SHORT RE-TENDER NOTICE
No. D4-469/2005/SE. 23rd June 2007.
The Superintending Engineer, Harbour Engineering Project Circle, Asramam, Kollam-2 invites sealed and competitive tenders for and on behalf of the Governor of Kerala from the approved manufactures, distributor and stockists for the supply of following item.
Tender No.—7/2007-08/SE/HEPC
Description of article to be supplied — 3½C×240 sq.mm heavy duty PVC insulated and PVC, sheathed armoured power cable conductors of best conductivity Aluminium 1.1 KV grade strictly conforming to IS 1554 (Part I) 1988 of Universal/Gloster/CCI make or equivalent. The cable is to be supplied in single length neatly wound on a drum and packed having test and BIS certificates for the product from the manufactures indicating batch number and date of manufacture at Neendakara Fishery Harbour site (Kollam Dist. in Kerala State at 8 KM from Kollam Railway Station—420 M in single length.
Period for supply—From ready stock or within 15 days from the date of issuing supply order.
Intending tenderers may submit their tender in the tender schedule issued from this office. The tender form had from the Office of the Superintending Engineer, Harbour Engineering Department, Project Circle, Asramam, Kollam-2 on written request accompanied by necessary certificates to prove the eligibility and on payment of Rs. 400 +12.5% VAT (Rs. 450) being the cost of tender form during the office hours on all working days from 20-7-2007 upto the tender date at 1.00 P.M. on 29-7-2007. Duplicate tender forms if required will be issued on application along with payment of Rs. 200+12.5% VAT (Rs. 225). The cost of tender forms or duplicate forms once paid will not be refunded under any circumstances.
The sealed tenders should be superscribed as the "Tender for the supply of Power Cable" and addressed to the Superintending Engineer, Harbour Engineering Project Circle, Asramam, Kollam-2 so as to reach the same on or before 29-7-2007 at 4 p. m. Tenders received after 4 p. m. on 29-7-2007 due to postal delay or any other reason will not be accepted. If the last date of receipt of tender happens to be a holiday tender will be accepted upto 4 p. m. on the next working day.
The tenderer should send along with his tender form a preliminary agreement in the prescribed proforma attached along with the tender schedule executed and singed in Kerala Stamp paper worth Rs. 50 (If Kerala Stamp Paper is required by post an amount of Rs. 100 is to be sent by money order including the poatage charge).
The tenders should also accompained by EMD which is 1% of quoted amount rounded to nearest higher 50 rupees as Demand Draft pledged in favour of Superintending Engineer, Harbour Engineering Project Circle, Kollam from any of the Nationalised bank having branch at Kollam.
Tenders without the required agreement and EMD will be rejected. The tenders will be opended on the last date of receipt of tender at 4.30 P.M. in the presence of the tenderers or their authorised representatives who may be present at that time. The firm period of tender is four months. The conditions put forth by the tender along with the tender will not be accepted. The quoted rate should be inclusive of all cost of materials, taxes, duties transit insurance and delivery charges at site. The unit shall have enough warranty against any manufacturing defect and eligible maximum guarantee period shall also be furnished.
The rate applicable to store purchase in Kerala Government is applicable to this tender also.
All conditions prevailing to tender and all other supplementary orders related with tender acceptance in Kerala P.W.D. are also applicable to this tender. The undersigned reserves be right to reject application for tender forms or submitted tenders without assigning any reason thereof.
കേരളാ ഗവർണ്ണർക്കുവേ≠ി ഹാർബർ എഞ്ചിനീയറിംഗ് ആശ്രാമം കൊല്ലത്തിന് ലഭിക്കത്തക്കവണ്ണം സമർപ്പിക്കേ≠താണ്. ദർഘാസ് നമ്പർ—7/2007-08/എസ്. ഇ./എച്ച്. ഇ.പി.സി. 29-7-2007-ന് വൈകുന്നേരം 4 മണിക്കുശേഷം ലഭിക്കുന്ന സപ്ളൈ ചെയ്യേ≠ സാധനത്തിന്റെ വിശദീകരണം— 3½ കോറും 240 സ്ക്വയർ എം. എം. വലിപ്പമുള്ള അലൂമിനിയം ക≠ക്ടർ ഉപയോഗിച്ചുള്ള 1.1 കെ. വി. ഗ്രേഡിൽ ഉള്ള പി. വി. സി. ഇൻസുലേഷനും ഷീത്തിംഗും ഉള്ള ആർമറിങ്ങോടു കൂടിയ എെ.എസ്. 1554 (പാർട്ട്-1) 1988 അനുശാസിക്കുന്ന പ്രകാരമുള്ളതും •ോസ്റ്റർ, യൂണിവേഴ്സൽ, സി.ബി.എെ.
മുതലായ അംഗീകൃത നിർമ്മാതാക്കളിൽ നിന്നോ തത്തുല്യ നിലവാരമുള്ളതോ ആയ പൗവ്വർ കേബിൾ, കേബിൾ ഒറ്റ നീളത്തിൽ നന്നായി ഡ്രമ്മിൽ ചുറ്റി പായ്ക്ക് ചെയ്ത രീതിയിൽ മാനുഫാക്ചററുടെ ടെസ്റ്റും, ബി.എെ.എസ്.
സർട്ടിഫിക്കറ്റും, ബാച്ച് നമ്പരും, ഡേറ്റും രേഖപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റ് ഉൾപ്പെടെ കേരളത്തിലെ കൊല്ലം ജില്ലയിലെ നീ≠കര ഫിഷറി ഹാർബറിൽ സπൈ ചെയ്യണം. (കൊല്ലം റെയിൽവേ സ്റ്റേഷനിൽ നിന്നും 8 കിലോമീറ്റർ അകലമു≠്.) –420 മീറ്റർ ഒരേ നീളത്തിൽ
സπൈ ചെയ്യേ≠ കാലാവധി—നിലവിലുള്ള സ്റ്റോക്കിൽ നിന്നോ സπൈ ഓർഡർ നൽകിയ തീയതി മുതൽ 15 ദിവസത്തിനകമോ.
ദർഘാസുകൾ സമർപ്പിക്കുവാൻ താല്പര്യമുള്ളവർ ഈ ഓഫീസിൽ നിന്നും നൽകേ≠ നി›ിത ഫാറത്തിൽ ആണ് സമർപ്പിക്കേ≠ത്. ദർഘാസ് ഫോറങ്ങൾ തുറമുഖ എഞ്ചിനീയറിംഗ് വകുപ്പ് പദ്ധതി സർക്കിൾ, ആശ്രാമം, കൊല്ലം ഓഫീസിൽ നിന്നും 20-7-2007 മുതൽ ദർഘാസ് ദിവസമായ 29-7-2007 ഉച്ചക്ക് ഒരു മണിവരെ എല്ലാ ഓഫീസ് ദിവസങ്ങളിലും ദർഘാസ് ഫാറത്തിന്റെ വിലയായ 400 രൂപയും+12.50% വാറ്റും (450 രൂപ) അടച്ച് യോഗ്യത തെളിയിക്കുന്ന രേഖകൾ ഹാജരാക്കി രേഖാമൂലം അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ഡ്യൂπിക്കേറ്റ് കോപ്പി ആവശ്യമുള്ളവർ ആയതിന്റെ വിലയായ 200 രൂപയും+12.50% വാറ്റും (225 രൂപ) അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിനോ ഡ്യൂπിക്കറ്റ് കോപ്പിയ്ക്കോ നൽകുന്ന വില യാതൊരു കാരണവശാലും മടക്കി നൽകുന്നതല്ല.
തപാൽ മുഖാന്തിരം ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ തപാൽ ചെലവായ 50 രൂപ സഹിതം ദർഘാസ് ഫോറത്തിന് 500 രൂപയും (450+50) ഡ്യൂπിക്കേറ്റിന് 275 രൂപയും(225+50) മണിയോർഡർ ആയി അയച്ചു തരേ≠താണ്. ദർഘാസ് ഫോറ ങ്ങൾ യാതൊരു കാരണവശാലും വി.പി.പി. ആയി അയച്ചു തരുന്നതല്ല. ദർഘാസുകളുടെ വില, ചെക്ക്, ഡിമാന്റ ് ഡ്രാഫ്റ്റ്, പോസ്റ്റേജ് സ്റ്റാംമ്പ് എന്നിവയായി സ്വീകരിക്കുന്നതല്ല. തപാൽ തകരാർ മൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ദർഘാസ് ഫാറങ്ങൾ ലഭിക്കുന്നതിന് കാലതാമസം സംഭവിക്കുന്ന പക്ഷം ആയതിന് ഡിപ്പാർട്ട്മെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.
ദർഘാസുകൾ ആയത് തപാൽ തകരാറു മൂലമോ, മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല.
ഇങ്ങനെ ഉ≠ാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ടുമെന്റ ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.
ദർഘാസ് സ്വീകരിക്കുന്ന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധിയായി പ്രഖ്യാപിക്കുന്ന പക്ഷം തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 4 മണി വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്.
ദർഘാസ് പ്രമാണത്തോടൊപ്പം 50 രൂപ വിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ ദർഘാസ് ഫോറത്തിന്റെ കൂടെ നൽകിയിട്ടുള്ള മാതൃകയിൽ ഉള്ള പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠താണ്. (മുദ്രപത്രം തപാലിൽ ആവശ്യമുള്ളവർ പോസ്റ്റേജ് ചാർജ് ഉൾപ്പെടെ 100 രൂപ നൽകേ≠താണ്.) അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് പദ്ധതി സർക്കിൾ സൂപ്ര≠ിംഗ് എഞ്ചിനീയറുടെ പേരിൽ πഡ്ജ് ചെയ്തിട്ടുള്ളതും കൊല്ലത്തുള്ള ഏതെങ്കിലും നാഷണലൈസ്ഡ് ബാങ്കിൽ നിന്ന് മാറാവുന്നതും ക്വാട്ട് ചെയ്ത തുകയുടെ ഒരു ശതമാനത്തിന് (50 രൂപയ്ക്ക് മുകളിലേക്ക് ക്രമപ്പെടുത്തിയിട്ടുള്ളത്) തുല്യമായി ട്ടുള്ള തുകയ്ക്കുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി കെട്ടി വച്ചതിന്റെ രേഖയും ഉള്ളടക്കം ചെയ്യേ≠താണ്.
അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ അപ്പാടെ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകുന്നേരം 4.30-ന് ഹാജരുള്ള കരാറുകാരുടേയോ, അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധി കളുടേയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്.
ദർഘാസിന്റെ ഫേം പീരിയഡ് 4 മാസമായിരിക്കും.
ദർഘാസുകാരൻ ദർഘാസിനോടോപ്പം വയ്ക്കുന്ന ഉപാധികൾ അംഗീകരിക്കുന്നതല്ല. ദർഘാസിൽ എല്ലാ നികുതികളും കടത്തുകൂലിയും ഉൾപ്പെടെ സാധനം നിർദ്ദിഷ്ട സ്ഥലത്ത് സπൈ ചെയ്യുന്നതിനുള്ള തുകയാണ് രേഖപ്പെടുത്തേ≠ത്.
ഉൽപന്നങ്ങൾക്ക് നിർമാണപരമായ തകരാറിൻമേൽ ആവശ്യമായ വാറ≠ിയും, നൽകാവുന്ന പരമാവധി ഗ്യാരന്റ ിയും രേഖപ്പെടുത്തിയിരിക്കണം.
കേരള സർക്കാരിന്റെ സ്റ്റോർ പർച്ചേസ് സംബന്ധമായ എല്ലാ നിയമങ്ങളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.
കേരളാ പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫാറങ്ങൾക്കുള്ള അപേക്ഷയോ, പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്.
