'A' Class Contractors /Firms ( also having joint venture) registered in State P. W. D. having experience in the buildings construction of work of similar nature and also consider themselves capable of taking up the construction of major building can obtain pre-qualification bids and tender schedule of the above building works from the office of the undersigned from 3-7-2007 to 5-7-2007 between 10.15 a. m, to 4p.m. on application and payment of Rs . 4,000+ ST+AST . The Contractors /Firms themselves should produce relevant records to prove their cligibility before the undersigned for obtaining the the eligibility norms are as follows :- bids,
1. Contractors/Firms should have execute Government works of similar nature costing Rs. 294 lakhs each during the last five financial years (Annual turn over) .
2. Contractors /Pirms should have satis- factorily completed a single work at least not less than Rs . 196 lakhs (Estimate P. A. C.) during the last 3 years .
3. Contractors /Firms should have a financial capacity of producing Bank Guarantee at 10% of contract amount of the work at the time of executing agreement .

Copy of certificates for item Nos . 1, 2 & 4 attested by an Officer not below the rank of Executive Engineer should be submitted along with the request for obtaining the bid.
The filled up and signed pre-qualification bids alongwith all required proforma and questionaires and certificates ( in triplicate) with E. M. D. for Rs.50,000 pledged in favour of undersigned with executed preliminary agreement in stamp paper for Rs . 50 in one sealed cover (P.Q. bid cover) and tender schedule (price bid) in another cover superscribing the name of work and the pre-qualificationbids as in the case may be sent by regi- stered post so as to reach the office of the undersigned before4 p. m. on 11-7-2007. The department will not be responsible for any delay or loss in delivering by post. (Courier Service will not be accepted) .
The P. Q. bids willbe opened on 11-7-2007 at 4.30 p . m. and willbe submitted to Chief Engineer's Committee for scrutiny and finalisation of pre- quali- fication panels . The cover containing Tender Schedule (PriceBid) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only these ofthe bidders who have become pre - quali- fication for the particular work .
The date and time of opening of price bid will be intimated in the pre- qualified contractors/ firma concerned to time . The tenders of those who have not become qualified will not be considered on any account .
The tenders of the contractors / firms without the required E.M.D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in stamp paper worth Rs. 50 in cover No. I ( Technical Bid) will be summarily rejected.
The conditions in G. O. (P) dated 19-8-1997 and its amendments and all other Den (Pen84/97/PW & T conditions prevailing in K.P.W.D. regarding the pre -qualification bids and tenders will remain unchanged and are equally applicable to the above work also . The undersigned reserves the right to reject all or any of the tenders of pre- qualification bids without assigning any reasons . Price preference of10% of the contract amount of the lowest quoted contractor may be allowed to tender submitted by Messers Kerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this teader also. Depart- ment is not responsible for any postal delay in receiving tenders.
പൊതുമരാമത്ത് കേരള ഗവർണ്ണർക്കും വകുപ്പ് മദ്ധ്യമേഖലാ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയർ പൊതുമരാമത്ത് വകുപ്പിൽ റജിസ്ററർ ചെയ്തിട്ടുള്ള വരം താഴെ സൂചിപ്പിക്കുന്നവിധത്തിൽ പ്രവൃത്തി ഏറെറ ടുത്ത് നടത്തുന്നതിന് പരിചയസമ്പന്നരും സാമ്പത്തിക ശേഷിയുളളവരുമായ ' എ' ക്ലാസ് കരാറുകാർ /സ്ഥാപന ങ്ങൾ എന്നിവരിൽനിന്നും താഴെ പറയുന്ന പ്രവൃത്തിക്ക മുൻയോഗ്യതാനിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു ( ഡബിൾ കവർ സഹിതം). താഴെ പറയുന്ന യോഗ്യതകൾ തെളിയി ക്കുന്നതിനുള്ള രേഖകൾ ദർഘാസ് വാങ്ങുന്നതിനുള്ള അപേക്ഷയോടൊപ്പം ഹാജരാക്കേണ്ടതാണ് .

1. കഴിഞ്ഞ 5 സാമ്പത്തിക വർഷങ്ങളിൽ വാർഷിക ഇടപാട് തുക 294 ലക്ഷം രൂപയിൽ കുറയാത്ത സർക്കാർ ചെയ്തിരിക്കണം . ആയതിൻറെ ലഭ്യമായ ഏറ്റവ്യം പുതിയ വർഷത്തിലെ ബാലൻസ് १०० ( ടേൺ ഓവർ കണക്ക് ) ഉള്ളടക്കം ചെയ്തിരിക്കണം .
2. അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റ്റിമോറിന് അടങ്കൻ തുക 196 ലക്ഷം രൂപയെങ്കിലും ഒറ കാറിൽ തൃപ്‌തികരമായി കഴിഞ്ഞ 3 വർഷ ത്തിനുള്ളിൽ ഏറെറടുത്ത് പൂർത്തീകരിച്ചി രിക്കണം .
3. എസ്‌റിമേറാസ്‌റിമോാം തുകയുടെ 10% ബാങ്ക് ഗ്യാരൻറി നൽകുന്നതിനുള്ള സാമ്പത്തികശേഷി ഉണ്ടായിരിക്കണം . ഇതിനായി ഈ പ്രവൃത്തി യുടെ പേരിൽ ബാങ്ക് തരുന്ന സർട്ടിഫിക്കറ്റ് ഉളളടക്കം ചെയ്യണം ,

മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള്ള ഫോറങ്ങൾ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻറ ഓഫീസിൽനിന്നും 3-7-2007 38 5-7-2007 വരെയുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ 10.15 മണിക്കും 4 മണിക്കും ഇടയിൽ പൂപ 4,000 + എസ് , ററി . + എ.എസ് , ററി , അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്ന നാണ് . 5-7-2007 , 4 മണിക്കുശേഷം യാതൊരു കാരണ വശാലും ദർഘാസ് ലഭിക്കുന്നതല്ല . ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതി 11-7-2007 , 4 മണിവരെയാണ്
കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻ ഒര്ഘാസ് കയിൽനിന്നും 10% കൂടുതൽ جديد അനുവദനീയമാണ് . പൂരിപ്പിച്ചച്ച പോദ്യം 11ല കളടങ്ങിയ മുൻയോഗ്യതാ ഫോറങ്ങൾ ( 3 കോപ്പി ) , നിരതദ്രവ്യം, പ്രിലിമിനറി എഗ്രിമെന്റ് കവറിലും പ്രവൃത്തിക്കുമുള്ള ദർഘാസ് കവറിലും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവൃത്തിയുടെ പേരും മാറും വിധി കവറിനുമുകളിൽ എഴുതി താഴെ ഒപ്പെട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 1 മണിക്ക് മുമ്പായി എത്തുന്ന വിധത്തിൽ രജിസ്‌റോർഡ് തപാലിൽ അയച്ച രിക്കേണ്ടതാണ് . ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല ) തപാൽ തകരാറു മൂലമോ മറോതെങ്കിലും കാരണവ രാലോ സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾ ഡിപ്പാർട്ടു മെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടു ക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം നിശ്‌പിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് . അവധി നിശ‌ിത
മുൻയോഗ്യതാ നിർണ്ണയത്തിനുളള ദർഘാസിനോ 50 5050 രൂപയുടെ രുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം തൃശ്‌ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടുത്തിയതോ ആയി രിക്കണം. മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള ദർഘാ സുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്നതിന് നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30-m4.5 തുറക്കുന്നതിനും പൊതുമരാമത്ത് വകുപ്പ്ചീഫ് എഞ്ചി നീയറുടെ കമ്മിററിയുടെ പരിഗണനയ്ക്കും അംഗീകാര ത്തിനുംവേണ്ടി അയയ്ക്കുന്നതുമാണ് .നതുമാണ് . ചീഫ് എഞ്ചി നീയർ മുൻഗണന നിശ്ചയിച്ച് അംഗീകരിച്ച കരാറു കാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുളള ദർഘാസുകൾ മാത്രമേ തുറന്നു പരിശോധിക്കുകയുള്ളു . ചീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുള്ള ദർഘാ സുകൾ തുറക്കാതെതന്നെ നിരസിക്കുന്നതായിരിക്കും .
