2. Employment: The Company shall comply with the provisions of Industrial Policy, 2014-19 of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people. A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act, 2013. A copy of such projects shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

5. Others:

a) The Company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable.

b) The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of India and shall submit milestones/progress in the implementation of the project regularly, which will be monitored by the Department.

c) The company shall provide at least one employment per family of land looser.

This approval is valid for a period of two years from the date of issue of this Government Order.

Preamble:

M/s RKV Developers has proposed to establish a Logistics and Warehouse, with an investment of `. 501.00 crores, generating employment to about 835 persons at different Sy. Nos. of Madivala and Thattanahalli Village, Anekal Taluk, Bengaluru Urban District.

The proposal of the company has been placed before the 26th LAC meeting held on 30.01.2016. The decision of the LAC is as follows:

The representatives of the company explained the project and land requirement details to the Committee.

The Committee noted the above and after detailed discussions resolved to recommend to SHLCC for approval of the project subject to permissibility of the above activity as per zoning regulation of Anekal Planning Authority and by excluding SC/ST, Grant and Government land.

The proposal was examined and approved in the 43rd State High Level Clearance Committee (SHLCC) Meeting held on 01.02.2016. Government has examined the recommendations made by the State High Level Clearance Committee in all aspects.

Hence the following order.

Sub : Approval to the project proposal of M /s Havells India Ltd., to establish a unit for manufacturing of Cable & Wire, MCB, LED, Electronics, Solar Lights at Hi-tech Defence & Aerospace Park, Devanahalli, Bengaluru Rural District.

Read : 1) Proceedings of the 25th Land Audit Committee (LAC) meeting held on 29.01.2016.

2) Proceedings of the 43rd SHLCC State High Level Clearance Committee (SHLCC) meeting held on 01.02.2016.

3) Government Order No. CI 58 SPI 2016, dated: 01.03.2016.

4) Request from M /s Havells India Ltd., dated: 07.03.2016.

5) Proceedings of the 35th SHLCC Meeting held on 14.05.2014.

Preamble:

The project proposal of M/s Havells India Ltd., to establish a unit for manufacturing of Cable & Wire, MCB, LED, Electronics, Solar Lights in 50 acres land at Hi-tech Defence & Aerospace Park, Devanahalli, Bengaluru Rural District with an investment of `. 1059.00 crores, generating employment to about 2576 persons was approved in the 43rd State High Level Clearance Committee meeting held on 01.02.2016 and Government Order read at (3) above has been issued.

Now, the company vide its letter dated: 07.03.2016 read at (4) above has requested the following:

• To change the location of the project from Devanahalli to Vasanthanarasapura Industrial Area, Tumakuru, since Devanahalli falls in Zone-4, where no incentives and concessions are available under Industrial Policy 2014-19 and also the cost of the land is Significant, which makes the project unviable.

• To allot 62.09 acres in Plot No. 685 and 686 or as a second option, 100 acres in area reserved for residential purpose. Allotment of land on bulk allotment basis at the rate of `. 35.00 lakhs per acres.

• To sanction special incentives for the project under Industrial Policy 2014-19.

In the 35th SHLCC held on 14.05.2014, the Committee noted that some of the projects approved earlier, which require minor changes in the Government Orders needed to wait till the subsequent SHLCC or SLSWCC meeting took place and this would delay the implementation of the projects. After detailed discussion, the committee authorized Additional Chief Secretary to Government, Commerce and Industries Department to amend the Government Orders / Approval letters and to place such issues before the next SHLCC/SLSWCC for ratification.

Hence the following order.

GOVERNMENT ORDER No. CI 58 SPI 2016, BENGALURU, DATED: 31.03.2016.

Government is pleased to accord approval for the following proposals of M/s Havells India Ltd.

• Change the location of the project from Devanahalli to Vasanthanarasapura Industrial Area,Tumakuru.

• KIADB to allot 62.09 acres of land (Plot No. 685 & 686) at Vasanthanarasapura Industrial Area, Tumakuru.

The other terms and conditions of the Govt. Order read above at (1) remain the same.

2) Government Order No. CI 172 SPI 2011, dated: 18.08.2011.

3) Proceedings of the 22nd Land Audit Committee (LAC) meeting held on 28.12.2015.

4) Proceedings of the 36th State High Level Clearance Committee (SHLCC) meeting held on 15.10.2014.

5) Request from M /s MRN Cane Power India Ltd., dated: 28.08.2015.

Preamble:

The Project proposal of M/s MRN Cane Power India Ltd., to establish a unit for manufacture of "5000 TCD Sugar Plant with 30 MW Co-generation and 60 KLPD Ethanol Plant" at Kallapur and Khanapur Villages, S.K. Kuligeri Cross, Badami Taluk, Bagalkot District with an investment of `. 418.87 crores was approved in 25th SHLCC meeting held on 14.07.2011. Accordingly Government Order has been issued read at (2) above.

