ರಾಜ್ಯ ಸರ್ಕಾರದ ಮುಖ್ಯ ಆದೇಶಗಳು ಹಾಗೂ ಸುತ್ತೋಲೆ ಮುಂತಾದ ಎಲ್ಲಾ ಇಲಾಖೆಗಳಿಗೂ ಸಂಬಂಧಿಸಿದ ಆದೇಶಗಳು ಕಂದಾಯ ಸಚಿವಾಲಯ ವಿಷಯ : ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿ ನೋಂದಣಿ ಉಪ ಮಹಾಪರಿವೀಕ್ಷಕರ (ವಿಚಕ್ಷಣ ದಳ) ಹುದ್ದೆಯಲ್ಲಿ ಸಲಹೆಗಾರರನ್ನಾಗಿ ನೇಮಿಸುವ ಬಗ್ಗೆ.

ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (1) ದಿನಾಂಕ : 18-10-2011ರ ಆದೇಶದಲ್ಲಿ, ನೋಂದಣಿ ಮಹಾ ಪರಿವೀಕ್ಷಕರು ಹಾಗೂ ಮುದ್ರಾಂಕಗಳ ಆಯುಕ್ತರವರ ಕೋರಿಕೆಯನ್ವಯ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿ ನೋಂದಣಿ ಉಪ ಮಹಾಪರಿವೀಕ್ಷಕರ (ವಿಚಕ್ಷಣ ದಳ) ಹುದ್ದೆಯಲ್ಲಿ ಸಲಹೆಗಾರರನ್ನಾಗಿ ನೇಮಿಸಿದ್ದು, ಮಾಸಿಕ ರೂ. 43,500/- ಗಳ ಸಂಭಾವನೆ ಮೇಲೆ ದಿನಾಂಕ :

11-08-2011 ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಅಂದರೆ ದಿನಾಂಕ : 10-08-2012ರ ಅವಧಿಗೆ ಪ್ರಾಯೋಗಿಕವಾಗಿ ಇವರ ಸೇವೆಯನ್ನು ಪಡೆಯಕೊಳ್ಳಲು ಅನುಮತಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (2) ದಿನಾಂಕ : 24-09-2012ರ ಆದೇಶದಲ್ಲಿ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರ ಸೇವೆಯನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಗೆ ಮತ್ತೊಂದು ವರ್ಷದ ಅವಧಿಗೆ ಅಂದರೆ ದಿನಾಂಕ : 11-08-2012 ರಿಂದ 10-08-2013 ರವರೆಗೆ ಮುಂದುವರೆಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿತ್ತು.

ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (3) ದಿನಾಂಕ : 31-8-2013 ರ ಆದೇಶದಲ್ಲಿ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರ ಸೇವೆಯನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಗೆ ಮತ್ತೊಂದು ವರ್ಷದ ಅವಧಿಗೆ ಅಂದರೆ ದಿನಾಂಕ : 11-08-2013 ರಿಂದ 10-08-2014ರವರೆಗೆ ಮುಂದುವರೆಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿತ್ತು.

ನಂತರ, ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (4) ದಿನಾಂಕ : 5-11-2014ರ ಆದೇಶದಲ್ಲಿ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರ ಸೇವೆಯನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಗೆ ಮತ್ತೊಂದು ವರ್ಷದ ಅವಧಿಗೆ ಅಂದರೆ ದಿನಾಂಕ : 11-08-2014 ರಿಂದ 10-08-2015 ರವರೆಗೆ ಮುಂದುವರೆಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿತ್ತು.

ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (6) ದಿನಾಂಕ : 17-10-2016 ರ ಆದೇಶದಲ್ಲಿ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿನ ಉಪ ನೋಂದಣಿ ಮಹಾಪರಿವೀಕ್ಷಕರ (ವಿಚಕ್ಷಣ ದಳ) ಹುದ್ದೆಯಲ್ಲಿ ಸಲಹೆಗಾರರಾಗಿ ಮಾಸಿಕ ರೂ.80,000/-ಗಳ ಸಂಭಾವನೆ ಮೇಲೆ ದಿನಾಂಕ : 10-8-2016 ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಇವರ ಸೇವೆಯನ್ನು ನೇರವಾಗಿ ಪಡೆದುಕೊಳ್ಳಲು ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಅಧಿನಿಯಮ, 1999ರ ಕಲಂ 4(ಜಿ)ರಡಿ ವಿನಾಯಿತಿ ನೀಡಿ ಆದೇಶಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (7) ದಿನಾಂಕ : 20-06-2017ರ ಪತ್ರದಲ್ಲಿ, ನೋಂದಣಿ ಮಹಾಪರಿವೀಕ್ಷಕರು ಮತ್ತು ಮುದ್ರಾಂಕಗಳ ಆಯುಕ್ತರು, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ : ಕಂಇ 4 ಮುನೋಸೇ(1) 2011 ದಿನಾಂಕ : 18-10-2011ರಲ್ಲಿ, ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ಇವರನ್ನು ಮಾಸಿಕ ರೂ.43,500/-ಗಳ ಸಂಭಾವನೆ ಮೇಲೆ ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿ ಸಲಹೆಗಾರರನ್ನಾಗಿ ದಿನಾಂಕ : 11-08- 2011ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ನೇಮಿಸಲಾಗಿದೆ. ನಂತರ, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ ಕಂಇ 14 ಮುನೋಸೇ(1) 2012 ದಿನಾಂಕ : 24-09-2012 ರಲ್ಲಿ ದಿನಾಂಕ : 11-08-2012 ರಿಂದ 10-08-2013 ರವರೆಗೆ ಮುಂದುವರೆಸಿ ಆದೇಶಿಸಲಾಗಿರುತ್ತದೆ. ತದನಂತರ, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ : ಕಂಇ 28 ಮುನೋಸೇ (1) 2013 ದಿನಾಂಕ : 31-08-2013ರಲ್ಲಿ, ದಿನಾಂಕ : 11-08-2013 ರಿಂದ 10-09-2014 ರವರೆಗೆ, ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ : ಕಂಇ 60 ಮುನೋಸೇ(1) 2014 ದಿನಾಂಕ : 05-11-2014ರಲ್ಲಿ, ದಿನಾಂಕ 10-8-2015ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ : ಕಂಇ 45 ಮುನೋಸೇ (1). 2015 ದಿನಾಂಕ : 21-09-2015ರಲ್ಲಿ, ದಿನಾಂಕ : 10-08-2015ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಮತ್ತು ಸರ್ಕಾರದ ಆದೇಶದ ಸಂಖ್ಯೆ : ಕಂಇ 49 ಮುನೋಸೇ (1) 2016 ದಿನಾಂಕ : 17-10-2016ರಲ್ಲಿ ದಿನಾಂಕ : 10-08-2016ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಸದರಿ ಅಧಿಕಾರಿಗಳ ಸೇವೆಯನ್ನು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆ ಕೋರಿಕೆಯ ಮೇರೆಗೆ ಮುಂದುವರೆಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿರುತ್ತದೆ.

ಸದರಿ ಅಧಿಕಾರಿಗಳು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿ, ನೋಂದಣಿಗೆ ಐಚ್ಛಿಕವಾಗಿರುವ ದಸ್ತಾವೇಜುಗಳಿಗೆ ಮುದ್ರಾಂಕ ಶುಲ್ಕ ಆಕರಣೆ ಮಾಡುವ ಸಂಬಂಧ ಸಲಹೆಗಾರರಾಗಿ ಸೇವೆ ಸಲ್ಲಿಸುತ್ತಿದ್ದು, ಈ ಬಗ್ಗೆ ಸಾಕಷ್ಟು ಕೆಲಸ ಮಾಡಿರುತ್ತಾರೆ. ಇವರ ಸೇವೆಯಿಂದಾಗಿ ರಾಜಸ್ವ ಸಂಗ್ರಹಣೆಯ ಪ್ರಮಾಣದಲ್ಲಿ ಗಣನೀಯವಾಗಿ ಹೆಚ್ಚಳವಾಗಿದ್ದು, ನೋಂದಣಿಗೆ ಐಚ್ಛಿಕವಾಗಿರುವ ದಸ್ತಾವೇಜುಗಳಿಂದ 2016-17ನೇ ಸಾಲಿನಲ್ಲಿ, ರೂ.1014.33 ಕೋಟಿಯಷ್ಟು ರಾಜಸ್ವ ಸಂಗ್ರಹಣೆಯಾಗಿರುತ್ತದೆ. ಚಿಟ್ ಕರಾರು, ಎಲ್.ಎಲ್.ಪಿ (Limited Liability Partnership) ಅನುಚ್ಛೇದಗಳನ್ನು ಕರ್ನಾಟಕ ಮುದ್ರಾಂಕ ಕಾಯ್ದೆ 1957ರಲ್ಲಿ ಅಳವಡಿಸುವ ಮೂಲಕ ಸರ್ಕಾರಕ್ಕೆ ಹೆಚ್ಚುವರಿ ಆದಾಯ ತಂದು ಕೂಡುವಲ್ಲಿ ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ ರವರು ಮಹತ್ವದ ಪಾತ್ರ ವಹಿಸಿರುತ್ತಾರೆ.

ಶ್ರೀ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಐ.ಎ.ಎಸ್. (ನಿವೃತ್ತ) ರವರು ಇಲಾಖೆಗೆ ಸಲಹೆಗಾರರಾಗಿ ಸೇವೆಗೆ ಸೇರಿದ 11-08-2011ನೇ ದಿನಾಂಕದಿಂದ 2016-17ನೇ ಸಾಲಿನವರೆಗೆ ಇಲಾಖೆಯಲ್ಲಿ ಸಂಗ್ರಹಿಸಲ್ಪಟ್ಟ ಕಡ್ಡಾಯ ನೋಂದಣಿಯೇತರ ದಸ್ತಾವೇಜುಗಳ ಮೇಲಿನ ರಾಜಸ್ವದ ಮಾಹಿತಿ ಈ ಕೆಳಗಿನಂತಿರುತ್ತದೆ :-

1) 2011-12 - 403.74 ಕೋಟಿ ರೂ.ಗಳು 2) 2012-13 - 468.86 ಕೋಟಿ ರೂ.ಗಳು 3) 2013-14 - 528.00 ಕೋಟಿ ರೂ.ಗಳು 4) 2014-15 - 670.08 ಕೋಟಿ ರೂ.ಗಳು 5) 2015-16 - 856.91 ಕೋಟಿ ರೂ.ಗಳು 6) 2016-17 - 1014.33 ಕೋಟಿ ರೂ.ಗಳು

