2014ನೇ ಸಾಲಿನ 21-05-2014ನೇ ದಿನಾಂಕದ ಭಾರತ ಸರ್ಕಾರದ ಗೆಜೆಟ್‌ನ ವಿಶೇಷ ಸಂಚಿಕೆಯ ಭಾಗ-II ಸೆಕ್ಷನ್ 3(i) ರಲ್ಲಿ ಪ್ರಕಟವಾದ ಈ ಕೆಳಕಂಡ G.S.R. ³⁴⁶(E) ದಿನಾಂಕ: 21-05-2014 ಅನ್ನು ಸಾರ್ವಜನಿಕರ ಮಾಹಿತಿಗಾಗಿ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಮರು ಪ್ರಕಟಿಸಲಾಗಿದೆ.

G.S.R. 346 (E).-Whereas a draft of certain rules further to amend the Drugs and Cosmetics Rules, 1945 was published, as required by section 12 read with section 33 of the Drugs and Cosmetics Act, 1940 (23 of 1940), vide notification of the Government of India in the Ministry of Health and Family Welfare (Department of Health & Family Welfare) number G.S.R. 16(E) dated the 13th January, 2014 in the Gazette of India, Extraordinary, Part II, section 3, sub-section (i) dated the 13th January, 2014, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of a period of forty five days from the date on which the copies of the Official Gazette of the said notification were made available to the public;

And whereas copies of the Gazette were made available to the public on the 16th January, 2014;

And whereas, objections and suggestions received from the public on the said rules have been considered by the Central Government;

Now, therefore, in exercise of the powers conferred under section 12 read with section 33 of the Drugs and Cosmetics Act, 1940 (23 of 1940), the Central Government, after consultation with the Drugs Technical Advisory Board, hereby makes the following rules further to amend the Drugs and Cosmetics Rules, 1945, namely:-

1 . (1) These rules may be called the Drugs and Cosmetics (2nd Amendment) Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Drugs and Cosmetics Rules, 1945, after rule 148-8, the following rule shall be Inserted, namely :-

48-C. prohibition of testing of cosmetics on animals.-No person shall use any animal for testing of cosmetics."

S.O. 1122 (E).-Whereas M/s. Kudgi Transmission Limited, the applicant with its Registered Office at Building No. : 3 ,Second Floor, Sudeep Plaza. MLU Sector-II, Pocket-4. Dwarka, New Delhi-110075 has applied for approval under Section 164 of the Electricity Act, 2003 for construction of (i) Kudgi TPS – Narendra (New) 400kv, 2x D/C (Quad) Lines (ii) Narendra (New) - Madhugiri 765 k V, D/c line (iii) -Madhugiri-Bidadi 400 kv D/C(Quad) Line

And whereas Government of India, Ministry of Power vide letter No. 11/2/2012-PG (REC TPCL, NTPC) dated 09-07-2013 had granted prior approval under sub-section (i) of Section 68 of the Electricity Act, 2003 for "transmission system required for evacuation from Kudgi TPS (3x800 MW in Phase-I) of NTPC Ltd" in favour of SPV 'Kudgi Transmission Ltd' of REC TPCL with the following scope of works:

• Kudgi TPS - Narendra(New) 400KV, 2x D/c (Quad) Lines

• Narendra (New) - Madhugiri 765 kV, D/c Line

• Madhugiri-Bidadi 400 kV D/c(Quad) Line.

And whereas the applicant has now requested to confer upon him all the powers under section 164 of the Electricity Act, 2003 which telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be so established or maintained for the works. The transmission line covered under the scheme will pass through. over, around and between the following villages. towns and cities:-

Electricity Act, 2003, all the powers on the applicant which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be so established or maintained subject to following terms and conditions for installing the above mentioned interstate transmission lines for inter-state transmission of electricity, namely:-

(i) the approval is granted for 25 years:

(ii) the Applicant shall have to seek the consent of the concerned authorities i,e, local bodies, Railways, National Highways, State Highways etc, before erection of proposed lines;

(iii) the Applicant shall have to follow regulations /codes of the appropriate commission regarding transmission, O&M, open access etc:

(iv) the Applicant has been entrusted with the responsibility of construction of (i) Kudgi TPS – Narendra (New) 400kV, 2x D/c (Quad) Lines (ii) Narendra (New) - Madhugiri 765 kV, D/C line (iii) Madhugiri-Bidadi 400 kV D/C(Quad) Line, The details of the works are published ill the Gazette of India of October 26, November 1, 2013,

(v) the Applicant shall operate the lines after approval of Chief Electrical lnspector of respective States;

(vi) the approval is subject to compliance by the Applicant of the requirement of the provisions of The Electricity Act, 2003 and the rules made thereunder.

G.S.R. 393(E).-In exercise of the powers conferred by Sub-Section (1) of Section 124, read with Sub-Section 1(1) of Section 132 of the Major Ports Trusts Act, 1963 (38 of 1963), the Central Government hereby approves the New Mangalore Port Trust Employees (Recruitment, Seniority and Promotion) Amendment Regulations, 2014 made by the Board of Trustees for the port of New Mangalore and set out in the schedule annexed to this Notification.

The said Regulations shall come into force on the date of publication of this Notification in the Official Gazette.

New Mangalore Port Trust Employees (Recruitment, Seniority and Promotion) Amendment Regulations 2014.

In exercise of the powers conferred by Section 28 of the Major Port Trusts Act, 1963, (38 of 1963), the Board of Trustees of the port of New Mangalore hereby makes the following regulations further to amend the New Mangalore Port Trust Employees (Recruitment, Seniority and Promotion) Regulations, 1980. namely:-

1. (i) These Regulations may be called, the New Mangalore Port Trust Employees (Recruitment, Seniority and Promotion) Amendment Regulations, 2014.