The proposal of the company has been placed before the 22nd LAC meeting held on 28.12.2015. The decision of the LAC is as follows:

The Company informed that effective steps have been taken for implementation and requested for extension of time for 2 years from now.

The Committee noted that proposal of the company and informed Managing Director, Karnataka Udyog Mitra to send a proposal to Commerce & Industries Department for grant of 2 years of extension of time to implement the project.

In the 36th SHLCC meeting held on 15.10.2014, the Committee has given powers to Additional Chief Secretary to Govt., Commerce & Industries Dept., to amend the Government Order for grant of extension of time to implement the project for the first time with the approval of Hon'ble Chairman, SHLCC/SLSWCC on file and to place such subjects before next SHLCC/SLSWCC meeting for ratification.

Government has examined the proposal in all aspects.

Hence the following order.

GOVERNMENT ORDER No. CI 172 SPI 2011, BENGALURU, DATED: 22.03.2016.

Government is pleased to extend the validity period for approval accorded to M/s MRN Cane Power India Ltd., to establish a unit for manufacture of "5000 TCD Sugar Plant with 30 MW Co-generation and 60 KLPD Ethanal Plant" at Kallapur and Khanapurಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಜೂನ್ ೯, ೨೦೧೬ ೪೭೩ Villages, S.K. Kuligeri Cross, Badami Taluk, Bagalkot District, Vide Government Order No. CI 172 SPI 2011, dated: 18.08.2011 for further period of two years from the date of issue of this order.

All other terms and conditions indicated in the Government Order No. CI 172 SPI 2011, dated: 18.08.2011 read at (1) above, remain unaltered.

Preamble:

M/s Nirani Sugars Ltd., proposes to increase the Co-gen capacity from 67 MW to 122 MW and Ethanol Plant from 120 KLPD to 150 KLPD at Mudhol, Bagalkot District, with an investment of `. 272.27 crores, generating employment to about 70 person.

The proposal of the company has been placed before the 22nd LAC meeting held on 28.12.2015. The decision of the LAC is as follows:

The representatives of the company appeared before the committee and explained the company's proposal to increase the co-gen capacity and Ethanol production capacity in their existing sugar factory.

The committee noted that, the company's earlier application to increase the cane crushing capacity from 15000 TCD to 20000 TCD and co-gen capacity from 67 MW to 101 MW was rejected in the 37th SHLCC meeting.

The committee after detailed discussion, resolved to recommend to SHLCC to consider the present expansion plan of the company to increase co-gen capacity from 67 MW to 122 MW and Ethanol plant from 120 KLPD to 150 KLPD subject to no additional cane area allocation and approval of WRD for additional water requirement.

The proposal was examined & approved in the 89th State Level Single Window Clearance Committee (SLSWCC) Meeting held on 22.01.2016. Government has examined the recommendations made by the State Level Single Window Clearance Committee in all aspects.

Hence the following order.

ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿ ರಾಜ್ಯದಲ್ಲಿನ ಪ್ರಾಥಮಿಕ ಕೃಷಿ ಪತ್ತಿನ ಸಹಕಾರ ಸಂಘಗಳು (ಪ್ಯಾಕ್ಸ್) ಸ್ವಂತ ಗೋದಾಮುಗಳನ್ನು ನಿರ್ಮಾಣ ಮಾಡಲು ಗೋದಾಮು ನಿರ್ಮಾಣ ವೆಚ್ಚದಲ್ಲಿ ಸರ್ಕಾರದ ಶೇ.10 ಹಾಗೂ ಸಹಕಾರ ಸಂಘಗಳಿಂದ ಶೇ.20 ರಷ್ಟು ಹೂಡಿಕೆ ಹಾಗೂ ಉಳಿದ ಶೇ.70 ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಲು ಮತ್ತು ಪಿಪಿಪಿ ಮಾದರಿಯಲ್ಲಿ ಗೋದಾಮು ನಿರ್ಮಾಣಕ್ಕಾಗಿ ಖಾಸಗಿ ವ್ಯಕ್ತಿಗಳಿಂದ ಹೂಡಿಕೆಗೆ ಸ್ಪಂದನೆ ಬಾರದಿದ್ದಲ್ಲಿ ಗೋದಾಮು ನಿರ್ಮಾಣದ ಶೇ.70 ರಷ್ಟನ್ನು ತನ್ನ ಸ್ವಂತ ಬಂಡವಾಳದಿಂದ ಅಥವಾ ನಬಾರ್ಡ್/ಬ್ಯಾಂಕುಗಳಿಂದ ಪಡೆದ ಸಾಲದ ಮೂಲದಿಂದ ಅಥವಾ ಇತರೆ ಮೂಲಗಳಿಂದ ಭರಿಸಿ, ನಿರ್ಮಿಸಲು ಪ್ರಾಥಮಿಕ ಕೃಷಿ ಪತ್ತಿನ ಸಹಕಾರ ಸಂಘಗಳು ಮುಂದೆ ಬಂದಲ್ಲಿ ಸರ್ಕಾರದ ವತಿಯಿಂದ ಗೋದಾಮು ನಿರ್ಮಾಣ ಅಂದಾಜು ವೆಚ್ಚದ ಶೇ.30 ಅಥವಾ `.5.00 ಲಕ್ಷ ಇವುಗಳಲ್ಲಿ ಯಾವುದು ಕಡಿಮೆಯೋ ಆ ಮೊತ್ತವನ್ನು ಸರ್ಕಾರದ ಸಹಾಯಧನವಾಗಿ ಭರಿಸಿ ಯೋಜನೆಯನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು 2015-16ನೇ ಸಾಲಿನ ಆಯವ್ಯಯ "ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆ 2425-00-001-0-01" ರಡಿ ಒದಗಿಸಲಾಗಿರುವ `.500.00 ಲಕ್ಷಗಳ ಯೋಜನೆಗೆ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ.