2017-18 ನೇ ಸಾಲಿನಲ್ಲಿ ಐಚ್ಛಿಕ ದಸ್ತಾವೇಜುಗಳಿಂದ ರೂ.1321.91 ಕೋಟಿಯಷ್ಟು ರಾಜಸ್ವ ಸಂಗ್ರಹಣೆ ಗುರಿಯನ್ನು ಸಾಧಿಸಲು ಇವರ ಸೇವೆ ಅವಶ್ಯವಿರುವುದರಿಂದ, ಸದರಿ ಅಧಿಕಾರಿಯವರ ಹಾಲಿ ಇರುವ ಗುತ್ತಿಗೆ ಅವಧಿಯು ದಿನಾಂಕ : 10-08-2017ಕ್ಕೆ ಕೊನೆಗೊಳ್ಳುತ್ತಿದ್ದು, ಸರ್ಕಾರದ ರಾಜಸ್ವ ಸಂಗ್ರಹಣೆಯ ಹಿತದೃಷ್ಟಿಯಿಂದ ಶ್ರೀಯುತ ಕೆ.ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ) ರವರ ಸೇವೆಯನ್ನು ಮತ್ತೊಂದು ವರ್ಷದ ಅವಧಿಗೆ ಮುಂದುವರೆಸಲು ನೋಂದಣಿ ಮಹಾಪರಿವೀಕ್ಷಕರು ಹಾಗೂ ಮುದ್ರಾಂಕಗಳ ಆಯುಕ್ತರವರು ಕೋರಿ ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿರುತ್ತಾರೆ.

ನೋಂದಣಿ ಮಹಾಪರಿವೀಕ್ಷಕರು ಮತ್ತು ಮುದ್ರಾಂಕಗಳ ಆಯುಕ್ತರವರ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಪರಿಶೀಲಿಸಿ, ಮೇಲೆ ಓದಲಾದ ಕ್ರಮ ಸಂಖ್ಯೆ : (8) ದಿನಾಂಕ : 06-10-2017ರ ಅಧಿಸೂಚನೆಯಲ್ಲಿ, ಆರ್ಥಿಕ ಇಲಾಖೆಯು ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆಯಲ್ಲಿನ ಉಪ ನೋಂದಣಿ ಮಹಾ ಪರಿವೀಕ್ಷಕರ (ವಿಚಕ್ಷಣ ದಳ) ಹುದ್ದೆಯಲ್ಲಿ ಶ್ರೀ ಕೆ. ರಾಮಣ್ಣ ನಾಯ್ಕ, ಭಾ.ಆ.ಸೇ (ನಿವೃತ್ತ)ಇವರ ಸೇವೆಯನ್ನು ಮಾಸಿಕ ರೂ. 80,000/-ಗಳ ಸಮಾಲೋಚನಾ ಶುಲ್ಕದಲ್ಲಿ ದಿನಾಂಕ : 11-08-2017ರಿಂದ ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ಸಮಾಲೋಚಕರನ್ನಾಗಿ ಪಡೆಯಲು ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣೆಗಳಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಅಧಿನಿಯಮ, 1999ರ ಕಲಂ 4(ಜಿ)ರಡಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರ ಚಲಾಯಿಸಿ, ಕಂದಾಯ ಇಲಾಖೆಗೆ ಪಾರದರ್ಶಕತೆ ಕಾಯ್ದೆಯಿಂದ ನೀಡಲಾಗಿದ್ದ ವಿನಾಯಿತಿ ನೀಡಿ ಆದೇಶಿಸಿದೆ ಹಾಗೂ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಸೇವೆಯನ್ನು ಸಮಂಜಸ ದರದಲ್ಲಿ ಸಂಗ್ರಹಿಸುವುದನ್ನು ಕಂದಾಯ ಇಲಾಖೆಯು ದೃಡಪಡಿಸಿಕೊಳ್ಳುವುದು ಎಂದು ಸೂಚಿಸಿದೆ. ಅದರಂತೆ, ಕೆಳಕಂಡ ಆದೇಶ.

ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಅನುಕಂಪದ ಆಧಾರದ ಮೇಲೆ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1996 ರನ್ವಯ ಸರ್ಕಾರಿ ನೌಕರರು ಸೇವೆಯಲ್ಲಿರುವಾಗಲೇ ಮೃತಪಟ್ಟಲ್ಲಿ ಅವರ ಅವಲಂಬಿತರಲ್ಲಿ ಅರ್ಹರಾದ ಒಬ್ಬರಿಗೆ, ನಿಯಮಗಳಲ್ಲಿ ನಿಗಧಿಪಡಿಸಿರುವ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳನ್ನು ಪೂರೈಸಿದಲ್ಲಿ ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿಯನ್ನು ನೀಡಬಹುದಾಗಿದೆ. ಈ ನಿಯಮಗಳ ನಿಯಮ 4ರಲ್ಲಿ ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿಗೆ ಷರತ್ತುಗಳನ್ನು ವಿಧಿಸಲಾಗಿದೆ. ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿಯನ್ನು ಸರ್ಕಾರವು ಕಾಲಕಾಲಕ್ಕೆ ನಿಗಧಿಪಡಿಸಬಹುದಾದಂಥ ಹುದ್ದೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಸಹಾಯಕ ವೃಂದದ ವೇತನ ಶ್ರೇಣಿಯನ್ನು ಮೀರದ ಗರಿಷ್ಠ ಗ್ರೂಪ್ 'ಸಿ' ಹುದ್ದೆ, ಕನಿಷ್ಠ ಗ್ರೂಪ್ 'ಡಿ' ಹುದ್ದೆಗೆ ಅರ್ಜಿದಾರರ ವಿದ್ಯಾರ್ಹತೆಗನುಸಾರವಾಗಿ ಮಾಡಬಹುದಾಗಿದೆ. ಅದರಂತೆ, ಗ್ರೂಪ್ 'ಡಿ' ಹುದ್ದೆಗೆ ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ. ವಿದ್ಯಾರ್ಹತೆಯನ್ನು ನಿಗಧಿಪಡಿಸಲಾಗಿದೆ. ಗ್ರೂಪ್ 'ಸಿ' ವೃಂದದ ದ್ವೀತಿಯ ದರ್ಜೆ ಸಹಾಯಕ/ಕಿರಿಯ ಸಹಾಯಕರ ಹುದ್ದೆಗೆ ಪದವಿ ಪೂರ್ವ ಅಥವಾ ತತ್ಸಮಾನ ವಿದ್ಯಾರ್ಹತೆಯನ್ನು, ಸಹಾಯಕ/ಪ್ರಥಮ ದರ್ಜೆ ಸಹಾಯಕರ ಹುದ್ದೆಗೆ ಪದವಿ ಅಥವಾ ತತ್ಸಮಾನ ವಿದ್ಯಾರ್ಹತೆಯನ್ನು ನಿಗಧಿಪಡಿಸಲಾಗಿದೆ. ಆದರೆ, ಗ್ರೂಪ್ 'ಡಿ' ಹುದ್ದೆಗೆ ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ. ವಿದ್ಯಾರ್ಹತೆಯನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿದ್ದರೂ ಸಹ, 1996ರ ನಿಯಮಗಳ ನಿಯಮ 4(3)ರ ಪರಂತುಕದನ್ವಯ ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿಗೆ ಪರಿಗಣಿಸುವಲ್ಲಿ ಮಾತ್ರ ಗ್ರೂಪ್ 'ಡಿ' ಹುದ್ದೆಯ ನೇಮಕಾತಿಯ ವಿದ್ಯಾರ್ಹತೆಗೆ ವಿನಾಯಿತಿಯನ್ನು ನೀಡಲಾಗಿದೆ.

ಸರ್ಕಾರದ ಇಲಾಖೆಗಳಲ್ಲಿ ಅನುಕಂಪದ ಆಧಾರದ ಮೇಲೆ ನೇಮಕಾತಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಪ್ರಸ್ತುತ ಹಲವು ಪ್ರಕರಣಗಳಲ್ಲಿ ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿ ಕೋರಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವ ಅರ್ಜಿದಾರರು ಉನ್ನತ ವಿದ್ಯಾರ್ಹತೆಯನ್ನು ಹೊಂದಿದ್ದರೂ ಅಥವಾ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ನಿಗದಿಪಡಿಸಿರುವ ಒಂದು ವರ್ಷದ ಅವಧಿಯೊಳಗೆ ನಿಗದಿತ ವಿದ್ಯಾರ್ಹತೆ ಪಡೆದಿದ್ದರೂ ಸಹ ಗ್ರೂಪ್ 'ಸಿ' ವೃಂದದ ಹುದ್ದೆಗೆ ನೇಮಕಾತಿ ನೀಡದೇ ಗ್ರೂಪ್ 'ಡಿ' ವೃಂದದ ಹುದ್ದೆಗೆ ನೇಮಕಾತಿ ನೀಡಿ ಆದೇಶ ಹೊರಡಿಸಿರುವ ಕೆಲವು ಪ್ರಕರಣಗಳು ಸರ್ಕಾರದ ಗಮನಕ್ಕೆ ಬಂದಿರುತ್ತದೆ.

ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿ ನೀಡುವ ಸಂದರ್ಭದಲ್ಲಿ ಅನುಕಂಪದ ಆಧಾರದ ಮೇಲೆ ನೇಮಕಾತಿ ಕೋರಿ ಸಲ್ಲಿಸಿರುವ ಅರ್ಜಿದಾರರ ಅರ್ಜಿಯನ್ನು ಪರಿಗಣಿಸುವಲ್ಲಿ ಮೇಲೆ ತಿಳಿಸಿರುವಂತೆ ಅವರುಗಳು ಹೊಂದಿರುವ ವಿದ್ಯಾರ್ಹತೆಗೆ ಅನುಸಾರವಾಗಿಯೇ ಗ್ರೂಪ್ 'ಸಿ' ಅಥವಾ ಗ್ರೂಪ್ 'ಡಿ' ಹುದ್ದೆಗೆ ನೇಮಕಾತಿ ಆದೇಶ ಹೊರಡಿಸಬೇಕಾಗುತ್ತದೆ.

