ವಿಷಯ : ರಾಜ್ಯದಲ್ಲಿ ರೂ. 500 ಕೋಟಿಗಳಿಗಿಂತ ಹೆಚ್ಚುವರಿ ಬಂಡವಾಳ ಹೂಡುವ ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳ ಪ್ರಾರಂಭದ ಕುರಿತು ಪರಾಮರ್ಶಿಸಲು ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಉನ್ನತಮಟ್ಟದ ಸಮಿತಿ ರಚಿಸುವ ಬಗ್ಗೆ.

ಪ್ರಸ್ತಾವನೆ :

ರಾಜ್ಯದ ಬೃಹತ್ ಕೈಗಾರಿಕೆಗಳು ಸರ್ಕಾರದ ವಿವಿಧ ಇಲಾಖೆಗಳಿಂದ ಪಡೆಯಬೇಕಾದ ಶಾಸನಾತ್ಮಕ ಹಾಗೂ ಇತರೆ ಅನುಮೋದನೆಗಳು ಉದಾಹರಣೆಗೆ ಕಂದಾಯ ಇಲಾಖೆಯಿಂದ ಭೂಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ, ಅರಣ್ಯ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆಯಿಂದ ಪರಿಸರ ಕ್ಲಿಯರೆನ್ಸ್, ಇಂಧನ ಇಲಾಖೆಯಿಂದ ವಿದ್ಯುತ್ ಮಂಜೂರಾತಿ ಮುಂತಾದವುಗಳನ್ನು ಪಡೆಯುವಲ್ಲಿನ ವಿಳಂಬದಿಂದ ಈ ಕೈಗಾರಿಕೆಗಳು ಕಾರ್ಯಾರಂಭಗೊಳ್ಳುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸಾಕಷ್ಟು ಪ್ರಗತಿ ಸಾಧಿಸಿರುವುದಿಲ್ಲ. ಆದ್ದರಿಂದ ವಿವಿಧ ಇಲಾಖೆಗಳ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಸಮನ್ವಯ ಸಾಧಿಸಲು ಹಾಗೂ ಈ ಕೈಗಾರಿಕೆಗಳಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರದ ವಿವಿಧ ಇಲಾಖೆಗಳಿಂದ ನೀಡಬೇಕಾದ ಅನುಮತಿಗಳನ್ನು ತ್ವರಿತಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಪ್ರತಿ 15 ದಿನಗಳಿಗೊಮ್ಮೆ ಪರಾಮರ್ಶಿಸಲು ಹಾಗೂ ವಿವಿಧ ಅನುಮತಿ/ ಲೈಸನ್ಸ್‌ಗಳನ್ನು ವಿಳಂಬವಿಲ್ಲದೇ ದೊರೆಯುವಂತೆ ಸಹಾಯ ನೀಡಲು ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಒಂದು ಉನ್ನತ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸುವ ಅಗತ್ಯವಿರುತ್ತದೆ.

ಆದ್ದರಿಂದ, ರಾಜ್ಯ ಉನ್ನತ ಮಟ್ಟದ ಒಪ್ಪಿಗೆ ನೀಡಿಕೆ ಸಮಿತಿ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆಗೊಂಡ ರೂ. 500 ಕೋಟಿಗಳಿಗಿಂತಲೂ ಹೆಚ್ಚಿನ ಬಂಡವಾಳ ಹೂಡುವ ಯೋಜನೆಗಳ ಪ್ರಾರಂಭದ ಕುರಿತು ಹಾಗೂ ಈ ಕೈಗಾರಿಕೆಗಳ ಅನುಷ್ಟಾನದ ಇತ್ತೀಚಿನ ಸ್ಥಿತಿಯನ್ನು ಪರಾಮರ್ಶಿಸಲು, ಈ ಕೆಳಕಂಡಂತೆ ಒಂದು ಉನ್ನತ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಲು ಮೇಲೆ ಓದಲಾದ ಕಡತದಲ್ಲಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರು ಪ್ರಸ್ತಾಪಿಸಿರುತ್ತಾರೆ.

(೯೧೯)೯೨೦ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೮, ೨೦೧೮ ಭಾಗ ೧ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿ ಕೆಳಕಂಡಂತೆ ಆದೇಶಿಸಿದೆ.