ಮೇಲೆ (2) ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರದಲ್ಲಿ ಸಹಕಾರ ಸಂಘಗಳ ನಿಬಂಧಕರು ಈ ಯೋಜನೆಯಡಿ ರಾಜ್ಯದ ಒಟ್ಟು 115 ಪ್ರಾಥಮಿಕ ಕೃಷಿ ಪತ್ತಿನ ಸಹಕಾರ ಸಂಘಗಳು ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿದ್ದು, ಈ ಸಂಘಗಳಿಗೆ ಸರ್ಕಾರದ ಶೇ.30 ರಷ್ಟು ಸಹಾಯಧನ ಅಂದರೆ `.500.00 ಲಕ್ಷಗಳ ಅನುದಾನವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲು ಕೋರಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸಿರುತ್ತಾರೆ.

ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸರ್ಕಾರವು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿ, ಕೆಳಕಂಡಂತೆ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ:-

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ:ಸಿಒ 143 ಸಿಎಲ್ಎಸ್ 2015, ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 03-02-2016.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, 2015-16ನೇ ಸಾಲಿನಲ್ಲಿ ಪ್ರಾಥಮಿಕ ಕೃಷಿ ಪತ್ತಿನ ಸಹಕಾರ ಸಂಘಗಳು (ಪ್ಯಾಕ್ಸ್) ಸ್ವಂತ ಗೋದಾಮುಗಳನ್ನು ಹೊಂದುವ ಯೋಜನೆ "ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆ 2425-00-001-0-01" ರಡಿ ಒದಗಿಸಲಾಗಿರುವ ರೂ.500.00 ಲಕ್ಷಗಳನ್ನು ಈ ಆದೇಶದ ಅನುಬಂಧದಲ್ಲಿ ತಿಳಿಸಿರುವ 115 ಪ್ರಾಥಮಿಕ ಕೃಷಿ ಪತ್ತಿನ ಸಹಕಾರ ಸಂಘಗಳಿಗೆ ಅನುಬಂಧದ ಕಲಂ 5 ರಲ್ಲಿ ಸೂಚಿಸಿರುವ ಒಟ್ಟು `.500.00 ಲಕ್ಷಗಳ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಿ ಆದೇಶಿಸಿದೆ.

ಹಣ ಬಿಡುಗಡೆಯನ್ನು ಮೇಲೆ (1) ರಲ್ಲಿ ಓದಲಾದ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿನ ಷರತ್ತು ಮತ್ತು ಮಾನದಂಡಗಳಿಗೊಳಪಟ್ಟು ಮಾಡತಕ್ಕದ್ದು.

ಈ ಯೋಜನೆಗೆ ಒದಗಿಸಲಾದ ಅನುದಾನಕ್ಕೆ ಮಿತಿಗೊಳಿಸಿ ವೆಚ್ಚ ಮಾಡತಕ್ಕದ್ದು.

ಈ ಮೊತ್ತವನ್ನು ಅಪರ ನಿಬಂಧಕರು (ಪತ್ತು), ಸಹಕಾರ ಸಂಘಗಳ ನಿಬಂಧಕರ ಕಛೇರಿ, ಬೆಂಗಳೂರು ಇವರು ಸಹಕಾರ ಸಂಘಗಳ ನಿಬಂಧಕರ ಮೇಲು ಸಹಿಯೊಂದಿಗೆ ಮೊತ್ತವನ್ನು ಡ್ರಾ ಮಾಡಿ, ಸಹಕಾರ ಸಂಘಗಳ ನಿಬಂಧಕರು ಸಂಬಂಧಪಟ್ಟ ಜಿಲ್ಲಾ ಉಪ ನಿಬಂಧಕರುಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡುವುದು. ಈ ಹಣ ಬಳಕೆಯಾದ ಬಗ್ಗೆ ಹಣ ಬಳಕೆ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಜಿಲ್ಲಾ ಉಪ ನಿಬಂಧಕರಿಂದ ಪಡೆದು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸುವುದು.

