FINAL RELEASE SCHEDULE FOR THE MONTH OF JUNE-2016

In pursuance of Government of India D.O.No. N. 11027/59/2003, Dated : 29th November, 2005. The Government of Karnataka is pleased to constitute the State Accreditation Authority and State Appropriate Authority with the following members in order to accreditate, regulate and supervise the functioning of ART clinics as per National Guide Lines for Accreditation. Supervision and Regulation of ART Clinics with immediate effect until further orders. These Authorities will function as per the responsibilities specified under section 3.15 in National Guidelines for Accreditation, Supervision and Regulation of ART Clinics.

Responsibilities of the State Accreditation and Appropriate Authority. Reference 3.15 National Guide Lines for Accreditation, Supervision and Regulation of ART Clinics, Indian Council of Medical Research, 2005.

i) To oversee / monitor all matters relating to Accreditation, Supervision and Regulation of ART Clinics in accordance with guidelines.

ii) To review the activities of Appropriate Authority functioning in the State and take appropriate action against them.

iii) To Order closure of an ART Clinic if the ethical Guidelines and operative procedure laid down in the Guidelines are not followed on recommendation by State appropriate authority.

iv) Powers to fix upper limit of charges for gamete donation and surrogacy and of revising this charges from time to time.

State Appropriate Authority :

Responsibilities of the State Appropriate Authority are: (Reference 3.16 National Guide Lines for Accreditation, Supervision and Regulation of ART Clinics, Indian Council of Medical Research 2005)

a) To grant or suspend registration of an ART Clinics;

b) To enforce the provisions of the Guidelines by ART Clinics ;

c) To investigate complaints of breach of the Guidelines ;

d) To visit any ART Clinic/Centre accredited or not accredited, right to visit individually or collectively at reasonable times once a year with or without prior information to the clinic/centre, to determine if the ethical guidelines and operative procedures are being followed, if not, the Authority will point out lapses to the clinic/centre in writing. If these lapses continued for a maximum period of six months (during which period that clinic shall not engage in any activity related to the lapses), the Appropriate Authority would recommend to the State Accreditation Authority that the clinic/centre may be ordered to be closed .

e) To impose a fine or a penalty on the clinic/centre for violation of any provisions of Guidelines as per delegation of powers by the State Accreditation Authority;

f) To visit and regulate semen banks in the manner mentioned above;

g) Any other function as directed by the Accreditation Authority.

Terms of the Authority :

1. The Term of the Authority is 3 years .

2. The term of office of a member other than ex- officio member shall be 3 YEARS. It shall meet once in 3 months.

3. If a vacancy occurs in the office of any member other than ex- officio member it shall be filled by making fresh appointment.

4. Member Secretary shall perform such functions as may be assigned to him by the Chairman from time to time in his absence and prior permission.

5. In case of ex-officio member membership falls vacant due to any reason such as transfer, promotion and retirement by superannuating or voluntary retirement, retreanchment and dismissal from service, it can be filled automatically by the successor or in charge of such post as the membership is by designation only.

6. One third of the total number of members of the committee shall constitute the quorum.

7. In respect of the matter not specified in the above terms and conditions, the State Accreditation or State Appropriate Authority shall follow procedure and conditions, as per National Guide Lines for Accreditaiton, Supervision and Regulation of ART Clinics in India.

8. The Department of Health and Family Welfare will pay T.A./ D.A to the non- official members of the team as admissible under rules in respect of its approved tour programme. Their tour programme will require approval of the Chairperson, State Appropriate Authority.

NOTIFICATION

No: HFW 177 RGU 2016 (P), BENGALURU, DATED: 18-08-2006.

1) As Per the directions of Hon'ble High Court of Karnataka in an interim order Dated : 28-09-2015 passed in W.P. Nos. 41899- 41900/2015 (EDN-MED-ADM), admission order was given to 60 students for the year 2015-16, through COMED-K from Sridevi Medical College as per the consensual agreement between the Government and Private Unaided Professional Educational Institutions comes under Karnataka Professional Colleges Foundation (COMED-K) for the relevant year.

2) The MCI had challenged the order of the Hon'ble High Court Dated : 28-09-2015 in WP No. 41899-41900/2015 before the Supreme Court and in Civil Appeal Nos. 8808-8809/2015. By an interim order Dated : 16-10-2015, the Hon'ble Supreme Court stayed the said Order of Hon'ble High Court. Subsequently by its order Dated : 21-01-2016, Hon'ble Supreme Court permitted the students to approach the High Court of Karnataka.