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ : ಸಿಐ 132 ಎಸ್‌ಪಿಐ 2018, ಬೆಂಗಳೂರು, ದಿನಾಂಕ 04.10.2018.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿದ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ರಾಜ್ಯ ಉನ್ನತ ಮಟ್ಟದ ಒಪ್ಪಿಗೆ ನೀಡಿಕೆ ಸಮಿತಿ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆಗೊಂಡ ರೂ. 500 ಕೋಟಿಗಳಿಗಿಂತಲೂ ಹೆಚ್ಚಿನ ಬಂಡವಾಳ ಹೂಡುವ ಯೋಜನೆಗಳ ಪ್ರಾರಂಭದ ಕುರಿತು ಹಾಗೂ ಈ ಕೈಗಾರಿಕೆಗಳ ಅನುಷ್ಟಾನದ ಇತ್ತೀಚಿನ ಸ್ಥಿತಿಯನ್ನು ಪರಾಮರ್ಶಿಸಲು, ಈ ಕೆಳಕಂಡಂತೆ ಉನ್ನತ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗಿದೆ.

• ಯೋಜನೆಗಳ ಇತ್ತೀಚಿನ ಸ್ಥಿತಿಯನ್ನು ಪರಾಮರ್ಶಿಸುವುದು. • ಹೂಡಿಕೆದಾರರಿಗೆ ಅಗತ್ಯವಿರುವ ಅನುಮತಿ/ಲೈಸನ್ಸ್ ಇತ್ಯಾದಿಗಳನ್ನು ನಿಯಮಾನುಸಾರ ತ್ವರಿತಗತಿಯಲ್ಲಿ ನೀಡಲು ಸದರಿ ಸಮಿತಿ ಸೂಕ್ತ ನಿರ್ದೇಶನ ನೀಡಲು ಅಧಿಕಾರ ಹೊಂದಿರುತ್ತದೆ.

• ಪ್ರತಿ ಹದಿನೈದು ದಿನಗಳಿಗೊಮ್ಮೆ ಸಭೆ ಸೇರುವುದು. • ಸಂಬಂಧಿಸಿದ ಹೂಡಿಕೆದಾರರನ್ನು ಸಹ ಕರೆಸಲು ಸಮಿತಿಗೆ ಅಧಿಕಾರ ನೀಡಲಾಗಿದೆ.

ಸನ್ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರು 2018-19ನೇ ಸಾಲಿನ ಆಯವ್ಯಯ ಭಾಷಣದ ಕಂಡಿಕೆ 242ರಲ್ಲಿ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರನ್ನು ಕೇಂದ್ರವಾಗಿಟ್ಟುಕೊಂಡು, ಮಾರ್ಚ್ 1 ರಿಂದ ಜಿಲ್ಲಾ ಹಾಗೂ ರಾಜ್ಯ ಮಟ್ಟದಲ್ಲಿ "ಕಾರ್ಮಿಕ ಸಮ್ಮಾನ ದಿನ" ಆಚರಣೆ ಮಾಡಲು ಹಾಗೂ ಅಸಂಘಟಿತ ವಲಯದಲ್ಲಿ ವಿಶೇಷ ಸಾಧನೆ ಮಾಡಿದ ಕಾರ್ಮಿಕರಿಗೆ "ಕಾರ್ಮಿಕರ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ" ನೀಡುವುದಾಗಿ ಘೋಷಿಸಿರುತ್ತಾರೆ.

