Preamble:

M/s Manipal Health Enterprises Pvt. Ltd., has proposed to establish "Health Care Services", with an investment of `.1121.00 crore, generating employment to about 1,000 persons at 1.61 acres of leased land at Hebbala, Bengaluru, 2.89 acres of leased land at Whitefield, Bengaluru and 0.7 acre of own land at Mangaluru.

The proposal of the company has been placed before the 30th LAC meeting held on 25.06.2016. The decision of the LAC is as follows:

The committee after detailed discussions resolved to recommend to SHLCC for approval of the project to set up in the following locations, subject to obtaining necessary clearances from Local Authorities as per zoning regulations;

The proposal was examined and approved in the 45th State High Level Clearance Committee (SHLCC) Meeting held on 28.09.2016. Government has examined the recommendations made by the State High Level Clearance Committee in all aspects.

Hence, the following order.

GOVERNMENT ORDER No. CI 268 SPI 2016, BENGALURU, DATED: 20.10.2016.

Government is pleased to accord in-principle approval to the investment proposal of M/s Manipal Health Enterprises Pvt. Ltd., to establish "Health Care Services", with an investment of `.1121.00 crore at 1.61 acres of leased land at Hebbala, Bengaluru, 2.89 acres of leased land at Whitefield, Bengaluru and 0.7 acre of own land at Mangaluru, generating employment to about 1,000 persons with the following infrastructure assistances, incentives and concessions:

Sanction of the above infrastructure facilities, incentives and concessions is subject to the following terms and conditions:

1. Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental clearance from MoEF, Govt. of India or the Dept. of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.

2. Employment: The Company shall comply with the provisions of applicable Policy of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people.

A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act, 2013. A copy of such projects shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

5. Others:

a) The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable.

b) The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of India.

c) As part of "Ease of Doing Business" Government vide order No. CI 89 SPI 2013, Dated: 20.12.2014 has accorded approval to operationalise e-Udyami Phase II for obtaining various clearances/ approvals / licenses etc., through common e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f., 01.01.2015.

d) The approvals / NOCs of following Departments have been covered under Phase II of e-Udyami.

i. Karnataka Industrial Areas Development Board.

ii. Karnataka Small Scale Industries Development Corporation.

iii. Karnataka State Pollution Control Board.

iv. Factories, Boilers, Industrial Safety and Health Department.

v. Industries and Commerce Department.

vi. Town Planning Department and Local Planning Authorities.

vii. Municipal Administration Department.

viii. BESCOM/GESCOM/HESCOM/CESCOM/MESCOM.

ix. Karnataka State Fire and Emergency Services Department.

x. Water Resources Department.

M/s Embassy Property Developments Pvt. Ltd., has proposed to establish "IT/ITES Park", with an investment of `.718.00 crore, generating employment to about 11,800 persons at Belur, Nagasandra and Challaghatta Village, Varthur Hobli, Bengaluru East Taluk, Bengaluru Urban District.

The proposal of the company has been placed before the 32nd Land Audit Committee meeting held on 07.09.2016. The decision of the LAC is as follows:

M/s JSW Paints Ltd., has proposed to establish a unit for manufacture of "Paints", with an investment of `.600.00 crore, generating employment to about 600 persons at Toranagallu & Musenayakanahalli Villages, Sandur Taluk, Ballari District. The proposal of the company has been placed before the 32nd LAC meeting held on 07.09.2016. The decision of the LAC is as follows:

3) Government Order No. CI 274 SPI 2011, dated: 08.02.2012.

4) Government Order No. CI 128 SPI 2012, dated: 02.02.2013.

5) Proceedings of the 45th State High Level Clearance Committee (SHLCC) meeting held on 28.09.2016.

Preamble:

The Project proposal of M/s Infotel Broadband Services Pvt.Ltd., to provide "Telecom Broadband Services" throughout State of Karnataka, with an investment of `.3,300 crore, generating employment to about 641 persons was approved in the 26th SHLCC meeting held on 09.11.2011. The Government Order was issued vide Government Order No. CI 274 SPI 2011, dated: 16.12.2011 read at (2) above.

In the Government Order read at (3) above, Government accorded approval for the change of name from M/s Infotel Broadband Services Pvt.Ltd., to "M/s Infotel Broadband Services Ltd.," for implementation of the project approved vide Government Order No. CI 274 SPI 2011, dated: 16.12.2011.

Further, in the Government Order read at (4) above, Government accorded approval for the change of name from M/s Infotel Broadband Services Ltd, to "M/s Reliance Jio Infocomm Ltd.," for implementation of the project.

