ವಿಷಯ: ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧವನ್ನು ಪರಿಣಾಮಕಾರಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಮತ್ತು ಮೇಲ್ವಿಚಾರಣೆ ನಡೆಸಲು ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಜಿಲ್ಲಾ ಸಮಿತಿಯನ್ನು ರಚಿಸುವ ಬಗ್ಗೆ.

2. ಮಾನ್ಯ ಅರಣ್ಯ, ಜೀವಿಪರಿಸ್ಥಿತಿ ಮತ್ತು ಪರಿಸರ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ದಿನಾಂಕ: 21.12.2016 ರಂದು ನಡೆದ ಸಭೆ ನಡವಳಿ.

ಪ್ರಸ್ತಾವನೆ:

ಮೇಲೆ ಓದಲಾದ (1)ರಲ್ಲಿ ಅರಣ್ಯ, ಜೀವಿಪರಿಸ್ಥಿತಿ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆಯು ಯಾವುದೇ ವ್ಯಕ್ತಿ, ಅಂಗಡಿ ಮಾಲೀಕ, ಮಾರಾಟಗಾರ, ಸಗಟುಮಾರಾಟಗಾರ ಅಥವಾ ಚಿಲ್ಲರೆವ್ಯಾಪಾರಿ, ವ್ಯಾಪಾರಿ ಮತ್ತು ಮಾರಾಟಗಾರರು, ಯಾವುದೇ ದಪ್ಪದ ಯಾವುದೇ ರೀತಿಯ ಪ್ಲಾಸ್ಟಿಕ್ ಕ್ಯಾರಿಬ್ಯಾಗ್, ಪ್ಲಾಸ್ಟಿಕ್ ಭಿತ್ತಿಪತ್ರ, ಪ್ಲಾಸ್ಟಿಕ್ ತೋರಣ, ಫ್ಲೆಕ್ಸ್, ಪ್ಲಾಸ್ಟಿಕ್ ಬಾವುಟ, ಪ್ಲಾಸ್ಟಿಕ್ ತಟ್ಟೆ, ಪ್ಲಾಸ್ಟಿಕ್ ಲೋಟ, ಪ್ಲಾಸ್ಟಿಕ್ ಚಮಚ, ಕ್ಲಿಂಗ್ ಫಿಲ್ಮ್÷್ಸ ಮತ್ತು ಊಟದ ಮೇಜಿನ ಮೇಲೆ ಹರಡುವ ಪ್ಲಾಸ್ಟಿಕ್ ಹಾಳೆ ಹಾಗೂ ಥರ್ಮೊಕೋಲ್ ಮತ್ತು ಪ್ಲಾಸ್ಟಿಕ್ ಮೈಕ್ರೋ ಬೀಡ್ಸ್‌ನಿಂದ ತಯಾರಾದಂತಹ ಮೇಲ್ಕಂಡ ವಸ್ತುಗಳ ಬಳಕೆಯನ್ನು ರಾಜ್ಯದಾದ್ಯಂತ ನಿಷೇಧಿಸಲಾಗಿದೆ. ಮುಂದುವರೆದು, ಯಾವುದೇ ಕೈಗಾರಿಕೆ ಅಥವಾ ವ್ಯಕ್ತಿ ಯಾವುದೇ ದಪ್ಪದ ಯಾವುದೇ ರೀತಿಯ ಪ್ಲಾಸ್ಟಿಕ್ ಕ್ಯಾರಿಬ್ಯಾಗ್, ಪ್ಲಾಸ್ಟಿಕ್ ಭಿತ್ತಿಪತ್ರ, ಪ್ಲಾಸ್ಟಿಕ್ ತೋರಣ, ಫ್ಲೆಕ್ಸ್, ಪ್ಲಾಸ್ಟಿಕ್ ಬಾವುಟ, ಪ್ಲಾಸ್ಟಿಕ್ ತಟ್ಟೆ, ಪ್ಲಾಸ್ಟಿಕ್ ಲೋಟ, ಪ್ಲಾಸ್ಟಿಕ್ ಚಮಚ, ಕ್ಲಿಂಗ್ ಫಿಲ್ಮ್÷್ಸ ಮತ್ತು ಊಟದ ಮೇಜಿನ ಮೇಲೆ ಹರಡುವ ಪ್ಲಾಸ್ಟಿಕ್ ಹಾಳೆ ಹಾಗೂ ಥರ್ಮೊಕೋಲ್ ಮತ್ತು ಪ್ಲಾಸ್ಟಿಕ್ ಮೈಕ್ರೋ ಬೀಡ್ಸ್‌ನಿಂದ ತಯಾರಾದಂತಹ ಮೇಲ್ಕಂಡ ವಸ್ತುಗಳ ತಯಾರಿಕೆ, ಸರಬರಾಜು, ಸಂಗ್ರಹಣೆ, ಸಾಗಾಣಿಕೆ, ಮಾರಾಟ ಮತ್ತು ವಿತರಣೆ ಮಾಡುವುದನ್ನು ರಾಜ್ಯಾದ್ಯಂತ ನಿಷೇಧಿಸಿದೆ.

ಮೇಲೆ ಓದಲಾದ (2)ರ ಸಭೆಯಲ್ಲಿ ನಗರ ಮತ್ತು ಗ್ರಾಮೀಣ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧವು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಅನುಷ್ಠಾನಗೊಳ್ಳದಿರುವುದನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಲಾಗಿದೆ. ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ದಿನಾಂಕ: 11.03.2016 ರನ್ವಯ ಕೆಲವು ಪ್ಲಾಸ್ಟಿಕ್ ವಸ್ತುಗಳನ್ನು ನಿಷೇಧಿಸಿ ಆದೇಶ ಹೊರಡಿಸಿದಾಗ್ಯೂ ನಗರ ಮತ್ತು ಗ್ರಾಮೀಣ ಪ್ರದೇಶಗಳಲ್ಲಿ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ವಸ್ತುಗಳ ಬಳಕೆ ಯಥೇಚ್ಛವಾಗಿ ಕಂಡುಬರುತ್ತಿದೆ. ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧದ ಪರಿಣಾಮಕಾರಿ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಮೇಲೆ ಓದಲಾದ (2) ಮತ್ತು (3)ರ ಸಭೆಗಳಲ್ಲಿ ಪ್ರತಿ ಜಿಲ್ಲೆಯ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಜಿಲ್ಲಾ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ.

ಮೇಲಿನ ಎಲ್ಲಾ ಅಂಶಗಳನ್ನು ಗಮನಿಸಿ, ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿನ ಚಟುವಟಿಕೆಗಳ ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡಲು, ವಿವಿಧ ಇಲಾಖೆಗಳ ಸಮನ್ವಯ ಸಾಧಿಸಲು ಮತ್ತು ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಪರಿಣಾಮಕಾರಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧ ಅನುಷ್ಠಾನ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಜಿಲ್ಲಾ ಮಟ್ಟದ ಸಮಿತಿ ರಚಿಸುವುದು ಸೂಕ್ತವೆಂದು ಸರ್ಕಾರವು ಮನಗಂಡು ಈ ಕೆಳಗಿನಂತೆ ಆದೇಶಿಸಿದೆ.

ಮೇಲಿನ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿನ ಅಂಶಗಳನ್ನು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿ, ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧದ ನಿರ್ದೇಶನಗಳನ್ನು ಜಾರಿಗೊಳಿಸಲು ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಕೈಗೊಳ್ಳುವ ಚಟುವಟಿಕೆಗಳನ್ನು ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡಲು, ವಿವಿಧ ಇಲಾಖೆಗಳ ಸಮನ್ವಯ ಸಾಧಿಸಲು ಮತ್ತು ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿನ ಪ್ರಯತ್ನಗಳಿಗೆ ಅಗತ್ಯ ಸಹಕಾರ ಸಲಹೆಗಳನ್ನು ಆಗಿಂದಾಗ್ಗೆ ನೀಡಿ ದಿನಾಂಕ: 11.03.2016 ರ ನಿರ್ದೇಶನವನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಜಾರಿಗೊಳಿಸುವ ಉದ್ದೇಶದಿಂದ ಈ ಕೆಳಕಂಡ ಸದಸ್ಯರನ್ನೊಳಗೊಂಡ ಒಂದು ಜಿಲ್ಲಾ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಿ, ಸರ್ಕಾರವು ಆದೇಶಿಸಿದೆ.

ಸದರಿ ಸಮಿತಿಗಳು ಈ ಕೆಳಕಂಡ ಕರ್ತವ್ಯ ಮತ್ತು ಜವಾಬ್ದಾರಿಗಳನ್ನು ನಿರ್ವಹಿಸತಕ್ಕದ್ದು.

1. ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಗುರುತಿಸಿರುವ ಅನುಷ್ಠಾನಾಧಿಕಾರಿಗಳ ಸಮನ್ವಯ ಸಾಧಿಸಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧವನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಜಾರಿಗೊಳಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದು.

2. ಹೊರ ರಾಜ್ಯಗಳಿಂದ ನಿರಂತರವಾಗಿ ರಾಜ್ಯಕ್ಕೆ ಬರುತ್ತಿರುವ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್‌ನ್ನು ರಾಜ್ಯದ ಗಡಿಭಾಗದ ಚೆಕ್ ಪೋಸ್ಟ್‌ಗಳಲ್ಲಿಯೇ ತಡೆಗಟ್ಟಲು ಆಯಾ ಜಿಲ್ಲೆಗಳ ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗಳಾದ ಸಾರಿಗೆ ಇಲಾಖೆ, ವಾಣಿಜ್ಯ ತೆರಿಗೆ ಇಲಾಖೆ, ಪೋಲೀಸ್ ಇಲಾಖೆ, ಅರಣ್ಯ ಇಲಾಖೆ ಮತ್ತು ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಅನುಷ್ಠಾನಾಧಿಕಾರಿಗಳು ಕ್ರಮ ವಹಿಸುವಂತೆ ನೋಡಿಕೊಳ್ಳುವುದು.

