The Superintending Engineer , P.W.D. Roads andBridges Central Cirele, Aluva invite on behalfoftheGovernor of Kerala , competative tenders for Pre-qualification and Execution of works in three sealed covers (one cover for pre - qualification offer with E.M.D. , for design and otherfor Financial offer) superscribing the name ofwork and of offer whether pre- qualification technical offer or financial offer from eligible contra- ctors ofKerala Public Works Department for the execution of the projects . nature one or Tender No. P. Q. 3 / SECCA/2007-08.
Name of work-Reconstruction of Perandoor Canal Bridge in Aluva Ernakulam Road at Ch. 346/600 (Near P. V. S. Hospital) in Ernakulam District, Kerala State.
1.1 The tenderer shall submit the teader with design and detailed estimate and rate for individual items of work.
1.2 Sealed cover containing the Pre- qualification offer and E.M.D. will first be opened and evaluated by the pre -qualification committee of P.W.D. 1.3 The Pre-qualification offer shall be screened on an objective evaluation of details regarding pas performance, technical and financial capabilities and resourcefulness of the tenderer . The pre- qualificetios committee reserves the right to reject any or all offer without assigning any reason.
1.4 Technical offer (Design) of those tenderers who are found technically suitable upon evaluation of thepre- qualification offer , willbe opened and further considered for technical feasibility ofthe design by the P.W.D. Financial offer of those tenderers whose design is found feasible only will be opened and further considered for awarding works . The date and time for this will be intimated later . The technical offer(Design) and financial offer of the tenderers who arenot pre-qualified willbe returned unopened.
1.5 The project includes the following:-
(a) Construction of prestressed or RGG slab or shell for four lane bridge with foot path on both sides supported on suitable substructure and foundation with contractor's own design.
(b) The thickness of slab shall be minimum so as to keep the existing road level as far possible. as (c) Sufficient vent way as per the hydraulic particular of the site should be provided.
1.6 The work is proposed to be executed in one package as detailed below :
foot (1) Construction ofa bridge of about 16.57m . length with single span of 15m. path, carriage way and approaches , 4 lane with suitable substructure and foundation .
(2) Time of completion-24 Months .
(3) A.S. Amount Rs . 160 Lakhs .
1.7 The prospective tenderers should have satisfactorily completed during the last 5 years at least one work of the similar nature and having a magnitude of40% of estimate cost of work for which the tender is invited or should be satisfactorily executing currently at least one work of similar nature andhaving completed billing not dessnot less than 40% of thework for which tender is invited. In the case of joint venture(s) at least one of the constituent should conform to the above requirement .
1.8 The prospective tenderers or any of their constituent partners should not have abandoned any Work entrustedby State or Central Government and Institution etc. during the last 5 years .
1.9 The completed tender documents in three sealed covers (One for pre -qualification offer with E.M.D. , One for Design and the other for financial offer) and details duly filled up inall respects should reach the address given before 4.00 p . m . 25-7-2007. Pre-qualification tender alone will be opened on that day at 4.30 p . m. The Department will not take any responsibility regarding non- receipt or delay in receipt of tenders sent by post. If the last date is declared as Holiday by the employer or the receiving officer the next official working day shall be deemed as the last date of the receipt of the tenders . There will be a pre-bid meeting on 12-7-2007 at 11 a. m . at the office of the under- signed.
1.10 The Department shall verify the experience mentioned in the render documents with the certificates attached and in case this is found incorrect such firms are liable to be disqualified for five years . The department if necessary may also physically verify the machinery items mentioned in the tender documents . Those who are submitting the tender should make arrangements to show the machinery for such verification and in case any of such details are found incorrect , such firms liable tobe disqualified for five years . are
1.11 Documents for Pre - qualification offer and tender documents can be had from the Superintending Engineer , P.W.P.W.D. Roads & Bridges , Central Circle, any working day inwritten Aluva on any written application on payment of Rs. 4,000+VAT in cash or by Demand Draft in favour of the Superintending Engineer, P.W.D. (R& B) , Central Circle , Aluva, payable at Aluva. An Additional amount of Rs . 150 per set has to be remitted towards registration and postage if required by post. The tender documents can be had from this office in person or sent by post from 20-6-2006 to 22-6-2007 upto 4 p.m. Additional copy of financial offer documents can be had on payment of Rs . 1,000 + VAT. The department will not accept any responsibility for non -receipt /delayed receipt of Pre - qualification documents .
1.12 The Earnest Money Deposit for the work
of not is Rs . 50,000 cach (Rupees Fifty Thousand only). The firm period the tenders accompanied by the requisite earnest money deposit pledged in favour of the Superintending Engineer will not be considered. All other rules and conditions in force in Kerala Public Works Department will be applicable to this tender containing the prescribed Kerala Government Stamp be rejected. also . (a) Receipt of Chalan of cash deposit in the Kerala Government Treasury
or
(b) Deposit receipt from any Nationalized/ Scheduled Banks in India
or
(c) Fixed deposit receipt issued by any Nationalised/Scheduled Bank in India duly pledged in favour of the Superintending Engineer, P.W.D. Roads and Bridges , Central Circle, Aluva,
1.14 Interested tenderers may obtain further information in respect of these tender documents from the address given below:

1.15 All tenderers are hereby cautioned that conditional offers or deviation from the conditions of contract or other requirements stipulated in these tender documents shall be summarily rejected as non- responsive and shall not be considered further in tender evaluation.
1.16 Kerala State Construction Corporation Limited willbe given a preference of 10% above of the quoted rate of the lowest tenderer.
1.17 The Labour Contract Societies who participate in the tender saall produce necessary certificate obrained from the Joint Registrar regarding their qualification and certificate obtained from the Assistant Registrar regarding the work in hand as stipulated in theG. O. (Ms. ) No. 135 /97/Co.op . dated 13-11-1997 and should have fulfill other terms of pre- qualification.
118 During the time of construction , the Isthalfportion ofthe bridge only can be dismantled and completed the same in all respects and then only the other half portion can be dismantled so as to avoid hindrance to traffic.
1.19 All the conditions in the Government Order No. G.O. (P) 84/97 dated 19-8-1997 and other conditions for considering the tender will be applicable for these tenders also . Details regarding the Hydraulic and Soil particulars can be had from P.W.D. Roads. Section, Ernakulam. This notice inviting tenders shall also form part of the contract documents along with other sections of the tender documents .
