ಪ್ರಾಧಿಕಾರವು ಶಿಫಾರಸ್ಸು ಮಾಡಿ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಭೂ ಉಪಯೋಗ ಬದಲಾವಣೆ ಪ್ರಸ್ತಾವನೆಗಳಲ್ಲಿ ಕೈಗಾರಿಕೆಗೆ(ಕ್ರಷರ್, ಮೈನಿಂಗ್, ಬ್ರಿಕ್ Manufacturing ಮುಂತಾದವುಗಳು) ಶಿಫಾರಸ್ಸು ಮಾಡಿರುವ ಪ್ರಕರಣಗಳನ್ನು, ತಾತ್ಕಾಲಿಕ ಅನುಮೋದನೆ ಕೋರಿ ಸಲ್ಲಿಸಿರುವ ಮಹಾಯೋಜನೆ(ಪ-II)ಯಿಂದ ಹೊರತುಪಡಿಸಲು ಸರ್ಕಾರವು ತೀರ್ಮಾನಿಸಿದೆ.

ಅದರಂತೆ, ಈ ಕೆಳಕಂಡ ಆದೇಶ.

ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ನಅಇ 95 ಬೆಮಪ್ರಾ 2018, ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 05.02.2019

ಮೇಲ್ಕಂಡಂತೆ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ವಿಜಯಪುರ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶಕ್ಕೆ ರೂಪಿಸಿರುವ ಮಹಾಯೋಜನೆ(ಪ-II)ಗೆ ಕರ್ನಾಟಕ ನಗರ ಮತ್ತು ಗ್ರಾಮಾಂತರ ಯೋಜನಾ ಕಾಯ್ದೆ, 1961ರ ಕಲಂ.13(1)ರನ್ವಯ ಈ ಕೆಳಕಂಡ ಷರತ್ತುಗೊಳಪಟ್ಟು ಸರ್ಕಾರದ ತಾತ್ಕಾಲಿಕ ಅನುಮೋದನೆಯನ್ನು ನೀಡಿದೆ. ಮಹಾ ಯೋಜನೆ(ಪ-II)ಗೆ ತಾತ್ಕಾಲಿಕ ಅನುಮೋದನೆ ನೀಡಿದ ಗುರುತಾಗಿ ವರದಿ ಹಾಗೂ ನಕ್ಷೆಗಳ ಮೇಲೆ ಸರ್ಕಾರದ ಮುದ್ರೆಯನ್ನು ಹಾಕಲಾಗಿದೆ.

(1) ಪ್ರಾಧಿಕಾರವು ಶಿಫಾರಸ್ಸು ಮಾಡಿ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಭೂ ಉಪಯೋಗ ಬದಲಾವಣೆ ಪ್ರಸ್ತಾವನೆಗಳಲ್ಲಿ ಕೈಗಾರಿಕೆಗೆ(ಕ್ರಷರ್, ಮೈನಿಂಗ್, ಬ್ರಿಕ್ Manufacturing ಮುಂತಾದವುಗಳು) ಶಿಫಾರಸ್ಸು ಮಾಡಿರುವ ಪ್ರಕರಣಗಳನ್ನು ಹೊರತುಪಡಿಸುವುದು.

(2)ಮಹಾಯೋಜನೆ (ಪ-II) ಯನ್ನು ಸರ್ಕಾರದ ಅಂತಿಮ ಅನುಮೋದನೆಗೆ ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ:ಯುಡಿಡಿ 162 ಬೆಂರೂಪ್ರಾ 2011, ದಿನಾಂಕ 14.09.2012 ರನ್ವಯ 4000.0 ಚ.ಮೀ ಮತ್ತು ಅದಕ್ಕಿಂತ ಕಡಿಮೆ ವಿಸ್ತೀರ್ಣದ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಿನ್ಯಾಸ ಅನುಮೋದಿಸುವಾಗ, ಒಟ್ಟು ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ಶೇ. 15 ರಷ್ಟನ್ನು ಉದ್ಯಾನವನ ಮತ್ತು ಬಯಲುಜಾಗಕ್ಕಾಗಿ ಕಾಯ್ದಿರಿಸುವ ಅಂಶವನ್ನು ವಲಯ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ಅಳವಡಿಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.

