ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗದ ನಿರ್ದೇಶನದಂತೆ, ಸರ್ಕಾರಿ ಸೇವೆಗೆ ನೇಮಕಾತಿ ಹೊಂದಲು ಯಾವುದೇ ಅನರ್ಹತೆ ಹೊಂದಿಲ್ಲದೇ ಇರುವ ಬಗ್ಗೆ ಪೋಲೀಸ್ ಪರಿಶೀಲನಾ ವರದಿ ಹಾಗೂ ಮೀಸಲಾತಿ ಅಡಿಯಲ್ಲಿ ಆಯ್ಕೆಗೊಂಡು ನೇಮಕಾತಿ ಹೊಂದಿರುವ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಬಂಧಪಟ್ಟ ಪ್ರಾಧಿಕಾರದಿಂದ ಸಿಂಧುತ್ವ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಪಡೆಯಲಾಗಿದೆ.
ಒಂದು ವೇಳೆ ಪೊಲೀಸ್ ವರದಿಯ ವ್ಯಾಪ್ತಿ ಮೀರಿ ಅನರ್ಹತೆ ಹೊಂದಿದ್ದಲ್ಲಿ ಅಥವಾ ಮೀಸಲಾತಿ ಪಡೆದಿರುವುದು ಅಕ್ರಮವೆಂದು ಸಾಬೀತಾದಲ್ಲಿ ಅಂತಹ ಅಭ್ಯರ್ಥಿಯ ನೇಮಕಾತಿಯು ತಕ್ಷಣವೇ ರದ್ದುಗೊಳ್ಳುತ್ತದೆ ಹಾಗೂ ಅವರ ಮೇಲೆ ಕಾಯ್ದೆ ಮತ್ತು ನಿಯಮಾವಳಿಗಳ ಪ್ರಕಾರ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

ಅನುಬಂಧ
ನೇರನೇಮಕಾತಿ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳು
1. ಮೇಲಿನ ಅಭ್ಯರ್ಥಿಗಳು ಈ ಆದೇಶವು ತಲುಪಿಸಿದ 15 ದಿನಗಳೊಳಗಾಗಿ ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗತಕ್ಕದ್ದು. ತಪ್ಪಿದ್ದಲ್ಲಿ ಯಾವುದೇ ಮುನ್ಸೂಚನೆಯಿಲ್ಲದೆ ನೇಮಕಾತಿ ರದ್ದುಗೊಳಿಸಲಾಗಿದೆ ಎಂಬುದಾಗಿ ತಿಳಿಯತಕ್ಕದ್ದು.
2. ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿಯು ತಾತ್ಕಾಲಿಕವಾಗಿದ್ದು. ಅವರ ನೇಮಕಾತಿ ಹಾಗೂ ಸೇವಾ ಷರತ್ತುಗಳು ಆಗಿಂದಾಗ್ಗೆ ಜಾರಿಯಲ್ಲಿರುವ ಸರ್ಕಾರಿ ಆದೇಶಗಳು/ಹೊರಡಿಸಲ್ಪಡುವ ನಿಯಾಮಾವಳಿಗಳ ಅಧೀನಕ್ಕೆ ಒಳಪಟ್ಟಿರುತ್ತದೆ.
3. ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗದ ಅಧಿಸೂಚನೆಯ ಜ್ಯೇಷ್ಠತೆಯು ಅಂತಿಮವಾಗಿದ್ದು, ಈ ನೇಮಕಾತಿ ಆದೇಶದಿಂದ ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗದ ಪಟ್ಟಿಯ ಜ್ಯೇಷ್ಠತೆಗೆ ಚ್ಯುತಿ ಇರುವುದಿಲ್ಲ. ಹಾಗೂ ಈ ಅಭ್ಯರ್ಥಿಗಳ ಜೇಷ್ಠತೆಯು, ಕರ್ನಾಟಕ ಸರ್ಕಾರಿ ನೌಕರರ ಜೇಷ್ಠತಾ ನಿಯಮ 1957ರ ನಿಯಮ 5(ಎ) ಮತ್ತು (ಬಿ) ರೀತ್ಯ ನಿರ್ಧರಣವಾಗುತ್ತದೆ.
