years as such and there shall be no break in his service for reasons directly attributable to him.
(iv) Who have been working as part-time lecturer, who at the time of absorption under these rules continuously working as part-time lecturer and had no full time job or vocation and was not practicing any trade or profession or calling.
(v) But does not include honorary, adhoc, guest, temporary, additional and daily waged staff or part-time job oriented course employees.
Other words and expression used in these rules, but not defined their in shall have the same meaning assigned to them in the Karnataka Civil Services (General Recruitment) Rules, 1977.
3. Absorption of part-time lecturer in the Karnataka State Civil Services.-(1)Not withstanding anything contained in the Karnataka Civil Services (General Recruitment) Rules, 1977 or the rules of recruitment relating to recruitment of lecturers for Government independent junior/composite colleges made or deemed to have been made under the provisions of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) part time lecturers whose names have been notified by the State Government under sub-rule (2) shall with effect from the date of such notification be absorbed in the category of post of lecturers, in the Department of Pre- University Education in the pay scales of Rs.22800-43200.
Provided that, appointment shall not be made under these rules against any post earmarked to be filled from among candidates belonging to the schedule castes or the scheduled tribes under the Government order allowing reservation, Unless there are candidates belonging to these classes available from among the part-time lecturers to be absorbed, otherwise such posts shall be treated as backlog to be filled by process or special recruitment from among these classes.
(2) The State Government shall constitute one or more committees, consisting of such number of members as it deems fit.
For the purpose of recommending to the State Government the names of eligible part time lecturers for absorption. The State Government shall on receipt of such recommendation notify the names so recommended by the committee.
(3) The Committee shall determine its own procedure.
(4) The entire process of recommendation of names of eligible part-time lecturers and notifying such names shall as for as may be completed within shortest period.
(5) The Appointing, Authority shall after verifying the antecedents of the persons notified under sub-rule (1) and after verifying the suitability for appointment shall absorb him in the notified equivalent vacant post in accordance with rules 10 and 12 of the Karnataka Civil Services (General Recruitment) Rules, 1977:
೨೪೪೮ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಅಕ್ಟೋಬರ್ ೧೭, ೨೦೧೩ ಭಾಗ ೪ಎ(6) The interse seniority of such part-time lecturers shall be determined on the basis of length of service as part-time lecturers and where length of service is same, seniority shall be determined on the basis of age, the older in age senior to part-time lecturer who is younger in age.
4. Pay fixation seniority leave and pension of part-time lecturers absorbed under these rules.- Notwithstanding anything contained in the Karnataka Civil Services Rules, or any other rules governing conditions of service made or deemed to have been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) the initial basic pay of an absorbed part-time lecturer, under these rules after he reports for duty as a lecturers, shall be fixed at the minimum of the scale of pay of the category of posts in which he is absorbed and the services rendered before his absorption shall not count for the purpose of seniority, or pension.
5. Application of other rules.- The provisions contained in the Karnataka Civil Services Rules the Karnataka Civil Services (conduct)Rules, 1966 and all other rules regulating the conditions of service of the Government Servants made or deemed to have been made under the provisions of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) which are applicable to other Government Servant shall in so far as they are not inconsistent with the provisions of these rules be applicable to persons absorbed under these rules.