(2) ಸರ್ಕಾರವು ಕರ್ನಾಟಕ ನಗರ ಮತ್ತು ಗ್ರಾಮಾಂತರ ಯೋಜನಾ ಕಾಯ್ದೆ, 1961ರ ಕಲಂ 13-ಇ ರಡಿ ಹೊರಡಿಸಿರುವ ಇದುವರೆಗಿನ ಅಧಿಸೂಚನೆಗಳನ್ನು ಹಾಗೂ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು, ಮಹಾಯೋಜನೆ (ಪ-II)ಯನ್ನು ಸರ್ಕಾರದ ಅಂತಿಮ ಅನುಮೋದನೆಗೆ ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಪರಿಶೀಲಿಸಿಕೊಂಡು ವಲಯ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ಸೂಕ್ತವಾಗಿ ಅಳವಡಿಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.

ನ್ನು2

(i) ಸದರಿ ತ್ರಿಪಕ್ಷೀಯ ವೇತನ ಸಮಿತಿಯು ಕಾಲ-ಕಾಲಕ್ಕೆ ಸಭೆಗಳನ್ನು ಹಾಗೂ ಕಾರ್ಯಕಲಾಪಗಳನ್ನು ನಡೆಸಿ, ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದ ದಿನಾಂಕದಿಂದ, ಆರು (06) ತಿಂಗಳೊಳಗಾಗಿ "ಅಂತಿಮ ಒಪ್ಪಂದದ" ವರದಿಯನ್ನು ಸಿದ್ದಪಡಿಸಲು ಮಾರ್ಗದರ್ಶಿ ಸೂತ್ರಗಳನ್ನು ರೂಪಿಸುವುದು.

(ii) ತ್ರಿಪಕ್ಷೀಯ ವೇತನ ಸಮಿತಿಯ ಸಭೆಗಳಲ್ಲಿ ಸರ್ಕಾರದಿಂದ ನಾಮ ನಿರ್ದೇಶಿತವಾದ ಸದಸ್ಯರು ಮಾತ್ರ ಪಾಲ್ಗೊಳ್ಳತಕ್ಕದ್ದು ಹಾಗೂ ನಾಮನಿರ್ದೆಶಿತ ಸದಸ್ಯರೊಂದಿಗೆ ಇತರೆ ಯಾರೇ ಆಗಲಿ ಸಭೆಯಲ್ಲಿ ಭಾಗವಹಿಸಲು ಅವಕಾಶವಿರುವುದಿಲ್ಲ.

(iii) ತ್ರಿಪಕ್ಷೀಯ ವೇತನ ಸಮಿತಿಯ ಸಭೆಗಳಲ್ಲಿ ಉಭಯತ್ರರ ವಾದಗಳನ್ನು ತುಲನಾತ್ಮಕವಾಗಿ ಪರಿಗಣಿಸಿ, ರಾಜ್ಯದ ಸಕ್ಕರೆ ಕಾರ್ಖಾನೆಗಳ ಆರ್ಥಿಕ ಸ್ಥಿತಿಗತಿಗಳನ್ನು ಪರಿಗಣಿಸಿ, ಕಾರ್ಮಿಕರ ಬೇಡಿಕೆಗಳನ್ನು ಸಹ ಪರಿಗಣಿಸಿ, ಸೂಕ್ತವಾದ ನಿರ್ಧಾರಕ್ಕೆ ಬಂದು, ಕೈಗಾರಿಕಾ ವಿವಾದಗಳ ಕಾಯ್ದೆ 1947ರಡಿ ಸರ್ವಸಮ್ಮತವಾದ "ಮೆಮೋರೆಂಡಮ್ ಆಫ್ ಸೆಟ್ಲಮೆಂಟ್" ಅನ್ನು ರೂಪಿಸಲು ಅವಶ್ಯವಿರುವ ಮಾರ್ಗದರ್ಶನವನ್ನು ನೀಡುವುದು.