Now, the company, vide their letter dated: 04.07.2016, had informed that the project implementation timelines could not be reached due to the delay in issue of RoW, lack of uniform norms and rates by BBMP, Local Authorities and other Government agencies and had requested for extension of time by 2 years to implement the project.

In the 31st land Audit Committee held on 05.07.2016, the Committee resolved to recommend to SHLCC for granting extension of time of 2 years for implementation of the project.

The proposal was examined in the 45th State High Level Clearance Committee (SHLCC) Meeting held on 28.09.2016.

Government has examined the recommendations made by the State High Level Clearance Committee, in all aspects.

Hence, the following order.

GOVERNMENT ORDER NO. CI 273 SPI 2016, BENGALURU, DATED: 24.10.2016.

The Government is pleased to grant extension of time to M/s Reliance Jio Infocomm Ltd., to implement the project for further period of two years from the date of issue of this order.

All other terms and conditions indicated in the Government Order dated: 16.12.2011 read at (2) above, remain unaltered.

Preamble:

The project proposal of M/s Vikas Telecom Ltd., to establish "IT/Hospitality / Education / Housing" project was approved in the 85th meeting of SHLCC held on 14.8.2001 and recommended to KIADB to acquire and allot 100 acres of land at various Sy. Nos.

of Devarabeesanahalli and Kariammanaagrahara Village, Varthur Hobli, Bengaluru East Taluk. Accordingly, KIADB has acquired and allotted 103 acres 1 ¼ Guntas of land and Lease cum Sale Deed was executed in the year 2006 in favour of the Company.

Now, the company, vide their letter dated: 05.10.2015, has requested for the following:

1. Approval and issue of NOC to Embassy Group to proceed with the holding of 49% equity share holding in the company.

2. Change of constitution of the company from Public Limited to Private Limited.

3. Extension of time to implement the project till 31st December, 2021.

Convention, E-Commerce & Retail".

The subject was discussed in the 28th Land Audit Committee meeting held on 27.04.2016 and the committee has informed KIADB to examine the proposal regarding dilution of share holding pattern of the company and land utilisation details and to submit the report for considering the request of the company.

The subject was again discussed in 29th meeting of Land Audit Committee meeting held on 17.05.2016 and the Committee noted the opinion of KIADB vide their letter dated: 23.4.2016.

The request of the company regarding transfer of lease hold rights and change of constitution of the company from Public Limited to Private Limited has to be deliberated in the KIADB Board meeting and a suitable decision has to be taken.

The company, vide their letter dated: 27.9.2016, has submitted that the company management has decided to initially proceed with the time extension to develop the project considering the urgent requirements from clients. The company has further informed that, they have committed 46 lakhs Sq.ft. of built-up area to various MNCs which will take approximately 24 months to deliver the space. To fulfil the committed space to MNC investors, they need to speed up building plan approvals which needs extension of time for project implementation. The company has informed that there will be an additional investment of `.1,500 crore in the project and additional employment for 60,000 people. Therefore, they have requested to accord extension of time for implementation of the project.

The following request of the company were placed before the Committee for discussion and decision.

(a) Change of activity of the project from "IT/Hospitality/Education/ Housing" to "Commercial, IT & ITES Park, Hotel/ Convention, E-Commerce & Retail".

(b) Extension of time up to 31st December, 2021 for implementation of the project.

The proposal was examined and approved in the 45th State High Level Clearance Committee (SHLCC) Meeting held on 28.09.2016. Government has examined the recommendations made by the State High Level Clearance Committee, in all aspects.

Hence, the following order.

Preamble:

The project proposal of M/s The Sandur Manganese & Iron Ores Ltd., to establish "1 MTPA Integrated Steel Plant" with an investment of `.6,306.00 crore at Vyasankere Village, Hosapete Taluk, Ballari District, generating employment to about 2530 persons was approved in the 36th SHLCC meeting held on 15.10.2014 read at (1) above. The Government Order was issued with land required for the project 627 acres (out of this 156 acres is owned by the company) could be acquired in following ways.

➢ Land to be purchased u/s 109 of KLR Act - 122 acres

➢ Government lands as per norms of - 49 acres

Revenue Dept.

A Corrigendum dated: 27.01.2015 was issued for enhancement of capacity of the Integrated Steel Plant from 0.35 MTPA to 1 MTPA at the proposed project of M/s The Sandur Manganese & Iron Ores Ltd., generating additional employment to about 898 persons at read (3) above.

The SHLCC in its 37th meeting held on 27.03.2015 approved the revised requirement of 612 acres of land and amended Government Order vide No. CI 253 SPI 2014, dated: 20.05.2015 was issued.

Now, the company, vide their letter dated: 19.07.2016, has requested for amendment to the Government Order No. CI 253 SPI 2014, dated: 20.05.2015, changing the mode of acquisition of land from KIADB to U/s 109 of KLR Act.

