ವಿಷಯ : ಕರ್ನಾಟಕ ವಿಧಾನಸಭೆ ಸಚಿವಾಲಯದ ಚರ್ಚಾ ಸಂಪಾದಕರ ಹುದ್ದೆಗೆ ಮುಂಬಡ್ತಿ ನೀಡುವ ಬಗ್ಗೆ.
2003ರ ಕರ್ನಾಟಕ ವಿಧಾನಸಭೆ ಸಚಿವಾಲಯದ (ನೇಮಕಾತಿ ಮತ್ತು ಸೇವಾ ಷರತ್ತುಗಳು) ನಿಯಮಾವಳಿಗಳ ನಿಯಮ 6(ii)ರ ಪ್ರಕಾರ ಹಾಗೂ 1977ರ ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಾವಳಿಗಳ ನಿಯಮ 19(3)(ಎ)ನ್ನು ಓದಿಕೊಂಡಂತೆ ಈ ಸಚಿವಾಲಯದಲ್ಲಿ ಸಹಾಯಕ ಚರ್ಚಾ ಸಂಪಾದಕರಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಶ್ರೀ ಆರ್. ಅಶ್ವತ್ಥ ನಾರಾಯಣ, ಇವರಿಗೆ ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ವೇತನ ಶ್ರೇಣಿ ರೂ. 28100-700-28800-800-33600-900-39000-1050-45300-1200-50100ರಲ್ಲಿ ಚರ್ಚಾ ಸಂಪಾದಕರ ಹುದ್ದೆಗೆ ಸ್ಥಾನಪನ್ನ ಮುಂಬಡ್ತಿ ನೀಡಲಾಗಿದೆ.

ಇಂಧನ ಇಲಾಖೆಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬರುವ ಪವರ್ ಕಂಪನಿ ಆಫ್ ಕರ್ನಾಟಕ ಲಿಮಿಟೆಡ್, ಬೆಂಗಳೂರು ಇದರ ಮೆಮೊರ್ಯಾಂಡಮ್ ಆಫ್ ಅಸೋಸಿಯೇಷನ್ ಮತ್ತು ಆರ್ಟಿಕಲ್ಸ್ ಆಫ್ ಅಸೋಸಿಯೇಷನ್ನ ಆರ್ಟಿಕಲ್ 93(ಎ)ರಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಈಗಾಗಲೇ ಪವರ್ ಕಂಪನಿ ಆಫ್ ಕರ್ನಾಟಕ ಲಿಮಿಟೆಡ್, ಬೆಂಗಳೂರು ಇದರ ನಿರ್ದೇಶಕರ ಮಂಡಳಿಗೆ ನಿರ್ದೇಶಕರುಗಳನ್ನು ನೇಮಿಸಲಾಗಿದೆ.
ಪ್ರಸ್ತುತ, ಕಂಪನಿ ಕಾಯ್ದೆ 2013ರ ಪರಿಚ್ಛೇದ 149, ಉಪ ಪರಿಚ್ಛೇದ 6, ಖಂಡ (ಅ)ರ ಪ್ರಕಾರ ನಿರ್ದೇಶಕರ ಮಂಡಳಿಯಲ್ಲಿ 'ಸ್ವತಂತ್ರ ನಿರ್ದೇಶಕರು' (Independent Director) ಗಳನ್ನು ನೇಮಕ ಮಾಡಲು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಅಧಿಕಾರ ನೀಡಲಾಗಿದೆ. ಸದರಿ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಪವರ್ ಕಂಪನಿ ಆಫ್ ಕರ್ನಾಟಕ ಲಿಮಿಟೆಡ್ ಇದರ ನಿರ್ದೇಶಕರ ಮಂಡಳಿಯ ಈ ಕೆಳಕಂಡ ನಿರ್ದೇಶಕರುಗಳನ್ನು 'ಸ್ವತಂತ್ರ ನಿರ್ದೇಶಕರು' ಗಳನ್ನಾಗಿ ಈ ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಾಗೂ ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ನೇಮಕ ಮಾಡಲಾಗಿದೆ.
