ರಸ್ತೆ ಸಾರಿಗೆ ನಿಗಮಗಳ ಅಧಿನಿಯಮ 1950ರ (1950ರ ಕೇಂದ್ರ ಅಧಿನಿಯಮ 64) ಕಲಂ 5 ಉಪಕಲಂ (2)ರಲ್ಲಿ ಹಾಗೂ ಕರ್ನಾಟಕ ರಾಜ್ಯ ರಸ್ತೆ ಸಾರಿಗೆ ನಿಗಮದ ನಿಯಮಾವಳಿಗಳು 1961 ರ ನಿಯಮ 3(3)ರಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಶ್ರೀ ಪಿ.ಹೆಚ್.ರಾಣಿ, ಭಾ.ಪೋ.ಸೇ, ಪೊಲೀಸ್ ಆಯುಕ್ತರು, ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ, ಹುಬ್ಬಳ್ಳಿ, ಇವರನ್ನು ವಾಯುವ್ಯ ಕರ್ನಾಟಕ ರಸ್ತೆ ಸಾರಿಗೆ ಸಂಸ್ಥೆಯ ನಿರ್ದೇಶಕರ ಮಂಡಳಿಗೆ ಅಧಿಕಾರಿಯುತ ನಿರ್ದೇಶಕರನ್ನಾಗಿ ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಾಗೂ ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ಶ್ರೀ ರವೀಮದ್ರ ಪ್ರಸಾದ್, ಭಾ.ಪೋ.ಸೇ., ಇವರ ನಿವೃತ್ತಿಯಿಂದ ತೆರವಾದ ಸ್ಥಾನದಲ್ಲಿ ನೇಮಿಸಿದೆ.

ಇಂತಹ ರಜೆ ಸಂಬಳದ ಲೆಕ್ಕಾಚಾರದ ಉದ್ದೇಶಕ್ಕೆ ಕ.ನಾ.ಸೇ.ನಿ. ನಿಯಮ 118(1)ನ್ನು ಉಪನಿಯಮ (2) (VII) ಮತ್ತು (VIII) ರೊಡನೆ ಓದಲಾದಂತೆ ರಜೆಯ ಪೂರ್ವದ ನಿಕಟ ಪೂರ್ವ ದಿನಾಂಕದಂದು ಪಡೆಯಲು ಹಕ್ಕನ್ನು ಹೊಂದಿರುವ ಮೂಲ ವೇತನ, ಅಂಗೀಕಾರಾರ್ಹವಿದ್ದಲ್ಲಿ ವಿಶೇಷ ಭತ್ಯೆ, ಮತ್ತು ಮೂಲ ವೇತನಕ್ಕೆ ಅನ್ವಯವಾಗುವಂಥ ತುಟ್ಟಿಭತ್ಯೆ, ಮನೆಬಾಡಿಗೆ ಭತ್ಯೆ ಮತ್ತು ನಗರ ಪರಿಹಾರಭತ್ಯೆಗಳ ಪರಿಗಣನೆಗೆ ಅವಕಾಶಗಳಿರುವುದರಿಂದಲೂ:

ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರ ಸಚಿವಾಲಯದ ಸಿಬ್ಬಂದಿಗಳು ಬಾಡಿಗೆ ರಹಿತ ಅಥವಾ ಉಚಿತ ಸರ್ಕಾರಿ ವಸತಿ ಗೃಹಗಳು ಹಂಚಿಕೆಯಾದಾಗ ತಮ್ಮ ವೇತನದೊಂದಿಗೆ ಮನೆಬಾಡಿಗೆ ಭತ್ಯೆ ಪಡೆಯದಿರುವುದರಿಂದ, ಈ ನಿಯಮಾನುಸಾರ ಈ ಭತ್ಯೆಯನ್ನು ರಜೆ ಸಂಬಳದ ಉದ್ದೇಶಕ್ಕೆ ಪರಿಗಣಿಸಲು ಅವಕಾಶವಿರುವುದಿಲ್ಲದರಿಂದಲೂ;