3. ಹೋಟೆಲ್ ಮತ್ತು ಉಪಾಹಾರ ಗೃಹಗಳ ಸಂಘ, ಹಣ್ಣು ಮತ್ತು ತರಕಾರಿ ಮಾರಾಟಗಾರರ ಸಂಘ, ಅಂಗಡಿ ಮುಂಗಟ್ಟು ಮಾಲೀಕರ ಸಂಘ ಮುಂತಾದ ಸಂಘಗಳ ಪದಾಧಿಕಾರಿಗಳ ಸಭೆ ಕರೆದು ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್‌ನ್ನು ಬಳಸದಂತೆ ಮನವೊಲಿಸುವುದು ಹಾಗೂ ಜಾಗೃತಿ ಮೂಡಿಸುವುದು.

4. ಪ್ಲಾಸ್ಟಿಕ್ ಕ್ಯಾರಿ ಬ್ಯಾಗ್‌ಗಳ ಬದಲಾಗಿ ಬಟ್ಟೆ ಚೀಲಗಳನ್ನು ಬಳಸಲು ಹಾಗೂ ಮಾರಾಟ ಮಾಡಲು ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಹಾಗೂ ಅಂಗಡಿ ಮಾಲೀಕರಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸುವುದು.

5. ಕಲ್ಯಾಣ ಮಂಟಪ, ಸಮುದಾಯ ಭವನ ಮುಂತಾದ ಕಡೆ ನಡೆಯುವ ಮದುವೆ ಮತ್ತಿತರ ಕಾರ್ಯಕ್ರಮಗಳಿಗೆ ಅನುಮತಿ ನೀಡುವ ಸಂದರ್ಭದಲ್ಲಿ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ಬಳಕೆ ಮಾಡದಂತೆ ಕಡ್ಡಾಯವಾಗಿ ಷರತ್ತು ವಿಧಿಸುವುದು. ಷರತ್ತು ಉಲ್ಲಂಘನೆ ಮಾಡಿದಲ್ಲಿ ಅಂತಹವರ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ ಜರುಗಿಸುವುದು.

6. ಹೋಟೆಲ್ ಮತ್ತು ಉಪಾಹಾರ ಗೃಹ, ಹಣ್ಣು ಮತ್ತು ತರಕಾರಿ ಮಾರಾಟ ಮಳಿಗೆ ಹಾಗೂ ಅಂಗಡಿ ಮುಂಗಟ್ಟುಗಳಲ್ಲಿ ನಮ್ಮಲ್ಲಿ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ಬಳಸುವುದಿಲ್ಲ ಎಂಬ ಫಲಕವನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಅಳವಡಿಸಲು ಸೂಕ್ತ ಕ್ರಮ ಜರುಗಿಸುವುದು.

7. ಗ್ರಾಮ ಪಂಚಾಯತ್‌ಗಳು ತಮ್ಮ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬರುವ ಗ್ರಾಮಗಳಲ್ಲಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧ ಅನುಷ್ಠಾನವನ್ನು ಕೈಗೊಂಡು ಪ್ಲಾಸ್ಟಿಕ್ ಮುಕ್ತ ಗ್ರಾಮಗಳನ್ನಾಗಿ ಮಾಡಲು ಕ್ರಮ ವಹಿಸುವುದು ಹಾಗೂ ಈ ಬಗ್ಗೆ ಮುಂದಿನ ತಿಂಗಳ ಸಭೆಗಳ ಅಜೆಂಡಾದಲ್ಲಿ ಒಂದು ಪ್ರತ್ಯೇಕ ವಿಷಯವನ್ನು ಅಳವಡಿಸಿಕೊಂಡು ಅನುಷ್ಠಾನ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಚರ್ಚಿಸುವುದು.

8. ಸಂಬಂಧಪಟ್ಟ ಎಲ್ಲಾ ಇಲಾಖೆಗಳು ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧದ ಬಗ್ಗೆ ಶಾಲಾ ಕಾಲೇಜುಗಳಲ್ಲಿ ಇಕೋ ಕ್ಲಬ್‌ಗಳ ಸಹಯೋಗದೊಂದಿಗೆ ಪರಿಸರ ಮಿತ್ರ ಶಾಲಾ ಕಾರ್ಯಕ್ರಮದಡಿಯಲ್ಲಿ ವಿಶೇಷವಾಗಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧದ ಅನುಷ್ಠಾನದ ಬಗ್ಗೆ ಮಕ್ಕಳಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸುವುದು ಹಾಗೂ ಜಾಹೀರಾತುಗಳ ಮೂಲಕ ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧದ ಬಗ್ಗೆ ಹೆಚ್ಚಿನ ಜಾಗೃತಿ ಮೂಡಿಸುವುದು.

9. ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ಉತ್ಪಾದನೆ ಮಾಡುವ ಘಟಕಗಳಿಗೆ ಮುಚ್ಚುವ ಆದೇಶ ನೀಡುವ ಬಗ್ಗೆ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯಿಂದ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದು.

10. ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ಮಾರಾಟ ಮಾಡುವ ಅಂಗಡಿ ಮುಂಗಟ್ಟು ಮತ್ತು ಮಾಲ್‌ಗಳ ಮೇಲೆ ದಾಳಿ ನಡೆಸಿ ನಿಷೇಧಿತ ಪ್ಲಾಸ್ಟಿಕ್ ವಶಪಡಿಸಿಕೊಳ್ಳುವುದು ಮತ್ತು ನಿಯಮಾನುಸಾರ ಉಲ್ಲಂಘಿತರಿಗೆ ದಂಡ ವಿಧಿಸುವುದು.

Preamble:

M/s Modern Asset has proposed to establish "IT/ITES SEZ", with an investment of `.450.00 crore, generating employment to about 6750 persons at Venkatala Village, Bengaluru North Taluk, Bengaluru Urban District.

In the 36th Land Audit Committee meeting held on 01.02.2017, the Committee resolved to recommend to SLSWCC for approval of the project of M/s Modern Asset to set up "IT/ITES SEZ" in 7 acres 38 guntas of their own land in Sy. Nos.1325/2/2/2/2 of Venkatala Village, Bengaluru North Taluk, Bengaluru Urban District, subject to approval of change of land use from BDA/BBMP.

The proposal was examined & approved in the 97th State Level Single Window Clearance Committee (SLSWCC) Meeting held on 09.02.2017. Government has examined the recommendations made by the State Level Single Window Clearance Committee in all aspects.

Hence the following order.

Government is pleased to accord in-principle approval to the investment proposal of M/s Modern Asset to establish "IT/ITES SEZ", with an investment of `. 450.00 crore, generating employment to about 6750 persons at Venkatala Village, Bengaluru North

Land	:	7 acres 38 guntas of their own land in Sy. Nos.1325/2/2/2/2 of Venkatala Village, Bengaluru North Taluk, Bengaluru Urban District, subject to approval of change of land use from BDA/BBMP.

Sanction of the above infrastructure facilities, incentives and concessions is subject to the following terms and conditions:

1. Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental clearance from MoEF, Govt. of India or the Dept of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.

2. Employment: The Company shall comply with the provisions of applicable Policy of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people.

A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

5. Others:

a) The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable.

b) The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of India.

c) As part of "Ease of Doing Business" Government vide order No.CI 89 SPI 2013, Dated: 20.12.2014 has accorded approval to operationalise e-Udyami Phase II for obtaining various clearances / approvals / licenses etc. through common e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f. 01.01.2015.

d) The approvals / NOCs of following Departments have been covered under Phase II of e-Udyami.

Preamble:

M/s Wardha Solar Maharastra Pvt. Ltd. has proposed to establish "50 MW Solar PV Power Project", with an investment of `.350.00 crore, generating employment to about 152 persons at Modahalli Village, Lokkanahalli Hobli, Kollegala Taluk, Chamarajanagara District.

CEO & EM, KIADB opined that the said land requested is part of the 410.44 acres land acquired for M/s Bannari Amman Sugars Pvt. Ltd. as SUC, but the land was not taken by the company since they were not issued clearance by MOEF for establishment of sugar plant in the said land and hence the requested land of 271 acres 34 guntas for the project was available for allotment.

The Committee noted the opinion of CEO & EM, KIADB and also the land utilization details of the project. After detailed discussions, the Committee resolved to recommend to SLSWCC for approval of the project and KIADB to allot 271 acres 34 guntas of KIADB land as SUC in Modahalli Village, Lokkanahalli Hobli, Kollegala Taluk, Chamarajanagara District, subject to clearance by MOEF, GOI / DFEE, GOK as applicable.

Ltd. which inturn is a wholly-owned subsidiary of M/s Adani Green Energy Ltd. They intend to implement the project in the 138 acre 28 guntas of KIADB land in Modahalli Village, Lokkanahalli Hobli, Kollegala Taluk, Chamarajanagara District. In the 36th Land Audit Committee meeting held on 01.02.2017, the Committee resolved to recommend to SLSWCC for approval of the project of M/s Cornerstone Properties Pvt. Ltd. to set up "IT/ITES Office Space" in 2 acre 1 gunta of their own land at Sagayapura PID No.90-42-9/1, Hennur Road, Bengaluru-84, subject to obtaining change of land use from BDA/BBMP.

Hence the following order.

Sub : Approval for the New Metro Line on Outer Ring Road (ORR) from Central Silk Board Junction to K.R. Puram (Phase-2A).

Read: 1. Government Order No.UDD 179 PRJ 2011, dated: 21-02-2012.

2. Proposal of the Managing Director, Bengaluru Metro Rail Corporation Limited (BMRCL) dated 28.10.2016 under No.BMRCL/0052/R01/2016.

PREAMBLE:

1. In the Government Order read at (1) above, in-principle approval was accorded for Phase-2 of the Bengaluru Metro Rail Project at an estimated cost of `..26405.14 Crore with a condition to complete the project within five years.

2. In the proposal read at (2), Managing Director, Bengaluru Metro Rail Corporation Limited (BMRCL), has submitted the proposal to Government that the Phase-1 of the Bengaluru Metro Rail Project, consisting of 42.3 kms is scheduled to be fully completed shortly. The Phase-2 of the Bengaluru Metro Rail Project comprising of 72 kms is under various stages of implementation.

3. In the proposal, MD, BMRCL has stated that the IT Industry in the past was concentrated in the Electronics City area in the South and the Whitefield area in the East of Bengaluru. With these two areas getting saturated, the IT industry moved towards the Outer Ring Road (ORR) resulting in a huge burden on the traffic infrastructure in this corridor. The Metro line in Phase-2 passes through the two extremities of this corridor at Central Silk Board Junction and K.R. Puram Junction. Thus there is an urgent need to take up the Metro Project on this corridor. (Central Silk Board Junction to K.R. Puram on ORR). Another reason for taking up this work immediately is that the Stations at Central Silk Board and K.R. Puram would have to be designed and constructed as Junctions, which will have to be done along with Phase-2 itself.

