ORDER

The Government of Karnataka vide their letter No. DPAR 148 SAS 2013, dated 21.11.2013 have requested for fixation of seniority/year of allotment of the four officers who were appointed to lAS by promotion from the Select Lists of 2008-A and 2009 vide this Ministry's notification No.14015/46/2012-AIS(I)-B. dated 21st October 2013 by interpolating their names at appropriate place. Besides they have mentioned that year of allotment of Shri. A.M Kunjappa, who was appointed to lAS on the basis of SL of 2008 has not been fixed. The seniority/year of allotment of five officers have been computed under Ru1e 3(3)(ii) of lAS (Regulation of Seniority), Rules 1987 as amended from time to time. Details are indicated in the following table:-

officer of 2000 batch of Karnataka cadre.

2.2 As per proviso to Rule 3(ii) of IAS (Regulation of Seniority) Rules, 1987, year of allotment of officer of Sl. No.3 viz Shri. G.S. Shivaswamy in the above Table has been restricted.

lAS officer of 2001 batch and above Dr. (Smt) N. Manjula, the senior most RR IAS of 2002 batch of Karnataka Cadre of IAS.

3.2 As per Rule 4 of the lAS (Regulation of Seniority) Rules, 1987, the officers whose names are indicated at Sl No.3 to 13 of the above table shall be placed enbloc below Dr. (Smt) Shamla Iqbal, the junior most RR lAS officer of 2002 batch and above Shri D.S. Viswanath, promotee lAS officer (Non-SCS Category) of 2002 batch of Karnataka Cadre of IAS.

3.3 As per Rule 4 of the lAS (Regulation of Seniority) Rules, 1987, the officers whose name is indicated at Sl No. 14 of the above table shall be placed below Shri.

Manoj Kumar Meena, the junior most RR lAS officer of 2003 batch of Karnataka Cadre of IAS

the promotee IAS officer of 2003 batch and above Dr. R. Vishal, the senior most RR lAS officer of 2004 batch of Karnataka Cadre of IAS.

4.2 As per Rule 4 of the lAS (Regulation of Seniority) Rules, 1987, officer at Sl. No.2 to 5 shall be placed enblock below Smt. Gunjan Krishna, the Junior most RR, IAS officer of 2004 batch.

4.3 As per proviso to Rule 3(ii) of IAS (Regulation of Seniority) Rules, 1987, year of allotment of officer of Sl.No.1 in the above Table has been restricted

5. Earlier order of even no. dated 9th July 2013 stands superseded to the above extent.

6. The order may be conveyed to the concerned officer.

NOTIFICATION

New Delhi, the 23rd October, 2013

S.O. 3226(E).-In exercise of powers conferred by sub-section (1) of section 3A of the National Highways Act 1956 (48 of 1956) (hereinafter referred to as the said Act), the Central Government, after being satisfied that for the public purpose, the land, the brief description of which is given in the Schedule below, is required for building (widening / four-laning, etc.), maintenance, management and operation of National Highway No. 63, on the stretch of land from Km.132.000 to Km.268.700 ( Hubli - Hospet Section) in the District of Dharwad, Gadag and Koppal in the State of Karnataka, hereby declares its intention to acquire such land;

Any person interested in the said land may, within twenty-one days from the date of publication of this notification in the Official Gazette, object to the use of such land for the aforesaid purpose under sub-section (1) of section JC of the said Act. Every such objection shall be made to the competent authority, namely, the Special Land Acquisition Officer, "Dhara Mahal", 1st floor, 5th Cross, UB.Hill, Dharwad, Karnataka, in writing and shall set out the grounds thereof and the competent authority shall give the objector an opportunity of being heard, either in person or by a legal practitioner, and may, after hearing all such objections and after making such further enquiry, if any, as the competent authority thinks necessary, by order, either allow or disallow the objections.

Any order made by the competent authority under sub-section (2) of section 3C of the said Act shall be final.

The land plans and other details of the land covered under this notification are available and can.be.inspected by the interested person at the aforesaid-office of the competent authority.