ಮೇಲೆ ಓದಲಾದ ಉಲ್ಲೇಖ (1)ರ ಪತ್ರದನ್ವಯ, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯಿಂದ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕ ವಲಯದಲ್ಲಿ ಉತ್ತಮ ಸೇವೆ ಸಲ್ಲಿಸಿದ ಕಾರ್ಮಿಕರಿಗೆ ಉತ್ತೇಜಿಸುವ ದೃಷ್ಠಿಯಿಂದ ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಉತ್ತಮ ಕೆಲಸ ನಿರ್ವಹಿಸುವ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರಿಗೆ ಪ್ರತಿ ವರ್ಷವು "ಶ್ರಮ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ"ಯನ್ನು ನೀಡಿ ಪುರಸ್ಕರಿಸುವ ಸಂಬಂಧ ದಿನಾಂಕ: 01.12.2017 ರಂದು ನಡೆದ ಮಂಡಳಿಯ 10ನೇ ಸಭೆಯಲ್ಲಿ ನಿರ್ಣಯಿಸಿದಂತೆ ಎರಡು ಬಗೆಯ ಪುರಸ್ಕಾರಗಳನ್ನು ನೀಡಲು ಉದ್ಧೇಶಿಸಲಾಗಿದೆ. ಅದರಂತೆ, ಸದರಿ ಕಾರ್ಯಕ್ರಮದ ಜಾರಿಗಾಗಿ 2018-19ನೇ ಸಾಲಿನ ಕ್ರಿಯಾ ಯೋಜನೆಯನ್ನು ಸಲ್ಲಿಸಿದ್ದು, ಸಾರಿಗೆ ಕಾರ್ಮಿಕರು, ಹಮಾಲರು, ಟೈಲರ್‌ಗಳು ಹಾಗೂ ಚಿಂದಿ ಆಯುವವರು ಸೇರಿದಂತೆ 4 ವರ್ಗದವರಿಗೆ ತಲಾ 1ರಂತೆ ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ 4 ಪ್ರಶಸ್ತಿಗಳಂತೆ, 30 ಜಿಲ್ಲೆಗಳಿಗೆ ಒಟ್ಟು 120 "ಶ್ರಮ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ"ಗಳನ್ನು, ಪ್ರಶಸ್ತಿಯ ನಗದು ಮೌಲ್ಯ ತಲಾ ರೂ. 10,000 4 ವರ್ಗದಿಂದ 30 ಜಿಲ್ಲೆಗಳಿಗೆ ತಲಾ ನಗದು ರೂ.1000ಗಳ ಒಟ್ಟು 1200 "ವಿಶೇಷ ಪುರಸ್ಕಾರ" ನೀಡುವುದಾಗಿ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿರುತ್ತಾರೆ.

ಮೇಲೆ ಓದಲಾದ ಉಲ್ಲೇಖ (2)ರ ಪತ್ರದನ್ವಯ ಜಂಟಿ ಕಾರ್ಯದರ್ಶಿ, ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಯು ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸುತ್ತಾ, ಕರ್ನಾಟಕದಲ್ಲಿ, ಸುಮಾರು 2.35 ಕೋಟಿ ಕಾರ್ಮಿಕರಿದ್ದು, ಅವರಲ್ಲಿ 1.73 ಕೋಟಿ ಕಾರ್ಮಿಕರು ಅಸಂಘಟಿತ ವಲಯದಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದಾರೆ. ರಾಜ್ಯದಲ್ಲಿ ಸುಮಾರು 12 ರಿಂದ 15 ಲಕ್ಷ ಕಾರ್ಮಿಕರು ನಿರ್ಮಾಣ ಚಟುವಟಿಕೆಗಳಲ್ಲಿ ತೊಡಗಿದ್ದಾರೆಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ನಿರ್ಮಾಣ ವಲಯದಲ್ಲಿನ ಉದ್ಯೋಗವು ತಾತ್ಕಾಲಿಕ ಸ್ವರೂಪದಾಗಿದ್ದು, ಶ್ರಮಿಕ ವರ್ಗಕ್ಕೆ ಸೇರಿದ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕೆಲಸವನ್ನು ಸಮಾಜ ಗಣನೆಗೆ ತೆಗೆದುಕೊಳ್ಳದೆ ಇರುವುದರಿಂದ ಈ ಕಾರ್ಮಿಕರ ಕುಶಲತೆಯನ್ನು ಗುರುತಿಸಿ ಅವರನ್ನು ಸನ್ಮಾನಿಸುವ೯೨೨ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೮, ೨೦೧೮ ಭಾಗ ೧ ಉದ್ದೇಶದಿಂದ, ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ಒಂದರಂತೆ ನಗದು ಮೌಲ್ಯ ತಲಾ ರೂ.10,000 ದಂತೆ ಒಟ್ಟು 30 "ಕಾರ್ಮಿಕ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ"ಗಳನ್ನು ಮತ್ತು ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ತಲಾ 10 ರಂತೆ ನಗದು ಮೌಲ್ಯ ತಲಾ ರೂ.1,000 ದಂತೆ ಒಟ್ಟು 300 "ವಿಶೇಷ ಪುರಸ್ಕಾರ" ನೀಡಬೇಕಾಗಿದೆ ಎಂದು ತಿಳಿಸಿರುತ್ತಾರೆ.