3) In Writ Petition Nos. 4611/2016 & 4677-78/2016 c/w 6776/2016, the Hon'ble High Court in its order Dated : 23-06-2016, grant the requisite permission to the Government to accommdate all the 60 students in the ten Colleges against the 60 additional seats surrendered by KPCF, at the earlist, after following the requisite procedure and in accordance with law.

4) Therefore, the Government of Karnataka will hereby notify the 3rd additional seat matrix for the academic year 2016-17 for Medical (MBBS) Course as per the Hon'ble High Court's Order, for re-allocation of 60 MBBS students who were admitted to Sridevi Medical College, Bengaluru through COMED-K for the academic year 2015-16 in the 10 COMED-K Medical Colleges as shown in ANNEXURE appended to this notification. This Counseling is conducted through offline counseling by KEA.

5) Further, the annual fee to be charged from these students during the tenure of their course by the respective Medical colleges will be as per the Hon'ble High Court order Dated : 23-06-2016 in Writ Petition Nos. 4611/2016 & 4677 -78/2016 c/w 6776/2016.

6) This Notification is subject to the result of final orders in Writ Pettion Nos. 4611/2016 & 4677-78/2016 c/w 6776/2016 pending before the Hon'ble High Court of Karnataka.

Sub: Publication of seat matrix of Post Graduate Super Specialty Courses 2016-17.

1. Admission to Post Graduate Super Speciality Courses has been regulated by the Karnataka Medical Colleges (Conduct of Entrance Test and Slection of PGSSCs) Rules, 1981 and the RGUHS Ordinance governing Conduct of Entrance Test for Admission to PGSSCs-2002.

2. Under clause 2 (2) (g), the Vice-Chancellor, Rajiv Gandhi University of Health Sciences shall have power to prepare and approve the merit list of Post Graduate Super Speciality Course Entrance Test for admission to Medical Colleges and the subsequent spot selection process up to the issue of seat allotment order. However, the allotment shall be on the basis of the seat matrix published by the Government based on the merit list of the PGSSCET-2016 by reserving 50% of the seats to in- Service candidate of the total seats in Government Autonomous Medical Institutions and in Private & Deemed Universities Medical Colleges.

3. It is necessary to publish the seat matrix in pursuit of allotment of candidates through counselling on the basis of merit secured in the PGSSCET-2016 for the seats in Government Autonomous Medical Institutions and in Private & Deemed Universities Medical Colleges offering Post Graduate Super Speciality Courses during the current academic year 2016-17 Out of the total seats, 50% of the seats shall be reserved for in-service candidates and merit alone shall be the criteria for selection.

4. Reservation of 50% of the seats to in-service candidates does not confer any right to in-service candidates for being deputed to the Post Graduate Super Speciality Courses.

5. Therefore, Government of Karnataka hereby determines the intake of Post Graduate Super Speciality Courses in Government Autonomous Medical Institutions and in Private & Deemed Universities Medical Colleges under section 45 (10) (b) of the Rajiv Gandhi University of Health Sciences' Act, 1994 and published seat matrix and fee structure thereof applicable for the Current academic year 2016-17 as specified in Annexure 1&2.

6. The Entrance Test Committee shall conduct the counseling and allot the candidates to the respective colleges in terms of the RGUHS Ordiannce governing conduct of Entrance Test for Admission to PGSSCs-2002.

1. ಮಾಹಿತಿ ಹಕ್ಕು ಅಧಿನಿಯಮ, 2005ರ ಕಲಂ 4(1) (ಎ)ರ ಪಾಲನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮಾಹಿತಿ: ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ), ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಒಂದು ಅಂಗವಾಗಿದೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಪ್ರತಿಯೊಂದು ಇಲಾಖೆಯಲ್ಲಿನ ಕಡತಗಳ ಮತ್ತು ಪತ್ರಗಳ ಚಲನವಲನ ಮತ್ತು ಇಂದಿನ ಸ್ಥಿತಿಯ ಬಗ್ಗೆ ಮಾಹಿತಿ ನಿರ್ವಹಿಸಲು ಸಚಿವಾಲಯವಾಹಿನಿ ಎಂಬ ತಂತ್ರಾಂಶವನ್ನು ಚಾಲನೆಗೊಳಿಸಲಾಗಿದೆ. ಅದರಡಿಯಲ್ಲಿ ಆಯಾಯ ಇಲಾಖೆಯಲ್ಲಿನ ಪ್ರತಿಯೊಂದು ಕಡತ ಮತ್ತು ಪತ್ರದ ವಿಷಯವನ್ನು ನಮೂದಿಸಲಾಗುತ್ತಿದೆ. ಮತ್ತು ಪ್ರತಿಯೊಂದು ಕಡತ ಮತ್ತು ಪತ್ರಕ್ಕೆ ಅದ್ವಿತೀಯ (unique) ಕಂಪ್ಯೂಟರ್ ಸಂಖ್ಯೆಯನ್ನು ನೀಡಲಾಗುತ್ತಿದೆ.