4. ಅಭ್ಯರ್ಥಿಗಳು ಕೆಲಸಕ್ಕೆ ಹಾಜರಾಗುವ ಮೊದಲು ತನ್ನ ವಯಸ್ಸು, ವಿದ್ಯಾರ್ಹತೆ, ಜಾತಿ, ಹೈದರಬಾದ್-ಕರ್ನಾಟಕ ಪ್ರಮಾಣ ಪತ್ರ, ಇತ್ಯಾದಿಗಳ ಬಗ್ಗೆ ಮೂಲ ಪ್ರಮಾಣ ಪತ್ರಗಳನ್ನು ಹಾಜರುಪಡಿಸತಕ್ಕದ್ದು. ಪ್ರಮಾಣ ಪತ್ರಗಳು ತಾಳೆಯಾಗಿಲ್ಲದಿದ್ದಲ್ಲಿ ನೇಮಕಾತಿ ಆಯ್ಕೆಯನ್ನು ತಿರಸ್ಕರಿಸಲಾಗುವುದು.
5. ಮೀಸಲಾತಿ ಅಡಿಯಲ್ಲಿ ಆಯ್ಕೆಗೊಂಡು ನೇಮಕಾತಿ ಹೊಂದಿರುವ ಅಭ್ಯರ್ಥಿಗಳು ಮೀಸಲಾತಿ ಪಡೆದಿರುವುದು ಅಕ್ರಮವೆಂದು ಸಾಬೀತಾದರೆ, ಅಂತಹ ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿಯು ತಕ್ಷಣವೇ ರದ್ದುಗೊಳ್ಳುತ್ತದೆ. ಹಾಗೂ ಅವರ ಮೇಲೆ ನಿಯಮಾವಳಿಗಳ ಪ್ರಕಾರ ಕpಣ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ.
6. ಅಭ್ಯರ್ಥಿಗಳು ನೇಮಕಾತಿ ಕೋರಿ ಸಲ್ಲಿಸಿರುವ/ಸಲ್ಲಿಸುವ ದಾಖಲೆಗಳಲ್ಲಿ ಯಾವುದಾದರೂ ಕೃತ್ರಿಮವೆಂದು, ಅಸತ್ಯವೆಂದೂ ಕಂಡುಬಂದಲ್ಲಿ ಮತ್ತು ಅಭ್ಯರ್ಥಿಯು ತಪ್ಪು ಮಾಹಿತಿಯನ್ನು ನೀಡಿದ್ದಾನೆಂದು, ನೇಮಕಾತಿಯ ನಂತರ ಯಾವುದೇ ಸಮಯದಲ್ಲಿ ಕಂಡು ಬಂದಲ್ಲಿ ಯಾವುದೇ ಮುನ್ಸೂಚನೆ ನೀಡದೇ ಅಭ್ಯರ್ಥಿಯನ್ನು ಸೇವೆಯಿಂದ ತೆಗೆದುಹಾಕಲಾಗುವುದು. ಜೊತೆಗೆ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆ ಹೂಡುವ ಬಗ್ಗೆ ಕೂಡ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

8. ಅಭ್ಯರ್ಥಿಗಳ ಹುದ್ದೆಗೆ ಹಾಜರಾಗುವ ಸಮಯದಲ್ಲಿ ಕಛೇರಿ ಮುಖ್ಯಸ್ಥರ ಮುಂದೆ ಈ ಕೆಳಕಾಣಿಸಿದ ನಮೂನೆಯಲ್ಲಿ ನಿಷ್ಠೆಯ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಮಾಡತಕ್ಕದ್ದು.