(iv) ಈ "ತ್ರಿಪಕ್ಷೀಯ ವೇತನ ಸಮಿತಿ"ಯಲ್ಲಿ ರಾಜ್ಯದಲ್ಲಿರುವ ವಿವಿಧ ಸಕ್ಕರೆ ಉದ್ದಿಮೆಗಳಲ್ಲಿಯ ಕಾರ್ಮಿಕರ ಬೇಡಿಕೆಗಳನ್ನು ಪರಿಗಣಿಸಿ, ಅದರೊಂದಿಗೆ ರಾಜ್ಯದ ವಿವಿಧ ಸಕ್ಕರೆ ಉದ್ದಿಮೆಗಳ ಆರ್ಥಿಕ ಸಾಮರ್ಥ್ಯವನ್ನು ಸಹ ಪರಿಗಣಿಸಿ, ಕೆಲವು ಮಾರ್ಗದರ್ಶಿ ಸೂತ್ರಗಳನ್ನು ರಚಿಸಿ, ಸದರಿ ಮಾರ್ಗದರ್ಶಿ ಸೂತ್ರಗಳ ಆಧಾರದಲ್ಲಿ ಕೈಗಾರಿಕಾ ವಿವಾದಗಳ ಕಾಯ್ದೆ 1947ರ ಪ್ರಾವಧಾನಗಳನ್ವಯ ರಾಜ್ಯಮಟ್ಟದ ರಾಜೀ ಸಂಧಾನಾಧಿಕಾರಿಗಳ ಸಮಕ್ಷಮದಲ್ಲಿ, ದ್ವಿಪಕ್ಷೀಯ ಹಾಗೂ ತ್ರಿಪಕ್ಷೀಯ ಚರ್ಚೆಗಳ ಮೂಲಕ ಕೈಗಾರಿಕಾ ವಿವಾದಗಳ ಕಾಯ್ದೆ 1947ರ ಕಲಂ 2(ಪಿ) ಸಹವಾಚಿತ 18(1) ಅಥವಾ ಕಲಂ 12(3) ಸಹವಾಚಿತ 18(3) ರಡಿಯಲ್ಲಿ "ಕೈಗಾರಿಕಾ ಒಪ್ಪಂದ (Memorandum of Settlement)"ವನ್ನು ರೂಪಿಸುವ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಕೈಗೊಳ್ಳಬಹುದಾಗಿರುತ್ತದೆ. ಈ ರೀತಿಯಾಗಿ ಏರ್ಪಡಿಸುವ ಒಪ್ಪಂದವು ಕೈಗಾರಿಕಾ ವಿವಾದಗಳ ಕಾಯ್ದೆ 1947ರ ಪ್ರಾವಧಾನಗಳನ್ವಯ ಸ್ವಯಂ ಚಾಲಿತವಾಗಿ ಕಾರ್ಯರೂಪಕ್ಕೆ ಬರುತ್ತದೆ.

Appointment of Ombudspersons under MGNREGS

In exercise of the powers conferred under Section 27(1) of Mahatma Gandhi National Rural Employment Guarantee Act, 2005 the Government of India have issued Instructions on Ombudsman, the Selection Committee constituted under the Chairmanship of the Additional Chief Secretary to Government of Karnataka for appointment of Ombudsperson, the committee in the meeting held on 10.10.2018 has provisionally selected candidates following recruitment rules and after having examined the objections received within the due date & the candidates selected for appointment of Ombudspersons for the districts is notified.

• The Ombudsperson shall contact the Chief Executive Officer, Zill Panchayat concerned and report to duty within 15 days from the date of issue of this Notification.

• The Ombudspersons appointed shall function as per the Instructions on Ombudsperson issued by Government of India vide its letter No/J-11011/21/2008-NREGA(Pt) dt:28.08.2017.

• The Orders and Instructions/ Guidelines issued / to be issued by the Central Govt & State Government, from time to time in this regard shall be the duties and responsibilities of the Ombudsperson.

4. Amendment of rule 5A.-In rule 5A of the said rules, the words, letters and brackets "five per cent for the purpose of item (iii) of the said sub-rule in respect of political sufferers" shall be omitted and for the words "ten percent" the words "twenty percent" shall be substituted.

5. Amendment of rule 8.- In rule 8 of the said rules, after sub-rule (7), the following shall be inserted, namely:-

"(8) An Ex-Serviceman or a soldier shall be entitled to land grant subject to annual income limit as specified in sub-rule (1) of rule 4. He shall apply for land grant in Form-IA to the Tahsildars of native taluk as entered in his service register. Application for land grant shall be submitted by the serving soldier in his service period and in respect of Ex-serviceman within two years from the date of their retirement. All the applications submitted shall be recorded by the Tahsildar in a register as per the seniority of date of submission and action shall be taken for granting land compulsorily based on the same seniority. First priority shall be given to the widows or dependents of soldiers died in the military operation and the soldiers completely disabled in the military operation:

Provided that in case of an Ex-Serviceman who has not got grant of land before, may also make an application within two years from the date of commencement of the Karnataka Land Gant (Amendment) Rules 2019.

Provided further that, if the land is not available for grant in the native taluk as per his service register then such applications shall be transferred by the respective Tahsildar to the Tahsildar of adjacent taluks.