The proposal was approved in the 45th State High Level Clearance Committee (SHLCC) Meeting held on 28.09.2016.

Government has examined the recommendations made by the State High Level Clearance Committee, in all aspects.

Hence, the following order.

1) ಮೇಲೆ (1) ಮತ್ತು (2) ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರಗಳಲ್ಲಿ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು, ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ಇವರು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ, 2ನೇ ಹಂತ, 4ನೇ ಘಟ್ಟದ ಕಾವೇರಿ ನೀರು ಯೋಜನೆಯ ಮೂಲದಿಂದ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಸಮಗ್ರ ನೀರು ಸರಬರಾಜು ಯೋಜನೆಯ ಅಂದಾಜು ಪಟ್ಟಿಗೆ ಈ ಕೆಳಕಂಡ ವಿವರಗಳೊಂದಿಗೆ ಸರ್ಕಾರದ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ ನೀಡುವಂತೆ ಕೋರಿರುತ್ತಾರೆ.

(1) ಆನೇಕಲ್ ಪಟ್ಟಣವು ಅನೇಕಲ್ ತಾಲ್ಲೂಕಿನ ಕೇಂದ್ರ ಸ್ಥಾನವಾಗಿರುತ್ತದೆ. ಆನೇಕಲ್ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಯ ವ್ಯಾಪ್ತಿಯು 14.35 ಚ.ಕಿ.ಮೀ ವಿಸ್ತೀರ್ಣ ಹೊಂದಿದ್ದು 23 ವಾರ್ಡ್‌ಗಳು ಇರುತ್ತವೆ.

(2) ಪ್ರಸ್ತುತ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಕೊಳವೆ ಬಾವಿಗಳ ಮೂಲಕ 3.6 ದಶಲಕ್ಷ ಲೀ.ಸಾಮರ್ಥ್ಯದ ನೀರು ಸರಬರಾಜು ಯೋಜನೆಯನ್ನು 2003 ರಲ್ಲಿ ಕಾರ್ಯಗತಗೊಳಿಸಲಾಗಿದೆ.

(3) ಹಾಲಿ ಇರುವ ಒಟ್ಟು ಮನೆ ಸ್ವತ್ತುಗಳ ಪೈಕಿ ಕೇವಲ ಶೇ.50 ರಷ್ಟು ಮಾತ್ರ ಗೃಹ ಬಳಕೆ ನೀರು ಸಂಪರ್ಕ ಹೊಂದಿರುತ್ತದೆ. ಹಾಲಿ ಪಟ್ಟಣದಲ್ಲಿ 20 ವರ್ಷಗಳ ಹಿಂದೆ ನಿರ್ಮಿಸಿರುವ 50 ಸಾವಿರ ಗ್ಯಾಲನ್ ಸಾಮರ್ಥ್ಯದ 4 ಸಂಪು ಹಾಗೂ 5 ಲಕ್ಷ ಲೀಟರ್ ಸಾಮಥ್ಯದ ಮೂರು ಮೇಲ್ಮಟ್ಟದ ಜಲಸಂಗ್ರಹಗಾರ ಹೊಂದಿರುತ್ತದೆ. ಹಾಲಿ ಚಾಲ್ತಿಯಲ್ಲಿರುವ 42 ಕೊಳವೆ ಬಾವಿಯಿಂದ ಪ್ರತಿದಿನ 2.5 ದಶಲಕ್ಷ ಲೀಟರ್ ನೀರನ್ನು ನಗರದ ವಿವಿಧ ಪ್ರದೇಶಗಳಿಗೆ ಸರಬರಾಜು ಮಾಡಲಾಗುತ್ತಿದೆ.

(4) ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯು ಜಂಬುಸಾವಾರಿ ಗುಡ್ಡದ ಬಳಿಯಿರುವ ಜಲಾಶಯದಿಂದ ಕರ್ನಾಟಕ ಗೃಹ ಮಂಡಳಿಯ ಸೂರ್ಯನಗರ ವರೆಗೆ 34.23 ಕಿ.ಮೀ ಉದ್ದದ 800 ಮೀ.ಮೀ ರಿಂದ 508 ಮೀ.ಮೀ ವ್ಯಾಸದ ಕೊಳವೆ ಮಾರ್ಗಗಳನ್ನು ಹಾಗೂ 30 ದಶಲಕ್ಷ ಲೀಟರ್ ಸಾಮಥ್ಯದ ವಿದ್ಯುತ್ ಕೇಂದ್ರವನ್ನು ಜಂಬುಸಾವಾರಿ ಗುಡ್ಡ ಜಲಾಶಯದ ಹತ್ತಿರ ನಿರ್ಮಿಸಲು ಹಾಗೂ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಜಿಗಣಿ ಪಟ್ಟಣದ ಮಾರ್ಗವಾಗಿ ಆನೇಕಲ್ ಶಿವಾಜಿ ವೃತ್ತದವರೆಗೆ ಅಳವಡಿಸಲು `.168 ಕೋಟಿ ಮೊತ್ತದ ಅಂದಾಜನ್ನು ತಯಾರಿಸಲಾಗಿದೆ.