ಈ ಆದೇಶವನ್ನು ಆರ್ಥಿಕ ಇಲಾಖೆ ಟಿಪ್ಪಣಿ ಸಂಖ್ಯೆ:ಆಇ 378 ವೆಚ್ಚ-2/2015, ದಿನಾಂಕ: 22-01-2016ರಲ್ಲಿ ನೀಡಿರುವ ಸಹಮತಿ ಮೇರೆಗೆ ಹೊರಡಿಸಲಾಗಿದೆ.

ಮೇಲೆ ಓದಲಾದ (1)ರ ಪತ್ರದಲ್ಲಿ ಜಗದ್ಗುರು ಸ್ವಸ್ತಿಶ್ರೀ ಚಾರುಕೀರ್ತಿ ಭಟ್ಟಾರಕ ಸ್ವಾಮೀಜಿ ಅಧ್ಯಕ್ಷರು, ಶ್ರವಣಬೆಳಗೊಳ ದಿಗಂಬರ ಜೈನ ಮಠದ ಸಂಸ್ಥೆಗಳ ಆಡಳಿತ ಮಂಡಳಿ ಟ್ರಸ್ಟ್ (ರಿ) ಶ್ರೀಕ್ಷೇತ್ರ ಶ್ರವಣಬೆಳಗೊಳ ಇವರು ಶ್ರೀಕ್ಷೇತ್ರ ಶ್ರವಣಬೆಳಗೊಳದಲ್ಲಿ ಜಗತ್ಪ್ರಸಿದ್ದ ಗೊಮಟೇಶ್ವರ ಭಗವಾನ್ ಶ್ರೀ ಬಾಹುಬಲಿ ಸ್ವಾಮಿಗೆ ಪ್ರತಿ ಹನ್ನೆರಡು ವರ್ಷಗಳಿಗೊಮ್ಮೆ ಮಹಾಮಸ್ತಕಾಭಿಷೇಕ ನಡೆಯುತ್ತಿರುತ್ತದೆ. ಇದು ಪವಿತ್ರ ಯಾತ್ರಾ ಸ್ಥಳ ಹಾಗೂ ವಿಶ್ವ ಪ್ರಸಿದ್ದವಾಗಿದ್ದ. ಐತಿಹಾಸಿಕ ಮಹತ್ವವುಳ್ಳದ್ದಾಗಿರುತ್ತದೆ. ಶ್ರೀಕ್ಷೇತ್ರದಲ್ಲಿ 2018ರಲ್ಲಿ ಜರುಗಲಿರುವ ಮಹಾಮಸ್ತಕಾಭಿಷೇಕ ಮಹೋತ್ಸವಕ್ಕೆ ಚಾಲನೆ ನೀಡಬೇಕಾಗಿದ್ದು.

ಈ ಮಹೋತ್ಸವದಲ್ಲಿ ದೇಶದ ನಾನಾ ಭಾಗಗಳಿಂದ ಹಾಗೂ ವಿದೇಶಗಳಿಂದ ಲಕ್ಷಾಂತರ ಜನರು, ಪ್ರವಾಸಿಗರು ಪಾಲ್ಗೊಳ್ಳುವುದರಿಂದ ವಸತಿ, ನೀರು, ಚರಂಡಿ ವ್ಯವಸ್ಥೆ, ಸಾರಿಗೆ ಸಂಪರ್ಕ ಇತ್ಯಾದಿ ಮೂಲಭೂತ ಸೌಕರ್ಯಗಳನ್ನು ಏರ್ಪಾಡು ಮಾಡುವ ಬಗ್ಗೆ ಸೂಕ್ತ ಯೋಜನೆ ರೂಪಿಸುವುದು ಅತ್ಯಗತ್ಯವಾಗಿರುತ್ತದೆ. ಆದ್ದರಿಂದ ಈ ಪೂರ್ವಭಾವಿ ಸಿದ್ದತೆಗಳ ಉದ್ದೇಶಕ್ಕಾಗಿ ರಾಜ್ಯ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸುವುದು ಅತ್ಯಾವಶ್ಯಕವಾಗಿರುತ್ತದೆ.

ಆದ್ದರಿಂದ ಇದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಾಜ್ಯ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಬೇಕೆಂದು ಕೋರಿರುತ್ತಾರೆ.