ಅನುಕಂಪದ ಆಧಾರದ ನೇಮಕಾತಿಯನ್ನು ಮಾಡುವ ಎಲ್ಲಾ ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರಗಳು ಈ ಅಂಶವನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ.

ಪ್ರಸ್ತಾವನೆ :

2016-17ನೇ ಸಾಲಿನ ಆಯವ್ಯಯ ಭಾಷಣದಲ್ಲಿ CDAC ಸಂಸ್ಥೆಯು ಅಭಿವೃದ್ದಿಗೊಳಿಸಿದ ಭಾಷಾಂತರ ಮತ್ತು ಭಾಷಾ ಅಭಿವೃಕ್ತತೆಯ ತಂತ್ರಾಂಶದ ಪ್ರಯೋಗವನ್ನು ಕೈಗೊಂಡು ಅದನ್ನು ಆಡಳಿತದಲ್ಲಿ ಅಳವಡಿಸಿಕೊಳ್ಳಲು ಘೋಷಿಸಲಾಗಿದೆ. ಈಗಾಗಲೇ CDAC ಸಂಸ್ಥೆಯು ಇಂಗ್ಲೀಷ್ ಭಾಷೆಯಿಂದ ಹಿಂದಿಗೆ ಮತ್ತು ಹಿಂದಿಯಿಂದ ಇಂಗ್ಲೀಷ್‌ಗೆ ಭಾಷಾಂತರ ಮತ್ತು ಭಾಷಾ ಅಭಿವೃಕ್ತತೆಯ ತಂತ್ರಾಂಶವನ್ನು ಅಭಿವೃದ್ದಿಗೊಳಿಸಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಪೂನಾ ದ CDAC ಸಂಸ್ಥೆಯು ಇಂಗ್ಲೀಷ್ ಭಾಷೆಯಿಂದ ಕನ್ನಡಕ್ಕೆ ಮತ್ತು ಕನ್ನಡದಿಂದ ಇಂಗ್ಲೀಷ್‌ಗೆ ಭಾಷಾಂತರ ಮಾಡುವ ತಂತ್ರಾಂಶದ ಬಗ್ಗೆ ಒಂದು ಪ್ರಸ್ತಾವನೆಯು ಇ- ಆಡಳಿತ ಇಲಾಖೆಯು ಪಡೆದಿದೆ.

ಈ ಒಂದು ಪ್ರಯೋಗ ಯಶಸ್ವಿಯಾದಲ್ಲಿ (ವಿದ್ಯುನ್ಮಾನ ವೇದಿಕೆಯ ಮುಖಾಂತರ ತಕ್ಷಣದಲ್ಲಿ ಭಾಷಾಂತರ) ರಾಜ್ಯ ಸರ್ಕಾರವು ಒಟ್ಟಾರೆ ಪ್ರಯೋಜನ ಪಡೆಯಲಿದ್ದು, ಭಾಷಾಂತರ ಇಲಾಖೆಗೆ ಹೆಚ್ಚಿನ ಪ್ರಯೋಜನವಾಗಲಿದೆ. ಆದ್ದರಿಂದ, ಈ ಯೋಜನೆಯ ಅನುಷ್ಟಾನದಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರದ ಭಾಷಾಂತರ೧೩೨೦ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಡಿಸೆಂಬರ್ ೧೪, ೨೦೧೭ ಭಾಗ ೧ ಇಲಾಖೆಯ ಸಹಭಾಗಿತ್ವವನ್ನು ಪಡೆಯಲು ಭಾಷಾಂತರ ಇಲಾಖೆಯ ನಿರ್ದೇಶಕರನ್ನು ಇ-ಆಡಳಿತ ಕೇಂದ್ರವು ರಚಿಸಲಿರುವ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿಗೆ ಸದಸ್ಯರನ್ನಾಗಿ ಮಾಡಲು ಮತ್ತು ಸದರಿಯವರ ವಿವರಗಳನ್ನು ಕೋರಲಾಗಿದೆ.

Preamble :

M/s TVS Motor Company Ltd., has proposed to establish "Two Wheelers manufacturing unit", with an investment of `. 1,110.00 crore including investments from ancillary units, generating employment to about 800 persons in existing land at Bythahalli Village, Kadakola Post, Mysuru District.

The proposal was examined and approved in the 48th State High Level Clearance Committee (SHLCC) Meeting held on 31.08.2017.

Government has examined the recommendations made by the State High Level Clearance Committee in all aspects.

Hence, the following order.

GOVERNMENT ORDER No. CI 211 SPI 2017, BENGALURU, DATED 07.10.2017

Government is pleased to accord in-principle approval to the investment proposal of M/s TVS Motor Company Ltd. to establish "Two Wheelers manufacturing unit", with an investment of `. 1,110.00 crore including investments from ancillary units, in existing land at Bythahalli Village, Kadakola Post, Mysuru District, generating employment to about 800 persons with the following

Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental clearance from MoEF, Govt. of India or the Dept of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.

2. Employment: The Company shall comply with the provisions of Industrial Policy of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people.