(5) ಪ್ರಸ್ತುತ, ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ವತಿಯಿಂದ 500 ಮೀ.ಮೀ ವ್ಯಾಸದ ಎಂಎಸ್ ಕೊಳವೆಯನ್ನು ಹಾರಗದ್ದೆ ಎಂಬ ಸ್ಥಳದಿಂದ ಆನೇಕಲ್‌ವರೆಗೆ ಅಳವಡಿಸುವ ಕಾಮಗಾರಿ ಪ್ರಗತಿಯಲ್ಲಿದೆ.

(6) ಪ್ರಸ್ತುತ, ಅಯ್ಯಪ್ಪ ಸ್ವಾಮಿ ದೇವಸ್ಥಾನದ ಬಳಿ ಕಾಮಗಾರಿಯನ್ನು ಸ್ಥಗಿತಗೊಳಿಸಲಾಗಿದೆ.

(7) ಆನೇಕಲ್ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಯವರು, ಮುಖ್ಯ ಅಭಿಯಂತರರು, ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ಇವರಿಗೆ ಪತ್ರ ಬರೆದು ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ಉದ್ದೇಶಿಸಿರುವ ಕೊಳವೆ ಮಾರ್ಗದ ಕೊನೆ ಸ್ಥಳವನ್ನು (ಶಿವಾಜಿ ವೃತ್ತ) (discharge point), ಈಗಾಗಲೇ ಹಾಲಿ ಇರುವ ಸಂಪು ಪಂಪುಮನೆ ಹಾಗೂ ಇತರೆ ಸೌಕರ್ಯ ಹೊಂದಿರುವ ಚಿಕ್ಕಕೆರೆವರೆಗೆ ಮಾರ್ಪಡಿಸಲು ಕೋರಿರುತ್ತಾರೆ.

(8) ಈ ಬದಾಲಾವಣೆಗೆ ಕೆಳಕಂಡ ಕಾರಣಗಳು ಮುಖ್ಯವಾಗಿರುತ್ತದೆ.

(i) ಸಂಪು ಮತ್ತು ಪಂಪು ಮನೆ ನಿರ್ಮಾಣಕ್ಕೆ ಶಿವಾಜಿವೃತ್ತದ ಬಳಿ ಸೂಕ್ತ ಸ್ಥಳಾವಕಾಶವಿರುವುದರಿಂದ.

(ii) ಹೊಸ ಯೋಜನೆಯು ಕಾರ್ಯಗತಗೊಳ್ಳುವವರೆಗೆ ಹಾಲಿ ಇರುವ ವಿವಿಧ ಜಲಸಂಗ್ರಹಾಗಾರರಿಗೆ, ಹಾಲಿ ಇರುವ ವ್ಯವಸ್ಥೆಯಿಂದ ನೀರನ್ನು ಪಂಪು ಮಾಡುವ ಸಲುವಾಗಿ.

(iii) ಕೊಳೆವೆ ಮಾರ್ಗದ ಉದ್ದವು ಕಡಿಮೆಯಾಗುವುದರಿಂದ ಆರ್ಥಿಕ ಉಳಿತಾಯವಾಗುತ್ತದೆ. (ಶಿವಾಜಿ ಸರ್ಕಲ್‌ನಿಂದ ಚಿಕ್ಕಕೆರೆವರೆಗೆ ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳ ಚರಂಡಿ ಮಂಡಳಿಯಿಂದ ಅಳವಡಿಸಬೇಕಾದ ಕೊಳವೆ 2.13 ಕಿ.ಮೀ ಕಡಿಮೆಯಾಗುವುದರಿಂದ)

(9) ಸ್ಥಳೀಯ ಸಂಸ್ಥೆ ಕೋರಿರುವ ಮಾರ್ಪಾಡಿನಂತೆ, ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯವರು 600 ಮೀ ಉದ್ದದ ಹೆಚ್ಚುವರಿ ಕೊಳವೆ ಮಾರ್ಗವನ್ನು ಅಳವಡಿಸಬೇಕಾಗಿದ್ದು, ಇದಕ್ಕೆ `.155 ಲಕ್ಷ ವೆಚ್ಚವಾಗುತ್ತದೆ. ಇದರಿಂದಾಗಿ, ಈಗಾಗಲೇ ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಮಾಲಿನ್ಯ ಮಂಡಳಿಯವರು ಕೋರಿರುವ ಪ್ರೊ-ರೇಟಾ ಮೊತ್ತ `.42 ಕೋಟಿಯೊಂದಿಗೆ ಅಧಿಕವಾಗಿ `.1.55 ಕೋಟಿ ಅಂದರೆ ಒಟ್ಟು `.43.55 ಕೋಟಿಯನ್ನು ಜಮಾ ಮಾಡಬೇಕಾಗಿರುತ್ತದೆ.