ತತ್ಸಂಬಂಧವಾಗಿ, ಉಭಯ ಮಂಡಳಿಗಳು ಸದರಿ "ಶ್ರಮ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ" ಹಾಗೂ "ವಿಶೇಷ ಪುರಸ್ಕಾರ" ಚಟುವಟಿಕೆಗಳ ಕ್ರಿಯಾ ಯೋಜನೆಗೆ ಅನುಮೋದನೆಯನ್ನು ಕೋರಿ ಸಲ್ಲಿಸಿರುವ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸರ್ಕಾರವು ಕೂಲಂಕುಶವಾಗಿ ಪರಿಶೀಲಿಸಿ, ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶ ಹೊರಡಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅಸಂಘಟಿತ ವಲಯದ ಕಾರ್ಮಿಕರು ತಮ್ಮ ವೃತ್ತಿಗಳಲ್ಲಿ ವಿಶೇಷ ಸಾಧನೆ ಮಾಡಿರುವುದನ್ನು ಗುರುತಿಸಿ ಪ್ರೋತ್ಸಾಹಿಸುವ ಸಲುವಾಗಿ, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿ ಹಾಗೂ ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಯ ವತಿಯಿಂದ ಜಿಲ್ಲಾ ಮತ್ತು ರಾಜ್ಯ ಮಟ್ಟದಲ್ಲಿ ಮಾರ್ಚ್ 1ರಂದು 'ಕಾರ್ಮಿಕರ ಸಮ್ಮಾನ ದಿನ' ಆಚರಣೆ ಮಾಡಲು ಹಾಗೂ ಅಸಂಘಟಿತ ವಲಯದಲ್ಲಿ ವಿಶೇಷ ಸಾಧನೆ ಮಾಡಿದ ಕಾರ್ಮಿಕರಿಗೆ 'ಕಾರ್ಮಿಕರ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ' ಗಳನ್ನು ಆಯೋಜಿಸಲು/ವಿತರಿಸಲು ಈ ಕೆಳಕಂಡ ಷರತ್ತುಗಳು ಹಾಗೂ ಮಾರ್ಗಸೂಚಿಗಳಿಗೆ ಒಳಪಟ್ಟು ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ.

ಕಾರ್ಮಿಕ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ / ಪುರಸ್ಕಾರದ ವಲಯ ಹಾಗೂ ಅರ್ಹತೆ

2018-19ನೇ ಸಾಲಿನಲ್ಲಿ ಈ ಕೆಳಕಂಡ ಅಸಂಘಟಿತ ವರ್ಗದ ಕಾರ್ಮಿಕರಿಗೆ ಪ್ರಶಸ್ತಿ / ಪುರಸ್ಕಾರ ನೀಡುವುದು.

(1) ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಸಾರಿಗೆ ಕೆಲಸಗಾರರು (ಚಾಲಕರು/ನಿರ್ವಾಹಕರು/ಕ್ಲೀನರ್‌ಗಳು).

(2) ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಹಮಾಲಿಗಳು (ಎಪಿಎಂಸಿ) (3) ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ದರ್ಜಿಗಳು (4) ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಚಿಂದಿ ಆಯುವವರು (ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವವರು)

(5) ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಯಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಕಟ್ಟಡ ಕಾರ್ಮಿಕರು.