(ii) They shall come into force on the date of publication of the approval of the Central Government as required under the provisions of Section 124 and 132 of Major Port Trusts Act, 1963 in the Gazette of India.

2. In the New Mangalore Port Trust Employees (Recruitment, Seniority and Promotion) Regulations, 2009, in the Schedule, for post of Dy. Chief Vigilance Officer at SI. No. I under the Vigilance Department-

(i) the entries under Column No. II shall be substituted by the words, "By deputation."

(ii) the entries under Column No. 12 shall be substituted by the following.

"Deputation from officers of Major Port Trusts holding posts in the pay scale of Rs. 20600-46500 (Rs. 10750-16750 prerevised) with 3 years regular service in the grade failing which from officers of the Central Government/State Govt./PSUs/Autonomous Bodies with similar grade."

O. 239(E) dated 22nd January, 2013, published in Gazette of India on 23rd January, 2013 namely:-

In the said notification, for the words, ``Central Government hereby authorises Smt. R. Yashodha, KAS (Junior Scale), Government of Karnataka as officer on deputation to Hindustan Petroleum Corporation Limited to perform the functions of Competent Authority" the words "Central Government hereby authorizes Shri. T. N Krishnamurthy, KAS (Junior Scale), Government of Karnataka as officer on deputation to Hindustan Petroleum Corporation Limited to perform the functions of Competent Authority" shall be substituted.

This notification shall be in addition to notification of the Government of India, in the Ministry of Petroleum and Natural Gas, No. S. O. 740(E) dated 07th March, 2014, published in Gazette of India on 11th March, 2014, by which the Central Government has authorized DR. D. R. 1. (1) These rules may be called the All India Services (Discipline and Appeal) Amendment Rules, 2014.

(2) They shall come into force on the date of their publication in Official Gazette.

2. In the All India Services (Discipline and Appeal) Rules. 1969, in rule 8. in sub-rule (2), the following proviso shall be inserted, namely:-

"Provided that where there is a complaint of sexual harassment within the meaning of rule 3 of the All India Services (Prevention of Sexual Harassment) Regulations, 1998, the Complaints Committee established in each Ministry or Department or Office for inquiring into such complaints, shall be deemed to be the inquiring authority appointed by the disciplinary authority for the purpose of these rules and the Complaints Committee shall hold, if separate procedure has not been made for the Complaints Committee for holding the inquiry into the complaints of sexual harassment, the inquiry as far as practicable, in accordance with the procedure laid down in these rules".

NOTIFICATION

New Delhi, the 27th June, 2014

G.S.R. 421 (E).-In exercise of the powers conferred by clause (c) of sub-section (1) read with sub-section (6) of Section 3 of the Major Port Trusts Act 1963 (38 of 1963), the Central Government hereby appoints the Deputy Commissioner, Dakshina Kannada District to be a trustee on the Board of Trustees of the New Mangalore Port Trust up to 31-04-2015 in the category ``representative of the Government of Karnataka''.

2. The said appointment shall come into force from the date of publication of Notification in the Gazette of India.

NOTIFICATION

New Delhi, the 29th April, 2014

S.O. 1176(E).- In exercise of powers conferred by sub-section (1) of section 3A of the National Highways Act, 1956 (48 of 1956) (hereinafter referred to as the said Act), the Central Government, after being satisfied that for the public purpose, the land, the brief description of which is given in the Schedule below. is required for building (widening six-laning, etc.), maintenance, management and೭೭೬ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೬, ೨೦೧೪ ಭಾಗ ೪ operation of National Highway No. 48 (Old NH No.4) in the stretch of land from Km. 29.50 to Km. 75.00 in the district of Bangalore Rural and Tumkur District in the State of Karnataka, hereby declares its intention to acquire such land:

Any person interested in the said land may, within twenty-one days from the date of publication of this notification in the Official Gazette. object to the use of such land for the aforesaid purpose under sub-section (1) of section 3C of the said Act;

Every such objection shall be made to the competent authority, namely, the Special Land Acquisition Officer, NHAl, Bangalore in writing and shall set out the grounds thereof and the competent authority shall give the objector an opportunity of being heard, either in person or by a Legal practitioner, and may, after hearing all such objections and after making such further enquiry, if any, as the competent authority thinks necessary. by order, either allow or disallow the objections;

Any order made by the competent authority under sub-section (2) of section 3C of the said Act shall be final;

The land plans and other details of the land covered under this notification are available and can be inspected by the interested person at the aforesaid office of the competent authority.

Foreign Exchange Management (Export of Goods & Services) (Amendment) Regulations, 2014

ಭಾಗ ೪ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೬, ೨೦೧೪ ೭೯೫

Notification No. FEMA. 23/2000-RB dated May 3, 2000 as amended vide Notification N0.FEMA. 176/2008-RB dated July 23, 2008, Reserve Bank of India makes the following amendment in the Foreign Exchange Management (Export of Goods & Services) Regulations, 2000, as amended from time to time, namely;

1.Short Title and commencement

(i) These Regulations may be called the Foreign Exchange Management (Export of Goods & Services) (Amendment) Regulations, 2014. (ii) They shall deemed to have come into force on the 1st day of April, 2013@

2. Amendment to the Regulations

In the Foreign Exchange Management (Export of Goods & Services) Regulations, 2000 (Notification No. FEMA. 23/2000-RB dated May 3, 2000) (hereinafter called "the principal regulations"), the following amendments shall be made, namely:-

(I)In Regulation 9, in sub-regulation (1),

(a) For the words "twelve months", the words "nine months" shall be substituted.

(b) In the third proviso, for the words "twelve months" the words "nine months" shall be substituted.

(II)In Regulation 10, for the words for the words "twelve months" the words "nine months" shall be substituted.