"ಶ್ರೀ/ಶ್ರೀಮತಿ/ಕುಮಾರಿ ಎಂಬ ಹೆಸರಿನವನಾದ/ಳಾದ ನಾನು ಪ್ರಜ್ಞೆ, ಅರ್ಪಣೆ ಮನೋಭಾವ ಮತ್ತು ವಿಶ್ವಾಸದಿಂದ ಕೆಲಸ ಮಾಡುತ್ತೇನೆಂದೂ, ಭಾರತಕ್ಕೆ ಮತ್ತು ಭಾರತದ ಸಂವಿಧಾನಕ್ಕೆ ಸತ್ಯವಾಗಿ ನಿಷ್ಠನಾಗಿರುತ್ತೇನೆಂದೂ ಮತ್ತು ನನ್ನ ಕರ್ತವ್ಯಗಳನ್ನು ನಿಷ್ಠೆಯಿಂದ, ಪ್ರಾಮಾಣಿಕತೆಯಿಂದ ಮತ್ತು ನಿಷ್ಪಕ್ಷಪಾತವಾದ ರೀತಿಯಲ್ಲಿ ನಿರ್ವಹಿಸುತ್ತೇನೆಂದೂ ಈ ಮೂಲಕ ಶಪಥ ಮಾಡುತ್ತೇನೆ. ಶ್ರದ್ಧಾಪೂರ್ವಕವಾಗಿ ದೃಡೀಕರಿಸುತ್ತೇನೆ. ಅದಕ್ಕೆ ಭಗವಂತನು ನನಗೆ ಸಹಾಯ ಮಾಡಲಿ".
9. ನೇಮಕಾತಿ ಹೊಂದಿದ ಅಭ್ಯರ್ಥಿಗಳು ಕರ್ನಾಟಕ ನಾಗರೀಕ ಸೇವಾ (ಪರೀಕ್ಷಾರ್ಥ) ನಿಯಮಾವಳಿಯ ನಿಯಮ 1977ರಲ್ಲಿನ ನಿಯಮಗಳಿಗೆ ಬದ್ಧರಾಗಿರುತ್ತಾರೆ.
10. ಅಭ್ಯರ್ಥಿಗಳನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಪರಿವೀಕ್ಷಣೆಯ ಮೇಲೆ ನೇಮಕ ಮಾಡಿದೆ. ಇವರು ಹುದ್ದೆಗೆ ಹಾಜರಾದ ದಿನಾಂಕದಿಂದ 2 ವರ್ಷಗಳ ಕಾಲ ಅರ್ಹತಾ ಪರೀಕ್ಷಾವಧಿಯಲ್ಲಿರುತ್ತಾರೆ (ಪ್ರೊಬೇಷನ್). ಈ ಅವಧಿಯಲ್ಲಿ ಇವರು ಹುದ್ದೆಗೆ ನಿಗಧಿಪಡಿಸಲಾದ ಇಲಾಖಾ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಉತ್ತೀರ್ಣರಾಗತಕ್ಕದ್ದು ಮತ್ತು ಉತ್ತಮ ನಡತೆಯಳ್ಳವರಾಗಿರುವುದು.
11. ಅರ್ಹತಾ ಪರಿಕ್ಷಾವಧಿಯಲ್ಲಿ ನೌಕರರ ಕರ್ತವ್ಯ ನಿರ್ವಹಣೆ ಹಾಜರಾತಿ, ಶಿಸ್ತು ಮತ್ತು ನಡತೆ ತೃಪ್ತಿಕರವಾಗಿರದೇ ಇದ್ದಲ್ಲಿ ಯಾವುದೇ ಮುನ್ಸೂಚನೆಯನ್ನು ನೀಡದೇ ನೇಮಕಾತಿಯನ್ನು ಕೊನೆಗೊಳಿಸಲಾಗುವುದು. ಅಭ್ಯರ್ಥಿಗಳು ತೃಪ್ತಿಕರವಾಗಿ ಕೆಲಸವನ್ನು ನಿರ್ವಹಿಸಿದ್ದಾರೆಂದು ಕಂಡು ಬಂದರೆ ಮತ್ತು ನಿಗಧಿತ ಇಲಾಖಾ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ 2 ವರ್ಷಗಳ ಒಳಗಾಗಿ ಉತ್ತೀರ್ಣರಾದರೆ, ಅರ್ಹತಾ ಪರೀಕ್ಷಾವಧಿಯು ಮುಕ್ತಾಯದ ನಂತರ ಹಂಗಾಮಿಯ ನೇಮಕಾತಿ ಖಾಯಂ ಮಾಡುವ ಬಗ್ಗೆ (ಅರ್ಹತಾ ಪರೀಕ್ಷಾವಧಿಯನ್ನು ತೃಪ್ತಿಕರವಾಗಿ ಪೂರೈಸಿರುವ ಬಗ್ಗೆ) ಪರಿಶೀಲಿಸಲಾಗುವುದು.
