ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೨, ೨೦೧೫ ಭಾಗ ೧ ೧೬೬ GOVERNMENT ORDER NO. FEE 187 FLL 2012, BANGALURU, DATED: 10-12-2014.In the Circumstances explained in the preamble above, Government are pleased to accord sanction under Section 2 of Forest (Conservation) Act, 1980 for diversion of 13.96 ha. of forest land in Bangaluru Rural Division proposed for up- gradation of NH-207 from Dobespet to Hoskote, 4 lane from existing 2 lane in favour of the Project Director & General Manager (Tech), NHAI, Bangaluru for a period of 20 (Twenty) years subject to the following conditions.
1. The legal status of the forest land shall remain unchanged.
2. The demarcation of the outer boundary of the forest area being diverted shall be carried out by erecting cement concrete pillars duly numbered at an interval of 20 meters at the cost of user agency.
3. Cost of raising compensatory afforestation(CA) over 27.92 ha of degraded forest shall be realized from User Agency.
4. The compensatory afforestation (CA) shall be raised and maintained over 27.92 ha. Of degraded forest land proposed at Ujjani SF, Doddaballapura Range, Bangalore Rural Division at the cost of User Agency.
5. The Karnataka Forest Department shall charge the Net Present Value of the diverted forest land measuring 13.96 ha. from the user agency as per the orders of the Hon ble Supreme Court dated:
28-03-2008 and 09-05-2008 in IA Nos. 826 in 566 with related IA s in Writ Petition (Civil) No.202/1995.
6. Additional amount of the Net Present Value (NPV) of the diverted forest land if any, becoming due after revision of the same by the Hon' ble Supreme Court of India in future, shall be charged by the State Government from the user agency. The user agency shall furnish an undertaking to this effect.
7. The funds received from user agency towards Net Present Value under this project shall be deposited either in SB A/c No. SB01025213-CAF Karnataka, Corporation Bank, CGO Complex, Lodhi Road, New Delhi- 110003(RTGS/IFSC No.CORP0000371) or in SB A/c No.344902010105 421- KARNATAKA CAMPA, Union Bank of India, Sundar Nagar, New Delhi-110003(RTGS/IFSC No.UBINO534498). The details of deposition of funds, inter-alia the DD Numbers & date, Amount, the Bank on which drawn and the date of deposition in the designated Bank shall also be furnished.
8. Road side plantations shall be done at the cost of user agency on either side of the road in consultation with the local DFO. User agency shall furnish an undertaking to this effect.
9. Fencing of the road side plantation shall be done at the cost of user agency. User agency shall furnish an undertaking to this effect.
10. Felling of old trees of Ficus, Tamarind and Need shall be avoided as far as possible in the forest area and in the remaining portion of the road also. User Agency shall furnish an undertaking to this effect.
11. The Karnataka Forest Department shall furnish a certificate to the effect that recognized rights of Primitive Tribal Groups and Pre-Agricultural Communities are not affected.
12. The total forest area utilized for the project shall not exceed 13.96 ha. In case the land is not taken over by the user agency or the same is not used for the stipulated purpose within a period of two years from the date of Stage II approval, then the area shall be taken back by the Forest Department.
13. Any other condition that the Additional Principal Chief Conservator of Forests (Central), Regional Office, Bengaluru may impose from time to time for protection, improvement of flora and fauna in the forest area and public convenience, shall also be applicable.
14. The Karnataka Forest Department shall obtain prior permission of Central Government for change of compensatory afforestation site, if any.
15. The DGPS readings of the 27.92 ha. of forest degraded forest land identified for Compensatory Afforestation shall be communicated to O/o the Chief Conservator of Forests (Central), Ministry of Environment and Forests, Bangaluru within 30 days.
16. Demarcation of the outer boundary of the forest area being diverted shall be done by erecting cement concrete pillars duly numbered at an interval of 20 meters at the cost of user agency before commencement of the up gradation work.
17. The lessee shall pay lease rent as fixed by the Government from time to time.
18. The lease tenure is for a period of 20 (Twenty) years.
19. The lease out area should be used for the purpose for which it is granted. In case the land or any portion thereof is not used for the stipulated purpose within two years, the area should be resumed to the Forest Department under Section 82 of Karnataka Forest Act, 1963. The concerned Deputy Conservation of Forests is authorized to take necessary action in this regard.
20. No residential buildings shall be permitted in the proposed forest area.
ಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೨, ೨೦೧೫ ೧೬೭ 21. The Karnataka Forest Act 1963 and Rules 1969 will be applicable for any violation.22. Compensatory Afforestation shall be raised at the cost of user agency over degraded forest area twice the extent of forest area being diverted at the rate prevailing at the time of approval (at present it is Rs. 1,52,000/- per ha) or any extent as approved by the Ministry of Environment and Forests.