ಸರ್ಕಾರಿ ವಸತಿ ಗೃಹಗಳನ್ನು ಲೈಸನ್ಸ್ ಫೀ ಆಧಾರದ ಮೇರೆಗೆ ಪಡೆದಿರುವ ಇತರೆ ಸಿಬ್ಬಂದಿ ಬಾಡಿಗೆ ಅಥವಾ ಸ್ವಂತ ಮನೆಗಳಲ್ಲಿ ವಾಸಿಸುತ್ತಿರುವ ಸಿಬ್ಬಂದಿಗಳು ತಮ್ಮ ವೇತನದೊಂದಿಗೆ ಮನೆ ಬಾಡಿಗೆ ಭತ್ಯೆಯನ್ನು ಪಡೆದು, ಅವರುಗಳ ರಜೆ ಸಂಬಳದ ಉದ್ದೇಶಕ್ಕಾಗಿ ಮನೆ ಬಾಡಿಗೆ ಭತ್ಯೆಯು ಪರಿಗಣಿತವಾಗುವುದರಿಂದಲೂ, ಈ ವರ್ಗದ ಮತ್ತು ಬಾಡಿಗೆರಹಿತ/ಉಚಿತ ಸರ್ಕಾರಿ ವಸತಿ ಗೃಹಗಳಲ್ಲಿ ವಾಸಿಸುವ ಸಿಬ್ಬಂದಿಯ ನಡುವೆ ತಾರತಮ್ಯಕ್ಕೆ ಕಾರಣವಾಗುವುದರ ಜೊತೆಗೆ ಹೆಚ್ಚುವರಿ ಒಂದು ತಿಂಗಳ ಮನೆ ಬಾಡಿಗೆ ಭತ್ಯೆ ಕಟಾವಣೆಯಾಗುವ ಪರಿಣಾಮದಿಂದಾಗಿ ಅವರಿಗೆ ಅನಾವಶ್ಯಕ ತೊಂದರೆ ಉಂಟಾಗುವುದರಿಂದಲೂ;

ನಿಯಮಗಳಲ್ಲಿನ ನಿಬಂಧನೆಗಳಿಂದಾಗಿ ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರ ಸಚಿವಾಲಯದ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ಉಂಟಾಗಿರುವ ತೊಂದರೆ ನಿವಾರಿಸುವುದು ಮತ್ತು ಅದಕ್ಕೆ ಅನುಷಂಗಿಕವಾದ ಅವಕಾಶಗಳನ್ನು ಕಲ್ಪಿಸುವುದು ಯುಕ್ತವಾಗಿರುವುದರಿಂದಲೂ,

ಸರ್ಕಾರವು, ಕರ್ನಾಟಕ ಸರ್ಕಾರಿ ಸೇವಾ ನಿಯಮಾವಳಿಗಳ ನಿಯಮ 7ರಿಂದ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರ ಸಚಿವಾಲಯದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬಾಡಿಗೆ ರಹಿತ ಅಥವಾ ಉಚಿತ ಸರ್ಕಾರಿ ವಸತಿಗೃಹಗಳು ಹಂಚಿಕೆಯಾಗಿರುವ ಸಿಬ್ಬಂದಿಗಳ ಪ್ರಕರಣಗಳಲ್ಲಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರಿ ಸೇವಾ ನಿಯಮಾವಳಿಗಳು 1958ರ ನಿಯಮ 118(2)ರಲ್ಲಿನ ಗಳಿಕೆ ರಜೆ ನಗದೀಕರಣ ಮತ್ತು ಪತ್ರಾಂಕಿತ ರಜಾ ದಿನಗಳಲ್ಲಿ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುವುದಕ್ಕಾಗಿ ಪರಿಹಾರವಾಗಿ ನೀಡಲಾಗುವ ರಜೆ ಸಂಬಳದ ಉದ್ದೇಶಕ್ಕಾಗಿ, ರಜೆ ಸಂಬಳದ ಪರಿಗಣನೆಯ ನಿಕಟ ಪೂರ್ವ ದಿನಾಂಕದಂದು ಅವರು ಪಡೆಯುತ್ತಿರುವ ಮೂಲ ವೇತನ ಮತ್ತು ಇತರೆ ಅರ್ಹ ಭತ್ಯೆಗಳೊಂದಿಗೆ ಅವರು ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುವ ಸ್ಥಳಕ್ಕೆ ಮತ್ತು ವೇತನಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಅರ್ಹವಾಗುವ ಪ್ರಮಾಣಾನುಸಾರದ ಮನೆಬಾಡಿಗೆ ಭತ್ಯೆಯನ್ನು ಸಹ ಸೇರಿಸಿ ಪಾವತಿಗೆ ಪರಿಗಣಿಸಲು ಈ ಮೂಲಕ ಆದೇಶಿಸಿದೆ.