Explanation: for the purpose of this rule "the person completely disabled in military operation" means a person so certified by the concerned military authorities.

(9) The commissioned officers of the Indian Armed Forces or para-military forces of Union are not eligible for land grant under this Quota, except dependents of the commissioned officers died in the military operation and the commissioned officers disabled in the military operation.

(10) The soldier who have declared any part of State of Karnataka as native Taluk when he joined the Indian Armed Forces or para military forces of the union, shall be eligible for land grant.

In case of Ex-Serviceman, the District officer, Sainik welfare and rehabilitation Department of the concerned district shall give authentication regarding applicant's native Taluk and his pension and pay drawn, who are eligible for land grant. In case of serving soldier concerned commanding officer/adjutant shall attest that the applicant that he was a resident of State of Karnataka when he joined the Armed Forces of the Union and his present pay drawn details:

Provided that if the person residing in the areas lying within the limits and within the distance from such limits specified in the sub- rule (2) of rule 10 makes his application it shall be considered for grant of land in the neighbouring taluks of neighbouring districts.''

6. Insertion of new Form IA.- After Form I of the said rules, the following shall be inserted, namely:-

2. ಪರಿಭಾಷೆಗಳು,- ಈ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ಸಂದರ್ಭಕ್ಕೆ ಬೇರೆ ಅರ್ಥದ ಅಗತ್ಯವಿದ್ದ ಹೊರತು,-

(ಎ) "ಅಧಿನಿಯಮ" ಎಂದರೆ ಕರ್ನಾಟಕ ಗ್ರಾಮ ಸ್ವರಾಜ್ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಅಧಿನಿಯಮ, 1993 (1993 ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ ಸಂಖ್ಯೆ: 14); ಮತ್ತು

(ಬಿ) "ಪ್ರಕರಣ" ಎಂದರೆ ಅಧಿನಿಯಮದ ಒಂದು ಪ್ರಕರಣ.

3. ವೇತನ,- (1) ಗ್ರಾಮ ಪಂಚಾಯತಿಯ ಪ್ರತಿಯೊಬ್ಬ ಅಧ್ಯಕ್ಷರಿಗೆ ಪ್ರತಿ ತಿಂಗಳಿಗೆ ಮೂರು ಸಾವಿರ ರೂಪಾಯಿಗಳ ವೇತನ ನೀಡತಕ್ಕದ್ದು.

(2) ಗ್ರಾಮ ಪಂಚಾಯತಿ ಪ್ರತಿಯೊಬ್ಬ ಉಪಾಧ್ಯಕ್ಷರಿಗೆ ಪ್ರತಿ ತಿಂಗಳಿಗೆ ಎರಡು ಸಾವಿರ ರೂಪಾಯಿಗಳ ವೇತನ ನೀಡತಕ್ಕದ್ದು;

4. ಸ್ಥಾಯಿ ಸಮಿತಿಯ ಸದಸ್ಯರ ವೇತನ,- ಹಣಕಾಸು, ಲೆಕ್ಕ ಪರಿಶೋಧನೆ ಮತ್ತು ಯೋಜನಾ ಸ್ಥಾಯಿ ಸಮಿತಿಯ ಮತ್ತು ಸಾಮಾನ್ಯ ಸ್ಥಾಯಿ ಸಮಿತಿಯ ಪದನಿಮಿತ್ತ ಅಧ್ಯಕ್ಷರನ್ನು ಹೊರತುಪಡಿಸಿ ಉಳಿದ ಸ್ಥಾಯಿ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷರಿಗೆ ಪ್ರತಿ ತಿಂಗಳಿಗೆ ಎರಡು ಸಾವಿರ ರೂಪಾಯಿಗಳ ವೇತನ ನೀಡತಕ್ಕದ್ದು.

5. ನಿರಸನಗೊಳಿಸುವಿಕೆ,- ಕರ್ನಾಟಕ ಪಂಚಾಯತ್ ರಾಜ್ ಗ್ರಾಮ ಪಂಚಾಯತಿಗಳ ಅಧ್ಯಕ್ಷ ಮತ್ತು ಉಪಾಧ್ಯಕ್ಷರ ಗೌರವಧನ ನಿಯಮಗಳು, 1994 ನ್ನು ಈ ಮೂಲಕ ನಿರಸನಗೊಳಿಸಲಾಗಿದೆ.