ಅರ್ಹತಾ ಪರೀಕ್ಷಾವದಿಯಲ್ಲಿ ಸೇವೆಯು ತೃಪ್ತಿಕರವಾಗಿಲ್ಲದಿದ್ದಲ್ಲಿ ಅರ್ಹತಾ ಪರೀಕ್ಷಾವದಿಯು ಮುಗಿದ ನಂತರವೇ ಆಗಲೀ ಅದಕ್ಕೂ ಮೊದಲೇ ಆಗಲೀ ನೇಮಕಾತಿಯನ್ನು ಕೊನೆಗೊಳಿಸಿ, ಸೇವೆಯಿಂದ ವಿಮುಕ್ತಿಗೊಳಿಸಲಾಗುವುದು.
12. ಅಭ್ಯರ್ಥಿಗಳು ತಮ್ಮ ಸಮರ್ಥ ಆರೋಗ್ಯದ ಬಗ್ಗೆ ವೈದ್ಯಕೀಯ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಅಸಿಸ್ಟೆಂಟ್ ಸರ್ಜನ್ ಗ್ರೇಡ್-II ಅಥವಾ ಅದಕ್ಕೂ ಮೇಲ್ದರ್ಜೆಯ ವೈದ್ಯಾಧಿಕಾರಿಗಳಿಂದ ಪಡೆದು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗುವ ಮೊದಲು ವರದಿ ಮಾಡಿಕೊಳ್ಳುವ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.
13. ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಸಂಬಂಧಿಸದೇ ಇರುವ ಸ್ಥಳೀಯ ಇಬ್ಬರು ಗೌರವಾನ್ವಿತ ವ್ಯಕ್ತಿಗಳಿಂದ ಗುಣ/ನಡತೆ ಪ್ರಮಾಣ ಪತ್ರಗಳನ್ನು ಹಾಗೂ ಇತ್ತೀಚಿಗಿನ ಭಾವಚಿತ್ರಗಳನ್ನು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗುವಾಗ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.
14. ಉದ್ಯೋಗ ಮತ್ತು ತರಬೇತಿ ಇಲಾಖೆಯಿಂದ (ಉದ್ಯೋಗ ವಿನಿಮಯ ಕೇಂದ್ರ), ಅಭ್ಯರ್ಥಿಗೆ ನೀಡಲಾಗಿರುವ ಗುರುತಿನ ಚೀಟಿಗಳನ್ನು ಕೆಲಸಕ್ಕೆ ಹಾಜರಾದಾಗ ಕಛೇರಿ ಮುಖ್ಯಸ್ಥರಿಗೆ ಹಿಂದಿರುಗಿಸತಕ್ಕದ್ದು, ಹಾಗೂ ಉದ್ಯೋಗ ವಿನಿಮಯ ಕೇಂದ್ರದಿಂದ ಗುರುತಿನ ಚೀಟಿ ಪಡೆದಿಲ್ಲವಾದಲ್ಲಿ ಅಭ್ಯರ್ಥಿಯು ಈ ಬಗ್ಗೆ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.

In pursuance of Rule 118-A (1) of K.C.S. Rs. and as per Government Order No. FD 05 SRS 2012, dated 14-06-2012 sanction is hereby accorded for payment of cash equivalent of leave salary for Earned Leave, subject to maximum of 300 days, at the credit of the following District Judges who retired from judicial service with effect from the afternoon of 31-01-2018 on attaining the age of superannuation. It is certified as per Rule 118(A) (4) of K.C.S. Rs that no Departmental Enquiry was pending against the said Officers as on that date.