23. A venue Plantation shall be taken up by user agency along the road on either side (200 plants per km), wherever required, at the project cost. The plantation shall be maintained at the project cost for 5 years.
24. The user agency has to pay the Net Present Value(NPV) of forest land diverted under this proposal as per Orders dated 28-03-2008 and 09-05-2008 of the Hon'ble Supreme Court of India.
25. The user agency shall ensure that there shall be no damage to the available fauna and flora.
26. The user agency should pay cost of soil erosion controlling measures, in accordance with the estimate.
Prepared by the concerned DCFs, to be carried out at the adjacent forest areas all along the road.
27. The shoulder drains should be suitably covered with stone pitching in order to control soil erosion.
28. No.crusing/breaking of stones shall be allowed inside forest area. Readymade material shall be used for improvement of such road.
29. No labour capm shall be established on the forest land.
30. No work shall be allowed after sunset or before sun rise.
31. Any damage to the adjoining forest area due to the project works shall be compensated by the user agency, as assessed by the concerned Deputy Conservator of Forests.
32. The user agency shall provide the cost for chain link fencing of 5.8 Km. to fence the patches create during the formation of this road to avoid possible encroachments in Sy.No.28&3 of Muthsandra SF, Chokkanahalli Sy.No.82 of Gollahalli SF and Kambalipura plantation as per the estimate prepared by the concerned Deputy Conservators of Forests.
33. The lessee shall not sub-lease, mortgage & hypothecate the forest area.
34. The approval under the Forest (Conservation) Act, 1980 is subject to the clearance under the Environment (Protection) Act, 1986, if required.
35. The user agency shall also abide by all the conditions imposed upon by Government of India, the Government of Karnataka and Principal Chief Conservator of Forests (Head of Forest Force).

ವಿಷಯ : ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಜಲಸಂಪನ್ಮೂಲ ಇಲಾಖೆಯಲ್ಲಿ ತಾತ್ಕಾಲಿಕವಾಗಿ ಸೃಜಿಸಿರುವ
ತಾಂತ್ರಿಕ ಹುದ್ದೆಗಳನ್ನು ಪೂರಕ ಸಿಬ್ಬಂದಿ ಹುದ್ದೆಗಳೊಂದಿಗೆ ಮುಂದುವರಿಸುವ ಬಗ್ಗೆ.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (1) ರಲ್ಲಿ ಓದಲಾದ ಸರ್ಕಾರದ ಆದೇಶದಲ್ಲಿ ಜಲ ಸಂಪನ್ಮೂಲ ಇಲಾಖೆಯಲ್ಲಿ ತಾಂತ್ರಿಕ ಹುದ್ದೆಗಳಾದ ಸರ್ಕಾರದ ಉಪ ಕಾರ್ಯದರ್ಶಿ (ಬೃಹತ್ ಮತ್ತು ಮಧ್ಯಮ ನೀರಾವರಿ) ಹಾಗೂ ಅದಕ್ಕೆ ಹೊಂದಿಕೊಂಡ 4 ಹುದ್ದೆಗಳು, ವಿಶೇಷ ಕರ್ತವ್ಯಾಧಿಕಾರಿ (ತಾಂತ್ರಿಕ, ಎಂಎಂಐ-3) ಹಾಗೂ ಅದಕ್ಕೆ ಹೊಂದಿಕೊಂಡ 9 ಹುದ್ದೆಗಳನ್ನು ಸರ್ಕಾರದ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿ (ತಾಂತ್ರಿಕ-4) ಹಾಗೂ ಅದಕ್ಕೆ ಹೊಂದಿಕೊಂಡ 8 ಹುದ್ದೆಗಳನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಸೃಜಿಸಲಾಗಿದ್ದು, ಸದರಿ ಹುದ್ದೆಗಳನ್ನು ಕಾಲಕಾಲಕ್ಕೆ ಮುಂದುವರಿಸಲಾಗಿದೆ. ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (2) ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಸದರಿ ಹುದ್ದೆಗಳಲ್ಲಿ ವಿಶ್ವಬ್ಯಾಂಕ್ ಶಾಖೆಯ ಸರ್ಕಾರದ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿ(ವಿಶ್ವಬ್ಯಾಂಕ್) ಹುದ್ದೆಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ನಿಲಂಭನೆಯಲ್ಲಿಟ್ಟು ಹೊಸದಾಗಿ ವಿಶೇಷಾಧಿಕಾರಿ(ವಿಶ್ವಬ್ಯಾಂಕ್) ಹುದ್ದೆಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಸೃಜಿಸಲಾಗಿದೆ. ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (3) ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶ ಮತ್ತು ಸೇರ್ಪಡೆ ಆದೇಶದಲ್ಲಿ ಜಲಸಂಪನ್ಮೂಲ ಇಲಾಖೆಯಲ್ಲಿ ಈ ಹಿಂದೆ ತಾತ್ಕಾಲಿಕವಾಗಿ ಸೃಜಿಸಲಾಗಿದ್ದ ವಿಶೇಷಾಧಿಕಾರಿ (ವಿಶ್ವಬ್ಯಾಂಕ್) ಹುದ್ದೆಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೨, ೨೦೧೫ ಭಾಗ ೧ ೧೬೮ ನಿಲಂಭನೆಯಲ್ಲಿಟ್ಟು, ಸರ್ಕಾರದ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿ (ತಾಂತ್ರಿಕ-4) ಹುದ್ದೆಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ದಿನಾಂಕ: 15-03-2012 ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಸೃಜಿಸಿ ಆದೇಶಿಸಲಾಗಿದೆ. ಮತ್ತು ಈ ಹುದ್ದೆಗಳನ್ನು ಕಾಲಕಾಲಕ್ಕೆ ಮುಂದುವರೆಸಲಾಗಿದೆ.

ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೨, ೨೦೧೫ ಭಾಗ ೧ ೧೭೦ರಾಜ್ಯ ಸರ್ಕಾರವು ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಮತ್ತು ಜಾತಿ ಗಣತಿ–2011ರ ಸಂಬಂಧ ಉಲ್ಲೇಖ(1)ರಲ್ಲಿ ನಮೂದಿಸಿರುವ ಅಧಿಸೂಚನೆಯಂತೆ ಕೊಪ್ಪಳ ಜಿಲ್ಲೆಗೆ ಕರಡು ಮತ್ತು ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿ ಪ್ರಕಟಿಸಲು ವೇಳಾಪಟ್ಟಿ ನೀಡಲಾಗಿತ್ತು. ಆದರೆ ಸದರಿ ಜಿಲ್ಲೆಯ ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಮತ್ತು ಜಾತಿ ಗಣತಿ-2011ರ ಪ್ರಕ್ರಿಯೆಯು ಪೂರ್ಣಗೊಂಡಿಲ್ಲದ ಕಾರಣ ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿ ಪ್ರಕಟಣೆಯ ದಿನಾಂಕವನ್ನು ಉಲ್ಲೇಖ (2)ರಂತೆ ಅನಿರ್ಧಿಷ್ಟ ಕಾಲದವರೆಗೆ ಮುಂದೂಡಲಾಗಿತ್ತು.
ಪ್ರಸ್ತುತ ಈ ಪ್ರಕ್ರಿಯೆಯು ಕೊಪ್ಪಳ ಜಿಲ್ಲೆಯಲ್ಲಿ ಪೂರ್ಣಗೊಂಡಿರುವುದರಿಂದ ದಿನಾಂಕ: 05-11-2014 ರಂದು ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಲು ಮಂಜೂರಾತಿ ನೀಡಿದೆ.

Government of Karnataka, Rural Development and Panchyat Raj Department had issued notification indicating the time line for publishing Draft and Final lists of Socio, Economic & Caste Census 2011 pertaining to koppal district as per Ref(1).
As per Ref (2) this process of publication of Final list was postponed as the process was not completed.
Presently, SECC-2011 process has been completed in koppal districts. Hence sanction is accorded to publish the Final list of koppal Districts on 05-11-2014.

ರಾಜ್ಯ ಸರ್ಕಾರವು ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಮತ್ತು ಜಾತಿ ಗಣತಿ–2011ರ ಸಂಬಂಧ ಉಲ್ಲೇಖ(1)ರಲ್ಲಿ ನಮೂದಿಸಿರುವ ಅಧಿಸೂಚನೆಯಂತೆ ಚಾಮರಾಜನಗರ ಜಿಲ್ಲೆಗೆ ಕರಡು ಮತ್ತು ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿ ಪ್ರಕಟಿಸಲು ವೇಳಾಪಟ್ಟಿ ನೀಡಲಾಗಿತ್ತು. ಆದರೆ ಸದರಿ ಜಿಲ್ಲೆಯ ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಮತ್ತು ಜಾತಿ ಗಣತಿ-2011ರ ಪ್ರಕ್ರಿಯೆಯು ಪೂರ್ಣಗೊಂಡಿಲ್ಲದ ಕಾರಣ ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿ ಪ್ರಕಟಣೆಯ ದಿನಾಂಕವನ್ನು ಉಲ್ಲೇಖ (2)ರಂತೆ ಅನಿರ್ಧಿಷ್ಟ ಕಾಲದವರೆಗೆ ಮುಂದೂಡಲಾಗಿತ್ತು.
ಪ್ರಸ್ತುತ ಈ ಪ್ರಕ್ರಿಯೆಯು ಚಾಮರಾಜನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ ಪೂರ್ಣಗೊಂಡಿರುವುದರಿಂದ ದಿನಾಂಕ: 12-11-2014 ರಂದು ಅಂತಿಮ ಗಣತಿ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಲು ಮಂಜೂರಾತಿ ನೀಡಿದೆ.
