In exercise of the powers conferred by clause (a) of sub-section (2) of section 3 of the Karnataka Electricity (Taxation on consumption or sale) Act, 1959 (Karnataka Act 14 of 1959), the Government of Karnataka hereby specifies that ten paise (10 paise) per unit shall be levied and collected as electricity tax on captive consumption of electricity generated by the Captive Power Generating Plant having total installed capacity of above 250 KVA, with immediate effect until further orders.

In exercise of the powers conferred by clause (b) of sub-section (2) of section 3 of the Karnataka Electricity (Taxation on consumption or sale) Act,1959 (Karnataka Act 14 of 1959), the Government of Karnataka hereby specifies that five paise (0.05 paise)s per unit shall be levied and collected as electricity tax on auxiliary consumption of electricity in a power generating stations whether captive generating plant or co-generation plant or otherwise for auxiliary loads exceeding 50 Kilowatts with immediate effect until further orders in this regard.

ಕರ್ನಾಟಕ ವಿದ್ಯುಚ್ಛಕ್ತಿ (ಬಳಕೆ ಮೇಲಿನ ತೆರಿಗೆ ನಿರ್ಧಾರಣೆ ಅಥವಾ ಮಾರಾಟ) ಕಾಯ್ದೆ 1959ರ (1959ರ ಕರ್ನಾಟಕ ಕಾಯ್ದೆ 14) ಸೆಕ್ಷನ್ 3(2) (ಎ)ರನ್ವಯ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು 250 ಕೆ.ವಿ.ಎ ಮೇಲ್ಪಟ್ಟ ಒಟ್ಟು ಸ್ಥಾಪಿತ ಸಾಮರ್ಥ್ಯವುಳ್ಳ ವಿದ್ಯುತ್ ಜನಕಗಳಿಂದ ಉತ್ಪಾದಿಸಿ ಸ್ವಂತಕ್ಕೆ ಬಳಸುವ ವಿದ್ಯುಚ್ಛಕ್ತಿಯ ಪ್ರತಿ ಯೂನಿಟ್ಟಿಗೆ ರೂ.10 (ಹತ್ತು ಪೈಸೆ) ರಂತೆ ಈ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ವಿದ್ಯುತ್ ತೆರಿಗೆಯನ್ನು ವಿಧಿಸಲಾಗಿದೆ.

ಕರ್ನಾಟಕ ವಿದ್ಯುಚ್ಛಕ್ತಿ (ಬಳಕೆ ಮೇಲಿನ ತೆರಿಗೆ ನಿರ್ಧಾರಣೆ ಅಥವಾ ಮಾರಾಟ) ಕಾಯ್ದೆ 1959ರ (1959ರ ಕರ್ನಾಟಕ ಕಾಯ್ದೆ 14) ಸೆಕ್ಷನ್ 3(2) (ಬಿ)ರನ್ವಯ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಸ್ವ-ವಿದ್ಯುತ್ ಉತ್ಪಾದನಾ ಘಟಕದಲ್ಲಾಗಲಿ ಅಥವಾ ಕೋ ಜನರೇಷನ್ ವಿದ್ಯುತ್ ಉತ್ಪಾದನಾ ಘಟಕದಲ್ಲಾಗಲಿ ಅಥವಾ ಇನ್ನಾವುದೇ ವಿದ್ಯುತ್ ಉತ್ಪಾದನಾ ಘಟಕದಲ್ಲಾಗಲಿ 50 ಕೆ.ವ್ಯಾ ಗೆ ಆಕ್ಸಲರಿ ಲೋಡನ್ನು ಜೋಡಣಿ ಮಾಡಿ, ಅವುಗಳಲ್ಲಿ ಬಳಸಲಾದ ಆಕ್ಸಲರಿ ವಿದ್ಯುಚ್ಛಕ್ತಿಯ ಪ್ರತಿ ಯೂನಿಟ್ಟಿಗೆ ರೂ 0.05 (ಐದು ಪೈಸೆ) ಯಂತೆ ಈ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ವಿದ್ಯುತ್ ತೆರಿಗೆಯನ್ನು ವಿಧಿಸಲಾಗಿದೆ.

Whereas the draft of the Karnataka General Services (Directorate of Economics and Statistics) (Recruitment) (Amendment) Rules, 2013, was published as required by clause (a) of sub-section (2) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in notification No. PD 243 SSM 2013, dated:09.09.2014 in part iv(a) of the Karnataka Gazette dated:23.10.2014 inviting objections and suggestions of all persons likely to be effected thereby within fifteen days from the date of the publication in the Official Gazette.

