Whereas it is necessary to make an order with a view to enabling the existing Satish Sugars Ltd., Factory at Hunishyaal P.G, Gokak Taluk, Belgaum District to start its operation for production of sugar warranting allocation of sugarcane area within the radius of 7.5 Km. in tune with its crushing capacity.
Now, therefore, in exercise of the powers conferred by clause 6,7,8 and 9 of the Sugarcane (Control) order 1966 read with CSR 1127, dated 16th July 1966 of the Government of India in the Ministry of Food, Agriculture, Community Development and Co-Operation (Department of Food) the Government of Karnataka hereby makes the following order namely:- The Karnataka Sugarcane (Regulation of Distribution), Satish Sugars Ltd., Factory at Hunishyaal P.G Gokak Taluk, Belgaum District Order 2014 and the said order shall come into force at once and it shall remain in force till withdrawn or repealed subject to amendments as the State Government may make from time to time.
1. In this order: -
(a) "Factory" means the premises of the factory at Hunshyal P.G, owned by Satish Sugars Ltd., Factory at Hunishyaal P.G, Gokak Taluk, Belgaum District including the precincts of such factory.
(b) 'Form' means a form appended to this order.
( c) Words and expressions used in this order but not defined shall have the meaning assigned to them in clause 2 of the Sugarcane (Control) order 1966.
2. The crushing capacity of M/s Satish Sugars Ltd., being 8000 TCD, the quantity of Sugarcane required by the factory during a year is about 15.00 Lakh M.Ts. The factory shall secure the sugarcane determined under sub clause (2) from the areas specified in schedule-I to this order which shall be the area reserved temporarily in the interest of farmers for supply of sugarcane to the factory concerned, till new factories are established.
3. Every grower of sugarcane in the area reserved temporarily as specified in Schedule-I shall supply to the factory ninety five percent of the sugarcane grown by each such grower Co-operative Society operating in the reserved area, through such society.
4. Every grower of sugarcane or a sugarcane grower Co-operative Society, supplying sugarcane to the factory and the factory shall enter in to agreement to supply or purchase as the case may be, the quantity of sugarcane determined under clause-4.
5. No Sugarcane shall be exported from the area reserved temporarily except under and in accordance with the conditions of a permit issued by the Deputy Commissioner of respective District in Form- I of Schedule-Il.
6) Application for the grant of a permit under clause-6 shall be made in form 2 of Schedule-II and shall be accompanied by a fee of Rs.5/- and an amount of Rs.100/- as security Deposit. If any condition of the permit is contravened, the Deputy Commissioner of respective District may after giving an opportunity to the person Concerned to show cause why the amount deposited by way of security or any part thereof may not be forfeited, pass order forfeiting the whole or part of the amount deposited as security.

Whereas the Government of Karnataka having regard to the circumstances prevailing in the State are satisfied that it is necessary that all Commissioners of Police and all the District Magistrates to be empowered to exercise the powers under sub-section (2) of section 3 of the Karnataka Prevention of Dangerous Activities of Boot-leggers, Drug-Offenders, Gamblers, Goondas, immortal Traffic Offenders and Slum-Grabbers Act, 1985 (Karnataka Act No.12 of 1985).
Now, therefore in exercise of the powers conferred by sub-section (2) of Section 3. of the Karnataka Prevention of Dangerous Activities of Boot-leggers, Drug-Offenders, Gamblers, Goondas, Immortal Traffic Offenders and Slum-Grabbers Act, 1985 the Government of. Karnataka hereby direct that all the Commissioners of Police and all the District Magistrates in the State shall exercise the powers conferred by sub-section (1) of Section 3 of the Act within the limits of their jurisdiction for a period of three months from 10-12-2014 to 09-03-2015.

The council is empowered to co-ordinate the following functions and take decisions thereon:
a) Construction of Fly-overs, bridges and by-pass roads.
b) Standardization of the size, dimensions and structure of the traffic roundabouts road dividers, refuge island and such other structures;
c) Standardization of the dimensions, size, design and colour of the guard-rails; d) Installation automatic traffic signals, pedestrian crossing blinkers and such other electronic I electrical installations on the roads. :
e) Maintenance of road-worthiness of roads used by the public transport vehicles especially the Karnataka State Road Transport Corporation
f) Standards of fitness and safety precautions to be enforced in various categories of motor vehicles;
g) Action to educate the road users especially the children about road safety measures;
h) Measures to ensure proper training for riders of two wheelers and drivers of other motor vehicles;
i) Standardization of criteria for locating petrol diesel outlet pumps, cinema theatres, post offices, Karnataka Electricity Board junction boxes, shopping complex and areas for parking of motor vehicles;
j) Action to improve public transportation by way of allotment of land for locating bus terminus and bus depots, as well as modification of routes with a view to ensuring the safety of the road users.
k) Action to reduce hazards caused by the goods transport vehicles by prescribing their routes, parking and halting areas as well as resting places for their drivers on National Highways, State Highways and other major roads: and
l) Any other action which affects the traffic, transportation and road safety.