4. In the said proposal, it has been planned to take up the Metro Line in a stretch between Central Silk Board Junction and K R Puram junction covering a distance of 17 Km. A Detailed Project Report (DPR) has been prepared for this Project to be taken up as Phase-2A along with Phase-2.

This 17 km stretch would have thirteen (13) stations and the junction at K.R. Puram will provide connectivity towards Whitefield side through the extension line of Phase-2 towards the east which is also a major IT hub. All the intervening stations would be over the೪೫೪ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಏಪ್ರಿಲ್ ೨೭, ೨೦೧೭ ಭಾಗ ೧ road and land space is required only for providing entry structures to the stations. Provision has been made to extend this line further up to Hebbal and this extension would connect this line to the airport line which is expected to run from Nagawara. This line will be served by the existing Depot at Baiyappanahalli and a new Depot at Whitefield will serve the East-West Corridor.

5. It has been planned to take up the Metro Line from K.R. Puram to Central Silk Board (17 km) as Phase-2A at an estimated cost of `.4202 Crore. (An additional length of Viaduct of 2.5 km will connect the Baiyappanahalli Depot to this new line). The

and the Government Land is 5911.00 Sqm. In addition, an extent of 50 acres of Government Land at Kadugodi is required for the Depot.

8. The Project is proposed to be funded partly by innovative financing through the innovative financing instruments such as Premium FSI / FAR (Floor Space index / Floor Area Ratio); Cess on approval of new layouts; Providing connectivity to various IT Parks directly through bridges linking the Metro Stations; Giving Advertising rights at a premium; Giving Commercial rights for commercial spaces; Giving Naming rights for Stations; Levy of Betterment Tax etc. All these are expected to yield about Rs.1100 Crore. Further, it is proposed that the State Government will contribute a sum of `..500 Crores over the next three years period and the BMRCL will also mobilize a sum of `.500 Crores by long term lease of its lands which have commercial potential. The balance `.2100 Crore will have to be borrowed.

GOVERNMENT ORDER NO. UDD 78 PRJ 2016, BENGALURU, DATED:15-03-2017.

The subject has been examined in detail. In view of the facts explained in the preamble, the following approvals are hereby accorded for implementation of the new Metro Line on Outer Ring Road (ORR) from Central Silk Board Junction to K.R. Puram (Phase- 2A):-

i. The Government approves to take up the Project of Metro Line from K.R. Puram to Central Silk Board (17 km) as Phase-2A at a total cost of `..4202 Crore, on the funding pattern as proposed.

ii. The Government approves reimbursement of the State taxes which are paid to the State Government on account of the Project.

iii. The Government agrees in principle to allot 50 Acres of Government Land at Kadugodi to BMRCL for the Project. Project work to start only after the land is allotted.

funded by the State Government.

v. The work to be entrusted to BMRCL for implementation.

vi. The Government approves cash support for the implementation of the Project to the extent of `.500 Crore over the next three (3) years, towards capital cost.

vii. The Government agrees to facilitate innovative financing for the Project.

viii. The proposal to be sent to the Government of India for assistance.

ix. It is hereby directed that the work should commence only after BMRCL raises at least `. 250 Crore through leasing of land and a firm commitment is received for mobilization of at least `.250.00 Crore through innovative financing. The Government agrees for utilization of the proceeds of lease of lands for this project in relaxation of conditions imposed in G.O. No.NAAE 283 PRJ 2016, dated:22.08.2016.

x. The High Power Committee already constituted for Phase-1 and Phase-2 of the Bengaluru Metro Rail Project, is hereby authorized to take similar decisions in respect of this line.

xi. The project to be completed within three (3) years.

This order issues with the concurrence of the Finance Department and approval of the Cabinet vide Subject No:157/2017, dated:28-02-2017.

3. ಸದರಿ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ, ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು, ಬಿ.ಎಂ.ಆರ್.ಸಿ.ಎಲ್. ಇವರು, ಈ ಹಿಂದೆ, ಬೆಂಗಳೂರು ನಗರದ ದಕ್ಷಿಣ ಭಾಗದ ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಸಿಟಿ ಪ್ರದೇಶಗಳಲ್ಲಿ ಮತ್ತು ಪೂರ್ವಭಾಗದ ವೈಟ್‌ಫೀಲ್ಡ್ ಪ್ರದೇಶಗಳಲ್ಲಿ ಐ.ಟಿ ಉದ್ಯಮಗಳು ಕೇಂದ್ರಿಕೃತವಾಗಿದ್ದವು. ಈ ಎರಡೂ ಪ್ರದೇಶಗಳು ಐಟಿ ಉದ್ಯಮದಿಂದ ಪೂರಿತವಾದ ನಂತರ, ಐಟಿ ಉದ್ಯಮವು ಹೊರವರ್ತುಲ ರಸ್ತೆ (ಔಟರ್ ರಿಂಗ್ ರೋಡ್) ಕಡೆಗೆ ಸ್ಥಳಾಂತರಗೊಂಡ ಕಾರಣ, ಈ ಕಾರಿಡಾರ್‌ನಲ್ಲಿ ಸಂಚಾರ ಮೂಲಸೌಲಭ್ಯ ವ್ಯವಸ್ಥೆಯ ಮೇಲೆ ಭಾರಿ ಪ್ರಮಾಣದ ಒತ್ತಡವೇರ್ಪಟ್ಟಿದೆ. ಹಂತ-2ರ ಮೆಟ್ರೋ ಮಾರ್ಗವು ಈ ಕಾರಿಡಾರ್‌ನ ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್ ಜಂಕ್ಷನ್ ಹಾಗೂ ಕೆ.ಆರ್.ಪುರಂ ಜಂಕ್ಷನ್‌ಗಳ ಮೂಲಕ ಹಾದುಹೋಗುತ್ತದೆ.

ಆದ್ದರಿಂದ, ಈ ಕಾರಿಡಾರ್‌ನಲ್ಲಿ ಮೆಟ್ರೋ ಯೋಜನೆಯನ್ನು ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ತುರ್ತು ಅವಶ್ಯಕತೆ ಇರುತ್ತದೆ. ಹೊರವರ್ತುಲ ರಸ್ತೆಯಲ್ಲಿ (ಔಟರ್ ರಿಂಗ್ ರೋಡ್) ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್ ಜಂಕ್ಷನ್‌ನಿಂದ ಕೆ.ಆರ್.ಪುರಂವರೆಗೆ. ಈ ಕೆಲಸವನ್ನು ತುರ್ತಾಗಿ ತೆಗೆದುಕೊಳ್ಳಲು ಇರುವ ಇನ್ನೊಂದು ಕಾರಣವೆಂದರೆ, ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್ ಜಂಕ್ಷನ್ ಹಾಗೂ ಕೆ.ಆರ್.ಪುರಂ ಜಂಕ್ಷನ್‌ಗಳ ಎರಡು ನಿಲ್ದಾಣಗಳನ್ನು ವಿನ್ಯಾಸಗೊಳಿಸಿ ಹಂತ-2ರ ನಿರ್ಮಾಣದ ಜೊತೆಗೆ ಇವುಗಳನ್ನು ಜಂಕ್ಷನ್ ಆಗಿ ನಿರ್ಮಿಸಬೇಕಾಗುತ್ತದೆ ಎಂದು ಪ್ರಸ್ತಾಪಿಸಿರುತ್ತಾರೆ.

4. ಪ್ರಸ್ತುತ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ, ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್ ಜಂಕ್ಷನ್‌ನಿಂದ ಹಾಗೂ ಕೆ.ಆರ್.ಪುರಂ ಜಂಕ್ಷನ್‌ವರೆಗಿನ 17 ಕಿ.ಮೀ ಉದ್ದದ ಮೆಟ್ರೋ ಮಾರ್ಗವನ್ನು ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ಯೋಜಿಸಲಾಗಿದೆ. ಈ ಯೋಜನೆಯನ್ನು ಹಂತ-2ರ ಜೊತೆಗೇ, ಹಂತ-2ಎ ರೂಪದಲ್ಲಿ ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ವಿಸ್ತøತ ಯೋಜನಾ ವರದಿಯನ್ನು ತಯಾರಿಸಲಾಗಿದೆ. 17 ಕಿ.ಮೀ.ಗಳ ಈ ಕಾರಿಡಾರ್, ಒಟ್ಟು 13 ನಿಲ್ದಾಣಗಳನ್ನು ಒಳಗೊಂಡಿದ್ದು, ಕೆ.ಆರ್.ಪುರಂನಲ್ಲಿನ ಜಂಕ್ಷನ್, ಹಂತ-2ರ ವಿಸ್ತರಣಾ ಮಾರ್ಗದ ಮೂಲಕ ಪ್ರಮುಖ ಐ.ಟಿ ಕೇಂದ್ರವಾಗಿರುವ ವೈಟ್‌ಫೀಲ್ಡ್ ಕಡೆಗೆ ಸಂಪರ್ಕ ಒದಗಿಸುವ ಮೂಲಕ ಪೂರ್ವದ ಕಡೆಗೆ ಸಂಪರ್ಕ ಒದಗಿಸುತ್ತದೆ. ಈ ಮಧ್ಯದಲ್ಲಿ ಬರುವ ಎಲ್ಲಾ ನಿಲ್ದಾಣಗಳು ರಸ್ತೆಯ ಮೇಲೆ ಹಾದು ಹೋಗುವುದರಿಂದ ನಿಲ್ದಾಣಗಳಿಗೆ ಪ್ರವೇಶ ರಚನೆಯನ್ನು (ಎಂಟ್ರಿ ಸ್ಟ್ರಕ್ಚರ್) ಒದಗಿಸುವ ಸಲುವಾಗಿ ಮಾತ್ರ ಭೂಮಿಯ ಅವಶ್ಯಕತೆ ಇದ್ದು, ಈ ಮಾರ್ಗವನ್ನು ಮುಂದೆ ಹೆಬ್ಬಾಳದವರೆಗೂ೪೫೬ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಏಪ್ರಿಲ್ ೨೭, ೨೦೧೭ ಭಾಗ ೧ ವಿಸ್ತರಿಸಲು ಅನುವು ಮಾಡಲಾಗಿದೆ ಹಾಗೂ ಈ ವಿಸ್ತರಣೆಯು, ಈ ಮಾರ್ಗವನ್ನು ನಿರೀಕ್ಷಿತ ಮಾರ್ಗವಾದ ನಾಗವಾರದಿಂದ ಹಾದುಹೋಗುವ ವಿಮಾನ ನಿಲ್ದಾಣದ ಮಾರ್ಗಕ್ಕೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುತ್ತದೆ. ಈ ಮಾರ್ಗಕ್ಕೆ ಈಗಾಗಲೇ ಅಸ್ತಿತ್ವದಲ್ಲಿರುವ ಬೈಯಪ್ಪನಹಳ್ಳಿ ಡಿಪೋದಿಂದ ಸೇವೆಯನ್ನು ಒದಗಿಸಿ, ಪೂರ್ವ-ಪಶ್ಚಿಮ ಕಾರಿಡಾರ್‌ಗೆ ವೈಟ್‌ಫೀಲ್ಡ್‌ನಲ್ಲಿ ನಿರ್ಮಿಸಲಾಗುವ ಹೊಸ ಡಿಪೋದಿಂದ ಸೇವೆಯನ್ನು ಒದಗಿಸಲಾಗುತ್ತದೆ.

