ವಿಷಯ: ವಿವಧ ವರ್ಗಗಳ ಮಾರಾಟಗಾರರ ನಮೂದಿತ ಪಟ್ಟಿಯ (Empanelment) ಕುರಿತು.
ಓದಲಾಗಿದೆ: 1. ದಿನಾಂಕ: 08.01.2013ರಂದು ನಡೆದ ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ಸಭೆಯ ನಡವಳಿ.
2. ದಿನಾಂಕ: 21.1.2013ರ ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 32 ವಿಮಾಆ 2011 ಮತ್ತು 30.04.2013ರ ತಿದ್ದುಪಡಿ 3. ದಿನಾಂಕ: 8.8.2013ರ ಟೆಂಡರ್ ಪ್ರಕಟಣೆ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 63 ಇಆಇ 2013. 4. ದಿನಾಂಕ: 07.02.2014 ರಂದು ನಡೆದ ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ಉಪಸಮಿತಿಯ ನಡವಳಿ 5. ದಿನಾಂಕ: 9.7.2014ರಂದು ನಡೆದ ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ನಡವಳಿ.
ಪ್ರಸ್ತಾವನೆ:
1. ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 21.01.2013ರ ಆದೇಶ ಹಾಗೂ ದಿನಾಂಕ: 30.04.2013ರ ತಿದ್ದುಪಡಿ ಇವುಗಳ ಮೂಲಕ, ರಾಜ್ಯದಲ್ಲಿರುವ ವಿವಿಧ ಸರ್ಕಾರಿ ಕಛೇರಿಗಳಲ್ಲಿ ಗಣಕೀಕರಣಕ್ಕಾಗಿ ಅವಶ್ಯವಿರುವ ಗಣಕ ಯಂತ್ರಗಳು, ಪ್ರಿಂಟರುಗಳು, ಅವುಗಳ ಪೂರಕ ಸಾಧನಗಳು, ವಿವಿಧ ತಂತ್ರಾಂಶಗಳು, ತಂತ್ರಾಂಶ ಸಿದ್ದಪಡಿಸುವಿಕೆ, ನೆಟ್ ವರ್ಕಿಂಗ್, ಯು.ಪಿ.ಎಸ್. ತರಬೇತಿ, ವೆಬ್ ಡಿಸೈನಿಂಗ್, ಡೇಟಾ ಎಂಟ್ರಿ ಹಾಗೂ ವಾರ್ಷಿಕ ನಿರ್ವಹಣೆ ಮುಂತಾದ ಉಪಕರಣ/ಸಾಮಗ್ರಿ/ಸೇವೆಗಳನ್ನು ಪೂರೈಸುವುದಕ್ಕಾಗಿ ವಿವಿಧ ಸರಬರಾಜು ಸಂಸ್ಥೆಗಳನ್ನು ಸಂಕ್ಷಿಪ್ತಗೊಳಿಸಲಾಗಿದೆ. ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ, ದಿನಾಂಕ: 8.1.2013ರಂದು ನಡೆದ ಸಭಾ ನಡವಳಿಯಲ್ಲಿನ ನಿರ್ಣಯಗಳಂತೆ, ಈಗಾಗಲೇ ಸಂಕ್ಷಿಪ್ತಗೊಂಡ ಪಟ್ಟಿಗೆ ಹೆಚ್ಚಿನ ಸಂಸ್ಥೆಗಳನ್ನು ಸೇರಿಸಲು, ಅರ್ಹ ಸಂಸ್ಥೆಗಳಿಂದ ಅರ್ಜಿಗಳನ್ನು ಮೇಲೆ (3)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 8.8.2013ರ ಟೆಂಡರ್ ಪ್ರಕಟಣೆಯ ಮೂಲಕ ಕರೆಯಲಾಯಿತು. ನಾನಾ ಸಂಸ್ಥೆಗಳು ಸಲ್ಲಿಸಿದ ಅರ್ಜಿಗಳನ್ನು ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ರಚಿತವಾಗಿರುವ ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ಉಪಸಮಿತಿಯು ಪರಿಶೀಲಿಸಿ, ಅರ್ಹವಾದ ಸಂಸ್ಥೆಗಳನ್ನು ವಿವಿಧ ವರ್ಗಗಳ ಮಾರಾಟಗಾರರ ನಮೂದಿತ ಪಟ್ಟಿ (list of Empanelled Vendors) ಗೆ ಸೇರಿಸಲು ಮೇಲೆ (4)ರಲ್ಲಿ ಓದಲಾದ ಸಭಾ ನಡವಳಿಯ ಮೂಲಕ ಶಿಫಾರಸ್ಸು ಮಾಡಿದೆ.
ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ದಿನಾಂಕ: 9.7.2014ರಂದು ನಡದ ಸಭೆಯ, ಮೇಲೆ (5)ರಲ್ಲಿ ಓದಲಾದ ನಡವಳಿಯಂತೆ, ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯು, ಉಪಸಮಿತಿಯು ಶಿಫಾರಸ್ಸನ್ನು ಅನುಮೋದಿಸಿದೆ. ಈ ಬೆಳವಣಿಗೆಗಳ ಹಿನ್ನಲೆಯಲ್ಲಿ, ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 21.2.2013ರ ಆದೇಶ ಹಾಗೂ ದಿನಾಂಕ: 30.04.2013ರ ತಿದ್ದುಪಡಿ, ಇವುಗಳನ್ನು ರದ್ದುಪಡಿಸುತ್ತಾ, ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯು ಅನುಮೋದಿಸಿದ ಹೊಸ ಮಾರಾಟಗಾರರನ್ನು ಸೇರಿಸಿ, ಕ್ರೋಡೀಕೃತ ನಮೂದಿತ ಪಟ್ಟಿಯನ್ನು ಹೊರಡಿಸುವುದು ಅಗತ್ಯವೆಂದು ಭಾವಿಸಲಾಗಿದೆ. ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 21.01.2013ರ ಆದೇಶದನ್ವಯ ಸಂಕ್ಷಿಪ್ತಗೊಳಿಸಲಾದ ಮಾರಾಟಗಾರರ ನಮೂದಿತ ಪಟ್ಟಿ ಹಾಗೂ ಮೇಲೆ (5)ರಲ್ಲಿ ಓದಲಾದ, ರಾಜ್ಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ದಿನಾಂಕ: 9.7.2014ರಂದು ನಡೆದ ಸಭೆಯ ನಡವಳಿಯಂತೆ ಅನುಮೋದಿಸಲಾದ ಮಾರಾಟಗಾರರ ನಮೂದಿತ ಪಟ್ಟಿ, ಈ ಪಟ್ಟಿಗಳು ಪ್ರಸ್ತಾಪಿತ ಕ್ರೋಡಿಕೃತ ಪಟ್ಟಿಯಲ್ಲಿ ಒಳಗೊಂಡಿರುತ್ತವೆ.
2. ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ನಿಯಮಗಳು, 2000ದ ನಿಯಮ 27ರನ್ವಯ (ಅದರಲ್ಲಿನ ಪರಂತುವೂ ಒಳಗೊಂಡಂತೆ) ಪೂರ್ವಅರ್ಹತೆ ಹೊಂದಿರುವ ಟೆಂಡರ್‌ದಾರುಗಳು ಪಟ್ಟಿಯನ್ನು (list of pre qualified tenderers duly empanelled) ತಯಾರಿಸಿ, ಟೆಂಡರ್‌ಗಳನ್ನು ಕರೆಯಲು ಆಸ್ಪದ ಇರುತ್ತದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಈ ಕೆಳಕಂಡಂತೆ ಈ ಮೂಲಕ ಆದೇಶಿಸಿದೆ.

3. ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿದ ಹಿನ್ನಲೆಯಲ್ಲಿ ಹಾಗೂ ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 21.01.2013ರ ಆದೇಶ ಮತ್ತು ದಿನಾಂಕ: 30.4.2013ರ ತಿದ್ದುಪಡಿಯನ್ನು ರದ್ದುಪಡಿಸುತ್ತಾ, ರಾಜ್ಯದಲ್ಲಿರುವ ವಿವಿಧ ಸರ್ಕಾರಿ ಕಛೇರಿಗಳಲ್ಲಿ ಗಣಕೀಕರಣಕ್ಕಾಗಿ ಅವಶ್ಯವಿರುವ ಗಣಕ ಯಂತ್ರಗಳು, ಪ್ರಿಂಟರಗಳು, ಅವುಗಳ ಪೂರಕ ಸಾಧನಗಳು, ವಿವಿಧ ತಂತ್ರಾಂಶಗಳು, ತಂತ್ರಾಂಶ ಸಿದ್ದಪಡಿಸುವಿಕೆ, ನೆಟ್ ವರ್ಕಿಂಗ್, ಯು.ಪಿಎಸ್. ತರಬೇತಿ ವೆಬ್ ಡಿಸೈನಿಂಗ್, ಡೇಟಾ ಎಂಟ್ರಿ ಹಾಗೂ ವಾರ್ಷಿಕ ನಿರ್ವಹಣೆ ಮುಂತಾದ ಉಪಕರಣ/ಸಾಮಗ್ರಿ/ಸೇವೆಗಳನ್ನು ಪೂರೈಸುವುದಕ್ಕಾಗಿ ಅನುಬಂಧ 2ರಿಂದ 19ಗಳಲ್ಲಿ ನಮೂದಿಸಿದ ವಿವಿಧ ವರ್ಗಗಳ ಮಾರಾಟಗಾರರ ನಮೂದಿತ ಕ್ರೋಡೀಕೃತ ಪಟ್ಟಿಯನ್ನು ಅನುಬಂಧ-1 ಹಾಗೂ ಇತರ ಅನುಬಂಧಗಳಲ್ಲಿನ ಸೂಚನೆಗಳಿಗೆ ಒಳಪಟ್ಟು, ಈ ಮೂಲಕ ಹೊರಡಿಸಲಾಗಿದೆ. ಸದರಿ ಪಟ್ಟಿಗಳ ಸಿಂಧುತ್ವವು ದಿನಾಂಕ 31.03.2015 ರಂದು ಕೊನೆಗೊಳ್ಳುತ್ತದೆ.

General instructions:
To Vendors:
1. The empanelment of vendors under various categories does not mean guarantee for Government enquiries/orders.
2. The empanelled vendors can quote and supply approved items only.
3. The empanelled vendors cannot authorise their partners, other than approved partners, to quote on their behalf.
4. The empanelled vendor may authorise only one approved partner to quote on its behalf for a particular enquiry.
5. On receipt of the enquiry, if the empanelled vendor does not respond to the enquiry, such a empanelled vendor will be blacklisted as being non- responsive. If empanelled vendors cannot supply the required items, a regret letter with reason is must.
6. If the empanelled vendor sends more than two such regret letters in a row, it will be blacklisted.
7. After sales service will be the responsibility of the empanelled vendors either directly or through their authorised service centers.
To User Departments:
1. Departments should send their enquiries to all the empanelled vendors of the respective category.
2. Obtaining EMD, Bank Guarantee etc, from empanelled vendors shall be as per the provisions of the relevant law.
3. If any empanelled vendor does not respond or sends regret letter to an enquiry of a department, it shall report the same to the Principal Secretary to Government, DPAR(e-Governance) with complete details.
4. If for any particular item, only one vendor has been empanelled, then the department concerned has to procure the
same by inviting tenders/quotations as per the provisions of the Karnataka Transparency in Public Procurements
Act 1999 and the rules made thereunder.