ಪರಂತು ಸದರಿ ನಿರಸನವು ಸದರಿ ನಿಯಮಗಳನ್ನು ಈ ಹಿಂದೆ ಜಾರಿಗೊಳಿಸುವುದನ್ನು ಅಥವಾ ಅವುಗಳಡಿಯಲ್ಲಿ ಯಥೋಚಿತವಾಗಿ ಮಾಡಿದ ಅಥವಾ ಅದರಿಂದ ಅನುಭವಿಸಿದ ಯಾವುದೇ ವಿಷಯಕ್ಕೆ ಬಾಧೆ ಉಂಟುಮಾಡತಕ್ಕದ್ದಲ್ಲ ಅಥವಾ ಸದರಿ ನಿಯಮಗಳಡಿಯಲ್ಲಿ ಆರ್ಜಿಸಿದ, ಪ್ರಾಪ್ತವಾದ ಅಥವಾ ವಹಿಸಿದ ಯಾವುದೇ ಹಕ್ಕು, ಹೊಣೆಗಾರಿಕೆ ಅಥವಾ ಬಾಧ್ಯತೆಗೆ ಬಾಧೆಯನ್ನು ಉಂಟು ಮಾಡತಕ್ಕದ್ದಲ್ಲ.

(ಡಿ) ಸಮೂಹ "ಡಿ" ಯು ಅನುಸೂಚಿ-IV ರಲ್ಲಿ ನಿರ್ದಿಷ್ಟ ಪಡಿಸಿರುವ ಹುದ್ದೆಗಳನ್ನು ಮತ್ತು ರೂ.17000-400- 18600-450-20400-500-22400-550-24600-600-27000-650-28950 ಕ್ಕಿಂತ ಮೇಲ್ಪಟ್ಟು ವೇತನ ಶ್ರೇಣಿಗಳನ್ನು ಆದರೆ, ರೂ.21400-500-22400-550-24600-600-27000-650-29600-750-32600-850-36000-950- 39800-1100-42000 ಕ್ಕಿಂತ ಕೆಳಗಿನ ವೇತನ ಶ್ರೇಣಿಯನ್ನು ಹೊಂದಿರುವ ಹುದ್ದೆಗಳನ್ನು ಒಳಗೊಂಡಿರತಕ್ಕದ್ದು.

ವಿವರಣೆ:- ಈ ಉಪನಿಯಮದ ಉದ್ದೇಶಗಳಿಗಾಗಿ "ವೇತನ ಶ್ರೇಣಿ" ಎಂದರೆ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ(ಪರಿಷ್ಕøತ ವೇತನ) ನಿಯಮಗಳು, 2018ರಲ್ಲಿ ಮತ್ತು ಅದಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಆದೇಶಗಳಲ್ಲಿ ಹೇಳಿರುವ ವಿವಿಧ ಹುದ್ದೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ನಿಗದಿಪಡಿಸಿದ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿ.

3. 9ನೇ ನಿಯಮದ ತಿದ್ದುಪಡಿ:- ಸದರಿ ನಿಯಮಗಳು 9ನೇ ನಿಯಮದ (2)ನೇ ಉಪನಿಯಮದಲ್ಲಿ- (i) (ಬಿಬಿ) ಖಂಡದಲ್ಲಿ "48900-63600 ರೂ.ಗಳಿಗಿಂತ ಕಡಿಮೆಯಿಲ್ಲದ" ಎಂಬ ಪದಗಳಿಗೆ ಮತ್ತು ಅಂಕಿಗಳಿಗೆ ಬದಲಾಗಿ "ರೂ.90500-123300 ಗಳಿಗಿಂತ ಕಡಿಮೆಯಿಲ್ಲದ" ಎಂಬ ಪದಗಳನ್ನು ಮತ್ತು ಅಂಕಿಗಳನ್ನು ಮತ್ತು "ರೂ.30400-51300 ಗಳಿಗಿಂತ ಹೆೆಚ್ಚಲ್ಲದ" ಎಂಬ ಪದಗಳಿಗೆ ಮತ್ತು ಅಂಕಿಗಳಿಗೆ ಬದಲಾಗಿ "ರೂ.56800-99600 ಗಳಿಗಿಂತ ಹೆಚ್ಚಲ್ಲದ" ಎಂಬ ಪದಗಳನ್ನು ಮತ್ತು ಅಂಕಿಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