ಆಯ್ಕೆಯ ವಿಧಾನ:

ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿ ಹಾಗೂ ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಗಳು ಸೇರಿ ರಚಿಸುವ ಈ ಕೆಳಗೆ ತಿಳಿಸಿರುವ ಜಿಲ್ಲಾ ಮಟ್ಟದ ತ್ರಿಪಕ್ಷೀಯ ನಿರ್ವಹಣಾ ಸಮಿತಿಯು, ಸಂಬಂಧಪಟ್ಟ ಅಸಂಘಟಿತ ವಲಯದ ಕಾರ್ಮಿಕರ ಸಂಘ / ಸಂಘಟನೆಗಳೊಂದಿಗೆ ಚರ್ಚಿಸಿ, ಆಯ್ದ ವಲಯಗಳಲ್ಲಿ ವಿಶೇಷ ಸಾಧನೆ ಮಾಡಿದ ಸಾಧಕರನ್ನು ಗುರುತಿಸಿ ವರದಿ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.

ಉ) ವಾರ್ಷಿಕ ಪ್ರಶಸ್ತಿಗಾಗಿ ಅಸಂಘಟಿತ ವಲಯದಲ್ಲಿ ಗಮನಾರ್ಹ ಸಾಧನೆ ಮಾಡಿದ ಸಾಧಕರನ್ನು ಗುರುತಿಸಿ ಆಯ್ಕೆ ಮಾಡುವುದು ಊ) ತ್ರೈಮಾಸಿಕ ಶ್ರಮ ಸ್ಪಂದನ ಸಭೆಯ ಮೂಲಕ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಕುಂದುಕೊರತೆಗಳನ್ನು ನಿವಾರಿಸುವುದು

ಎ) ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ತ್ರೈಮಾಸಿಕ ಕುಂದುಕೊರತೆ ನಿವಾರಣೆ.

ಬಿ) ಮೇ ದಿನಾಚರಣೆಯ ವಾರ್ಷಿಕ ಆಚರಣೆ.

ಮೇಲಿನ ಕಾರ್ಯಚಟುವಟಿಕೆಗಳಿಗಾಗಿ, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿಕ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿ ಹಾಗೂ ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಹಾಗೂ ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಗಳು ಜಿಲ್ಲಾ ಸಮಿತಿಗೆ ವಾರ್ಷಿಕ ರೂ. 1 ಲಕ್ಷ ಅನುದಾನ ನೀಡುವುದು.

ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಮಂಡಳಿಯು ಜಾರಿಗೊಳಿಸುತ್ತಿರುವ ಅಸಂಘಟಿತ ಕಾರ್ಮಿಕರ ನೊಂದಣಿ ಹಾಗೂ ಸ್ಮಾರ್ಟ್ ಕಾರ್ಡ್ ನೀಡುವ ಯೋಜನೆಗೆ ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆ 2230-01-111-0-05ರಡಿ ಮೀಸಲಿರಿಸಿದ ಅನುದಾನವನ್ನು ಇದಕ್ಕಾಗಿ ಬಳಸುವುದು.

ಕರ್ನಾಟಕ ಕಟ್ಟಡ ಮತ್ತು ಇತರೆ ನಿರ್ಮಾಣ ಕಾರ್ಮಿಕರ ಕಲ್ಯಾಣ ಮಂಡಳಿಯು ಮೀಸಲಿಡುವ ಆಡಳಿತಾತ್ಮಕ ವೆಚ್ಚದಲ್ಲಿ ಇದರ ಖರ್ಚನ್ನು ಭರಿಸುವುದು.

ಪ್ರಶಸ್ತಿಗಳ ವಿವರ:

(ಅ) ಶ್ರಮ ಸಮ್ಮಾನ ಪ್ರಶಸ್ತಿ:- ಮೇಲಿನ 5 ವರ್ಗದಿಂದ ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ತಲಾ 5 ರಂತೆ 30 ಜಿಲ್ಲೆಗಳಿಗೆ ಒಟ್ಟು 150 ಪ್ರಶಸ್ತಿಗಳು.

ಪ್ರಶಸ್ತಿಯ ಮೌಲ್ಯ:- ತಲಾ ರೂ.10,000 ನಗದು, ಸ್ಮರಣಿಕೆ ಹಾಗೂ ಪ್ರಶಂಸಾಪತ್ರ.

(ಆ) ವಿಶೇಷ ಪುರಸ್ಕಾರ:- ಮೇಲಿನ 5 ವರ್ಗದಿಂದ ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ತಲಾ 10 ರಂತೆ 50 ಪ್ರಶಸ್ತಿಗಳು, ಅಂದರೆ

30 ಜಿಲ್ಲೆಗಳಿಗೆ ಸೇರಿ ಒಟ್ಟು 1500 ಪ್ರಶಸ್ತಿಗಳು.