5. ಕೆ.ಆರ್.ಪುರಂನಿಂದ ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್‌ವರೆಗಿನ ಈ ಯೋಜನೆಯನ್ನು (17 ಕಿ.ಮೀ.), ಹಂತ-2ಎ ರೂಪದಲ್ಲಿ, 4,202 ಕೋಟಿರೂಗಳ ವೆಚ್ಚದಲ್ಲಿ ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ಯೋಜಿಸಲಾಗಿದೆ. (2.5 ಕಿ.ಮೀ. ಉದ್ದದ ಹೆಚ್ಚುವರಿ ಮೇಲ್ಸೇತುವೆಯು (ವಯಾಡಕ್ಟ್), ಬೈಯಪ್ಪನಹಳ್ಳಿ ಡಿಪೋದಿಂದ ಈ ಹೊಸ ಮಾರ್ಗಕ್ಕೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುತ್ತದೆ). ಪ್ರಮುಖ ಅಂಶಗಳ ವೆಚ್ಚದ ವಿವರಗಳನ್ನು ಈ ಕೆಳಗಿನ ಕೋಷ್ಟಕದಲ್ಲಿ ನೀಡಲಾಗಿದೆ:

8. ಈ ಯೋಜನೆಯಲ್ಲಿ ಭಾಗಶಃ ವಿನೂತನ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣದ ಮುಖಾಂತರ, ವಿನೂತನ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣದ ವಿಧಾನಗಳಾದ ಪ್ರೀಮಿಯಮ್ ಎಫ್ಎಸ್ಐ / ಎಫ್ಎಆರ್ (ಫ್ಲೋರ್ ಸ್ಪೇಸ್ ಇಂಡೆಕ್ಸ್/ಫ್ಲೋರ್ ಏರಿಯಾ ರೇಷಿಯೋ); ಹೊಸ ಬಡಾವಣೆಗಳ ಅಂಗೀಕಾರದ ಮೇಲೆ ಸೆಸ್ ವಿಧಿಸುವುದು; ಮೆಟ್ರೋ ನಿಲ್ದಾಣಗಳಿಗೆ ಸಂಪರ್ಕ ನೀಡುವ ಸೇತುವೆಗಳ ಮೂಲಕ ಅನೇಕ ಐಟಿ ಪಾರ್ಕ್‌ಗಳಿಗೆ ನೇರ ಸಂಪರ್ಕ ಒದಗಿಸುವುದು;

ಪ್ರೀಮಿಯಮ್ ವಿಧಿಸುವುದರ ಮೂಲಕ ಜಾಹೀರಾತು ಹಕ್ಕುಗಳನ್ನು ನೀಡುವುದು; ವಾಣಿಜ್ಯ ಸ್ಥಳಗಳಿಗೆ ವಾಣಿಜ್ಯ ಹಕ್ಕುಗಳನ್ನು ನೀಡುವುದು;

ನಿಲ್ದಾಣಗಳಿಗೆ ಹೆಸರಿಸುವ ಹಕ್ಕುಗಳನ್ನು ನೀಡುವುದು; ಅಭಿವೃದ್ಧಿ (ಬೆಟರ್‌ಮೆಂಟ್) ತೆರಿಗೆ ವಿಧಿಸುವುದು, ಇವುಗಳ ಮೂಲಕ ಹಣ ತೊಡಗಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ಈ ಎಲ್ಲಾ ವಿಧಾನಗಳ ಮೂಲಕ ಸುಮಾರು 1100 ಕೋಟಿರೂಗಳಷ್ಟು ಸಂಪನ್ಮೂಲವನ್ನು ಕ್ರೋಡೀಕರಣ ಮಾಡುವ ನಿರೀಕ್ಷೆಯಿದೆ.

ಅಲ್ಲದೆ, ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಮುಂದಿನ ಮೂರು ವರ್ಷಗಳ ಅವಧಿಯಲ್ಲಿ 500 ಕೋಟಿ ರೂಗಳಷ್ಟು ಹಣವನ್ನು ಈ ಯೋಜನೆಯಲ್ಲಿ ತೊಡಗಿಸುವಂತೆ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ. ಬಿಎಂಆರ್‌ಸಿಎಲ್ ಸಹ ವಾಣಿಜ್ಯ ಸಂಭಾವ್ಯ ಹೊಂದಿರುವ ಭೂಮಿಯನ್ನು ದೀರ್ಘಾವಧಿ ಗುತ್ತಿಗೆಗೆ ನೀಡಿ, 500 ಕೋಟಿ ರೂಗಳಷ್ಟು ಹಣವನ್ನು ಏರ್ಪಾಡು ಮಾಡುತ್ತದೆ. ಉಳಿದ 2100 ಕೋಟಿರೂಗಳನ್ನು ಸಾಲದ ಮೂಲಕ ಒದಗಿಸಲಾಗುತ್ತದೆ.

ಸದರಿ ವಿಷಯವನ್ನು ವಿವರವಾಗಿ ಪರಿಶೀಲಿಸಲಾಗಿದೆ. ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಹೊರವರ್ತುಲ ರಸ್ತೆ (ಔಟರ್ ರಿಂಗ್ ರೋಡ್) ಯಲ್ಲಿ ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್ ಜಂಕ್ಷನ್‌ನಿಂದ ಕೆ.ಆರ್.ಪುರಂವರೆಗಿನ (ಹಂತ-2ಎ) ಹೊಸ ಮೆಟ್ರೋ ರೈಲು ಮಾರ್ಗವನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು, ಈ ಕೆಳಕಂಡ ಅಂಶಗಳಿಗೆ ಅನುಮೋದನೆ ನೀಡಿ ಆದೇಶಿಸಿದೆ:-

I. ಕೆ.ಆರ್.ಪುರಂನಿಂದ ಸೆಂಟ್ರಲ್ ಸಿಲ್ಕ್ ಬೋರ್ಡ್‌ವರೆಗಿನ ಮೆಟ್ರೋ ಮಾರ್ಗದ ಈ ಯೋಜನೆಯನ್ನು (17 ಕಿ.ಮೀ.), ಹಂತ-2ಎ ರೂಪದಲ್ಲಿ, 4,202 ಕೋಟಿರೂಗಳ ವೆಚ್ಚದಲ್ಲಿ, ಪ್ರಸ್ತಾಪಿಸಿರುವ ಆರ್ಥಿಕ ನೆರವಿನ ಮಾದರಿಯಲ್ಲಿ, ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ಸರ್ಕಾರವು ಅನುಮೋದನೆ ನೀಡಿದೆ.

II. ಯೋಜನೆಯ ಅಂಗವಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಪಾವತಿಸಲಾದ ತೆರಿಗೆಯ ಮೊತ್ತವನ್ನು ಬಿಎಂಆರ್‌ಸಿಎಲ್‌ಗೆ ಹಿಂಬರಿಸಲು ಸರ್ಕಾರವು ಅನುಮೋದನೆ ನೀಡಿದೆ.

III. ಬಿಎಂಆರ್‌ಸಿಎಲ್‌ನ ಯೋಜನೆಗೆ ಕಾಡುಗೋಡಿಯಲ್ಲಿ 50 ಎಕರೆ ಸರ್ಕಾರಿ ಜಮೀನನ್ನು ಹಂಚಿಕೆ ಮಾಡಲು ಸರ್ಕಾರವು ತಾತ್ವಿಕ ಸಮ್ಮತಿ ನೀಡಿದೆ. ಈ ಭೂಮಿಯ ಹಂಚಿಕೆಯಾದ ನಂತರವೇ ಯೋಜನೆಯ ಕೆಲಸವನ್ನು ಆರಂಭಿಸುವುದು.

IV. ಬಿಎಂಆರ್‌ಸಿಎಲ್‌ನ ನಿರ್ವಹಣಾ ಕಾರ್ಯದಿಂದ ಸಂಭವಿಸಬಹುದಾದ ನಷ್ಟವನ್ನು ಭರಿಸಲು ನಗದು ಬೆಂಬಲದ ವ್ಯವಸ್ಥೆಗೆ ಸರ್ಕಾರವು ಅನುಮೋದನೆ ನೀಡಿದೆ ಹಾಗೂ ಈ ವ್ಯವಸ್ಥೆಯ ಮೇರೆಗೆ ರಾಜ್ಯ ಸರ್ಕಾರವು ಆರ್ಥಿಕ ನೆರವು ನೀಡುವುದು.

V. ಯೋಜನೆಯನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಕೆಲಸವನ್ನು ಬಿಎಂಆರ್‌ಸಿಎಲ್ ಸಂಸ್ಥೆಗೆ ಒಪ್ಪಿಸುವುದು.

VI. ಸರ್ಕಾರವು ಮುಂದಿನ ಮೂರು ವರ್ಷಗಳಲ್ಲಿ ಈ ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ `.500 ಕೋಟಿಯಷ್ಟು ಆರ್ಥಿಕ ನೆರವನ್ನು ಬಂಡವಾಳ ವೆಚ್ಚದ ಉದ್ದೇಶಕ್ಕಾಗಿ ನೀಡಲು ಅನುಮೋದನೆ ನೀಡಿದೆ.