ದಸ್ತಾವೇಜು ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ ಕುರಿತು ಇನ್ನೊಂದು ತಂತ್ರಾಂಶವನ್ನು ಸಹ ಚಾಲನೆಗೊಳಿಸಲಾಗಿದೆ. ಈ ಪದ್ದತಿಯಡಿಯಲ್ಲಿ ಸಚಿವಾಲಯದ ಇಲಾಖೆಗಳು ಜನಸಾಮಾನ್ಯರ ಮತ್ತು ಸರ್ಕಾರದ ಅಧಿಕಾರಿಗಳು/ಸಿಬ್ಬಂದಿ ವರ್ಗದವರ ಉಪಯೋಗಕ್ಕಾಗಿ ತಮ್ಮ ಸಕಾರದ ಆದೇಶಗಳು.

2. ಸದರಿ ಅಧಿನಿಯಮದ ಕಲಂ 4(1) (ಬಿ)ರ ಪಾಲನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮಾಹಿತಿ: 2.1 ಕಲಂ 4(10(ಬಿ)(i) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ: ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಒಂದು ಭಾಗವಾಗಿದ್ದು, ಬಹುಮಹಡಿ ಕಟ್ಟಡದ ಮೊದಲನೆಯ ಮಹಡಿಯಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ). ಇದಕ್ಕೆ ಸಂಬಂದಪಟ್ಟ ಸಚಿವರಾಗಿರುತ್ತಾರೆ. ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯರ್ಶಿ, ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರಾಗಿರುತ್ತಾರೆ. ಈ ಇಲಾಖೆಯ ರಚನೆಯನ್ನು ಅನುಬಂಧ-1ರಲ್ಲಿನ ಪಟ್ಟಿ (organization chart) ಯಲ್ಲಿ ನಮೂದಿಸಲಾಗಿದೆ.

2.2 ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಯ ಕಾರ್ಯಗಳು ಮತ್ತು ಕರ್ತವ್ಯಗಳ ವಿವರಗಳು:- ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಸಲಕರಣೆಗಳನ್ನು ಬಳಸಿ ಸರ್ಕಾರಿ ಸೇವೆಗಳನ್ನು ನಾಗರಿಕರಿಗೆ ಲಭ್ಯ ಮಾಡಲು, ಸರ್ಕಾರದ ವ್ಯವಹಾರಗಳನ್ನು ವೇಗಗೊಳಿಸಲು ಮತ್ತು ಅದರ ಲಾಭಗಳನ್ನು ನಾಗರಿಕರಿಗೆ ಒದಗಿಸಲು ಹಾಗೂ ಸರ್ಕಾರದ ಪಾರದರ್ಶಕತೆ ಮತ್ತು ದಕ್ಷತೆಯನ್ನು ಹೆಚ್ಚಿಸುವುದಕ್ಕಾಗಿ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಇಲಾಖೆಯಿಂದ ಒಂದು ಅಂಗವನ್ನು ಬೇರ್ಪಡಿಸಿ 2003ರಲ್ಲಿ ಇ–ಆಡಳಿತ ಸಚಿವಾಲಯವನ್ನು ರೂಪಿಸಲಾಯಿತು. ಇ-ಆಡಳಿತ ಸಚಿವಾಲಯವು ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆಯ ಒಂದು ಭಾಗವಾಗಿದೆ. ಅದರ ಕಾರ್ಯ ಕರ್ತವ್ಯಗಳು ಈ ಕೆಳಕಂಡಂತಿವೆ:

•••• ವಿಶ್ವದಾದ್ಯಂತ ಇರುವ ಉತ್ಕøಷ್ಟ ಇ-ಆಡಳಿತ ವಿಷಯವನ್ನು ಲಭ್ಯಸಿಸಿ ಮತ್ತು ಸಂಕಲಿಸಿ ಅವುಗಳನ್ನು ಸರ್ಕಾರದ ಆಡಳಿತಕ್ಕೆ ಅಳವಡಿಸುವುದಾಗಿದೆ. •••• ದತ್ತಾಂಶ, ಸಂಗ್ರಹಣಾ ಭದ್ರತೆ, ಪಾವತಿ, ಸ್ಥಳೀಯ ಭಾಷೆಯಲ್ಲಿ ಅಳವಡಿಕೆ (ಕನ್ನಡ ಭಾಷೆ), ಆನ್‌ಲೈನ್ ಖರೀದಿ, ಭೌಗೋಳಿಕ ಮಾಹಿತಿ ಸೇವೆ ಇತ್ಯಾದಿಗಳು ಸೇರಿದಂತೆ ಒಂದು ಮಾನದಂಡವನ್ನು ಅಭಿವೃದ್ಧಿ ಪಡಿಸುವುದು.