A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act, 2013. A copy of such projects shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

a. The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable.

b. The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of India.

c. As part of "Ease of Doing Business" Government vide order No. CI 89 SPI 2013, Dated: 20.12.2014 has accorded approval to operationalise e-Udyami Phase II for obtaining various clearances/ approvals / licenses etc. through common e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f. 01.01.2015.

d. The approvals / NOCs of following Departments have been covered under Phase II of e-Udyami.

i. Karnataka Industrial Areas Development Board.

ii. Karnataka Small Scale Industries Development Corporation.

iii. Karnataka State Pollution Control Board.

iv. Factories, Boilers, Industrial Safety and Health Department

v. Industries and Commerce Department

vi. Town Planning Department and Local Planning Authorities

vii. Municipal Administration Department

viii. BESCOM/GESCOM/HESCOM/CESCOM/MESCOM

ix. Karnataka State Fire and Emergency Services Department

x. Water Resources Department

e. The login and passwords which are used for filing application through e-Udyami Phase I are also applicable for filing application through e-Udyami Phase II. E-Udyami Phase II web application may be accessed through www.ebizkarnataka.gov.in and online application along with necessary documents may please be filed for any of above Departments' approval / NOCs.

f. Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of your project. You are requested to inform the progress made in the implementation of the project every quarter in the proforma.

This approval is valid for a period of two years from the date of issue of this Government Order.

M/s IKEA India Pvt Ltd. has proposed to establish "Single Brand Retail – Home Furnishing Store", with an investment of `. 810.00 crore, generating employment to about 1050, at Nagasandara Village, Yeshwantpur Hobli, Bengaluru North Taluk, Bengaluru Urban District.

The proposal of the company has been placed before the 42nd LAC meeting held on 24.08.2017. The decision of the LAC is as follows:

The committee after detailed discussions , resolved to recommend to SHLCC for approval of the project of M/s IKEA India Pvt. Ltd. to set up a unit for "Single Brand Retail- Home Furnishing Store" in 10 acres 11 guntas of leased land of BMRCL at Nagasandra Village, Yeshwanthapur Hobli, Bengaluru North Taluk, Bengaluru Urban District.

The proposal was examined and approved in the 48th State High Level Clearance Committee (SHLCC) Meeting held on 31.08.2017.

Government has examined the recommendations made by the State High Level Clearance Committee in all aspects.

Hence the following order.

Government is pleased to accord in-principle approval to the investment proposal of M/s IKEA India Pvt. Ltd., to establish "Single Brand Retail – Home Furnishing Store", with an investment of `. 810.00 crore at Nagasandara Village, Yeshwantpur Hobli, Bengaluru North Taluk, Bengaluru Urban District, generating employment to about 1050 persons with the following infrastructure

1. Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental clearance from MoEF, Govt. of India or the Dept of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.

2. Employment: The Company shall comply with the provisions of applicable Policy of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people.

A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development& Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

5. Others:

a. The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable.

b. The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of India.

c. As part of "Ease of Doing Business" Government vide order No. CI 89 SPI 2013, Dated: 20.12.2014 has accorded approval to operationalise e-Udyami Phase II for obtaining various clearances/ approvals / licenses etc. through common e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f. 01.01.2015.

d. The approvals / NOCs of following Departments have been covered under Phase II of e-Udyami.

The project proposal of M/s Volvo India Private Ltd., to establish a "Commercial Vehicles (Trucks & Buses) manufacturing unit" with an investment of `. 974.00 crore in 90 acres of land to be acquired and allotted through KIADB as SUC (80% consent) or to be purchased u/s 109 of KLR Act at various Sy. Nos. of Sonnenayakanahalli, Manchappanahalli in Malur Taluk, Kolar District, was approved in the 33rd State High Level Clearance Committee (SHLCC) meeting held on 19.11.2013 and the Government Order dated 03.01.2014 was issued read at (2) above.

The request of the company for extension of time to implement the project and inclusion/ exclusion of certain Sy. Nos. was discussed and approved in the 43rd SHLCC meeting held on 01.02.2016. Accordingly Government Order was issued read at (4) above.

Further, the request of the company for approval to implement the project in two phases was approved in the 46th SHLCC meeting held on 10.02.2017. Accordingly Government Order was issued read at (6) above.

Now, the company vide letter dated 02.05.2017 has informed that the following corrections have to be incorporated for the above said Government Order dated on 13.03.2017.

Preamble:

The project proposal of M/s Jaykay Cement Ltd. to establish 2 MTPA Cement manufacturing plant at Muddapura (Metagud) Mudhola Taluk, Bagalkote District with an investment of `.300.00 crore was approved in State High Level Clearance Committee and Government Order read at (1) above was issued.

The revised investment proposal of the company for enhancing the plant capacity from 2 MTPA to 2.5 MTPA with 25/30 MW coal based thermal plant and split grinding unit with an total revised investment of `. 750.00 crore was approved in State High Level Clearance Committee meeting held on 28.08.2006 and Government Order read at (2) above was issued.

Further, the proposal for enhancing the plant capacity from 2.5 MTPA to 3 MTPA, change of name of the company from M/s. Jaykay cement Ltd. to M/s J.K. Cement Works and purchase of 707 acres 14 guntas of additional land for the project, out of which 307 acres of land for mining at Muddapur, Halki, Metagud (for which company is having mining lease) was approved in 20th meeting of State High Level Clearance Committee held on 05.01.2010 and Government Order read at (4) above was issued. The company has informed that they have invested `. 1300.00 crore and have implemented 3 MTPA Cement manufacturing plant and the plant is in operation from September 2012.