(10) ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ವತಿಯಿಂದ, ನೀರೊದಗಿಸಲು 7.5 ಎಂ.ಎಲ್.ಡಿ ನೀರನ್ನು ಉಪಯೋಗಿಸಿಕೊಂಡು ಪ್ರಸ್ತುತ ನೀರಿನ ಬೇಡಿಕೆಯನ್ನು ಈಡೇರಿಸುವ ಉದ್ದೇಶದಿಂದ `. 131 ಕೋಟಿಗಳ ಪೈಕಿ ಅಂದಾಜನ್ನು `.68.55 ಕೋಟಿಗೆ ಮಿತಿಗೊಳಿಸಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸಲಾಗಿದೆ.

(11) ದಿನಾಂಕ 19/03/2016 ರಂದು ನಡೆದ ಆನೇಕಲ್ ಪುರಸಭೆಯ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ವಿಸ್ತ್ರøತ ಕುಡಿಯುವ ನೀರು ಸರಬರಾಜು ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಲಾಗಿರುವ ಅಂದಾಜು ಮೊತ್ತ `.68.55 ಕೋಟಿಗೆ ಒಪ್ಪಿಗೆ ನೀಡಲಾಗಿದೆ ಹಾಗೂ ಪುರಸಭೆಯ ವಂತಿಕೆ ಶೇ 5 ರಷ್ಟು, ಅಂದರೆ `.342.75 ಲಕ್ಷ ಮೊತ್ತವನ್ನು ಪುರಸಭೆಯಿಂದ ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಗೆ ಪಾವತಿ ಮಾಡಲು ಒಪ್ಪಿಗೆ ನೀಡಲಾಗಿದೆ.

(12) ದಿನಾಂಕ 05/03/2016 ರಂದು ನಡೆದ ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯ 15ನೇ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿ ಸಭೆಯಲ್ಲಿ ಒಪ್ಪಿಗೆ ಪಡೆದು ದಿನಾಂಕ 26/03/2016 ರಂದು ನಡೆದ 270 ನೇ ಮಂಡಳಿಯ ಸಭೆಯಲ್ಲಿ `.131 ಕೋಟಿ ಮೊತ್ತದ ಕಾಮಗಾರಿಯ ಅಂದಾಜು ಪಟ್ಟಿಯನ್ನು ಸರ್ಕಾರಕ್ಕೆ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆಗಾಗಿ ಸಲ್ಲಿಸಲು ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ.

2) ಮೇಲಿನ ವಿವರಗಳೊಂದಿಗೆ ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ, 2ನೇ ಹಂತ, 4ನೇ ಘಟ್ಟದ ಕಾವೇರಿ ನೀರು ಯೋಜನೆಯ ಮೂಲದಿಂದ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಸಮಗ್ರ ನೀರು ಸರಬರಾಜು ಯೋಜನೆಯ ಅಂದಾಜು ಪಟ್ಟಿಗೆ ಸರ್ಕಾರದ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ ನೀಡುವಂತೆ ಕೋರಿರುತ್ತಾರೆ.

3) ಪ್ರಸ್ತುತ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯ ಮೂಲಕ 2003 ರಲ್ಲಿ ಕೊಳವೆ ಬಾವಿಗಳ ಮೂಲದಿಂದ 3.6 ದಶಲಕ್ಷ ಲೀಟರ್ ಸಾಮರ್ಥ್ಯದ ನೀರು ಸರಬರಾಜು ಯೋಜನೆಯನ್ನು ಅನುಷ್ಟಾನಗೊಳಿಸಲಾಗಿದೆ.

4) ಪ್ರಸ್ತುತ ಬೆಂಗಳೂರು ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳ ಚರಂಡಿ ಮಂಡಳಿ ವತಿಯಿಂದ ಒದಗಿಸುವ 7.5 ದಶಲಕ್ಷ ಲೀಟರ್ ಸಗಟು ನೀರನ್ನು ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಸರಬರಾಜು ಮಾಡಲು ನೀರು ಸರಬರಾಜು ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಯನ್ನು ತಯಾರಿಸಲಾಗಿದೆ.