•••• ವಿವಿಧ ಇಲಾಖೆಗಳಲ್ಲಿ ಇ-ಆಡಳಿತ ಚಟುವಟಿಕೆಗಳಿಗೆ ಸಹಕಾರ ನೀಡುವುದು ಮತ್ತು ಪ್ರೋತ್ಸಾಹಿಸುವುದು. •••• ಇ-ಆಡಳಿತ ವ್ಯವಹಾರಗಳನ್ನು ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಇಲಾಖೆಗಳನ್ನು ಸೇರಿಸಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವುದು ಮತ್ತು ಸಮಗ್ರಗೊಳಿಸುವುದು. •••• ಇ-ಆಡಳಿತ ಅಗತ್ಯವಿರುವ ಸಾಮಾನ್ಯ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಸೌಲಭ್ಯವನ್ನು ಸೃಷ್ಟಿಸುವುದು ಮತ್ತು ನಿರ್ವಹಿಸುವುದು. •••• ಕರ್ನಾಟಕ ರಾಜ್ಯಾದಾದ್ಯಂತ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನದ ನೈಪುಣ್ಯತೆಯನ್ನು ಅಭಿವೃದ್ಧಿಗೊಳಿಸಲು ಒಂದು ತಂತ್ರವನ್ನು ರೂಪಿಸುವುದು. 3. ಕಲಂ 4(1) (ii) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ: 3.1 ಅಧಿಕಾರಿ ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳ ಅಧಿಕಾರ ಮತ್ತು ಕರ್ತವ್ಯಗಳು: ಅಧಿಕಾರಿ ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳ ಅಧಿಕಾರ ಮತ್ತು ಕರ್ತವ್ಯಗಳನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯ ಕಛೇರಿ ಕಾರ್ಯವಿಧಾನದ ಕೈಪಿಡಿ (ಪರಿಷ್ಕøತ) 2005ರ ಅಧ್ಯಯನ-2ರಲ್ಲಿ ನಿಗದಿಪಡಿಸಲಾಗಿದ್ದು, ಅದರ ಕಂಡಿಕೆ 28 ರಿಂದ 38ರ ಉದೃತ ಭಾಗವನ್ನು ಅನುಬಂಧ-2ನ್ನಾಗಿ ಲಗತ್ತಿಸಿದೆ. ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಯಲ್ಲಿನ ಅಧಿಕಾರಿ ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳ ಕಾರ್ಯ ಹಂಚಿಕೆಯನ್ನು ಅನುಬಂಧ-3 ಮತ್ತು ಅನುಬಂಧ-4 ರಲ್ಲಿನ ಕ್ರಮವಾಗಿ, ದಿನಾಂಕ: 26-08-2009ರ ಅಧಿಕೃತ ಜ್ಞಾಪನ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 121 ಇಆಇ 2009, ದಿನಾಂಕ: 03-10-2009ರ ಅಧಿಕೃತ ಜ್ಞಾಪನ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 121 ಇಆಇ 2009 ಮತ್ತು ದಿನಾಂಕ:

24-11-2009ರ ಅಧಿಕೃತ ಜ್ಞಾಪನ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 121 ಇಆಇ 2009ರಲ್ಲಿ ನಿಗಧಿಪಡಿಸಲಾಗಿದೆ.

4. ಕಲಂ 4(1) (ಬಿ)(iii) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

4.1 ಮೇಲ್ವಿಚಾರಣೆ ಮತ್ತು ಹೊಣೆಗಾರಿಕೆ ಮಾರ್ಗಗಳು ಸೇರಿದಂತೆ ತೀರ್ಮಾನ ತೆಗೆದುಕೊಳ್ಳುವ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಅನುಸರಿಸಬೇಕಾದ ಕಾರ್ಯವಿಧಾನ:

ಕರ್ನಾಟಕ ಸರ್ಕಾರ (ಕಾರ್ಯ ನಿರ್ವಹಣೆ) ನಿಯಮಗಳು, 1977, ಇದನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯ ಕಛೇರಿ ಕಾರ್ಯವಿಧಾನದ ಕೈಪಿಡಿ (ಪರಿಷ್ಕøತ) 2005, ಇದರೊಂದಿಗೆ ಓದಿಕೊಂಡಂತೆ, ಇವುಗಳ ಪ್ರಕಾರ ನಿಗದಿಪಡಿಸಿದ ಕಾರ್ಯವಿಧಾನವನ್ನು ಅನುಸರಿಸಿ ತೀರ್ಮಾನಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಪೀಠಾಧಿಕಾರಿಗಳು ಕಡತಗಳಲ್ಲಿ ಟಿಪ್ಪಣಿಗಳನ್ನು ಬರೆದು ಸರ್ಕಾರದ ಜಂಟಿ ಕಾರ್ಯದರ್ಶಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ರವರಿಗೆ ಸಲ್ಲಿಸುತ್ತಾರೆ. ಅದಾದ ನಂತರ ಸರ್ಕಾರದ ಜಂಟಿ ಕಾರ್ಯದರ್ಶಿಯವರು ಅವರ ಟಿಪ್ಪಣಿಯೊಂದಿಗೆ ಕಡತಗಳನ್ನು ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ರವರಿಗೆ ಸಲ್ಲಿಸುತ್ತಾರೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರ (ಕಾರ್ಯ ನಿರ್ವಹಣೆ) ನಿಯಮಗಳು, 1977 ರನ್ವಯ ಇತರೆ ಯಾವುದೇ ಇಲಾಖೆಯನ್ನು ಸಮಾಲೋಚಿಸಬೇಕಾದಲ್ಲಿ, ಸಂಬಂಧಿಸಿದ ಕಡತವನ್ನು ಆ ಇಲಾಖೆಗೆ ಕಳುಹಿಸಿ, ಅದರ ಅಭಿಪ್ರಾಯವನ್ನು ಪಡೆಯಲಾಗುವುದು. ಸದರಿ ನಿಯಮದ ಪ್ರಕಾರ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಅಥವಾ ಸಚಿವ ಸಂಪುಟದ ಮುಂದೆ ತರಬೇಕಾದ ಪ್ರಕರಣಗಳನ್ನು ಅವರ ಮುಂದೆ ತರಲಾಗುವುದು. ತಾಂತ್ರಿಕ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ತಾಂತ್ರಿಕ ಸಿಬ್ಬಂದಿ/ಅಧಿಕಾರಿಯವರು ಪ್ರಕರಣಗಳನ್ನು ಪ್ರಕ್ರಿಯೆಗೊಳಿಸುತ್ತಾರೆ.

5. ಕಲಂ4(1) (ಬಿ) (iv) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ: 5.1 ಕಾರ್ಯಗಳ ನಿರ್ವಹಣೆಗೆ ರೂಪಿಸಿರುವ ಸೂತ್ರಗಳು: ಕರ್ನಾಟಕ ಸರ್ಕಾರ (ಕಾರ್ಯ ನಿರ್ವಹಣೆ) ನಿಯಮಗಳು, 1977, ಇದನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯ ಕಛೇರಿ ಕಾರ್ಯವಿಧಾನದ ಕೈಪಿಡಿ (ಪರಿಷ್ಕøತ) 2005, ಇದರೊಂದಿಗೆ ಓದಿಕೊಂಡಂತೆ, ಇವುಗಳ ಪ್ರಕಾರ ಕಾರ್ಯಗಳ ನಿರ್ವಹಣೆಗಾಗಿ ಮಾನದಂಡ/ಸೂತ್ರಗಳನ್ನು ನಿಗಧಿಪಡಿಸಲಾಗಿದೆ. ಅದನ್ನು ಅನುಸರಿಸಲಾಗುತ್ತಿದೆ.

6. ಕಲಂ4(1) (ಬಿ) (v) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

ಮಾಡಲು ಇರುವಂಥ ಯಾವುದೇ ವ್ಯವಸ್ಥೆಯ ವಿವರಗಳು : ಯಾವುದೇ ನೀತಿ ನಿಯಮವನ್ನು ರಚಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ, ಅದರಿಂದ ಭಾದಿತರಾಗಬಹುದಾದವರಿಂದ ಆಕ್ಷೇಪಣೆ/ಸಲಹೆಗಳನ್ನು ಕರೆಯಬೇಕೆಂದು ಸಂಬಂಧಿಸಿದ ಅಧಿನಿಯಮದಲ್ಲಿ ನಿಗಧಿಪಡಿಸಿದ್ದಲ್ಲಿ, ಅದರಂತೆ, ಆಕ್ಷೇಪಣೆ/ಸಲಹೆಗಳನ್ನು ಕರೆಯಲಾಗುವುದು.