Further, the company vide their online application dated 18.01.2014 had submitted that due to non availability of sufficient lime stone from the captive mines they are compelled to purchase additional lime stone from M/s Mysuru Minerals Ltd. from 2nd January 2011 onwards. To avoid the purchase of limestone from MML, the company plans to acquire more land adjacent to the existing land and in order to leave 33% greenery & safety zone around 7.5 Mtrs surrounding the ML area and to establish railway line siding from Bagalakote – Kudachai Railway line. The need to set up 33% Green Field boundary is as stipulated by KSPCB and Ministry of Environmental Forests while conveying the sanction for consent to establish for setting-up of the project. The extra land will enable them to utilize the existing land more efficiently.

The above request was placed before 37th meeting of SHLCC held on 27.03.2015 and approval was accorded to purchase additional 688 acres of land u/s 109 of KLR Act in Muddapur, Halki, Metagud Village of Mudhola Taluk, Bagalakote District, to establish Greenfield boundary, with an advise to use the existing land for production purpose more efficiently. Accordingly Government Order read at (5) above was issued.

Now, the company vide its letter dated 01.08.2017, has informed that after approval they have negotiated with the land owners for purchase of 688 acres of land and entered into sale agreements and submitted the same to Deputy Commissioner, Bagalkot seeking permission u/s 109 of KLR Act and the same is under process. Hence, the company has requested to grant extension of time by 3 years to implement the project.

The proposal of the company was examined in the 48th State High Level Clearance Committee (SHLCC) Meeting held on 31.08.2017.

Government has examined the recommendations made by the State High Level Clearance Committee (SHLCC) in all aspects.

Preamble:

M/s Sunvik Steels Pvt Ltd. was established in 2003 in 49.5 acres of land at Sy. No. 59 to 72 Jodidevarahalli, Sira Taluk, Tumakuru District. Subsequently, their expansion proposal for manufacture of "Thermo Mechanically Treated Bars of Sizes 8 MM to 32 MM, Sponge Iron Pellets, MS Billets, Pig Iron, High Grade Sponge Iron, Iron Ore Pellets, Fly-ash Blocks along with a Captive Plant" in 48 acres of additional land at Sy. No. 59 to 72 in Jodidevarahalli, Sira Taluk, Tumakuru District to be acquired u/s 109 of KLR Act with an investment of `.550.00 crore was approved in 37th SHLCC meeting held on 27.03.2015. Accordingly, Government Order No. CI 119 SPI 2015, dated 06.05.2015 was issued.

The Company vide letter dated 21.08.2017 has informed that they have taken following steps for implementation of the project:

1. Applied for obtaining Environmental Clearance from Ministry of Environment, Forests & Climate change, New Delhi and the TOR letter for the same was issued by Ministry of Environment & Forest vide F.N.J-11011/959/2008-IA.II (I) dated 27.05.2016.

2. Submitted draft EIA report to the Member Secretary, Karnataka State Pollution Control Board, Bengaluru on 13.02.2017 for conducting public hearing as per the TOR. The project is on hold due to the Environment Clearance be obtained from Ministry of Environment & Forest.

3. Applied for issue of NOC from Karnataka Ground Water Authority, Bengaluru on 07.01.2016.

4. Negotiated with the land owners of Sy. No. 56, 57 and 33P & P4 entered into an agreement for 8 acres of land.

5. Negotiation with the adjacent land owners for purchase of remaining 40 acres of land is under process.

The company in the said letter has informed that in the Government Order dated 06.05.2015 the Sy. Nos. are mentioned as Sy. No.59 to 72 of Jodidevarahalli, Sira Taluk, Tumakuru District instead of various Sy. Nos of Jodidevarahalli, Sira Taluk, Tumakuru District where their existing plant is running from 2003. Due to this, they are unable to submit the proposal for the purchase of additional land u/s 109 of KLR Act. Hence, the company has requested to change the Sy. No from 59 to 72 of Jodidevarahalli to various Sy. Nos.

of Jodidevarahalli, Sira Taluk, Tumakuru District and to issue the amended Government Order.The Company has also requested for extension of time by 3 years to implement the project. The company has entered into sale agreement with land owners of Sy. No. 56, 57 and 33P & P4 of Jodidevarahalli, Sira Taluk, Tumakuru District and also is negotiating with the adjacent land owners.

The company has requested approval for the following:

Preamble :

The proposal of M/s Lafarge India Pvt. Ltd. to establish "3 MTPA Cement plant and 43 MW Thermal Power plant" at Ravur Village, Chittapura Taluk, Kalaburagi District with an investment of `.1500.00 crore was approved in the 20th SHLCC meeting held on 05.01.2010. It was approved to purchase an extent of 601 acres 5 guntas of land for plant area u/s 109 of KLR Act and the land required for limestone mining area will be decided by the Government depending on lime stone quality. Accordingly, Government Order was issued vide No. CI 29 SPI 2010, dated 15.02.2010.

Further, in the Government Order 07.05.2010 permission was accorded to purchase 1968 acres of land for mining purpose (as per Mining Lease No. 2588) u/s 109 of KLR Act. In total, it was approved for purchase of 2569 acres of land for the project.

Revenue Department vide their Notification dated 30.08.2011 had accorded permission to purchase 849 acres 11 guntas of land u/s 109 of KLR Act.

