ಮತ್ತು 'ಪೊಲೀಸ್'ಗೆ ಸಂಬಂಧಿಸಿದ ಎಲ್ಲಾ ಸೇವೆಗಳ ಸಂವಿಧಾನದ ಅನುಸೂಚಿ 7 ರಲ್ಲಿನ 2ನೇ ಪಟ್ಟಿಯಲ್ಲಿರುವ 'ಸಾರ್ವಜನಿಕ ಸುವ್ಯವಸ್ಥೆ' ಮತ್ತು 'ಪೊಲೀಸ್'ಗೆ ಸಂಬಂಧಿಸಿದ ಎಲ್ಲಾ ಸೇವೆಗಳ ಸಂವಿಧಾನದ ಅನುಸೂಚಿ 7 ರಲ್ಲಿನ 2ನೇ ಪಟ್ಟಿಯಲ್ಲಿರುವ

ಕುರಿತು ರಾಜ್ಯ ಶಾಸನಾಂಗವು ಕಾನೂನು ರೂಪಿಸುವ ಅಧಿಕಾರ ಹೊಂದಿರುತ್ತದೆ. ಕುರಿತು ರಾಜ್ಯ ಶಾಸನಾಂಗವು ಕಾನೂನು ರೂಪಿಸುವ ಅಧಿಕಾರ ಹೊಂದಿರುತ್ತದೆ.

ಅಪರಾಧ ಪತ್ತೆ ಹಾಗೂ ಸಾರ್ವಜನಿಕ ಸುವ್ಯವಸ್ಥೆಯ ನಿರ್ವಹಣೆಯೊಂದಿಗೆ ನಾ ಗರಿಕರ ಆಸ್ತಿ ಮತ್ತು ಜೀವವನ್ನು ರಕ್ಷಿಸುವುದು ರಾಜ್ಯ ಪೊಲೀಸ್ ಅಪರಾಧ ಪತ್ತೆ ಹಾಗೂ ಸಾರ್ವಜನಿಕ ಸುವ್ಯವಸ್ಥೆಯ ನಿರ್ವಹಣೆಯೊಂದಿಗೆ ನಾಗರಿಕರ ಆಸ್ತಿ ಮತ್ತು ಜೀವವನ್ನು ರಕ್ಷಿಸುವುದು ರಾಜ್ಯ ಪೊಲೀಸ್ ಸಿಬ್ಬಂದಿಯ ಮೂಲ ಅತ್ಯಾವಶ್ಯಕ ಕರ್ತವ್ಯವಾಗಿರುತ್ತದೆ. ಕರ್ನಾಟಕ ರಾಜ್ಯ ಪೊಲೀಸ್ ಇಲಾಖೆಯಡಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಿಬ್ಬಂದಿಯು ಸಿಬ್ಬಂದಿಯ ಮೂಲ ಅತ್ಯಾವಶ್ಯಕ ಕರ್ತವ್ಯವಾಗಿರುತ್ತದೆ. ಕರ್ನಾಟಕ ರಾಜ್ಯ ಪೊಲೀಸ್ ಇಲಾಖೆಯಡಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಿಬ್ಬಂದಿಯು ಸಿಬ್ಬಂದಿಯ ಮೂಲ ಅತ್ಯಾವಶ್ಯಕ ಕರ್ತವ್ಯವಾಗಿರುತ್ತದೆ. ಕರ್ನಾಟಕ ರಾಜ್ಯ ಪೊಲೀಸ್ ಇಲಾಖೆಯಡಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಿಬ್ಬಂದಿಯು

(೧೩೮೭)೧೩೮೮ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಜುಲೈ ೨೮, ೨೦೧೬ ಭಾಗ ೪ಎ ಆದ್ದರಿಂದ ಸಾರ್ವಜನಿಕ ಸುವ್ಯವಸ್ಥೆ ಮತ್ತು ಸುರಕ್ಷತೆ ದೃಷ್ಟಿಯಿಂದ ಕರ್ನಾಟಕ ಅತ್ಯಾವಶ್ಯಕ ಸೇವೆಗಳ ನಿರ್ವಹಣಾ ಅಧಿನಿಯಮ, 2013 (2015ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 25) ರ 2ನೇ ಪ್ರಕರಣದ, (1)ನೇ ಉಪ ಪ್ರಕರಣದ (a) ಖಂಡದ (iii) ನೇ ಉಪ ಖಂಡದಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ, ರಾಜ್ಯಸರ್ಕಾರವು ರಾಜ್ಯ ಪೊಲೀಸ್ ಸೇವೆಗೆ ಸೇರಿದ ಎಲ್ಲಾ ಸೇವೆ ಮತ್ತು ಉದ್ಯೋಗ ವರ್ಗಗಳನ್ನು ಈ ಕಾಯ್ದೆಯ ಉದ್ದೇಶಗಳಿಗಾಗಿ "ಅತ್ಯಾವಶ್ಯಕ ಸೇವೆ" ಎಂದು ಪರಿಗಣಿಸಿ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಈ ಮೂಲಕ ಘೋಷಿಸಲಾಗಿದೆ.

(I AMENDMENT) RULES, 2016

HIGH COURT OF KARNATAKA

NOTIFICATION

NO. HCE NO. 34/2016 DATED 19TH FEBRUARY 2016.

In exercise of powers conferred by Article 229(1) and (2) of the Constitution of India, read with Rules 7 & 8 of the High Court of Karnataka Service (Conditions of Service & Recruitment) Rules, 1973 and High Court of Karnataka Service (Direct Recruitment by Selection) Rules, 1984 and all other powers enabling thereunto, Hon'ble the Acting Chief Justice, High Court of Karnataka makes the following rules to amend the High Court of Karnataka Service (Conditions of Service and Recruitment) Rules, 1973.

Title and Commencement: (1) These Rules may be called as High Court of Karnataka Service (Conditions of Service and Recruitment) (I Amendment) Rules, 2016.

(2) They shall come into force on the date of publication in the Karnataka Gazette.

Amendment to Schedule III

In Schedule III of the High Court of Karnataka Service (Conditions of Service and Recruitment) Rules, 1973 as amended from time to time, under the heading Group – 'C' the entry at Sl. No. 42, the exiting method of recruitment (Column No.3) in respect of the Post of Book Binder shall be substituted by the following method of recruitment as mentioned at column No. 4 as below :-

After Note 5 below to Schedule III of High Court of Karnataka Service (Conditions of Service and Recruitment) Rules, 1973 as amended from time to time, the following note shall be inserted.

Note 5A: Procedure for Direct Recruitment to Book Binder Posts :-

(i) The appointing authority shall among the candidates who have applied for the post of Book Binder in pursuance of the notification, prepare a list of candidates eligible for interview in order of merit on the basis of percentage of total marks secured in the qualifying examination and taking into consideration the orders issued by the Government relating to the reservation of posts for Scheduled Caste, Scheduled Tribe and other Backward classes including the reservation for women, rural candidate, ex-servicemen and others in accordance with law. The number of candidates included in such list of eligible candidates for the said post shall be equal to Five Times the total number of vacancies notified in the order of merit.

(ii) The maximum marks for interview for recruitment to the post of Book Binder shall be Twenty (20). Such interview shall be held to ascertain the ability and suitability to the post.