8.2 ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ಸಂಬಂಧಿಸಿದ ವಿಷಯಗಳ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರು ಇಚ್ಛಿಸಿದಲ್ಲಿ, ಲಿಖಿತ ಮೂಲಕ ಅಥವಾ ಸಂಬಂಧಿಸಿದ ಅಧಿಕಾರಿಗಳನ್ನು ಭೇಟಿ ಮಾಡಿ ಅವರ ಸಲಹೆಗಳನ್ನು ನೀಡಲು ಆಸ್ಪದವಿರುತ್ತದೆ.

9. ಕಲಂ4(1) (ಬಿ) (viii) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

ಸಾರ್ವಜನಿಕರಿಗೆ ಮುಕ್ತವಾಗಿರುತ್ತವೆಯೇ ಅಥವಾ ಅಂತಹ ಸಭೆಗಳ ನಡವಳಿಗಳು ಸಾರ್ವಜನಿಕರಿಗೆ ದೊರೆಯುತ್ತವೆಯೇ ಎಂಬುದರ ವಿವರ ಪಟ್ಟಿ :

(ಗಣಕೀಕರಿಸುವುದು ಸಾಧ್ಯವಿರುವ ಕಾರ್ಯಕ್ಷೇತ್ರಗಳನ್ನು ಗುರುತಿಸುವ, ಸರ್ಕಾರಿ ಇಲಾಖೆಗಳ ಉಪಯೋಗಕ್ಕಾಗಿ ಗಣಕಯಂತ್ರಗಳನ್ನು ಸಂಗ್ರಹಿಸಲು ತಾಂತ್ರಿಕ ಅನುಮೋದನೆ ನೀಡುವ, ಆಯಾಯ ಇಲಾಖೆ ಖರೀದಿಸಲು ಉದ್ದೇಶಿಸಿದ ಉಪಕರಣಗಳ (ಗಣಕಯಂತ್ರ, ಯುಪಿಎಸ್ ಪ್ರಿಂಟರ್, ಸರ್ವರ್. ಇತ್ಯಾದಿಗಳ) ತಾಂತ್ರಿಕ ವಿಶಿಷ್ಟತೆಗಳನ್ನು ನಿಗಧಿಪಡಿಸುವ ಇತ್ಯಾದಿ ಕಾರ್ಯಗಳನ್ನು ಈ ಸಮಿತಿಗೆ ವಹಿಸಲಾಗಿದೆ.

(ಆ) ದಿನಾಂಕ: 31-12-199ರ ಸದರಿ ಆದೇಶದನ್ವಯ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗಿದೆ. (ಸರ್ಕಾರಿ ಇಲಾಖೆಗಳಲ್ಲಿ ಹಾಗೂ ಸರ್ಕಾರಿ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಗಣಕೀಕರಣದ ಪ್ರಗತಿಯ ಉಸ್ತುವಾರಿ ಮಾಡುವ ಕಾರ್ಯವನ್ನು ಈ ಸಮಿತಿಗೆ ವಹಿಸಲಾಗಿದೆ) (ಇ) ದಿನಾಂಕ 07-01-2005ರ ಸಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 39 ಇಜಿವಿ 2004ರನ್ವಯ ಕ್ರಮವಾಗಿ, ಸರ್ಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿಯೊಂದನ್ನು ಮತ್ತು ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ/ ಕಾರ್ಯದರ್ಶಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ), ಇವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಮತ್ತೊಂದು ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗಿದೆ. (ವಾರ್ಷಿಕ ಇ-ಆಡಳಿತ ಕ್ರಿಯಾ ಯೋಜನೆಗಳ ರೂಪದಲ್ಲಿ ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆ ಪ್ರಸ್ತಾಪಿಸಿದ ಇ-ಆಡಳಿತ ಯೋಜನೆಗಳನ್ನು ಪರಿಶೀಲಿಸುವ ಮತ್ತು ಅನುಮೋದಿಸುವ ಕಾರ್ಯವನ್ನು ಈ ಎರಡು ಸಮಿತಿಗಳಿಗೆ ವಹಿಸಲಾಗಿದೆ) ದಿನಾಂಕ: 15-02-2010ರ ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 147 ಇಆಇ 2009ರನ್ವಯ ಈ ಸಮಿತಿಗಳ ಪ್ರಸ್ತುತ ಆರ್ಥಿಕ ಅಧಿಕಾರವನ್ನು ಈ ಕೆಳಕಂಡಂತೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ:-