VII. ಸರ್ಕಾರವು ಯೋಜನೆಗಾಗಿ ವಿನೂತನ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣಕ್ಕೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡಲು ಸಮ್ಮತಿ ನೀಡಿದೆ.

VIII. ಭಾರತ ಸರ್ಕಾರಕ್ಕೆ ಸಹಾಯ ಕೋರಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಕಳುಹಿಸುವುದು.

IX. ಬಿಎಂಆರ್‌ಸಿಎಲ್ ಕೊನೆಯ ಪಕ್ಷ 250 ಕೋಟಿರೂಗಳಷ್ಟು ಆರ್ಥಿಕ ಸಂಗ್ರಹಣೆಯನ್ನು ಬಿಎಂಆರ್‌ಸಿಎಲ್‌ನ ಸ್ವತ್ತನ್ನು ದೀರ್ಘಾವಧಿಯ ಗುತ್ತಿಗೆ ನೀಡುವ ಮೂಲಕ ಮಾಡುವುದು ಮತ್ತು 250 ಕೋಟಿರೂಗಳಷ್ಟು ವಿನೂತನ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣ ಮಾಡುವ ದೃಡ ಬದ್ಧತೆಯನ್ನು ಖಚಿತಪಡಿಸಿಕೊಂಡ ನಂತರ ಯೋಜನೆಯ ಕೆಲಸವನ್ನು ಪ್ರಾರಂಭಿಸಲು ನಿರ್ದೇಶಿಸಲಾಗಿದೆ. ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ನಅಇ 283 ಪಿಆರ್‌ಜೆ 2016, ದಿನಾಂಕ: 22.08.2016 ರಲ್ಲಿ ವಿಧಿಸಿರುವ ಷರತ್ತುಗಳನ್ನು ಸಡಿಲಗೊಳಿಸಿ, ಬಿಎಂಆರ್‌ಸಿಎಲ್ ಸ್ವತ್ತನ್ನು ಗುತ್ತಿಗೆಗೆ ನೀಡಿ ಸಂಗ್ರಹ ಮಾಡುವ ಹಣವನ್ನು ಈ ಒಂದು ಯೋಜನೆಗೂ ಬಳಸಲು ಸರ್ಕಾರವು ಸಮ್ಮತಿ ನೀಡಿದೆ.

X. ಬೆಂಗಳೂರು ಮೆಟ್ರೋ ರೈಲ್ ಯೋಜನೆಯ ಹಂತ-1 ಮತ್ತು ಹಂತ-2ಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ನಿರ್ಣಯಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಈಗಾಗಲೇ ರಚಿಸಿರುವ ಉನ್ನತ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳ ಸಮಿತಿಗೆ, ಈ ಮಾರ್ಗಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕೂಡ ಇದೇ ತೆರನಾದ ನಿರ್ಣಯಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಅಧಿಕರಿಸಲಾಗಿದೆ.

XI. ಯೋಜನೆಯನ್ನು ಮೂರು (3) ವರ್ಷಗಳೊಳಗೆ ಪೂರ್ಣಗೊಳಿಸುವುದು.

PREAMBLE:

The growth of demand for transportation in Bengaluru is so high that no singular mode of travel can meet these requirements.

In-depth analysis of ridership pattern indicates that rail mode was not being adequately utilized for commuting in Bengaluru. Number of study reports especially Comprehensive Traffic and Transportation Plan (CTTP) 2011 and RITES Feasibility Report 2012 have emphasized on implementation of Sub-Urban Rail system for Bengaluru covering an approximate length of 440.8 kms.

constraints in the existing network, institutional arrangements etc, and recommended for early implementation of the Bengaluru Suburban Rail System in a phased manner in 3 phases namely Phase 1, Phase 2 and Phase 3.

A small sub set of activities out of the total scheme that can be taken up on priority and rest of the project can follow later is further categorized as Phase 1A.

Based on the Feasibility Report, the Government of Karnataka through Directorate of Urban Land Transport (DULT) engaged M/s. RITES to prepare a Detailed Project Report (DPR) for Phase-1A of the Bengaluru Sub-Urban Rail Project vide G.O read at (1) supra. M/s RITES have submitted the Detailed Project Report (DPR) for Phase-1A in August 2016 wherein an assessment of the total capital cost for implementation for all the phases of Bengaluru Sub-Urban Rail System is projected at `.10,929 Crores (Rupees Ten thousand nine hundred and twenty nine Crores) for all the phases. As per DPR, the break-up of total investment cost in phases

connectivity integrating different modes of transport like Metro, BMTC, KSRTC etc., and it would help all sections of the society.

The DPR further recommends the implementation of Phase-1A in 2 stages namely Stage-1 and Stage-2 for the fast tracking and effective implementation of the project. The DPR was submitted to Railways through E-mail for its consideration and approval and their comments are received vide letter read at (2) supra. Thereafter several rounds of discussions/consultations were held with Railways by which a set of prioritized items of works proposed to be taken up for implementation were identified and a Memorandum of Understanding was signed between Ministry of Railways and the Government of Karnataka on 16.01.2017. To start with, the followings works are identified by both the parties in the MoU for immediate implementation;

i. Conversion of 15 pairs of conventional/DEMU rakes to MEMU (27 units @ approximate cost of 278 Crores)

ii. Augmenting maintenance facility for MEMU rakes at Banaswadi (@approximate cost of 25 Crs.)

iii. Introduction of new service in peak hours between Baiyappanahalli-Whitefield (@ approximate cost of 41.2 Crs.) iv. Provision of IBS between KSR – BNC and KJM – SGWF (@ approximate cost of 8.01 Crs.)

In addition to the above, the Railways have proposed new services to be introduced by them without any financial assistance from GOK as follows:-

i. KSR Bengaluru – Channapatna (further planned to extend upto Pandavapura)

ii. Bangarpet – Baiyappanahalli

iii. KSR Bengaluru – Ramanagaram (3 services)

iv. KSR Bengaluru – Whitefield (1 service)

v. KSR Bengaluru – Kuppam (1 service)

Feasibility of more such projects will be explored by mutual consent of both the parties. The funding pattern for the project shall be as per the new investment framework of the policy of Ministry of Railways for implementing Suburban Rail Projects across the country.

The above proposal was referred to Finance Department which has given its concurrence for funding from Government of Karnataka vide its U.O Note read at (3) supra.

With the above background, the proposal of the Commissioner Directorate of Urban Land Transport (DULT) was examined and the following orders are issued.

Conditions:

1. 1 Directorate of Urban Land Transport shall be the Nodal agency responsible for the overall monitoring and supervision of Bengaluru Sub-urban Rail Project.

2. The implementation of Bengaluru Sub-Urban Rail Project shall be through a "Special Purpose Vehicle (SPV)" to be established in tune with Sub-urban policy of Railways. DULT shall initiate for the establishment of 'SPV' quickly on a time bound manner.

3. Till such time, the SPV is formed, a standing committee of the following officers is formed for implementing Bengaluru Sub-Urban Rail Project

i. Chief Administrative Officer/Construction/South Western Railway/Bengaluru

ii. Additional Divisional Railway Manager/ Bengaluru/ South Western Railway

iii. Additional Chief Secretary/ Urban Development Department, GOK

iv. The Commissioner DULT/ Bengaluru, GOK.

4. The General Manager/ South Western Railway and the Chief Secretary, Government of Karnataka shall be appraised of the progress after every 3 months or as decided by them by the above standing committee.

5. For effective co-ordination and monitoring of the implementation of project works, a Project Implementation Unit (PIU) shall be established in DULT, Bengaluru.

6. The project works within the operational area of Railways would be executed by Railways as deposit works. The procurement of rakes will be the responsibility of the State Government duly fulfilling the technical specification put forth by Railways.

7. Present project works should be planned to be completed in 2 years period (2017- 2019). The Commissioner, DULT shall ensure that the works are completed within the above period.

8. For the effective implementation of the project, requisite MOUs and compliant actions if any, with Railways and other Departments shall be taken up by DULT.

9. Where ever applicable the KTTP – 1999 and Rules – 2000 shall be strictly adhered to.

This order issues with the approval of the Cabinet vide subject No. 111/2017, dated:15-2-2017 and with the concurrence of the Finance Department vide Endorsement No FD/766 Exp - 9/2016 dated: 9-1-2017.

ಕಳೆದ ಎರಡು ದಶಕಗಳಲ್ಲಿ ಬೆಂಗಳೂರು ನಗರದ ಜನಸಂಖ್ಯೆಯಲ್ಲಿ ಮತ್ತು ನಂತರದ ಸಾರಿಗೆ ಬೆಳವಣಿಗೆಯು ಗಣನೀಯ ಮಟ್ಟದಲ್ಲಿ ಹೆಚ್ಚಾಗಿರುತ್ತದೆ. ವಿವಿಧ ಸಾರಿಗೆ ಕ್ರಮಗಳ ಬೆಳವಣಿಗೆ ಕುರಿತ ವಿಸ್ತøತ ಅಧ್ಯಯನಗಳಲ್ಲಿ ಬೆಂಗಳೂರು ನಗರದ ಸಂಚಾರಕ್ಕೆ ರೈಲು ಕ್ರಮದ ಸಾರಿಗೆ ಅವಶ್ಯಕ ಪ್ರಮಾಣದಲ್ಲಿ ಬಳಕೆಯಲ್ಲಿ ಇಲ್ಲದಿರುವುದು ಕಂಡುಬಂದಿದೆ. ಹಲವು ಅಧ್ಯಯನ ವರದಿಗಳಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ "ಸವಿಸ್ತಾರ ಸಂಚಾರ ಮತ್ತು ಸಾರಿಗೆ ಯೋಜನೆ (CTTP) ²⁰⁰¹" ಹಾಗೂ RITES ಸಂಸ್ಥೆಯ ಕಾರ್ಯಸಾಧ್ಯತಾ ವರದಿ 2012 ರಲ್ಲಿ ಬೆಂಗಳೂರು ನಗರಕ್ಕೆ 440.8 ಕಿ.ಮೀ. ಅಂದಾಜು ಉದ್ದಳತೆಯ ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆಯನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಲು ಗುರುತಿಸಿರುತ್ತದೆ.