Whereas the said Gazette was made available to public on 23.10.2014.

And whereas, no objections or suggestions have been received by the State Government with respect to the said draft notification.

Now, therefore in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the following rules, namely:-

1. Title and commencement:- (1) These rules may be called the Karnataka General Services (Directorate of Economics and Statistics) (Recruitment) (Amendment) Rules, 2015.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of Schedule.- In the Schedule to the Karnataka General Services (Directorate of Economics and Statistics) (Recruitment) Rules, 2009,-

(1) for the category of post of "Director" at Sl.No. 1 and entries relating thereto, the following shall be substituted, namely:-

ಭಾರತೀಯ ಸಂವಿಧಾನ ತಿದ್ದುಪಡಿ ವಿಧೇಯಕ-371(ಜೆ)ರನ್ವಯ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ:ಡಿಪಿಎಆರ್/06/ಪಿಎಲ್ಎಕ್ಸ್/2012, ದಿನಾಂಕ:06-11-2013ರಲ್ಲಿ ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಉದ್ಯೋಗ (ಹೈದರಾಬಾದ್-ಕರ್ನಾಟಕ ಪ್ರದೇಶಕ್ಕೆ) ನೇಮಕಾತಿಯಲ್ಲಿ ಮೀಸಲಾತಿ (ಸ್ಥಳೀಯ ವೃಂದಗಳ ರಚನೆ, ಹಂಚಿಕೆ ಮತ್ತು ವ್ಯಕ್ತಿಗಳ ವರ್ಗಾವಣೆ ನಿಯಮಗಳು-2013ನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ. ಸದರಿ ಆದೇಶದನ್ವಯ ಸ್ಥಳಿಯ ವೃಂದವರಿಗೆ ವೃಂದ-'ಎ' ಕಿರಿಯ ಶ್ರೇಣಿ ಮತ್ತು ವೃಂದ-'ಬಿ' ಹುದ್ದೆಗಳಿಗೆ ಶೇ.75%, ಗ್ರೂಪ್-'ಸಿ' ವೃಂದ ಹುದ್ದೆಗಳಲ್ಲಿ ಶೇ.80ರಷ್ಟು ಮತ್ತು ಗ್ರೂಪ್-'ಡಿ' ವೃಂದ ಹುದ್ದೆಗಳಲ್ಲಿ ಶೇ.85ರಷ್ಟು ಹುದ್ದೆಗಳನ್ನು ಹಾಗೂ ರಾಜ್ಯ ಮಟ್ಟದ ಹುದ್ದೆಗಳಲ್ಲಿ ಶೇ.8ರಷ್ಟು ಮೀಸಲು ನಿಗಧಿಪಡಿಸಿ ಸೂಕ್ತ ಆದೇಶ ಹೊರಡಿಸುವಂತೆ ನಿರ್ದೇಶನ ನೀಡಲಾಗಿರುತ್ತದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಹೈದರಾಬಾದ್-ಕರ್ನಾಟಕ ಪ್ರದೇಶಗಳಿಗೆ ಒಳಪಟ್ಟಿರುವ ಆರು ಜಿಲ್ಲೆಗಳಲ್ಲಿನ ಎಲ್ಲಾ ಸಂಸ್ಥೆಗಳಲ್ಲಿರುವ ಹುದ್ದೆಗಳನ್ನು ಹಾಗೂ ದಿನಾಂಕ:20-01-2014ರ ಮೇಲ್ಕಂಡ ಇದೇ ಸಮ ಸಂಖ್ಯೆ ಅಧಿಸೂಚನೆಯ ಕಂಡಿಕೆ-13ರನ್ವಯ ರಾಜ್ಯ ಮಟ್ಟದ ಕಛೇರಿಯಾಗಿ ಆಯುಕ್ತಾಲಯ, ಪಶುಪಾಲನಾ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ೇಾ ಕಛೇರಿಯನ್ನು ಗುರುತಿಸಾ ೆ. ವೃಂದ-'ಎ', 'ಬಿ', 'ಸಿ' ಮತ್ತು 'ಡಿ' ವೃಂದದ ಹುದ್ದೆಗಳಿಗೆ ವೃಂದವಾರು ಸ್ಥಳೀಯ ವೃಂದ ಹುದ್ದೆಗಳನ್ನು ಮೀಸಲಿರಿಸಿ ಅನುಸೂಚಿಯಲ್ಲಿರುವಂತೆ ಅಧಿಸೂಚಿಸಲಾಗಿದೆ.