(ii) (ಬಿಬಿಬಿ) ಖಂಡದಲ್ಲಿ, "48900-63600 ರೂ.ಗಳಿಗಿಂತ ಕಡಿಮೆ" ಎಂಬ ಪದಗಳಿಗೆ ಮತ್ತು ಅಂಕಿಗಳಿಗೆ ಬದಲಾಗಿ "ರೂ.90500-123300 ಗಳಿಗಿಂತ ಕಡಿಮೆ" ಎಂಬ ಪದಗಳನ್ನು ಮತ್ತು ಅಂಕಿಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

(iii) (ಬಿಬಿಬಿ-1) ಖಂಡದಲ್ಲಿ "40050-56550 ರ ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿರುವ" ಎಂಬ ಪದಗಳಿಗೆ ಮತ್ತು ಅಂಕಿಗಳಿಗೆ ಬದಲಾಗಿ "ರೂ.74400-109600 ರ ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿರುವ" ಎಂಬ ಪದಗಳನ್ನು ಮತ್ತು ಅಂಕಿಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

4. 10ನೇ ನಿಯಮದ ತಿದ್ದುಪಡಿ:- ಸದರಿ ನಿಯಮಗಳ 10ನೇ ನಿಯಮದ (8)ನೇ ಉಪ ನಿಯಮದಲ್ಲಿನ ಕ್ರಮ ಸಂಖ್ಯೆ (10)ರಲ್ಲಿನ "40050-56550" ಎಂಬ ಅಂಕಿಗಳ ಬದಲಾಗಿ "74400-109600" ಎಂಬ ಅಂಕಿಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

The draft of the following rules further to amend the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as required by clause (a) of sub-section (2) of section 3 of the said Act, for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in Official Gazette.

Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. Objections or Suggestions may be addressed to the Principal Secretary to Government, Department of Personnel and Administrative Reforms, Vidhana Soudha, Bengaluru-560 001.

DRAFT RULES

1. Title and Commencement:- (1) These rules may be called the Karnataka Civil Services (Classification, Control and Appeal) (Amendment) Rules, 2018.

(2) They shall be deemed to have come into force with effect from 1st July 2017.

2. Amendment of Rule 5: In the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, (hereinafter referred to as the said Rules) in rule 5, for sub-rule (3), and entries relating thereto the following shall be substituted, namely:-

(3) In the State Civil Services.-

a) Group "A" Shall consist of posts carrying the scale of pay off Rupees 52650-1250-53900- 1450-62600-1650-72500-1900- 83900-2200-97100 and above;

b) Group "B' shall consist of posts carrying the scale of pay of Rupees 40900-1100- 46400-1250-53900-1450-62600-1650-72500-1900-78200 and above, but below the scale of pay of Rupees 52650-1250-53900-1450-62600-1650-72500-1900-83900-2200-97100;

c) Group "C" shall consist of posts carrying the scale of pay of Rupees 21400-500-22400- 550-24600-600-27000-650-29600-750-32600-850-36000-950-39800-1100-42000 and above, but below the scale of pay of Rupees 40900-1100-46400-1250-53900-1450-62600-1650-72500-1900- 78200 but other than the posts specified in Schedule-IV; and

d) Group "D" shall consist of posts specified in Schedule-IV and the posts carrying the scale of pay of Rupees 17000-400- 18600-450-20400-500-22400-550-24600-600-27000-650- 28950 and above, but below the scale of pay of Rupees 21400-500-22400-550-24600-600-27000- 650-29600-750-32600- 850-36000-950-39800-1100-420004 Explanation:- For the purposes of this sub-rule "scale of pay" means the revised scales of pay specified in respect of various posts in the Karnataka Civil Services(Revised Pay) Rules, 2018 and related orders.

3. Amendment of rule 9:- In the rule 9 of the said rules, in sub rule(2),-

(i) in clause (bb), for the words and figures "not less than Rupees 48900-63600" the words and figures "not less than Rupees "90500-123300" and for the words and figures "not more than Rupees 30400-51300" the words and figures "not more than Rupees 56800-99600" shall be substituted.

(ii) in clause (bbb), for the words and figures "less than Rupees 48900-63600" the words and figures "less than Rupees 90500-123300" shall be substituted.

(iii) in clause(bbb-1), for the words and figures "for the pay scale of Rupees 40050-56550", the words and figures "for the pay scale of Rupees 74400- 109600" shall be substituted.

4. Amendment of Rule 10 :- In Rule 10 of the said Rules, in sub rule (8) in serial number (10), "for the figures "40050-56550" the figures "74400-109600" shall be substituted.