ಪ್ರಶಸ್ತಿಯ ಮೌಲ್ಯ:- ತಲಾ ರೂ.1,000 ನಗದು, ಸ್ಮರಣಿಕೆ ಹಾಗೂ ಪ್ರಶಂಸಾಪತ್ರ.

ಪ್ರಶಸ್ತಿಗಳ ಅಂದಾಜು ವೆಚ್ಚ:

M/s. Bagmane Developers Pvt. Ltd. has proposed to establish "IT/ITES SEZ" with an investment of `. 460.72 crore, generating employment to about 8625 persons at Chinnapanahalli Doddenukundi Industrial Area, Bengaluru East Taluk, Bengaluru Urban District on Joint Development basis with land owners.

In the 53rd Land Audit Committee meeting held on 21.07.2018, the representatives of the company appeared before the committee and highlighted the project proposal. They informed that the land proposed for the project is part of Doddanekundi Industrial Area developed by KIADB and was earlier allotted by KIADB to M/s. N.C Gurumurthy and Brothers. The allottee company has obtained Sale Deed for the lands from KIADB and have entered into a joint development agreement with them for development of IT/ITES SEZ.

Principal Secretary to Government, Commerce & Industries Department informed the representatives of the company that as per the current SEZ Policy of GoI, the Developers may not get any substantive Incentives and Concessions.

The representatives of the company informed that the unit operators are eligible for incentives and concessions and hence they propose to establish IT/ITES SEZ.

The Committee noted the request of the company and after detailed discussions, resolved to recommend to SLSWCC for approval of the project of M/s Bagmane Developers Private Limited to establish a "IT/ITES SEZ" in 21 acres 38 guntas of land at Plot No.39 & 40 of Sy.No.79, 80 of Chinnapanahalli, Doddenukundi Industrial Area, Bengaluru East Taluk, Bengaluru Urban District on Joint Development basis with land owners.

The proposal was examined & approved in the 111th SLSWCC Meeting held on 01.08.2018.

Government has examined the recommendations made by the SLSWCC in all aspects.

2. Employment: The Company shall comply with the provisions of applicable Policy of the State of Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people. A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.

4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. 5. Others:

a) The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. zero discharge facility should be adopted wherever applicable.

Company vide its letter Dated: 19.03.2018 has requested for change the name of Allottee to M/s. Sify Infinit Spaces Limited (The Wholly Owned Subsidairy M/s. Sify Technologies Ltd.) and uploaded the following documents.

1. Certified True Copy of the Resolution passed by the Board of Directors of M/s. Sify Technologies Limited, authorizing the Company to issue a no objection letter to KIADB for change of Name of Allottee.

2. Certificate of Incorporation, Memorandum and Articles of Association of M/s. Sify Infinit Space Limited.

3. List of Directors and shareholders of M/s. Sify Infinit Spaces Ltd.

Infinit Spaces Ltd. & implement the project. The company has incorporated on 20.11.2017.

In the 53rd Land Audit Committee meeting held on 21.07.2018, the partner of the firm appeared before the committee and highlighted the project proposal and requested for allotment of 25 acres land at Plot No.R-12 in Housing area of Hi-tech, Defence and Aerospace Park, Bengaluru.

They also informed that KVN Enterprises LLP is a holding company and so far developed more than 8 Million Sq. ft. of residential apartments. Currently they are developing Affordable housing of 80 units in Whitefield and 2000 units in Hyderabad.

Chief Eexecutive Officer & Executive Member, KIADB informed that 25 acres of land in Hardware park area was allotted to M/s. TATA Housing Development Company Ltd., on 04.07.2012 as decided in the SHLCC held on 24.01.2011. But, because of non payment of balance cost of land, allotment was cancelled on 17.10.2017 and company has filed W.P. No.30/2018 before Honble High Court requesting to quash the cancellation order. The application is pending before Hon'ble High Court for admission.

f) Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of your project. You are requested to inform the progress made in the implementation of the project every quarter in the proforma.