The draft of the following rules further to amend the Karnataka Legal Metrology (Enforcement) Rules, 2011 which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 53 of the Legal Metrology Act, 2009 (Central Act 1 of 2010) and after consultation with the Central Government, is hereby published as required by sub-section (4) of the said section, for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after thirty days from the date of its publication in the Official Gazette.

Any objection or suggestion, which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above, will be considered by the State Government. Objections and suggestions may be addressed to the Additional Chief Secretary to Government, Food, Civil Supplies and Consumer Affairs Department, Government of Karnataka, Vikasa Soudha, Bangalore-560 001.

DRAFT RULES

1. Title and commencement.- (1) These rules may be called the Karnataka Legal Metrology (enforcement) (Amendment) Rules, 2014.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of rule 2.- In the Karnataka Legal Metrology (enforcement) Rules, 2011(hereinafter referred to as the said rules), in rule 2, in sub-rule (1), after clause (c), the following shall be inserted, namely:-

"(ci) "Repair" means and includes any adjustment, cleaning, lubrication or painting of any weight or measure or rendering any service or replacement of any parts to such a weight or measure to ensure that such weight or measure conforms to the standards established by or under the Act which do not disturb the sealing and stamping of the weighing and measuring system." 3. Amendment of rule 3.- In rule 3 of the said rules,-

(i) in sub-rule (5) the words "one half of licence fee" shall be omitted;

(ii) after sub-rule (12), the following shall be inserted, namely:-

"(13) (i) No weight other than a Bullion Weight as specified in the Legal Metrology (General) Rules, 2011 shall be used in any transaction in bullion trade, diamond, platinum, pearls and the like ornaments and other articles, made of gold or silver or platinum.

(ii) No weight other than a carat weight shall be used in any transaction in precious stones.

(iii) Only beam scale of Class A or Class B or a Non-automatic Weighing instrument of High Accuracy Class (Class II) or Special Accuracy Class (Class I) having verification interval of 1 mg or less than 1 mg shall be used in any transaction referred to in sub-rules (1) and (2).

(14) Use of weights only or measures only or number only in certain cases the declaration of quantity in every transaction, dealing or contract, or for protection shall be in terms of the unit of the following, namely:-

(a) Weight, if the commodity is solid, semi-solid, viscous or a mixture of solid and liquid:

(b) Length, if the commodity is sold by linear measure;

(c) Area, if the commodity is sold by area measure;

(d) Volume, if the commodity is liquid or is sold by cubic measure;

(e) Number, if the commodity is old by number.

4. Amendment of rule 4.- In rule 4 of the said rule, in sub-rule (9), for clause (b), the following shall be substituted, namely:-

"(b) If, at the request of the user of weight or measure, verification is done at any premises other than the office or camp office of the Legal Metrology Officer, an additional fee at the rate of half of the rates in addition to the rates specified in Schedule-IX shall be charged on the user of the weight or measure, to cover the expenses incurred by the Legal Metrology Officer for visiting the premises including the cost of transporting and handling the working standard and other equipment subject to a minimum of rupees one hundred or actual:

Provided that no additional fee shall be charged for verification and stamping of weights and measures in case of,- (i) Vehicle tanks for petroleum products and other liquids, Meter for Liquids other than water (Fuel Dispenser, Liquid Petroleum Gas, Milk Dispensers), Compressed Natural Gas Dispensers, Storage tanks and vats, Non-automatic Weighing Instruments like weighbridges, Dormant Platform Machine, crane scale, Automatic Gravimetric Filling Instruments, Automatic Rail-weighbridge, Discontinuous Totalizing Automatic Weighting Instruments, and such other weight or measure which cannot, and shall not be moved from its location;

(ii) Weight or measure in the premises of manufacturer or dealer of such weight or measure.

(iii) If a weight or measure is presented to the Legal Metrology Officer for verification after expiry of the validity of stamp, an additional fee at half of the rate specified in the Schedule-IX shall be payable for every quarter or part thereof."

5. Substitution of Schedule-IV.- For schedule –IV of the said rules, the following shall be substituted, namely:-