RITES ರವರ ಕಾರ್ಯಸಾಧ್ಯತಾ ವರದಿಯಲ್ಲಿ ಪ್ರಸಕ್ತ ಪೂರೈಕೆ, ಸಂಭಾವ್ಯ ಬೇಡಿಕೆ, ಪ್ರಸಕ್ತ ಜಾಲತಾಣಗಳ ಸವಿಸ್ತಾರವಾಗಿ ಮೌಲ್ಯಮಾಪನ ಮಾಡಿದ್ದು, ತ್ವರಿತವಾಗಿ ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆಯನ್ನು ಮೂರು ಹಂತಗಳಲ್ಲಿ ಹಂತ-1, ಹಂತ-2 ಮತ್ತು ಹಂತ-3 ರಲ್ಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವಂತೆ ಶಿಫಾರಸ್ಸು ಮಾಡಿದೆ. ಒಂದು ಉಪಯೋಜನೆಯಾಗಿ ಹಂತ-1ಎ ರಲ್ಲಿ ಕಾರ್ಯಚಟುವಟಿಕೆಗಳನ್ನು ಆಧ್ಯತೆ ಮೇರೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲು ಮತ್ತು ಉಳಿದವುಗಳನ್ನು ನಂತರದಲ್ಲಿ ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ವರ್ಗೀಕರಿಸಿದೆ.

ಕಾರ್ಯಸಾಧ್ಯತಾ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆಯ ಹಂತ-1ಎ ನ ಸವಿಸ್ತಾರ ಯೋಜನಾ ವರದಿಯನ್ನು ತಯಾರಿಸುವ ಸಲುವಾಗಿ ಮೆ: ರೈಟ್ಸ್ ಸಂಸ್ಥೆಯನ್ನು ನಗರ ಭೂ ಸಾರಿಗೆ ನಿರ್ದೇಶನಾಲಯದ ಮೂಲಕ ಆಯೋಜಿಸಿಕೊಳ್ಳಲು ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ದಿನಾಂಕ: 17-07-2013 ರಂದು ಮೇಲೆ ಓದಲಾದ (1) ರ ಆದೇಶದಲ್ಲಿ ಹೊರಡಿಸಿರುತ್ತದೆ. M/s RITES ಹಂತ-1ಎ ರ ಸವಿಸ್ತಾರ ಯೋಜನಾ ವರದಿಯನ್ನು (DPR) ಆಗಸ್ಟ್ 2016ರಲ್ಲಿ ಸಲ್ಲಿಸಿದ್ದು, ಇದರನ್ವಯ ಬೆಂಗಳೂರು ಉಪ ನಗರ ರೈಲ್ವೇ ವ್ಯವಸ್ಥೆಯನ್ನು ಎಲ್ಲಾ ಹಂತಗಳನ್ನೊಳಗೊಂಡಂತೆ ಅನುಷ್ಟಾನಗೊಳಿಸಲು ಒಟ್ಟು `.10,929 (ಹತ್ತು ಸಾವಿರ ಒಂಬೈನೂರ ಇಪ್ಪತ್ತೊಂಭತ್ತು) ಕೋಟಿಗಳು ವೆಚ್ಚವಾಗುವುದೆಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. DPR ಅನ್ವಯ ವಿವಿಧ ಹಂತಗಳಲ್ಲಿ ಬೇಕಿರುವ ಹಂತವಾರು ಬಂಡವಾಳ ಹೂಡಿಕೆಯ ವಿವರಗಳನ್ನು ಈ ಕೆಳಕಂಡ ಕೋಷ್ಠಕದಲ್ಲಿ ನೀಡಲಾಗಿದೆ.

ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆ ಅನುಷ್ಠಾನಗೊಂಡಾಗ ಬೆಂಗಳೂರು ನಗರದಿಂದ ದಿನ ನಿತ್ಯ ಪ್ರಯಾಣಿಸುವ ಎಲ್ಲಾ ಪ್ರಯಾಣಿಕರಿಗೂ ಉಪ ನಗರ ರೈಲು ಅತಿ ಹೆಚ್ಚಿನ ಸೌಲಭ್ಯಗಳನ್ನು ನೀಡುವುದಲ್ಲದೇ, ಮೆಟ್ರೋ, ಬಿ.ಎಂ.ಟಿ.ಸಿ, ಕೆ.ಎಸ್.ಆರ್.ಟಿ.ಸಿ ಇನ್ನಿತರೆ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆಗಳೊಂದಿಗೆ ಏಕೀಕರಣಗೊಳಿಸಿ ತಡೆ ರಹಿತ ಸಂಪರ್ಕವನ್ನು ಸ್ಥಾಪಿಸಲಾಗುವುದು ಮತ್ತು ಇದರಿಂದಾಗಿ ಸಮಾಜದ ಎಲ್ಲಾ ವರ್ಗದ ಜನರಿಗೂ ಅನುಕೂಲಕರವಾಗಿದೆ.

DPR ನಲ್ಲಿ ಹಂತ-1ಎ ರ ಯೋಜನೆಯನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಮತ್ತು ತ್ವರಿತಗತಿಯಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಸಲುವಾಗಿ ಯೋಜನೆಯನ್ನು ಎರಡು ಭಾಗಗಳಾಗಿ ಸ್ಟೇಜ್-1 ಮತ್ತು ಸ್ಟೇಜ್-2 ರಂದು ವಿಭಜಿಸಲಾಗಿರುತ್ತದೆ. DPR ನ್ನು ರೈಲ್ವೇ ಇಲಾಖೆಗೆ ಇ-ಮೇಲ್ ಮುಖಾಂತರ ಅನುಮೋದನೆ ನೀಡಲು ಸಲ್ಲಿಸಲಾಗಿತ್ತು ಮತ್ತು ಅವರ ಅಭಿಪ್ರಾಯವನ್ನು ಮೇಲೆ ಓದಲಾದ (2) ರಲ್ಲಿ ನೀಡಿರುತ್ತಾರೆ. ತದನಂತರದಲ್ಲಿ ರೈಲ್ವೆಯವರೊಂದಿಗೆ ಹಲವು ಸುತ್ತುಗಳಲ್ಲಿ ಚರ್ಚೆ ಸಮಾಲೋಚನೆ ನಡೆಸಿ ಆಧ್ಯತೆ ಮೇಲೆ ಕೈಗೆತ್ತಿಕೊಳ್ಳಬಹುದಾದ ಅಗತ್ಯ ಕೆಲಸಗಳ ಕಾಮಗಾರಿಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದ್ದು, ಪರಿಣಾಮ ರಾಜ್ಯ ಸರ್ಕಾರವು ರೈಲ್ವೇ ಮಂತ್ರಾಲಯದೊಂದಿಗೆ ಉಪನಗರ ರೈಲು ಯೋಜನೆ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಒಡಂಬಡಿಕೆಗೆ ದಿನಾಂಕ: 16-01-2017 ರಂದು ಸಹಿ ಹಾಕಿರುತ್ತದೆ. ಒಡಂಬಡಿಕೆಯಲ್ಲಿ ಆರಂಭದಲ್ಲಿ, ಎರಡೂ ಪಕ್ಷಗಳು ಸೇರಿ ಈ ಕೆಳಕಂಡ ಕೆಲಸಗಳನ್ನು ತ್ವರಿತವಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಗುರುತಿಸಿರುತ್ತವೆ.

IBS ವ್ಯವಸ್ಥೆಯನ್ನು ಕೆಎಸ್ಆರ್ ಬೆಂಗಳೂರು- ಕಂಟೋನ್‌ಮೆಂಟ್ ಮತ್ತು ಕೃಷ್ಣರಾಜಪುರ- ಎನ್‌ಜಿಡಬ್ಲ್ಯೂಎಫ್ ಮಾರ್ಗಗಳಲ್ಲಿ ಅಳವಡಿಕೆಗಾಗಿ (`.8.01 ಕೋಟಿಗಳು)

ಇದರೊಂದಿಗೆ ರೈಲ್ವೇ ಇಲಾಖೆ ಈ ಕೆಳಕಂಡ ಹೊಸ ಸೇವೆಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರದ ಹಣಕಾಸು ಕೊಡುಗೆ ಇಲ್ಲದೆಯೇ ತಮ್ಮ ಸ್ವಂತ ಸಂಪನ್ಮೂಲ ಉಪಯೋಗಿಸಿಕೊಂಡು ಶೀಘ್ರವಾಗಿ ಒದಗಿಸಿಕೊಡಲು ಉದ್ದೇಶಿಸಿರುತ್ತದೆ.

(i) ಕ್ರಾಂತಿವೀರ ಸಂಗೊಳ್ಳಿ ರಾಯಣ್ಣ (KSR) ಬೆಂಗಳೂರು–ಚನ್ನಪಟ್ಟಣ (ಪಾಂಡವಪುರದವರೆಗೆ ವಿಸ್ತರಣೆ ಮಾಡುವ ಮುಂದಿನ ಯೋಜನೆ ಇರುತ್ತದೆ)

(ii) ಬಂಗಾರಪೇಟೆ - ಭೈಯಪ್ಪನಹಳ್ಳಿ

(iii) KSR ಬೆಂಗಳೂರು– ರಾಮನಗರ (3 ಸೇವೆಗಳು) (iv) KSR ಬೆಂಗಳೂರು– ವೈಟ್‌ಫೀಲ್ಡ್ (1 ಸೇವೆ) (v) KSR ಬೆಂಗಳೂರು– ಕುಪ್ಪಂ (1 ಸೇವೆ)೪೬೨ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಏಪ್ರಿಲ್ ೨೭, ೨೦೧೭ ಭಾಗ ೧ ಎರಡು ಕಡೆಗಳಿಂದ ಪರಸ್ಪರ ಒಪ್ಪಿಗೆಯೊಂದಿಗೆ ಇಂತಹುದೇ ಇನ್ನೂ ಹೆಚ್ಚಿನ ಕಾರ್ಯಸಾಧ್ಯವಿರುವ ಯೋಜನೆಗಳನ್ನು ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ಪರಿಶೋಧಿಸಲಾಗುವುದು. ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆ ಯೋಜನೆಯನ್ನು ಇಡೀ ದೇಶದಲ್ಲಿ ಕೈಗೊಳ್ಳಲು ನೀತಿಯನ್ನು ರೈಲ್ವೆ ಮಂತ್ರಾಲಯದವರು ರೂಪಿಸಲು ಉದ್ದೇಶಿಸಿರುವ ಹೂಡಿಕಾ ಚೌಕಟ್ಟುರನ್ವಯ ಯೋಜನೆ ವೆಚ್ಚವನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲಾಗುವುದು.