5) ಸದರಿ ಯೋಜನೆಗೆ 2015-16 ನೇ ಸಾಲಿನ ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆಯ ದರಪಟ್ಟಿಯಂತೆ ಹಾಗೂ ಕರ್ನಾಟಕ ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯ ಹೆಚ್ಚುವರಿ ವೆಚ್ಚದಂತೆ ಪ್ರಸ್ತಾಪಿತ ಕಾಮಗಾರಿಯ ಅಂದಾಜು ವೆಚ್ಚ `.68.55 ಕೋಟಿ ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ದರಪಟ್ಟಿಯಲ್ಲಿ ದರ ಲಭ್ಯವಿಲ್ಲದ ಐಟಂಗಳಿಗೆ ಮಾರುಕಟ್ಟೆಯ ದರಗಳನ್ನು ನಿಯಮಾನುಸಾರ ಅಳವಡಿಸಿಕೊಳ್ಳಲಾಗಿದೆ. ಈ ಅಂದಾಜು ಮೊತ್ತದಲ್ಲಿ ಮಂಡಳಿಯ ನಿಯಮಗಳಂತೆ ಶೇಕಡ 12 ರಷ್ಟು ಇ.ಟಿ.ಪಿ, ಶೇಕಡ 3 ರಷ್ಟು ಕಂಟಿನ್‌ಜನ್ಸಿ, ವಾರ್ಷಿಕ ಶೇಕಡ 5 ರಂತೆ 2 ವರ್ಷಗಳಿಗೆ ದರ ಹೊಂದಾಣಿಕೆ, ಶೇಕಡ 1 ರಷ್ಟು ಕಟ್ಟಡ ಮತ್ತು ನಿರ್ಮಾಣ ಕಾಮಗಾರಿಗಳ ಕಾರ್ಮಿಕ ಕಲ್ಯಾಣ ಶುಲ್ಕ, ಶೇಕಡ 0.5 ರಷ್ಟು 3ನೇ ವ್ಯಕ್ತಿ ತಪಾಸಣೆ ಶುಲ್ಕ ಹಾಗೂ ಬೆಂಗಳೂರು ನೀರುಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಮಾರ್ಚ್ ೨, ೨೦೧೭ ೧೦೫ ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಗೆ ನೀಡಬೇಕಾದ `.43.55 ಕೋಟಿ ಮೊತ್ತ ಸೇರಿರುತ್ತದೆ. ಅದರಂತೆ, ಯೋಜನೆಯ ಆರ್ಥಿಕ ಮಾದರಿಯು ಈ ಕೆಳಕಂಡಂತಿದೆ.

6) ಆನೇಕಲ್ ಪುರಸಭೆಯು ಬಳಕೆದಾರರಿಂದ ನೀರಿನ ಕರವನ್ನು ವಸೂಲಿ ಮಾಡಿ ಯೋಜನೆಯ ಸಾಲದ ಮೊತ್ತವನ್ನು ಮರು ಪಾವತಿಸಲು ಯೋಜಿಸಲಾಗಿದೆ. ಬಳಕೆದಾರರಿಗೆ ಸರಬರಾಜು ಮಾಡುವ ನೀರಿನ ಕರವನ್ನು ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ಮಾದರಿಯಲ್ಲಿ ನಿಗಧಿ ಪಡಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ.

7) ಸರ್ಕಾರವು ಪ್ರಸ್ತಾವನೆಯನ್ನು ಪರಿಗಣಿಸಿ, ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶಿಸಿದೆ.

ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ನಅಇ 06 ಯುಡಬ್ಲ್ಯೂಎಸ್ 2016, ಬೆಂಗಳೂರು, ದಿನಾಂಕ 31ನೇ ಜನವರಿ 2017.

1) ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯ ಆನೇಕಲ್ ಪಟ್ಟಣಕ್ಕೆ ಬೆಂಗಳೂರು ಜಲಮಂಡಳಿ 2ನೇ ಹಂತದ ಕಾವೇರಿ ನೀರು ಸರಬರಾಜು ಯೋಜನೆಯಿಂದ (4ನೇ ಘಟ್ಟ) ನೀರು ಸರಬರಾಜು ಮಾಡಲು ಉದ್ದೇಶಿಸಿರುವ ಕಾಮಗಾರಿಯ ರೂ.68.55 ಕೋಟಿ (ರೂಪಾಯಿ ಅರವತ್ತೆಂಟು ಕೋಟಿ ಐವತ್ತೈದು ಲಕ್ಷ ಮಾತ್ರ) ಮೊತ್ತದ ಅಂದಾಜು ಪಟ್ಟಿಗೆ ಈ ಕೆಳಕಂಡ ಷರತ್ತುಗಳಿಗೆ ಒಳಪಟ್ಟು ಸರ್ಕಾರದ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆಯನ್ನು ನೀಡಿದೆ. 1) ಕಾಮಗಾರಿಗೆ ಅಗತ್ಯವಿರುವ ಜಮೀನು ಲಭ್ಯವಿರಬೇಕು.

2) ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಅಧಿನಿಯಮ 1999, ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ನಿಯಮಗಳು 2000 ಮತ್ತು ತತ್ಸಂಬಂಧ ಸರ್ಕಾರವು ಹೊರಡಿಸಿರುವ ಸುತ್ತೋಲೆ ಮತ್ತು ಆದೇಶಗಳಲ್ಲಿನ ಸೂಚನೆಗಳನ್ನು ಚಾಚೂ ತಪ್ಪದೆ ಪಾಲಿಸತಕ್ಕದ್ದು.

3) ಕಾಮಗಾರಿಯನ್ನು ನಿಗಧಿತ ಕಾಲಾವಧಿಯೊಳಗೆ ಪೂರ್ಣಗೊಳಿಸಬೇಕು.

4) ಕಾಮಗಾರಿಯ ವೆಚ್ಚ ಅನುಮೋದಿತ ಅಂದಾಜು ಪಟ್ಟಿಯ ವೆಚ್ಚಕ್ಕಿಂತ ಹೆಚ್ಚಾಗುವಂತಿಲ್ಲ ಮತ್ತು ಪರಿಷ್ಕರಣೆಗೆ ಅವಕಾಶ ನೀಡುವಂತಿಲ್ಲ.

5) ಆನೇಕಲ್ ಪುರಸಭೆಯು ಬಳಕೆದಾರರಿಂದ ನೀರಿನ ಕರವನ್ನು ವಸೂಲಿ ಮಾಡಿ ಯೋಜನೆಯ ಸಾಲದ ಮೊತ್ತವನ್ನು ಮರುಪಾವತಿಸತಕ್ಕದ್ದು.

6) ನೀರಿನ ಕರವನ್ನು ಬೆಂಗಳೂರು ನಗರ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯ ಮಾದರಿಯಲ್ಲಿ ನಿಗಧಿ ಪಡಿಸತಕ್ಕದ್ದು.

7) ಒಂದು ವೇಳೆ ಸಾಲದ ವೆಚ್ಚವನ್ನು ಭರಿಸಲು ಆನೇಕಲ್ ಪುರಸಭೆಯು ವಿಫಲವಾದಲ್ಲಿ ಸರ್ಕಾರದಿಂದ ಆನೇಕಲ್ ಪುರಸಭೆಗೆ ನೀಡಲಾಗುವ ಎಸ್.ಎಫ್.ಸಿ ಅನುದಾನದಲ್ಲಿ ನೇರವಾಗಿ ಕಡಿತಗೊಳಿಸಲಾಗುವುದು.

8) ಈ ಯೋಜನೆಗೆ ಅವಶ್ಯವಿರುವ ಪೂರ್ಣ ಮೊತ್ತವನ್ನು ಆನೇಕಲ್ ನಗರ ಸಭೆಯು ಕರ್ನಾಟಕ ನಗರ ಮೂಲ ಸೌಕರ್ಯಾಭಿವೃದ್ಧಿ ಮತ್ತು ಹಣಕಾಸು ನಿಗಮ ನಿಯಮಿತ ಮುಖಾಂತರ ಹಣಕಾಸು ಸಂಸ್ಥೆ / ಬ್ಯಾಂಕುಗಳಿಂದ ಪಡೆಯುವುದು. ಸಾಲ ಪಡೆಯುವ ಮೊತ್ತದಲ್ಲಿ:-

(ಎ) ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಗೆ ಈ ಯೋಜನೆಗೆ ಅಗತ್ಯವಿರುವ ಸಗಟು ನೀರು ಒದಗಿಸಲು ಪ್ರೋರೇಟಾ ಬಂಡವಾಳ ವೆಚ್ಚವಾಗಿ `.43.55 ಕೋಟಿ ನೀಡುವುದು.

(ಬಿ) ಕರ್ನಾಟಕ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಗೆ ಈ ಯೋಜನೆಗೆ ಅವಶ್ಯವಿರುವ reservior ಮತ್ತು ಇತರೆ ಕಾಮಗಾರಿಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ಪ್ರೋರೇಟಾ ವೆಚ್ಚವಾಗಿ `.25.00 ಕೋಟಿ ನೀಡುವುದು.

