ವಿಷಯ :- ಮೇ|| ಯು.ಪಿ.ಸಿ.ಎಲ್.ರವರ ಉಡುಪಿ ಶಾಖೋತ್ಪನ್ನ ವಿದ್ಯುತ್ ಯೋಜನೆಗೆ 3.0 ಎಂ.ಎಂ.ಟಿ.ಪಿ.ಎ 25% ಆಮದು ಕಲ್ಲಿದ್ದಲ್ಲಿನ ದೀರ್ಘಾವಧಿ ಪೂರೈಕೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಬಿಡ್‌ದಾರ ಸಂಸ್ಥೆಯೊಡನೆ ಸಮಾಲೋಚಿಸಲು ಉಪಸಮಿತಿಯನ್ನು ರಚಿಸುವ ಬಗ್ಗೆ.

ಪ್ರಸ್ತಾವನೆ :-

ಮೇಲೆ (1) ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರದಲ್ಲಿ ಪಿ.ಸಿ.ಕೆ.ಎಲ್.ರವರು 1200 ಮೆ.ವ್ಯಾ. ಸಾಮರ್ಥ್ಯದ ಉಡುಪಿ ಶಾಖೋತ್ಪನ್ನ ವಿದ್ಯುತ್ ಯೋಜನೆಗೆ, 3.0 ಎಂ.ಎಂ.ಟಿ.ಪಿ.ಎ 25% ಆಮದು ಕಲ್ಲಿದ್ದಲ್ಲಿನ ಪೂರೈಕೆಗಾಗಿ ಇ-ಪ್ರೋಕ್ರೂಮೆಂಟ್ ವೇದಿಕೆ ಮೂಲಕ ಉಡುಪಿ ಪವರ್ ಕಾರ್ಪೋರೇಷನ್ ಲಿಮಿಟೆಡ್ ಸಂಸ್ಥೆಯು ಕರೆಯಲಾಗಿದ್ದ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಅಂತಿಮಗೊಳಿಸಿ ದಿನಾಂಕ 23.01.2018 ರಂದು ತಾಂತ್ರಿಕ ಬಿಡ್‌ಗಳನ್ನು ತೆರೆಯಲಾಗಿದ್ದು ದಿನಾಂಕ 03.05.2018 ರಂದು ತಾಂತ್ರಿಕ ಅರ್ಹ ಬಿಡ್‌ದಾರರ ಹಣಕಾಸಿನ ಬಿಡ್‌ಗಳನ್ನು ತೆರೆಯಲಾಯಿತು ಎಂದು ತಿಳಿಸಿರುತ್ತಾರೆ.

ದಿನಾಂಕ: 22.07.2016 ರ ಮೇಲೆ ಓದಲಾದ (2) ರ ಆದೇಶದಲ್ಲಿ ರಚಿಸಲಾದ ಹಾಗೂ ಸರ್ಕಾರದ ಆದೇಶ ದಿನಾಂಕ: 04.06.2018 ರ ಮೇಲೆ ಓದಲಾದ (3) ರ ಆದೇಶದಲ್ಲಿ ಪುನಃರಚಿಸಲಾದ ಟೆಂಡರ್ ಮೌಲ್ಯಮಾಪನ ಮಂಡಳಿಯು ತಮ್ಮ ಶಿಫಾರಸ್ಸುಗಳನ್ನು ನೀಡಿರುತ್ತದೆ.

ಟೆಂಡರ್ ಮೌಲ್ಯಮಾಪನ ಮಂಡಳಿಯ ಶಿಫಾರಸ್ಸುಗಳನ್ನು 53 ನೆಯ ಪಿ.ಸಿ.ಕೆ.ಎಲ್ ನಿರ್ದೇಶಕರ ಮಂಡಳಿಯ ಸಭೆಯಲ್ಲಿ ಮಂಡಿಸಲಾಗಿ, ಸದರಿ ಸಭೆಯಲ್ಲಿ ಉಡುಪಿ ಪವರ್ ಕಾರ್ಪೋರೇಷನ್ ಲಿಮಿಟೆಡ್‌ನವರ ಮೇಲ್ಕಂಡ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಎಲ್1 ಬಿಡ್‌ದಾರರ ಸಂಸ್ಥೆಯೊಡನೆ ಸಮಾಲೋಚಿಸುವ (ನೆಗೋಷಿಯೇಷನ್) ಪ್ರಕ್ರಿಯೆಯನ್ನು ಜರುಗಿಸಿ ಸೂಕ್ತ ವರದಿಯನ್ನು ಸಲ್ಲಿಸಲು ಈ ಕೆಳಕಂಡ ಸದಸ್ಯರನ್ನೊಳಗೊಂಡ