(i) `. 1.00 (ಒಂದು) ಕೋಟಿಗಿಂತ ಹೆಚ್ಚಿನ ವೆಚ್ಚವಾಗುವ ಇ-ಆಡಳಿತ ಯೋಜನೆಗಳನ್ನು ಅನುಮೋದಿಸುವ ಅಧಿಕಾರವನ್ನು ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿರುವ ಸಮಿತಿಗೆ ನೀಡಲಾಗಿದೆ; ಮತ್ತು

(ii) `. 1.00 (ಒಂದು) ಕೋಟಿವರೆಗೆ ಮತ್ತು ಅದಕ್ಕೆ ಸಮಾನ ವೆಚ್ಚವಾಗುವ ಇ-ಆಡಳಿತ ಯೋಜನೆಗಳನ್ನು ಅನುಮೋದಿಸುವ ಅಧಿಕಾರವನ್ನು ಸರ್ಕಾರದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ/ಕಾರ್ಯದರ್ಶಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ಇವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ರಚಿಸಲಾದ ಸಮಿತಿಗೆ ನೀಡಲಾಗಿದೆ.

9.2 ಸದರಿ ಸಮಿತಿಗಳ ಸಭೆಗಳು ಸಾರ್ವಜನಿಕರಿಗೆ ಮುಕ್ತವಾಗಿರುವುದಿಲ್ಲ. ಅಂತಹ ಸಭೆಗಳ ನಡವಳಿಗಳ ಪ್ರತಿಯನ್ನು ಪಡೆಯಲು ಸಾರ್ವಜನಿಕರು ಇಚ್ಛಿಸಿದಲ್ಲಿ, ಅದಕ್ಕಾಗಿ ಮಾಹಿತಿ ಹಕ್ಕು ಅಧಿನಿಯಮ, 2005 ಹಾಗೂ ಅದರಡಿಯಲ್ಲಿ ರಚಿಸಲಾದ ನಿಯಮಗಳ ಅಡಿಯಲ್ಲಿ ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಆಸ್ಪದವಿರುತ್ತದೆ.

10. ಕಲಂ 4(1)(ಬಿ)(ix) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

10.1 ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಯಲ್ಲಿನ ಅಧಿಕಾರಿ/ಸಿಬ್ಬಂದಿ ನಿರ್ದೇಶಿಕೆ (Directory):- ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ

ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ) ಯಲ್ಲಿನ ಅಧಿಕಾರಿ/ ಸಿಬ್ಬಂದಿಗಳ ನಿರ್ದೇಶಿಕೆ (Directory) ಅನುಬಂಧ-5 ರಲ್ಲಿದೆ.

11. ಕಲಂ 4(1)(ಬಿ) (x) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

11.1 ಪರಿಹಾರದ ವ್ಯವಸ್ಥೆಯೂ ಸೇರಿದಂತೆ ಪ್ರತಿಯೊಬ್ಬ ಅಧಿಕಾರಿ ಮತ್ತು ನೌಕರರು ಪಡೆಯುವ ತಿಂಗಳ ಸಂಬಳ:

ಪ್ರತಿಯೊಂದು ಅಧಿಕಾರಿ/ಸಿಬ್ಬಂದಿಯವರು ಪಡೆಯುವ ಮಾಸಿಕ ನಿವ್ವಳ ವೇತನದ ವಿವರಗಳನ್ನು ಅನುಬಂಧ-6ರಲ್ಲಿ ನೀಡಲಾಗಿದೆ. ಪರಿಹಾರದ ವ್ಯವಸ್ಥೆಯೂ ಸೇರಿದಂತೆ ವೇತನವನ್ನು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ ನಿಯಮಾವಳಿ ಮತ್ತು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಪರಿಷ್ಕøತ ವೇತನ) ನಿಯಮಗಳು, 2007 ನೀಡಲಾಗುತ್ತಿದೆ.