In the 29th SHLCC meeting held on 06.09.2012, the committee noted that the company had already purchased/registered 523 acres of land and resolved that KIADB to acquire and allot balance 2046 acres of land, with a condition to furnish 70% of consent from land owners, and also accorded further 2 years extension of time to implement the project. Accordingly Government Order dated 03.11.2012 was issued.

Further, Government Order dated 28.12.2012 was issued according approval for acquisition of balance land of 2046 acres in 2 phases i.e. 600 acres in 1st phase and 1446 acres in 2nd phase through KIADB acquisition.

Another, Government Order dated 23.06.2015 was issued according further 3 years extension of time to implement the project.

Now, the company vide their letter dated 27.07.2017 has informed that they have taken following steps for implementing the project:

1. Revenue Department vide their notification dated 30.08.2011 has accorded permission to purchase 849 acres 11 guntas of land u/s 109 of KLR Act. Out of this, 706 acres of land has been purchased.

2. KIADB has acquired and allotted 134 acres of land and Possession Certificate has been issued on 15.02.2017.

3. Land acquisition for plant area is completed and acquisition of land for mining area is in progress.

4. Mining Lease (ML No. 2588) has been issued for an extent of 1968 acres of land which was transferred from M/s Raymond Ltd. out of this, acquisition of 324 acres of land has been completed. In the remaining 1644 acres, the company has executed agreement with land owners.

5. Mining Plan of the company approved by Indian Bureau of Mines (IBM) on 30.03.2016.

6. 106 (2) (b) permission for Mines from Director General of Mines Safety (DGMS) is issued on 19.09.2016 to deploy heavy machinery for mining operations.

7. Intimated to Department of Mines & Geology on 04.10.2016 about the opening of Chittapur Lime stone Mines - Mining Lease No. 2588 along with Form –C MCDR 1988.

8. Completed construction of 0.6 KMs approach road connecting mines to main road. Temporary Mines office has been established & tree plantation has been started in pre-defined areas as per IBM approved mining plan.

9. Approval of Railway sidings – DPR and ESP (Engineering Scale Plan) for the plant issued on 13.03.2015 from Ministry of Railways, Govt. of India.

11. Consent for Establishment for Mines (CFE) from Karnataka State Pollution Control Board issued on 29.01.2016.

12. Consent for Operation (CFO) for Mines from Karnataka State Pollution Control Board is issued on dated 04.07.2017.

13. 33 KV temporary power connection approval for construction purpose has been issued on 25.02.2014 from GESCOM, Kalaburagi.

14. The company has obtained certificate of incorporation pursuant to change of name on 10.3.2017 from M/s Lafarge India Ltd to M/s Nuvoco Vistas Corporation Ltd. from Registrar of Companies, Mumbai.

15. As per MoU & AoA of M/s Nuvoco Vistas Corporation Ltd., the main objective of M/s Nuvoco Vistas Corporation Ltd. is to acquire and hold controlling and other interests and operate any company in India engaged in any business of Cement, ready mix concrete and aggregates and etc. Accordingly, the company has acquired the business of M/s Lafarge India Ltd.

AAACL4159L and it remains the same for M/s Nuvoco Vistas Corporation Ltd.

Request of the company:

Sub : Amendment to the earlier approved project proposal of M/s JSW Paints Ltd. - reg.

Read : 1) Proceedings of the 45th State High Level Clearance Committee (SHLCC) meeting held on 28.09.2016.

2) Government Order No. CI 270 SPI 2016, dated 20.10.2016.

3) Proceedings of the 48th State High Level Clearance Committee (SHLCC) meeting held on 31.08.2017.

Preamble :

The project proposal of M/s JSW Paints Ltd., to establish a unit for manufacture of "Paints" with an investment of `. 600.00 crore in 67.00 acres of leased land at Sy. No.503, 504, 505,506, 514, 5015 (old), 83 (old), 416, 417, 513, 12, 15, 16, 17, 18, 19, 25 of Toranagallu and Musenayakanahalli Village, Sandur Taluk, Ballari District and generating employment to about 600 persons was approved in 45th SHLCC meeting held on 28.09.2016. Accordingly Government Order was issued vide No.CI 270 SPI 2016, dated 20.10.2016.

Now, the company vide letter dated 21.06.2017 has submitted that during uploading of the online application, information about the survey number 20 of the village where the project is proposed to be established has been inadvertently missed out and hence, has requested to include survey number 20 of Musenayakanahalli Village, Sandur Taluk, Ballari District. The company has further informed that there will be no change in the extent of the land.

The proposal was examined in the 48th State High Level Clearance Committee (SHLCC) Meeting held on 31.08.2017. The proposal of the company was discussed and approved.

Government has examined the recommendations made by the State High Level Clearance Committee (SHLCC) in all aspects.

Hence the following order.

GOVERNMENT ORDER No. CI 270 SPI 2016, BENGALURU, DATED 07.10.2017

Government is pleased to accord approval to include Sy. No.20 of Musenayakanahalli Village, Sandur Taluk, Ballari District, along with other survey numbers approved for the project, without any change in the extent of land already approved for the project proposal of M/s JSW Paints Ltd.

All other terms and conditions indicated in the Government Order dated 20.10.2016 read at (2) above, remain unaltered.