2) ಕರ್ನಾಟಕ ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ಹಾಗೂ ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ ವತಿಯಿಂದ ಕೈಗೊಳ್ಳಬೇಕಾದ ಕಾಮಗಾರಿಯ ವಿವರಗಳನ್ನು ಅನುಭಂಧ-1 ರಲ್ಲಿ ನೀಡಿದೆ.

3) ಈ ಆದೇಶವನ್ನು ಆರ್ಥಿಕ ಇಲಾಖೆಯ ಅನಧಿಕೃತ ಟಿಪ್ಪಣಿ ಸಂಖ್ಯೆ: ಆ.ಇ 665 ವೆಚ್ಚ-9/2016, ದಿನಾಂಕ 22/12/2016 ರಲ್ಲಿ ನೀಡಿರುವ ಸಹಮತಿ ಮೇರೆಗೆ ಹೊರಡಿಸಲಾಗಿದೆ.

ಮೇಲೆ ಓದಲಾದ (1) ಮತ್ತು(2) ರಲ್ಲಿ 2012-13, 2013-14 ಮತ್ತು 2014-15 ನೇ ಸಾಲಿನಲ್ಲಿ ಸೌರ ವಿದ್ಯುತ್ ಯೋಜನೆಗಳಿಗೆ ಒದಗಿಸಲಾಗಿದ್ದ `.26.8 ಕೋಟಿಗಳ ರಾಜ್ಯ ಸರ್ಕಾರದ ಅನುದಾನದೊಂದಿಗೆ ಒಟ್ಟು 1009 ಫಲಾನುಭವಿಗಳಿಗೆ ಸೌರಶಕ್ತಿ ಆಧಾರಿತ ನೀರಾವರಿ ಪಂಪ್‌ಸೆಟ್‌ಗಳನ್ನು ಒದಗಿಸಲು ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ಈ ಯೋಜನೆಯನ್ನು ಅಫಜಲಪುರ, ಗೋಕಾಕ್, ಮುದ್ದೇಬಿಹಾಳ್, ಕೊಳ್ಳೇಗಾಲ, ರಾಮನಗರ, ಚನ್ನಪಟ್ಟಣ, ಕುಣಿಗಲ್, ಪಾವಗಡ ಮತ್ತು ಕನಕಪುರ ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿತ್ತು. ಮೇಲೆ ಓದಲಾದ(3) ರಲ್ಲಿ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು, ಕ್ರೆಡಲ್‌ರವರು ಸೌರಶಕ್ತಿ ಆಧಾರಿತ ನೀರಾವರಿ ಪಂಪ್‌ಸೆಟ್ ವಿತರಿಸುವ ಯೋಜನೆಯಡಿ ಈಗಾಗಲೇ ಸಾಧಿಸಿರುವ ಪ್ರಗತಿಯ ವಿವರಗಳನ್ನು ಈ ಕೆಳಕಂಡಂತೆ ತಿಳಿಸಿರುತ್ತಾರೆ:

ಬೆಸ್ಕಾಂ ವ್ಯಾಪ್ತಿಯ ಪಾವಗಡ, ರಾಮನಗರ, ಚನ್ನಪಟ್ಟಣ ಮತ್ತು ಕನಕಪುರ ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಹಂಚಿಕೆ ಮಾಡಲಾದ ಸೌರ ಪಂಪ್‌ಸೆಟ್‌ಗಳಿಗೆ ಅರ್ಜಿಗಳು ಸ್ವೀಕೃತಿಯಾಗದ ಕಾರಣ ಹಾಗೂ ಫಲಾನುಭವಿಗಳು ನಿರೀಕ್ಷಿಸಿದ ಮಟ್ಟದಲ್ಲಿ ದೊರೆಯದೇ ಇರುವ ಕಾರಣ ಮತ್ತು ಯೋಜನೆಯು ನಿಗಧಿತ ಕಾಲಾವಧಿಯೊಳಗೆ ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಉದ್ದೇಶದಿಂದ ಸದರಿ ತಾಲ್ಲೂಕುಗಳಿಗೆ ಹಂಚಿಕೆಯಾದ ಒಟ್ಟು 325 ಸೌರ ವಿದ್ಯುತ್ ಪಂಪ್‌ಸೆಟ್‌ಗಳನ್ನು ಈ ಕೆಳಕಂಡಂತೆ ಮರುಹಂಚಿಕೆ ಮಾಡಲು ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು, ಕ್ರೆಡಲ್‌ರವರು, ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿರುತ್ತಾರೆ.

ಉಳಿದಂತೆ ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ(1) ರ ಆದೇಶದಲ್ಲಿನ ಇತರ ನಿಬಂಧನೆಗಳು ಯಥಾವತ್ತಾಗಿ ಮುಂದುವರೆಯುತ್ತವೆ.