ಮೇಲಿನ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಆರ್ಥಿಕ ಇಲಾಖೆಗೆ ಸಲ್ಲಿಸಲಾಗಿದ್ದು, ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ಅನುದಾನ ಒದಗಿಸಿಕೊಡಲು ಮೇಲೆ ಓದಲಾದ (3) ರಲ್ಲಿನ ಅನಧಿಕೃತ ಟಿಪ್ಪಣಿಯಲ್ಲಿ ಸಹಮತಿಯನ್ನು ನೀಡಿರುತ್ತದೆ.

ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಆಯುಕ್ತರು, ನಗರ ಭೂ ಸಾರಿಗೆ ನಿರ್ದೇಶನಾಲಯ ರವರ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಪರಿಶೀಲಿಸಿ ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಬೆಂಗಳೂರು ಉಪ ನಗರ ರೈಲು ಯೋಜನೆ ಹಂತ-1ನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಈ ಕೆಳಕಂಡ ಅಂಶಗಳಿಗೆ ಅನುಮೋದನೆ ನೀಡಿ ಆದೇಶಿಸಿದೆ.

1. ವಿಸ್ತøತ ಯೋಜನೆ ಅನ್ವಯ ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ಯೋಜನೆ ಅನುಷ್ಠಾನ ಕಾರ್ಯವನ್ನು ವಿವಿಧ ಹಂತಗಳಲ್ಲಿ ರೈಲ್ವೇ ಮಂತ್ರಾಲಯದ ಜಂಟಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವುದು.

2. ಆರಂಭದಲ್ಲಿ ಎರಡು ಪಕ್ಷಗಳು ಸೇರಿ ಈ ಕೆಳಕಂಡ ಕೆಲಸಗಳನ್ನು ತ್ವರಿತವಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವುದು.

4. 2016-17ನೇ ಸಾಲಿನ ಆಯವ್ಯಯದಲ್ಲಿ ನಿಗಧಿಪಡಿಸಿರುವ `.100.00 ಕೋಟಿಗಳನ್ನು ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳಲು. 5. 2017-18ನೇ ಸಾಲಿನ ಆಯವ್ಯಯದಲ್ಲಿ ಬಾಕಿ ಮೊತ್ತ `.245.00 ಕೋಟಿಗಳನ್ನು ಒದಗಿಸಲು.

ಷರತ್ತುಗಳು:-

1) ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ಯೋಜನೆಯ ಒಟ್ಟಾರೆ ಮೇಲುಸ್ತುವಾರಿ ಮತ್ತು ಮೇಲ್ವಿಚಾರಣೆಯ ಜವಾಬ್ದಾರಿಯನ್ನು ನಿರ್ವಹಿಸಲು ನೋಡಲ್ ಸಂಸ್ಥೆಯಾಗಿ ನಗರ ಭೂ ಸಾರಿಗೆ ನಿರ್ದೇಶನಾಲಯಕ್ಕೆ ವಹಿಸಿಕೊಡಲಾಗಿದೆ.

2) ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ಯೋಜನೆಯನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು "ವಿಶೇಷ ಉದ್ದೇಶ ವಾಹಕ (SPV)" ವೊಂದನ್ನು ರೈಲ್ವೆ ಇಲಾಖೆಯ ಉಪನಗರ ನೀತಿಗನುಗುಣವಾಗಿ ಸ್ಥಾಪಿಸುವುದು. ನಗರ ಭೂ ಸಾರಿಗೆ ಇಲಾಖೆ SPV ಯನ್ನು ಕಾಲಮಿತಿಯೊಳಗೆ ಶೀಘ್ರ ಸ್ಥಾಪಿಸಲು ಅಗತ್ಯ ಉಪಕ್ರಮವನ್ನು ಕೈಗೊಳ್ಳತಕ್ಕದ್ದು.

3) ಅಂತಹ SPV ಯನ್ನು ಸ್ಥಾಪಿಸುವ ಕಾಲತನಕ, ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲು ಯೋಜನೆ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಈ ಕೆಳಕಂಡ ಅಧಿಕಾರಿಗಳನ್ನೊಳಗೊಂಡ ಸ್ಥಾಯಿ ಸಮಿತಿಯೊಂದನ್ನು ರಚಿಸಲಾಗಿದೆ.

i) ಮುಖ್ಯ ಆಡಳಿತಾಧಿಕಾರಿಗಳು (ನಿರ್ಮಾಣ), ನೈಋುತ್ಯ ರೈಲ್ವೆ ಬೆಂಗಳೂರು. ii) ಹೆಚ್ಚುವರಿ ರೈಲ್ವೆ ವಿಭಾಗೀಯ ವ್ಯವಸ್ಥಾಪಕರು, ನೈಋುತ್ಯ ರೈಲ್ವೆ ಬೆಂಗಳೂರು. iii) ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ, ಬೆಂಗಳೂರು. iv) ಆಯುಕ್ತರು, ನಗರ ಭೂ ಸಾರಿಗೆ ಇಲಾಖೆ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ, ಬೆಂಗಳೂರು.

4) ಪ್ರತಿ 3 ತಿಂಗಳಿಗೊಮ್ಮೆ ಅಥವಾ ಸ್ಥಾಯಿ ಸಮಿತಿಯಲ್ಲಿ ನಿರ್ಣಯಿಸಿದನ್ವಯ ಮುಖ್ಯ ವ್ಯವಸ್ಥಾಪಕರು, ನೈಋುತ್ಯ ರೈಲ್ವೆ ಮತ್ತು ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಇವರಿಗೆ ಪ್ರಗತಿ ಪ್ರಾಮುಖ್ಯತೆ ಬಗ್ಗೆ ವಿವರ ನೀಡತಕ್ಕದ್ದು.

5) ಯೋಜನಾ ಕಾರ್ಯಗಳನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಸಮನ್ವಯಿಸಲು ಮತ್ತು ಮೇಲುಸ್ತುವಾರಿ ಮಾಡುವ ಸಲುವಾಗಿ ಯೋಜನಾ ಅನುಷ್ಠಾನ ಘಟಕವೊಂದನ್ನು (PIU) ನಗರ ಭೂ ಸಾರಿಗೆ ಇಲಾಖೆ ಬೆಂಗಳೂರು ಅಡಿಯಲ್ಲಿ ಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

6) ರೈಲ್ವೆ ಪರಿಮಿತಿಯಲ್ಲಿ ಬರುವ ಎಲ್ಲಾ ಯೋಜನಾ ಕಾರ್ಯಗಳನ್ನು ರೈಲ್ವೆಯವರು 'ಠೇವಣಿ ಕೆಲಸದಂತೆ' ಕಾರ್ಯಾಚರಣೆ ಗೊಳಿಸುವರು. ಆದರೆ ರೈಲ್ವೆಯು ನಿಗಧಿಪಡಿಸಿದ ತಾಂತ್ರಿಕ ವಿವರಣೆಯನ್ವಯ, ರೇಖುಗಳನ್ನು ಖರೀದಿಸುವ ಜವಾಬ್ದಾರಿ ರಾಜ್ಯ ಸರ್ಕಾರ ವಹಿಸಿಕೊಳ್ಳಬೇಕಿರುತ್ತದೆ.

7) ಯೋಜನೆಯನ್ನು ನಿಗಧಿತ ಎರಡು ವರ್ಷಗಳ (2017-19) ಕಾಲಮಿತಿಯೊಳಗೆ ಪೂರ್ಣಗೊಳಿಸಲು ಆಯುಕ್ತರು, ನಗರ ಭೂ ಸಾರಿಗೆ ನಿರ್ದೇಶನಾಲಯ ರವರು ಅಗತ್ಯ ಕ್ರಮವಹಿಸುವುದು.

8) ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟ ರೈಲ್ವೆ ಹಾಗೂ ಇತರೆ ಇಲಾಖೆಗಳೊಂದಿಗೆ ಒಡಂಬಡಿಕೆ ಮಾಡಿಕೊಳ್ಳಲು ಹಾಗೂ ಇತ್ಯಾದಿ ಅನುಸರಣಾ ಕ್ರಮಗಳನ್ನು ನಗರ ಭೂ ಸಾರಿಗೆ ನಿರ್ದೇಶನಾಲಯ ಕೈಗೊಳ್ಳತಕ್ಕದ್ದು.

9) ಅಗತ್ಯವಿರುವಲ್ಲಿ ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಅಧಿನಿಯಮ-1999 ಮತ್ತು ನಿಯಮಗಳು-2000ನ್ನು ತಪ್ಪದೇ ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸತಕ್ಕದ್ದು.

ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 04.03.2014ರ ಸರ್ಕಾರದ ಆದೇಶದಲ್ಲಿ, ಕಲಬುರಗಿ ಜಿಲ್ಲೆ, ಕಲಬುರಗಿ ತಾಲ್ಲೂಕು, ಕುಸನೂರು ಗ್ರಾಮದ ಸ.ನಂ. 88/1ರಲ್ಲಿ ಪಾಲಿ ಮತ್ತು ಸಂಸ್ಕøತ ಭಾಷೆಗಳ ಸಂಶೋಧನಾ ಕೇಂದ್ರವನ್ನು ಸ್ಥಾಪಿಸಲು ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ, ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ತತ್ವಶಾಸ್ತ್ರದ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರಿಗೆ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ 16-00 ಎಕರೆ ಜಮೀನನ್ನು 30 ವರ್ಷಗಳ ಅವಧಿಗೆ ಪ್ರಚಲಿತ ಮಾರುಕಟ್ಟೆ ಬೆಲೆಯ ಶೇಕಡ 10 ರಷ್ಟು ಗುತ್ತಿಗೆ ಮೊತ್ತ ನಿಗಧಿಪಡಿಸಿ ಹಾಗೂ ನಂತರ ಪ್ರತಿ ಎರಡು ವರ್ಷಗಳಿಗೊಮ್ಮೆ ಸದರಿ ಗುತ್ತಿಗೆ ಮೊತ್ತವನ್ನು ಶೇಕಡ 10ಕ್ಕೆ ಹೆಚ್ಚಿಸುವ ಷರತ್ತಿಗೆ ಒಳಪಟ್ಟು ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಮಂಜೂರು ಮಾಡಲಾಗಿದೆ.

ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 24.02.2016ರ ಸರ್ಕಾರದ ಪತ್ರದಲ್ಲಿ ಸದರಿ ಸ.ನಂ. 88/1ರಲ್ಲಿ ಬಾಕಿ ಉಳಿದಿದ್ದ 3-00 ಎಕರೆ ಜಮೀನನ್ನು ಸಹ ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಆರ್‌ಡಿ 11 ಎಲ್‌ಜಿಜಿ 2013, ದಿನಾಂಕ: 04.03.2014ರ ಆದೇಶದಲ್ಲಿ ವಿಧಿಸಲಾಗಿದ್ದ ಷರತ್ತುಗಳನ್ನೇ ಪ್ರಸ್ತಾಪಿತ ಜಮೀನಿಗೂ ವಿಧಿಸಿ ಸದರಿ ಸಂಸ್ಥೆಗೆ 30 ವರ್ಷಗಳ ಅವಧಿಗೆ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಮಂಜೂರು ಮಾಡಲು ಸರ್ಕಾರದ ಪೂರ್ವಾನುಮೋದನೆಯನ್ನು ನೀಡಲಾಗಿದೆ.

ಮೇಲೆ (3)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 08.03.2016 ಮತ್ತು 23.08.2016ರಂದು ಕಾರ್ಯದರ್ಶಿ, ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರು ಸರ್ಕಾರಕ್ಕೆ ಮನವಿಗಳನ್ನು ಸಲ್ಲಿಸಿ ಪಾಲಿ ಭಾಷೆಗೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ವಿಶೇಷ ಸಂಶೋಧನೆ ಮಾಡುವ ಸಲುವಾಗಿ ಆರಂಭಿಸಿದ ಸಂಸ್ಥೆಯಾಗಿದ್ದು, ಶೈಕ್ಷಣಿಕ ಉದ್ದೇಶವಲ್ಲದೇ ಬೇರಾವುದೇ ಲಾಭದಾಯಕ ಚಟುವಟಿಕೆಗಳನ್ನು ಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ. ಟ್ರಸ್ಟಿನ ಟ್ರಸ್ಟೀಗಳ ಪೈಕಿ ಮೂವರು ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ಪ್ರತಿನಿಧಿಗಳಿದ್ದು, ಇನ್ನುಳಿದ ಮೂವರು ಟ್ರಸ್ಟ್‌ವತಿಯ ಪ್ರತಿನಿಧಿಗಳಾಗಿದ್ದಾರೆ. ಸಂಸ್ಥೆಯ ಚಟುವಟಿಕೆಗಳಿಗೆ ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರಗಳು ಸಹಕರಿಸುತ್ತಿವೆ; ಹೀಗಾಗಿ ದುಭಾರಿ ಗುತ್ತಿಗೆ ಮೊತ್ತವನ್ನು ಸಂಸ್ಥೆ ಭರಿಸುವ ಸ್ಥಿತಿಯಲ್ಲಿಲ್ಲವಾದ್ದರಿಂದ ಪ್ರಸ್ತಾಪಿತ ಜಮೀನನ್ನು 30 ವರ್ಷಗಳ ಗುತ್ತಿಗೆಗೆ ನೀಡುವ ಬದಲಾಗಿ ಉಚಿತವಾಗಿ ಮಂಜೂರು ಮಾಡಲು ಕೋರಿದ್ದಾರೆ.

ಮೇಲೆ (4) ಓದಲಾದ ದಿನಾಂಕ: 09.10.2015 ಮತ್ತು ದಿನಾಂಕ: 18.01.2016ರ ಪತ್ರಗಳಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ, ಕಲಬುರಗಿರವರು ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ ಭಾಷೆ ಸಂಶೋಧನಾ ಸಂಸ್ಥೆಯು ಒಂದು ಸಂಶೋಧನಾ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಯಾಗಿದ್ದು, ಸದರಿ ಉದ್ದೇಶಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಬೇರೆ ಚಟುವಟಿಕೆಗಳನ್ನು ನಡೆಸುತ್ತಿಲ್ಲ. ಆದುದರಿಂದ, ಕುಸನೂರ ಗ್ರಾಮದ ಸ.ನಂ. 88/1ರಲ್ಲಿ 19-00 ಎಕರೆ ಜಮೀನನ್ನು ಕೆಲವು ಷರತ್ತುಗಳಿಗೆ ಒಳಪಟ್ಟು ಈಗಾಗಲೇ 30 ವರ್ಷಗಳ ಅವಧಿಗೆ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ನೀಡಿರುವ ಆದೇಶವನ್ನು ಮಾರ್ಪಡಿಸಿ ಉಚಿತವಾಗಿ ಮಂಜೂರಾತಿ (grant) ಮಾಡಬಹುದಾಗಿದೆ ಎಂದು ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತಾರೆ.

ಸರ್ಕಾರವು ಜಿಲ್ಲಾಧಿಕಾರಿ, ಕಲಬುರಗಿ ಇವರ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಹಾಗೂ ಕಾರ್ಯದರ್ಶಿ, ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರ ಕೋರಿಕೆಯನ್ನು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿ, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಆರ್‌ಡಿ 11 ಎಲ್‌ಜಿಜಿ 2013, ದಿನಾಂಕ: 04.03.2014 ಮತ್ತು ಸರ್ಕಾರದ ಪತ್ರ ಸಂಖ್ಯೆ: ಆರ್‌ಡಿ 33 ಎಲ್‌ಜಿಜಿ 2015, ದಿನಾಂಕ: 24.02.2016ರ ಅನ್ವಯ ಕಲಬುರಗಿ ತಾಲ್ಲೂಕು, ಕುಸನೂರು ಗ್ರಾಮದ ಸ.ನಂ. 88/1ರಲ್ಲಿ ಕ್ರಮವಾಗಿ 16-00 ಎಕರೆ ಮತ್ತು 3-00 ಎಕರೆ ಒಟ್ಟು 19 ಎಕರೆ ಜಮೀನನ್ನು ಪಾಲಿ ಮತ್ತು ಸಂಸ್ಕøತ ಭಾಷೆಗಳ ಸಂಶೋಧನಾ ಕೇಂದ್ರವನ್ನು ಸ್ಥಾಪಿಸಲು ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ, ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ತತ್ವಶಾಸ್ತ್ರದ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರಿಗೆ 30 ವರ್ಷಗಳ ಅವಧಿಗೆ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಮಂಜೂರು ಮಾಡಿರುವುದನ್ನು ಪುನರ್ ಪರಿಶೀಲಿಸಿ ಪ್ರಸ್ತಾಪಿತ ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ ಭಾಷೆ ಸಂಶೋಧನಾ ಸಂಸ್ಥೆಯು ಒಂದು ಸಂಶೋಧನಾ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಯಾಗಿದ್ದು, ಸದರಿ ಉದ್ದೇಶಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಬೇರೆ ಚಟುವಟಿಕೆಗಳನ್ನು ನಡೆಸುತ್ತಿಲ್ಲವಾದ್ದರಿಂದ ಉಚಿತವಾಗಿ ಮಂಜೂರು (grant) ಮಾಡಲು ಸರ್ಕಾರವು ನಿರ್ಧರಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಕಾರಣಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಆರ್‌ಡಿ 11 ಎಲ್‌ಜಿಜಿ 2013, ದಿನಾಂಕ: 04.03.2014 ಮತ್ತು ಸರ್ಕಾರದ ಪತ್ರ ಸಂಖ್ಯೆ: ಆರ್‌ಡಿ 33 ಎಲ್‌ಜಿಜಿ 2015, ದಿನಾಂಕ: 24.02.2016ರ ಅನ್ವಯ ಕಲಬುರಗಿ ತಾಲ್ಲೂಕು, ಕುಸನೂರು ಗ್ರಾಮದ ಸ.ನಂ. 88/1ರಲ್ಲಿ ಕ್ರಮವಾಗಿ 16-00 ಎಕರೆ ಮತ್ತು 3-00 ಎಕರೆ ಒಟ್ಟು 19 ಎಕರೆ ಜಮೀನನ್ನು ಪಾಲಿ ಮತ್ತು ಸಂಸ್ಕøತ ಭಾಷೆಗಳ ಸಂಶೋಧನಾ ಕೇಂದ್ರವನ್ನು ಸ್ಥಾಪಿಸಲು ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ, ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ತತ್ವಶಾಸ್ತ್ರದ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರಿಗೆ 30 ವರ್ಷಗಳ ಅವಧಿಗೆ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಜಮೀನು ಮಂಜೂರು ಮಾಡಿರುವುದನ್ನು ಮಾರ್ಪಡಿಸಿ ಕರ್ನಾಟಕ ಭೂ ಮಂಜೂರಾತಿ ನಿಯಮಗಳು, 1969ರ ನಿಯಮ 27ರನ್ವಯ ಸರ್ಕಾರದ ಪ್ರದತ್ತವಾದ (grant)

ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ನಿಯಮ 22 ಎ ಅನ್ನು ಸಡಿಲಿಸಿ ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲಿ, ಸಂಸ್ಕøತ ಮತ್ತು ತುಲನಾತ್ಮಕ ತತ್ವಶಾಸ್ತ್ರದ ಟ್ರಸ್ಟ್, ಕಲಬುರಗಿ ಇವರಿಗೆ ಉಚಿತವಾಗಿ ಮಂಜೂರು

ಮಾಡಿ ಆದೇಶಿಸಿದೆ.

ಈ ಆದೇಶವು ಕರ್ನಾಟಕ ಸರ್ಕಾರ (ವ್ಯವಹಾರ ನಿರ್ವಹಣೆ) ನಿಯಮಗಳು, 1977ರ ನಿಯಮ 17ರ ಉಪನಿಯಮ(2)ರ ವ್ಯಾಪ್ತಿಯಡಿ ಬರುತ್ತಿದ್ದು, ಅದರನ್ವಯ ಹೊರಡಿಸಲಾಗಿದೆ.
