1. ನಿಯಮ 32 ರಡಿ ಮಾಡಲಾಗುವ ಸ್ವತಂತ್ರ ಪ್ರಭಾರ ವ್ಯವಸ್ಥೆಯು ಕ್ರಮಬದ್ಧ ಮುಂಬಡ್ತಿಗೆ ಬದಲಿ ಮಾಡುವ ಒಂದು ತಾತ್ಕಾಲಿಕ ವ್ಯವಸ್ಥೆಯಾಗಿದೆ. ಅದು ಮುಂಬಡ್ತಿ ಅಲ್ಲ ಸ್ವತಂತ್ರ ಪ್ರಭಾರದಲ್ಲಿರಿಸುವ ಆದೇಶವನ್ನು ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲಾದರೂ ಹಿಂದಕ್ಕೆ ಪಡೆಯಲು ಅಸ್ಪದವಿರುತ್ತದೆ.
