'A' Class Contractors /FirmsContractors/Firms (also having joint aving joint venture) registered in State P. W. D. having experience in the building construction work of similar nature andalso consider themselves capable of taking up the construction of major building can obtain pre-qualification bids and tender schedule of the above building works from the office of the undersigned from 25-9-2007 to 27-9-2007 between 10.15 a . m . to 4 p.m. on application and payment ofRs . 4,000 + ST + AST. The Contractors/Firms themselves will produce relevant records to prove their eligibility before the undersigned for obtaining the bids, the eligibility norms are as follows :-
1. Contractors/Firms should have execute Government works of similar nature costing Rs. 152 lakhs each during the last five financial years ( Annual turn over) .
2. Contractors/Firms should have satis- factorily completed a single work at least not less than Rs . 102 lakhs (Estimate P. A. C.) during the last 3 years.
3. Contractors/Firms should have a financial capacity of producing Bank Guarantee at 10% of contract amount of the work at the time of executing agreement .

Copyof certificate for item Nos . 1, 2 and 4 attested by an officer not below the rank of Executive Engineer should be submitted along with the request for obtaining the bid.
The filled up and signed pre -qualification bids along with all required pro forma and questionaires and certificates ( in duplicate) with E. M. D. for Rs. 50,000 pledged in favour of undersigned with executed preliminary agreement in stamp paper for Rs . 50 in one sealed cover (P.Q. bid cover) and tender schedule (price bid) in another cover superscribing the name of work and the pre-qualification bids as in the case may be sent by post so as to reach the office of the undersigned before 4 p . m . on 4-10-2007 . The department will not be responsible for any delay or loss in delivering by post. ( Courier Service will not be accepted) .
The P. Q. bids will be opened on 4-10-2007 at 4.30 p . m . and will be submitted to Chief Engineer's Committee for scrutiny and finalisation of pre-qualification panels . The cover containing Tender Schedule (Price Bid) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only those of the bidders who have become pre- qualified for the particular work .
The date and time of opening of prices bid will be intimated to the pre- qualified contractors/ firms concerned to time. The tenders of those who have notbecome qualified will not be considered on any account .
The tenders of the contractors / firms without required E. M. D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in stamp paper worth Rs. 50 in cover No. I (Technical Bid) will be summarily rejected.
The conditions in G. O. (P) 84/ 97/ PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding the pre-qualification bids and tenders will remain unchanged and are equally applicable to the above work also. The undersigned reserves the right to reject all or any of the tenders of pre- qualification bids without assigning any reasons . Price preference of10% of the contract amount of the lowest quoted contractor may be allowed to tender submitted by Messers Kerala State Construction Corporation Limited.

1. കഴിഞ്ഞ 5 സാമ്പത്തിക വർഷത്തിനുള്ളിൽ വാർഷിക ഇടപാടുതുക 152 ലക്ഷം രൂപയിൽ കുറയാത്ത സമാനമായ സർക്കാർ പ്രവൃത്തികൾ ചെയ്തിരിക്കണം . ആയതിൻറെ ലഭ്യമായ ഏററവും പുതിയ വർഷത്തിലെ ബാലൻസ് ഷീററ് ( ടേൺ ഓവർ കണക്ക് ) ഉളളടക്കം ചെയ്തിരിക്കണം .
2. അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റ്റിമോറ് അടങ്കൽ തുക 102 ലക്ഷം രൂപയെങ്കിലും ഒറാ കരാറിൽ തൃപ്‌തികരമായി കഴിഞ്ഞ 3 വർഷത്തിനുള്ളിൽ ഏറെറടുത്ത് പൂർത്തി കരിച്ചിരിക്കണം .
3. എസ്ററിമേറ്റ് തുകയുടെ 10 % ബാങ്ക് ഗ്യാരൻറി നൽകുന്നതിനുള സാമ്പത്തിക ശേഷി ഉണ്ടായിരിക്കണം . ഇതിനായി പ്രവൃത്തിയുടെ പേരിൽ തരുന്ന സർട്ടിഫിക്കറ്റ് ഉളളടക്കം ചെയ്തിരിക്കണം .

മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള 30 ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻറെ ഓഫീസിൽനിന്നും 25-9-2007 മുതൽ 27-9-2007 വരെയുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ 10.10.15- 4 മണിക്കും ഇടയിൽ രൂപ 4,000+ 001. + എ . എസ് . ററി . അടച്ച് അപേക്ഷിച്ചാൽപേക്ഷിച്ചാൽ ലഭിക്കുന്ന താണ് . 27-9-2007 , 4 മണിക്കുശേഷം യാതൊരു കാരണ വശാലും ദർഘാസ് ലഭിക്കുന്നതല്ല. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതി 4-10-2007, 4 മണിവരെയാണ് .
കൺസ്ട്രക്‌ഷൻ കോർപ്പറേഷൻ കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻറ ദർഘാസ് തുകയിൽനിന്നും 10% കൂടുതൽ അനുവദനീയമാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങിയ മുൻയോഗ്യതം ഫോറങ്ങൾ ( 3 കോപ്പി ) , നിരതദ്രവ്യം , പ്രിലിമിനറി എഗ്രിമെൻറ് (3 കവറിലും പ്രവൃത്തിക്കുമുള്ള ദർഘാസ് കവറിലും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവൃത്തിയുടെ പേരും മറ്റും വിധി കവറിനുമുകളിൽ എഴുതി താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്ക മുമ്പായി എത്തുന്ന വിധത്തിൽ അയച്ചിരിക്കേണ്ടതാണ് . ( കൊറിയർ സർവ്വീസിൽ വരുന്നതപാലുകൾ സ്വീകരിക്കുന്നതല്ല . ) തപാൽ തകരാറു മൂലമോ മറേറതെങ്കിലും കാരണവശാലോ നിശ്ചിത സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസിന് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം നിശ്ചിത സമയംവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് .
മുൻയോഗ്യതാ നിർണ്ണയത്തിനുള്ള ദർഘാസിനോ ടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം തൃശ്‌ശൂർ സൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30 - ന് തുറക്കുന്നതും പൊതുമരാമത്ത് വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കമ്മിററിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനുംവേണ്ടി അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്ച‌യിച്ച് അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തി ക്കുളള ദർഘാസുകൾ മാത്രമേ തുറന്നു പരിശോധിക്കുക യുളളു . പീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയ ത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ*കരാറുകാരുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെതന്നെ നിരസിക്കുന്നതായി രിക്കും .
കാണിക്കാതെ യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ /സ്ഥാപന ങ്ങളുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ മുൻകുട്ടി അറിയിക്കുന്നതായിരിക്കും . യാതൊരു കാരണവും ദർഘാസുകൾ നിരസിക്കുവാനുള്ള അവകാശവും താഴെ ഒഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക ഉണ്ടായിരിക്കും . പൊതുമരാമത്ത് വകുപ്പിന്റെ ദർഘാ സുകൾ സംബന്ധിച്ച എല്ലാ വ്യവസ്ഥ‌കളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .

Competitive tenders in sealed cover superscribing the name of works are invited under two cover system for and on behalf of the Governor of Kerala by the undersigned from ' A' Class or equivalent registered contractors ( individual /firm) of the Kerala, Tamilnadu, Karnataka , Andrapradesh, Goa States and Pondicherry , Daman and Due , Union Territories upto 4 p.m. on 15-10-2007. Technical bids shall be openedby the Superintending Engineer or by an authorised officer on the same day at 4.30 p . m. in the presence of tenderers present. Tenders willbe received by post only . The technical bids will be examined and decided by the Chief Engineer's Teader Committee and list of qualified bidders will be approved. Financial bids of pre-qualified bidders shaill be opened under due intimation to the qualified bidders .

2. ഈ പ്രവൃത്തിക്കും ടെൻഡർ ചെയ്ത കരാറു കാരൻ (വ്യക്തതി / സ്ഥാപനം ) പ്രവൃത്തിക്ക് ആവശ്യമായ ലഭ്യമാക്കേണ്ടതാണ് . യന്ത്രസാമഗ്രികൾ
3. ഈപ്രവൃത്തിക്ക് ടെൻഡർ ചെയ്യുവാൻ ഉദ്ദേശി ക്കുന്ന കരാറുകാർ (വ്യക്‌തി /സ്ഥാപനം) കഴിഞ്ഞ അഞ്ചുവർഷത്തിനുള്ളിൽ അടങ്കൽ തുകയുടെ 60 % തുകയ്ക്കു മേൽ വിവരിച്ച പണികൾക്ക് സമാനമായി ഒരു പ്രവൃത്തിയെ ങ്കിലും പൂർത്തിയാക്കിയിട്ടുള്ളവരായിരിക്കണം . ആയതിന് ബന്ധപ്പെട്ട എക്സ‌സിക്യൂട്ടീവ് എഞ്ചിനീയർ സാക്ഷ്യപ്പെടുത്തിയ പണികളുടെ വിശദവിവരങ്ങൾ സഹിതം സർട്ടിഫിക്കററുകൾ ഹാജരാക്കുന്നവർക്ക് മാത്രമേ ഷെഡ്യൂൾ നൽകുകയുള്ളു.

6. ദർഘാസ് പ്രമാണങ്ങൾ വാങ്ങിയതിനുള രസീതിൻറെ " അസ്‌സൽ³ * ടെണ്ടറിനോടൊപ്പം അടക്കം ചെയ്യേണ്ടതാണ് .