12. ಕಲಂ 4(1)(ಬಿ) (xi) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

12.1 ಎಲ್ಲಾ ಯೋಜನೆಗಳ ವಿವರಗಳನ್ನು ಸೂಚಿಸುವ, ಪ್ರಸ್ತಾಪಿತ ವೆಚ್ಚಗಳನ್ನು ಮತ್ತು ಮಾಡಲಾದ ಬಟವಾಡೆಗಳ ವರದಿಯನ್ನು ಸೂಚಿಸಿ; ಅದರ

ದಿನಾಂಕ: 03-05-2016ರ ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 1 ಯೋಜನೆ 2016ರಲ್ಲಿ ಮತ್ತು ದಿನಾಂಕ: 20-05-2016ರ ತಿದ್ದೋಲೆಯಲ್ಲಿ ಒಳಗೊಂಡಿದ್ದು, ಅವು ಸ್ವಯಂವೇದ್ಯವಾಗಿದೆ. ಅದರ ಪ್ರತಿ ಕ್ರಮವಾಗಿ ಅನುಬಂಧ-7 ಮತ್ತು ಅನುಬಂಧ-8 ಗಳಲ್ಲಿದೆ. ಅದರ ಅನುಬಂಧದಲ್ಲಿ ನಮೂದಿಸಿದಂತೆ, ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆ "3451-00-090-2-04-059 ವಿದ್ಯುನ್ಮಾನ ಆಡಳಿತ ಯೋಜನೆ ಇತರೆ ವೆಚ್ಚಗಳು (ಯೋಜನೆ)" ಅಡಿಯಲ್ಲಿ 2016-17ನೇ ಸಾಲಿಗಗಿ ಯೋಜನೆಯಡಿಯಲ್ಲಿ ಕ್ರಮವಾಗಿ `.4800.00 ಲಕ್ಷ (`.ನಾಲ್ಕು ಸಾವಿರದ ಎಂಟನೂರು ಲಕ್ಷಗಳು ಮಾತ್ರ)ಗಳ ಆಯವ್ಯಯದ ಅನುದಾನವನ್ನು ಒದಗಿಸಲಾಗಿದೆ. ಅದನ್ನು 2016-17ನೇ ಸಾಲಿನ, ಈ ಕೆಳಕಂಡ, ಮುಂದುವರೆದ ಮತ್ತು ಹೊಸ ಯೋಜನೆಗಳಿಗಾಗಿ ವೆಚ್ಚ ಮಾಡಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ:-

ಈ ಕೆಳಕಂಡ ಎರಡು ಸಂಸ್ಥೆಗಳು ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬರುತ್ತವೆ:-

(ಅ) ವಿದ್ಯುನ್ಮಾನ ನಾಗರಿಕ ಸೇವಾ ವಿತರಣಾ (ಇಡಿಸಿಎಸ್) ನಿರ್ದೇಶನಾಲಯ, ಬೆಂಗಳೂರು.

(ಆ) ಇ-ಆಡಳಿತ ಕೇಂದ್ರ, ಬೆಂಗಳೂರು

ಮೇಲೆ ಉಲ್ಲೇಖಸಲಾದ ಮುಂದುವರೆದ ಯೋಜನೆಗಳ ಪೈಕಿ ಸದರಿ ಸಂಸ್ಥೆಗಳ ಮೂಲಕ ಜಾರಿಗೊಳಿಸುವ ಯೋಜನೆಗಳಿಗಾಗಿ ಅಗತ್ಯತೆಯ ಅನುಗುಣವಾಗಿ ಅವುಗಳಿಗೆ ಹಣವನ್ನು ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಯ ವತಿಯಿಂದ ಬಿಡುಗಡೆ ಮಾಡುವ ವಾಡಿಕೆಯಿರುತ್ತದೆ.

13. ಕಲಂ 4(1)(ಬಿ) (xii) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

13.1 ಹಂಚಿಕೆ ಮಾಡಲಾದ ಮೊಬಲಗನ್ನೊಳಗೊಂಡು, ಸಹಾಯಧನ ಕಾರ್ಯಕ್ರಮಗಳ (subsidy programmes) ಜಾರಿಯ ವಿಧಾನ ಮತ್ತು

ಅಂತಹ ಕಾರ್ಯಕ್ರಮಗಳ ಫಲಾನುಭವಿಗಳ ವಿವರಗಳು:- ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆ (ಇ-ಆಡಳಿತ)ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಸಹಾಯಧನ ಕಾರ್ಯಕ್ರಮಗಳು (subsidy programmes) ಯಾವುದೂ ಇರುವುದಿಲ್ಲ.

14. ಕಲಂ 4(1)(ಬಿ) (xiii) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:

14.1 ನೀಡಿರುವ ರಿಯಾಯಿತಿಗಳು ಅನುಮತಿ ಪತ್ರಗಳನ್ನು ಅಥವಾ ಅಧಿಕಾರ ಪತ್ರಗಳನ್ನು ಪಡೆಯುವವರ ವಿವರಗಳು: ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ

15. ಕಲಂ 4(1)(ಬಿ) (xiv) ಗೆ ಸಂಬಂಧಿಸಿದಂತೆ:
