ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ, ಹಜ್ó ಮತ್ತು ವಕ್ಫ್ ಇಲಾಖೆಯ ಅಧೀನದಲ್ಲಿ ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ನಿರ್ದೇಶನಾಲಯವು ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ಇದರ ಅಧೀನದಲ್ಲಿ ಅಲ್ಪಸಂಖ್ಯಾತರ ಮೊರಾರ್ಜಿದೇಸಾಯಿ ವಸತಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಸದರಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳಲ್ಲಿ ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಗಳು ಖಾಲಿ ಇದ್ದು ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (1) ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರದಲ್ಲಿ 06 ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಗಳನ್ನು (ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯ ಮೂಲಕ, ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆಗಳು) ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯ ಮೂಲಕ ನೇರ ನೇಮಕಾತಿ ಹಾಗೂ ಆಯ್ಕೆ) (ಸಾಮಾನ್ಯ) ನಿಯಮಗಳು 2006 ರಡಿಯಲ್ಲಿ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ಆಯ್ಕೆ ಮಾಡಲು ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗ ಇವರಿಗೆ ಕೋರಲಾಗಿದೆ.

ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗವು ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ(2)ರಲ್ಲಿ ಓದಲಾದ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಅಲ್ಪಸಂಖ್ಯಾತರ ಮೊರಾರ್ಜಿದೇಸಾಯಿ ವಸತಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ 6 ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಗಳನ್ನು ನೇಮಕಾತಿ ಮಾಡಿಕೊಳ್ಳಲು ಪ್ರಕಟಣೆಯನ್ನು ನೀಡಿದ್ದು, ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯನ್ನು ನಡೆಸಿಭಾಗ ೨ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೫, ೨೦೧೯ ೪೫೫ ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (3)ರಲ್ಲಿ ಓದಲಾದ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ತಾತ್ಕಾಲಿಕ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಿದ್ದು, ತದನಂತರ ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ(4)ರಲ್ಲಿ ಓದಲಾದ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಅಂತಿಮ ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಿದೆ.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (5)ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರದಲ್ಲಿ ನಿರ್ದೇಶಕರು ಅಲ್ಪಸಂಖ್ಯಾತರ ನಿರ್ದೇಶನಾಲಯ ಇವರು ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ:ಎಂಡಬ್ಲ್ಯೂಡಿ 693 ಎಂಡಿಎಸ್ 2018, ದಿನಾಂಕ:04-01-2019ರಲ್ಲಿ ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗದಿಂದ ಅಲ್ಪಸಂಖ್ಯಾತರ ಮೊರಾರ್ಜಿ ದೇಸಾಯಿ ವಸತಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಗಳಿಗೆ ಆಯ್ಕೆಯಾದ ಅಭ್ಯರ್ಥಿಗಳ ಮೂಲ ದಾಖಲಾತಿಗಳನ್ನು ಪರಿಶೀಲಿಸಿ ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ನೀಡುವಂತೆ ನಿರ್ದೇಶಕರು, ಅಲ್ಪಸಂಖ್ಯಾತರ ನಿರ್ದೇಶನಾಲಯ ಇವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿಯನ್ನು ರಚಿಸಿ ಅಧಿಸೂಚಿಸಲಾಗಿದ್ದು, ಅದರಂತೆ, ಅಭ್ಯರ್ಥಿಗಳ ಮೂಲ ದಾಖಲಾತಿ, ಜಾತಿ ಮೀಸಲಾತಿ ಸಿಂಧುತ್ವ, ಹೈದ್ರಾಬಾದ್ ಕರ್ನಾಟಕ ಮೀಸಲಾತಿ ಸಿಂಧುತ್ವ, ವೈದ್ಯಕೀಯ ಪ್ರಮಾಣ ಪತ್ರ ಮತ್ತು ಗುಣ ನಡತೆ ಪ್ರಮಾಣ ಪತ್ರಗಳನ್ನು ಪರಿಶೀಲಿಸಿ ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ನೀಡಿರುತ್ತಾರೆ.

ಅಲ್ಪಸಂಖ್ಯಾತರ ಮೊರಾರ್ಜಿ ದೇಸಾಯಿ ವಸತಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರುಗಳ ಹುದ್ದೆಗಳಿಗೆ ಆಯ್ಕೆಯಾಗಿರುವ ಈ ಕೆಳಕಂಡ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಗ್ರೂಪ್-ಎ ಹುದ್ದೆಯ ರೂ.56800-99600 ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿ ಕೆಳಕಂಡ ಷರತ್ತುಗಳಿಗೆ ಒಳಪಡಿಸಿ ಕೆಳಕಂಡ ಸ್ಥಳಗಳಿಗೆ ನೇಮಕಾತಿ ಮಾಡಿ

ಷರತ್ತುಗಳು

1. ಸದರಿ ನೇಮಕಾತಿಯು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಪರಿಕ್ಷಾರ್ಥ) ನಿಯಮಾವಳಿಗಳು 1977 ರನ್ವಯ 2 ವರ್ಷಗಳ ಖಾಯಂಪೂರ್ವ ಪರೀಕ್ಷಾರ್ಥ ಸೇವಾ ಅವಧಿ ಒಳಪಟ್ಟಿರುತ್ತದೆ. ಖಾಯಂ ಪೂರ್ವ ಅವಧಿಯನ್ನು ತೃಪ್ತಿಕರವಾಗಿ ಪೂರ್ಣಗೊಳಿಸತಕ್ಕದ್ದು.

2. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿಯು ಮತ್ತು ಸೇವಾ ಸೌಲಭ್ಯಗಳು ಆಗಿಂದಾಗ್ಗೆ ಜಾರಿಯಲ್ಲಿರುವ ಸರ್ಕಾರದ ನಿಯಮಗಳು/ಆದೇಶಗಳ ಅಧೀನಕ್ಕೊಳಪಟ್ಟಿರುತ್ತದೆ.

3. ಈ ನೇಮಕಾತಿ ಆದೇಶ ಪಡೆದ ದಿನಾಂಕದಿಂದ 15 ದಿನಗೊಳಗಾಗಿ ಅಭ್ಯರ್ಥಿಗಳು ನೇಮಕಗೊಂಡ ಸ್ಥಳಕ್ಕೆ ತಪ್ಪದೇ ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗತಕ್ಕದು, ನಿಗಧಿತ ದಿನಾಂಕದೊಳಗಾಗಿ ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗದಿದ್ದಲ್ಲಿ ನೇಮಕಾತಿ ಆದೇಶವನ್ನು ಯಾವುದೇ ಮುನ್ಸೂಚನೆ ಇಲ್ಲದೇ ರದ್ದುಗೊಳಿಸಲಾಗುವುದು.

4. ಅಭ್ಯರ್ಥಿಗಳು ಹುದ್ದೆಗೆ ನಿಗಧಿಪಡಿಸಿರುವ ಎಲ್ಲಾ ಇಲಾಖಾ ಪರೀಕ್ಷೆಗಳನ್ನು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಸೇವೆಗಳು ಮತ್ತು ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷಾ ನಿಯಮಗಳು) 1974ರನ್ವಯ ಕಡ್ಡಾಯವಾಗಿ ತೇರ್ಗಡೆಯಾಗತಕ್ಕದ್ದು.

5. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ನೇಮಕಾತಿ ಮಾಡಿದ ಸ್ಥಳ ಸೇರಲು ಯಾವುದೇ ಪ್ರಯಾಣ ಭತ್ಯೆ ಮತ್ತು ದಿನಭತ್ಯೆ ನೀಡಲಾಗುವುದಿಲ್ಲ.

6. ಅಭ್ಯರ್ಥಿಯು ಸೇವೆಗೆ ಹಾಜರಾಗುವ ಪೂರ್ವದಲ್ಲಿ ಅಭ್ಯರ್ಥಿಗೆ ಹಾಗೂ ಅಭ್ಯರ್ಥಿಯ ಕುಟುಂಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸ್ಥಿರ ಮತ್ತು ಚರಾಸ್ಥಿಗಳ ವಿವರ, ಸಾಲಗಳ ಪ್ರಮಾಣ ಪತ್ರ, ಪಾಸ್‌ಪೋರ್ಟ್ ಅಳತೆಯ 2 ಇತ್ತೀಚಿನ ಭಾವಚಿತ್ರ ಮತ್ತು ವಿದ್ಯಾರ್ಹತೆ ಹಾಗೂ ಮೀಸಲಾತಿ ಬಗ್ಗೆ ಇರುವ ಮೂಲ ಪ್ರಮಾಣ ಪತ್ರ, ಜನ್ಮ ದಿನಾಂಕದ ಬಗ್ಗೆ ಮೂಲ.

7. ಪ್ರಮಾಣಪತ್ರ ಹಾಗೂ ಇತರೆ ದಾಖಲಾತಿಗಳು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗುವ ಸಂದರ್ಭದಲ್ಲಿ ಹಾಜರುಪಡಿಸತಕ್ಕದ್ದು. 8. ಅಭ್ಯರ್ಥಿಯು ಸಲ್ಲಿಸುವ ಮೂಲ ದಾಖಲಾತಿಗಳಲ್ಲಿ ತಪ್ಪು ಮಾಹಿತಿ ಅಥವಾ ಸುಳ್ಳು ಎಂದು ಕಂಡುಬಂದಲ್ಲಿ, ಅಂತಹವರ ಆಯ್ಕೆಯನ್ನು ರದ್ದುಪಡಿಸಲಾಗುವುದು. ಸರ್ಕಾರದ ಸುತ್ತೋಲೆ ಸಂಖ್ಯೆ:ಕಂಇ/216/ಬಿಎಸ್‌ಸಿ/2013, ದಿನಾಂಕ:22-08-2013ರಲ್ಲಿ ಸೂಚಿಸಲಾಗಿರುವಂತೆ ಅಂತಹ ಅಭ್ಯರ್ಥಿಯ ವಿರುದ್ದ ಭಾರತೀಯ ದಂಡ ಸಮಿತಿಯಲ್ಲಿನ ಸೂಕ್ತ ಕಲಂಗಳ ಅಡಿಯಲ್ಲಿ ಕ್ರಮಕೈಗೊಳ್ಳಲಾಗುವುದು ಹಾಗೂ ಕೆಸಿಎಸ್ (ಸಿಸಿಎ) ನಿಯಮಗಳು 1957 ರಡಿಯಲ್ಲಿ ಶಿಸ್ತು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

9. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾದ ಕೂಡಲೇ ಮಹಾಲೇಖಪಾಲರು, ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿಗಳು, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ, ಹಜ್ó ಮತ್ತು ವಕ್ಫ್ ಇಲಾಖೆ, ನಿರ್ದೇಶಕರು, ಜಿಲ್ಲಾ ಅಧಿಕಾರಿಗಳು, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ಇಲಾಖೆ/ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಹಾಗೂ ಎಲ್ಲಾ ಸಂಬಂಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳಿಗೆ ಸಿಟಿಸಿಯನ್ನು ಕಳುಹಿಸತಕ್ಕದ್ದು.

10. ಅಭ್ಯರ್ಥಿಯು ಮದುವೆಯಾಗಿದ್ದಲ್ಲಿ, ಒಬ್ಬರೆ ಪತಿ ಅಥವಾ ಪತ್ನಿ ಹೊಂದಿರುವ ಬಗ್ಗೆ ಕೆಸಿಎಸ್ (ನಡತೆ) ನಿಯಮಗಳು 1966ರಲ್ಲಿನ ನಿಯಮ 28ರ ರೀತ್ಯಾ ಕರ್ತವಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳುವ ಕಛೇರಿಯ ಮುಖ್ಯಸ್ಥರ ಮುಂದೆ ಘೋಷಣೆ ಹಾಜರುಪಡಿಸತಕ್ಕದ್ದು.

11. ಆಯ್ಕೆಯಾಗಿರುವ ಅಭ್ಯಥಿಯು ಅವರನ್ನು ನೇಮಿಸುವ ಸ್ಥಳದಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ವಾಸ ಮಾಡಬೇಕು ಮತ್ತು ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳುವ ಸಂದರ್ಭದಲ್ಲಿ ಮಾದರಿ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಹಾಜರುಪಡಿಸಬೇಕು.

12. ಅಭ್ಯರ್ಥಿಯು ಸೇವೆಗೆ ಹಾಜರಾಗಿ ಭಾರತ ಸಂವಿಧಾನದ ರೀತ್ಯಾ "ನಿಷ್ಠೆಯ ಪ್ರಮಾಣ ವಚನ" ಸ್ವೀಕರಿಸುವುದು. 13. ಅಭ್ಯರ್ಥಿಯು ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ ನಂ.ಎಫ್‌ಡಿ/ಎಸ್‌ಪಿಎಲ್/04/ಪಿಇಟಿ/05 ದಿನಾಂಕ:31-03-2016ರಂತೆ ಹೊಸ ನಿವೃತ್ತಿ ವೇತನ ಯೋಜನೆಗೆ (ಎನ್‌ಪಿಎಸ್) ಒಳಪಟ್ಟಿರುತ್ತಾರೆ. ದಿನಾಂಕ:01-04-2006ರ ನಂತರ ಸರ್ಕಾರಿ ಸೇವೆಗೆ ನೇಮಕಗೊಂಡ ನೌಕರರ ಮೂಲ ಮತ್ತು ತುಟಿಭತ್ಯೆಯ ಒಟ್ಟು ಮೊತ್ತದ ಶೇ 10%ರಷ್ಟು ಭಾಗವನ್ನು ಅವರ ಪ್ರತಿ ಮಾಹೆಯ ವೇತನದಲ್ಲಿ ನಿವೃತ್ತಿ ಸೌಲಭ್ಯದ ವಂತಿಕೆಯನ್ನು ಕಟಾಯಿಸಲಾಗುವುದು.

14. ಅಭ್ಯರ್ಥಿಗಳು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆ (ನಡತೆ) ನಿಯಮಗಳು 1966 ಹಾಗೂ ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆ (ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ, ಮೇಲ್ಮನವಿ) ನಿಯಮಗಳು 1957 ಹಾಗೂ ಕಾಲಕಾಲಕ್ಕೆ ಸರ್ಕಾರದಿಂದ ಹೊರಡಿಸಲಾಗುವ ಇತರೆ ನಿಯಮಾವಳಿಗಳಿಗೆ ಬದ್ದರಾಗಿರುತ್ತಾರೆ. 15. ಈಗಾಗಲೇ ಸರ್ಕಾರಿ ಸೇವೆಯಲ್ಲಿರುವ ಅಭ್ಯರ್ಥಿಗಳು ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರ ಮೂಲಕ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ ಬಗ್ಗೆ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸತಕ್ಕದ್ದು, ಹಾಗೂ ಇಲಾಖಾಧಿಕಾರಿಗಳು ನೀಡಿರುವ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರವನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು. ಅಂತಹ ಅಭ್ಯರ್ಥಿಗಳು ಇಲಾಖೆಯಿಂದ ಬಿಡುಗಡೆಯಾಗಿರುವ ಬಗ್ಗೆ ದೃಡೀಕರಣ ಪತ್ರವನ್ನು ಹಾಜರು ಪಡಿಸತಕ್ಕದ್ದು.

16. ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ:ಸಿಆಸುಇ 154 ಎಸ್‌ಸಿಆರ್ 2014, ದಿನಾಂಕ : 27-04-2015ರ ಮೇರೆಗೆ ಅಭ್ಯರ್ಥಿಯು ಕಂಪ್ಯೂಟರ್ ಸಾಕ್ಷರತಾ ಪರೀಕ್ಷೆಯನ್ನು ನಿಗದಿತ ಸಮಯದಲ್ಲಿ ಪಾಸು ಮಾಡತಕ್ಕದ್ದು.

17. ನೇಮಕಾತಿಗೊಳಿಸಿದ ಸ್ಥಳ/ಕಛೇರಿಯನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಬದಲಾವಣೆ ಮಾಡಲಾಗುವುದಿಲ್ಲ. ಸ್ಥಳ ಬದಲಾವಣೆ ಮಾಡುವಂತೆ ಒತ್ತಡ ತಂದಲ್ಲಿ ಅಂತಹ ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ ಆದೇಶವನ್ನು ರದ್ದುಗೊಳಿಸಲಾಗುವುದು.

18. ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಿದ್ದ ಪ್ರಥಮ ಮಾಹೆಯ ವೇತನವನ್ನು ನಿರ್ದೇಶಕರ ಕಛೇರಿಯಿಂದ ಅನುಮತಿ ಪಡೆದ ನಂತರವೇ ಪಡೆದುಕೊಳ್ಳತಕ್ಕದ್ದು. 19. ಸರ್ಕಾರಿ ಆದೇಶಗಳು, ನಿರ್ದೇಶಕರು, ಜಿಲ್ಲಾ ಅಧಿಕಾರಿಗಳು, ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ವಹಣಾಧಿಕಾರಿಗಳು, ಜಿಲ್ಲಾ ಪಂಚಾಯತ್, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ಇಲಾಖೆ/ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳು ಹಾಗೂ ಇತರೆ ಸಂಬಂಧಿತ ಅಧಿಕಾರಿಗಳ ಆದೇಶಗಳನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಪಾಲಿಸತಕ್ಕದ್ದು.

1. ಸದರಿ ನೇಮಕಾತಿಯು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಪರಿಕ್ಷಾರ್ಥ) ನಿಯಮಾವಳಿಗಳು 1977 ರನ್ವಯ 2 ವರ್ಷಗಳ ಖಾಯಂಪೂರ್ವ ಪರೀಕ್ಷಾರ್ಥ ಸೇವಾ ಅವಧಿ ಒಳಪಟ್ಟಿರುತ್ತದೆ. ಖಾಯಂ ಪೂರ್ವ ಅವಧಿಯನ್ನು ತೃಪ್ತಿಕರವಾಗಿ ಪೂರ್ಣಗೊಳಿಸತಕ್ಕದ್ದು.

2. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿಯು ಮತ್ತು ಸೇವಾ ಸೌಲಭ್ಯಗಳು ಆಗಿಂದಾಗ್ಗೆ ಜಾರಿಯಲ್ಲಿರುವ ಸರ್ಕಾರದ ನಿಯಮಗಳು/ಆದೇಶಗಳ ಅಧೀನಕ್ಕೊಳಪಟ್ಟಿರುತ್ತದೆ.

3. ಈ ನೇಮಕಾತಿ ಆದೇಶ ಪಡೆದ ದಿನಾಂಕದಿಂದ 15 ದಿನಗೊಳಗಾಗಿ ಅಭ್ಯರ್ಥಿಗಳು ನೇಮಕಗೊಂಡ ಸ್ಥಳಕ್ಕೆ ತಪ್ಪದೇ ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗತಕ್ಕದು, ನಿಗಧಿತ ದಿನಾಂಕದೊಳಗಾಗಿ ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗದಿದ್ದಲ್ಲಿ ನೇಮಕಾತಿ ಆದೇಶವನ್ನು ಯಾವುದೇ ಮುನ್ಸೂಚನೆ ಇಲ್ಲದೇ ರದ್ದುಗೊಳಿಸಲಾಗುವುದು.

4. ಅಭ್ಯರ್ಥಿಗಳು ಹುದ್ದೆಗೆ ನಿಗಧಿಪಡಿಸಿರುವ ಎಲ್ಲಾ ಇಲಾಖಾ ಪರೀಕ್ಷೆಗಳನ್ನು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಸೇವೆಗಳು ಮತ್ತು ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷಾ ನಿಯಮಗಳು) 1974ರನ್ವಯ ಕಡ್ಡಾಯವಾಗಿ ತೇರ್ಗಡೆಯಾಗತಕ್ಕದ್ದು.

5. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ನೇಮಕಾತಿ ಮಾಡಿದ ಸ್ಥಳ ಸೇರಲು ಯಾವುದೇ ಪ್ರಯಾಣ ಭತ್ಯೆ ಮತ್ತು ದಿನಭತ್ಯೆ ನೀಡಲಾಗುವುದಿಲ್ಲ.

6. ಅಭ್ಯರ್ಥಿಯು ಸೇವೆಗೆ ಹಾಜರಾಗುವ ಪೂರ್ವದಲ್ಲಿ ಅಭ್ಯರ್ಥಿಗೆ ಹಾಗೂ ಅಭ್ಯರ್ಥಿಯ ಕುಟುಂಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸ್ಥಿರ ಮತ್ತು ಚರಾಸ್ಥಿಗಳ ವಿವರ, ಸಾಲಗಳ ಪ್ರಮಾಣ ಪತ್ರ, ಪಾಸ್‌ಪೋರ್ಟ್ ಅಳತೆಯ 2 ಇತ್ತೀಚಿನ ಭಾವಚಿತ್ರ ಮತ್ತು ವಿದ್ಯಾರ್ಹತೆ ಹಾಗೂ ಮೀಸಲಾತಿ ಬಗ್ಗೆ ಇರುವ ಮೂಲ ಪ್ರಮಾಣ ಪತ್ರ, ಜನ್ಮ ದಿನಾಂಕದ ಬಗ್ಗೆ ಮೂಲ

7. ಪ್ರಮಾಣಪತ್ರ ಹಾಗೂ ಇತರೆ ದಾಖಲಾತಿಗಳು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾಗುವ ಸಂದರ್ಭದಲ್ಲಿ ಹಾಜರುಪಡಿಸತಕ್ಕದ್ದು.

8. ಅಭ್ಯರ್ಥಿಯು ಸಲ್ಲಿಸುವ ಮೂಲ ದಾಖಲಾತಿಗಳಲ್ಲಿ ತಪ್ಪು ಮಾಹಿತಿ ಅಥವಾ ಸುಳ್ಳು ಎಂದು ಕಂಡುಬಂದಲ್ಲಿ, ಅಂತಹವರ ಆಯ್ಕೆಯನ್ನು ರದ್ದುಪಡಿಸಲಾಗುವುದು. ಸರ್ಕಾರದ ಸುತ್ತೋಲೆ ಸಂಖ್ಯೆ:ಕಂಇ/216/ಬಿಎಸ್‌ಸಿ/2013, ದಿನಾಂಕ:22-08-2013ರಲ್ಲಿ ಸೂಚಿಸಲಾಗಿರುವಂತೆ ಅಂತಹ ಅಭ್ಯರ್ಥಿಯ ವಿರುದ್ದ ಭಾರತೀಯ ದಂಡ ಸಮಿತಿಯಲ್ಲಿನ ಸೂಕ್ತ ಕಲಂಗಳ ಅಡಿಯಲ್ಲಿ ಕ್ರಮಕೈಗೊಳ್ಳಲಾಗುವುದು ಹಾಗೂ ಕೆಸಿಎಸ್ (ಸಿಸಿಎ) ನಿಯಮಗಳು 1957 ರಡಿಯಲ್ಲಿ ಶಿಸ್ತು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

9. ಸದರಿ ಅಭ್ಯರ್ಥಿಗಳು ಕರ್ತವ್ಯಕ್ಕೆ ಹಾಜರಾದ ಕೂಡಲೇ ಮಹಾಲೇಖಪಾಲರು, ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿಗಳು, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ, ಹಜ್ ಮತ್ತು ವಕ್ಫ್ ಇಲಖೆ, ನಿರ್ದೇಶಕರು, ಜಿಲ್ಲಾ ಅಧಿಕಾರಿಗಳು, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ಇಲಾಖೆ/ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಹಾಗೂ ಎಲ್ಲಾ ಸಂಬಂಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳಿಗೆ ಸಿಟಿಸಿಯನ್ನು ಕಳುಹಿಸತಕ್ಕದ್ದು.

10. ಅಭ್ಯರ್ಥಿಯು ಮದುವೆಯಾಗಿದ್ದಲ್ಲಿ, ಒಬ್ಬರೆ ಪತಿ ಅಥವಾ ಪತ್ನಿ ಹೊಂದಿರುವ ಬಗ್ಗೆ ಕೆಸಿಎಸ್ (ನಡತೆ) ನಿಯಮಗಳು 1966ರಲ್ಲಿನ ನಿಯಮ 28ರ ರೀತ್ಯಾ ಕರ್ತವಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳುವ ಕಛೇರಿಯ ಮುಖ್ಯಸ್ಥರ ಮುಂದೆ ಘೋಷಣೆ ಹಾಜರುಪಡಿಸತಕ್ಕದ್ದು.

11. ಆಯ್ಕೆಯಾಗಿರುವ ಅಭ್ಯಥಿಯು ಅವರನ್ನು ನೇಮಿಸುವ ಸ್ಥಳದಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ವಾಸ ಮಾಡಬೇಕು ಮತ್ತು ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳುವ ಸಂದರ್ಭದಲ್ಲಿ ಮಾದರಿ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಹಾಜರುಪಡಿಸಬೇಕು.

12. ಅಭ್ಯರ್ಥಿಯು ಸೇವೆಗೆ ಹಾಜರಾಗಿ ಭಾರತ ಸಂವಿಧಾನದ ರೀತ್ಯಾ "ನಿಷ್ಠೆಯ ಪ್ರಮಾಣ ವಚನ" ಸ್ವೀಕರಿಸುವುದು.

13. ಅಭ್ಯರ್ಥಿಯು ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ ನಂ.ಎಫ್‌ಡಿ/ಎಸ್‌ಪಿಎಲ್/04/ಪಿಇಟಿ/05 ದಿನಾಂಕ:31-03-2016ರಂತೆ ಹೊಸ ನಿವೃತ್ತಿ ವೇತನ ಯೋಜನೆಗೆ (ಎನ್‌ಪಿಎಸ್) ಒಳಪಟ್ಟಿರುತ್ತಾರೆ. ದಿನಾಂಕ:01-04-2006ರ ನಂತರ ಸರ್ಕಾರಿ ಸೇವೆಗೆ ನೇಮಕಗೊಂಡ ನೌಕರರ ಮೂಲ ಮತ್ತು ತುಟಿಭತ್ಯೆಯ ಒಟ್ಟು ಮೊತ್ತದ ಶೇ 10%ರಷ್ಟು ಭಾಗವನ್ನು ಅವರ ಪ್ರತಿ ಮಾಹೆಯ ವೇತನದಲ್ಲಿ ನಿವೃತ್ತಿ ಸೌಲಭ್ಯದ ವಂತಿಕೆಯನ್ನು ಕಟಾಯಿಸಲಾಗುವುದು.

14. ಅಭ್ಯರ್ಥಿಗಳು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆ (ನಡತೆ) ನಿಯಮಗಳು 1966 ಹಾಗೂ ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆ (ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ, ಮೇಲ್ಮನವಿ) ನಿಯಮಗಳು 1957 ಹಾಗೂ ಕಾಲಕಾಲಕ್ಕೆ ಸರ್ಕಾರದಿಂದ ಹೊರಡಿಸಲಾಗುವ ಇತರೆ ನಿಯಮಾವಳಿಗಳಿಗೆ ಬದ್ದರಾಗಿರುತ್ತಾರೆ.

15. ಈಗಾಗಲೇ ಸರ್ಕಾರಿ ಸೇವೆಯಲ್ಲಿರುವ ಅಭ್ಯರ್ಥಿಗಳು ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರ ಮೂಲಕ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ ಬಗ್ಗೆ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸತಕ್ಕದ್ದು, ಹಾಗೂ ಇಲಾಖಾಧಿಕಾರಿಗಳು ನೀಡಿರುವ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರವನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು. ಅಂತಹ ಅಭ್ಯರ್ಥಿಗಳು ಇಲಾಖೆಯಿಂದ ಬಿಡುಗಡೆಯಾಗಿರುವ ಬಗ್ಗೆ ದೃಡೀಕರಣ ಪತ್ರವನ್ನು ಹಾಜರು ಪಡಿಸತಕ್ಕದ್ದು.

16. ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ:ಸಿಆಸುಇ 154 ಎಸ್‌ಸಿಆರ್ 2014, ದಿನಾಂಕ : 27-04-2015ರ ಮೇರೆಗೆ ಅಭ್ಯರ್ಥಿಯು ಕಂಪ್ಯೂಟರ್ ಸಾಕ್ಷರತಾ ಪರೀಕ್ಷೆಯನ್ನು ನಿಗದಿತ ಸಮಯದಲ್ಲಿ ಪಾಸು ಮಾಡತಕ್ಕದ್ದು.

17. ನೇಮಕಾತಿಗೊಳಿಸಿದ ಸ್ಥಳ/ಕಛೇರಿಯನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಬದಲಾವಣೆ ಮಾಡಲಾಗುವುದಿಲ್ಲ. ಸ್ಥಳ ಬದಲಾವಣೆ ಮಾಡುವಂತೆ ಒತ್ತಡ ತಂದಲ್ಲಿ ಅಂತಹ ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ ಆದೇಶವನ್ನು ರದ್ದುಗೊಳಿಸಲಾಗುವುದು.

18. ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಿದ್ದ ಪ್ರಥಮ ಮಾಹೆಯ ವೇತನವನ್ನು ನಿರ್ದೇಶಕರ ಕಛೇರಿಯಿಂದ ಅನುಮತಿ ಪಡೆದ ನಂತರವೇ ಪಡೆದುಕೊಳ್ಳತಕ್ಕದ್ದು.

ತದನಂತರ, ಸರ್ಕಾರವು, ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯದ ಮುಂದಿರುವ ಎಂಎ.ಸಂ.1151-1152/2018 ಮತ್ತು ರಿಟ್ ಅರ್ಜಿ ಸಂ.79/2018 ಮತ್ತು ಸಂಬಂಧಿಸಿದ ಪ್ರಕರಣಗಳಲ್ಲಿ ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯವು ನೀಡುವ ತೀರ್ಪು/ಆದೇಶಕ್ಕೆ ಒಳಪಟ್ಟು, ಕರ್ನಾಟಕ (ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳಲ್ಲಿನ ಹುದ್ದೆಗಳಿಗೆ) ಮೀಸಲಾತಿ ಆಧಾರದ ಮೇಲೆ ಬಡ್ತಿ ಹೊಂದಿರುವ ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ ತತ್ಪರಿಣಾಮದ ಜ್ಯೇಷ್ಠತೆಯನ್ನು ವಿಸ್ತರಿಸುವ ಅಧಿನಿಯಮ 2017ನ್ನು ಜಾರಿಗೊಳಿಸುವುದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮತ್ತು ಹಿಂಬಡ್ತಿಗೊಳಗಾದ ಅಧಿಕಾರಿ/ನೌಕರರನ್ನು ಅವರು ಹಿಂದೆ ಧಾರಣ ಮಾಡಿದ್ದ ವೃಂದಗಳಿಗೆ ಮರುನಿಯುಕ್ತಿಗೊಳಿಸುವಂತೆ ವಿವರವಾದ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಸರ್ಕಾರದ ಆದೇಶ ಸಂ.ಸಿಆಸುಇ 186 ಎಸ್ಆರ್ಆರ್ 2018 ದಿನಾಂಕ: 27-02-2019ರಲ್ಲಿ ಹೊರಡಿಸಿರುತ್ತದೆ.

ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯವು ರಿಟ್ ಅರ್ಜಿ(ಸಿ) ಸಂ.764/2018ರ ವಾದಕಾಲೀನ ಅರ್ಜಿ (ಐಎ) ಸಂ. 36981/2019ರಲ್ಲಿ ದಿನಾಂಕ: 1-3-2019 ರಂದು ಸರ್ಕಾರದ ಆದೇಶ ಸಂ.ಸಿಆಸುಇ 186 ಎಸ್ಆರ್ಎಸ್ 2018 ದಿನಾಂಕ: 27-2-2019ರ ಅನುಷ್ಠಾನಕ್ಕೆ ತಡೆಯಾಜ್ಞೆ ನೀಡಿದ್ದರಿಂದ, ಮುಂದಿನ ನಿರ್ದೇಶನ ನೀಡುವವರೆಗೆ ಸದರಿ ಆದೇಶದ ಅನುಷ್ಠಾನಕ್ಕೆ ಯಾವುದೇ ಮುಂದಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳತಕ್ಕದ್ದಲ್ಲವೆಂದು ದಿನಾಂಕ: 5-3-2019ರ ಆದೇಶದಲ್ಲಿ ಸರ್ಕಾರವು ಸೂಚನೆ ನೀಡಿತ್ತು.

ಪ್ರಸ್ತುತ, ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯವು ಸಿವಿಲ್ ಅಪೀಲು ಸಂ.2368/2011 - ಬಿ.ಕೆ.ಪವಿತ್ರ ಮತ್ತು ಇತರರು ವಿರುದ್ಧ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮತ್ತು ಇತರರು ಹಾಗೂ ಸಂಬಂಧಿಸಿದ ರಿವ್ಯೂ ಅರ್ಜಿಗಳಲ್ಲಿನ ಪ್ರಕರಣ ಸಂ.ಎಂ.ಎ.1151/2018ರಲ್ಲಿ ದಿನಾಂಕ: 10-5-2019ರಂದು ನೀಡಿದ ತೀರ್ಪಿನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಸರ್ಕಾರವು, ಸರ್ಕಾರದ ಆದೇಶ ಸಂ. ಡಿಪಿಎಆರ್ 186 ಎಸ್ಆರ್ಎಸ್ 2018 ದಿನಾಂಕ: 15-5-2019ರಲ್ಲಿ ದಿನಾಂಕ: 5-3-2019ರ ಸರ್ಕಾರದ ಆದೇಶವನ್ನು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಿಂಪಡೆದಿರುವುದಾಗಿಯೂ, ದಿನಾಂಕ: 27-02-2019ರ ಆದೇಶದಲ್ಲಿನ ಸೂಚನೆಗಳನ್ವಯ ಎಲ್ಲಾ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಗಳು ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳುವಂತೆ ನಿರ್ದೇಶನ ನೀಡಿರುತ್ತದೆ. ದಿನಾಂಕ: 27-2-2019ರ ಸರ್ಕಾರಿ ಆದೇಶದ ಕಂಡಿಕೆ 8ರ ಉಪ ಕಂಡಿಕೆ (1)ರನ್ವಯ ಕ್ರಮ ತೆಗೆದುಕೊಂಡ ನಂತರ, ಸದರಿ ಆದೇಶದ ಕಂಡಿಕೆ 8ರ ಉಪ ಕಂಡಿಕೆ (2)ರಲ್ಲಿ ನಂತೆ ಗರಿಷ್ಠ ಮೂವತ್ತು ದಿನಗಳೊಳಗೆ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಕೈಗೊಂಡು ಪೂರ್ಣಗೊಳಿಸುವಂತೆ ಸೂಚಿಸಿರುತ್ತದೆ.

ಈ ಮೇಲಿನ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಸರ್ಕಾರವು, ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ.ಪಿಡಿ 97 ಎಸ್ಎಂಸಿ 2018 ದಿನಾಂಕ 30-04-2018ರಲ್ಲಿ ಉಪ ನಿರ್ದೇಶಕ ವೃಂದದಿಂದ ಸಹಾಯಕ ನಿರ್ದೇಶಕ ವೃಂದಕ್ಕೆ ಹಿಂಬಡ್ತಿಗೊಳಿಸಲಾದ ಈ ಕೆಳಕಂಡ ಅಧಿಕಾರಿಗಳನ್ನು ಅವರುಗಳು ಹಿಂಬಡ್ತಿಗೊಳ್ಳುವ ನಿಕಟ ಪೂರ್ವದಲ್ಲಿ ಧಾರಣ ಮಾಡಿದ್ದ ಉಪ ನಿರ್ದೇಶಕ ವೃಂದಕ್ಕೆ ಹಿಂಬಡ್ತಿಗೊಳಿಸಲಾದ ದಿನಾಂಕದಿಂದ ಪೂರ್ವಾನ್ವಯವಾಗಿ ಜಾರಿಗೆ ಬರುವಂತೆ ಅವರುಗಳ ಹೆಸರಿನ ಮುಂದೆ ಸೂಚಿಸಲಾಗಿರುವ ಹುದ್ದೆಗಳಿಗೆ ಮರುಸ್ಥಳನಿಯುಕ್ತಿಗೊಳಿಸಿ, ಅವರುಗಳು ಕೆಳಹಂತದ ವೃಂದಗಳಿಗೆ ಹಿಂಬಡ್ತಿಗೊಳ್ಳುವ ಪೂರ್ವದ ವೃಂದದ ವೇತನ

ತದನಂತರ, ಸರ್ಕಾರವು, ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯದ ಮುಂದಿರುವ ಎಂಎ.ಸಂ.1151-1152/2018 ಮತ್ತು ರಿಟ್ ಅರ್ಜಿ ಸಂ.79/2018 ಮತ್ತು ಸಂಬಂಧಿಸಿದ ಪ್ರಕರಣಗಳಲ್ಲಿ ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯವು ನೀಡುವ ತೀರ್ಪು/ಆದೇಶಕ್ಕೆ ಒಳಪಟ್ಟು, ಕರ್ನಾಟಕ (ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳಲ್ಲಿನ೪೬೮ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಸೆಪ್ಟೆಂಬರ್ ೫, ೨೦೧೯ ಭಾಗ ೨ ಹುದ್ದೆಗಳಿಗೆ) ಮೀಸಲಾತಿ ಆಧಾರದ ಮೇಲೆ ಬಡ್ತಿ ಹೊಂದಿರುವ ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ ತತ್ಪರಿಣಾಮದ ಜ್ಯೇಷ್ಠತೆಯನ್ನು ವಿಸ್ತರಿಸುವ ಅಧಿನಿಯಮ 2017ನ್ನು ಜಾರಿಗೊಳಿಸುವುದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮತ್ತು ಹಿಂಬಡ್ತಿಗೊಳಗಾದ ಅಧಿಕಾರಿ/ನೌಕರರನ್ನು ಅವರು ಹಿಂದೆ ಧಾರಣ ಮಾಡಿದ್ದ ವೃಂದಗಳಿಗೆ ಮರು ನಿಯುಕ್ತಿಗೊಳಿಸುವಂತೆ ವಿವರವಾದ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಸರ್ಕಾರದ ಆದೇಶ ಸಂ.ಸಿಆಸುಇ 186 ಎಸ್ಆರ್ಆರ್ 2018, ದಿನಾಂಕ: 27-02-2019ರಲ್ಲಿ ಹೊರಡಿಸಿರುತ್ತದೆ.