ಈ ಮೇಲಿನ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಹಾಗೂ ಈ ಉಪಸಮಿತಿಯಲ್ಲಿರುವ ಕೆಲವು ಸದಸ್ಯರು ಸರ್ಕಾರದ ಇತರೆ ಇಲಾಖೆ/ ಕಂಪನಿಗಳಿಗೆ ಸಂಬಂಧಿಸಿರುವುದರಿಂದ ಉಪಸಮಿತಿ ರಚನೆಯ ಆದೇಶವನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ವತಿಯಿಂದ ಹೊರಡಿಸಲು ಹಾಗೂ ನೆಗೋಷಿಯೇಷನ್ ಪ್ರಕ್ರಿಯೆಯ ವರದಿಯನ್ನು 7 ದಿನಗೊಳಗಾಗಿ ಸಲ್ಲಿಸಲು ಉಪ ಸಮಿತಿಗೆ ಆದೇಶಿಸಬೇಕೆಂದು ಪಿ.ಸಿ.ಕೆ.ಎಲ್ ರವರು ಕೋರಿರುತ್ತಾರೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನಲೆಯಲ್ಲಿ, ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶಿಸಲಾಗಿದೆ :-

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಇಎನ್ 37 ಪಿಪಿಟಿ 2018, ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 01/09/2018.

(3) Proposal from MD, KITS, vide no: KBITS/14/FC/2017-18, dated 1/10/2018 for nominating IISc as the Anchor Institution and KSCST as the Implementing Agency.

(4) Minutes of the meeting held on 23rd Oct, 2018 with KSCST.

PREAMBLE :

It was announced in the FY 2017-18 Budget Para no 413 to set up "Centre of Excellence in Cyber Security" keeping in mind the emerging technologies and to create necessary technical resources, skill development, to promote cyber security industries and creating cyber safe environment in the State, in collaboration with Industry and Academia.

2] In the G.O. read at (1) above, it has been approved to setting up of Centre of Excellence in Cyber Security, KITS has been delegated with powers to bear an expenditure of Rs.9.32 crores towards the Centre for period of 3 years. At the end of first year, the performance of Centre of Excellence on Cyber Security shall be evaluated by a team comprising of Government representatives, Experts from the industry and Cyber Security professionals. Based on the evaluation, decision will be taken regarding grant support for the said centre for the second year and for subsequent years.

3] Further , as per Corrigendum to G.O Letter dated 6.01.2018, Rs.9.32 crores is the estimated budget over a period of 3 years, out of which Rs.3.84 crores was to be utilized in the Financial year 2017-18.

4] The Center of Excellence (COE) shall also facilitate standardization and best practices for information security across industry domains, foster innovation, research & development and conduct some of the high-end-in-house-training programs within Cyber Security Technologies. To achieve this, CoE has to collaboratively work with Academic Institutions, Government & Industry. Institutions like Indian Institute of Science (IISc) is well equipped to achieve these objectives, while Government would provide needed guidance and funding.

5] In view of the above, it was decided in the 1st Governing Committee meeting held on 12th September, 2018 to nominate Indian Institute of Science (IISc) as the Anchor Institution and Karnataka State Council for Science and Technology (KSCST) as the Implementing Agency for setting up and operationalizing the COE.

6] The Centre of Excellence (COE) shall function as mentioned below:

a) IISc as Anchor Institution would offer insights, thought leadership and policy level inputs to the COE. IISc may appoint Advisory Body chaired by one of its Professors and other members as it deems fit. The Advisory Body shall take decisions on all technical issues and shall facilitate creating an environment to promote innovation and value addition across all the core services in Cyber Security field.

b) KSCST shall be the Implementing Agency and Executive Arm of the COE . KSCST has to recruit suitable manpower on contractual basis to run the Centre following transparency procedures. The remuneration has to be paid from out of the project grants. KSCST shall not create full time cadre posts and create lien for this purpose. The remuneration should not be given from the admin grants but from the project grants. The recruitment shall be project related and only for project duration.

a) Further, KSCST shall take necessary action to set up the infrastructure at "Lotus Pond, J.P Nagar Phase I, Bengaluru", which is the rented building identified for the COE. Payment towards the works executed has to be made by KSCST out of the grants released for the project. KITS shall take necessary action to transfer the grants to KSCST. KSCST shall manage the operational cost such as maintenance of the facility, manpower, miscellaneous etc. to ensure smooth functioning of the Centre.

c) The COE has partnered with various Cyber Security OEMs, Service Providers and Training Institutes. IISc/KSCST may further develop partnerships with other institutes/companies.

d) The Secretary, KSCST shall be nominated as one of the members in the Governing Committee constituted for COE in Cyber Security.

In the circumstances explained in the preamble, Government is pleased to accord approval nominating Indian Institute of Science as the Anchor Institution and Karnataka State Council for Science and Technology (KSCST) as the Implementing Agency for setting up and operationalizing the Centre of Excellence (COE) in Cyber Security. Karnataka Innovation and Technology Society(KITS) shall transfer the required grants to KSCST for setting up and operationalizing the COE.
