S. R. O. No. 788/2007 . In exercise of the powers conferred by Sub- section (1) of Section 2 of the Kerala Public Service Act , 1968 (19 of 1968), the Government of Kerala, hereby makes the following amendment to the Special Rules for the Kerala Public Relations Service issued under Notification G. O. (P) No. 79/2002 /GAD . dated 8th April, 2002 and published as S. R. O. No. 239/2002 in the Kerala Gazette Extraordinary No. 438 dated 9th April 2002 , namely :-
1. Short title and commencement . ( 1) These rules may be called the Kerala Public Relations Service (Amendment) Special Rules , 2007.
(2) It shall be deemed to have come into force on the 28th day of February 1970.
2. Amendment of the Rules. In the Special Rules for Kerala Public Relations Service:-
(1) in rule 1, for sub - rule (2 ) , the following shall be substituted, namely:-
"(2) It shall be deemed to have come into force on the 28th day of February, 1970."
(2) in rule 6 (b) , under the Table:-

(a) against category 1, for qualification 2 in column (3) , the following shall be substituted , namely:-
"2. Experience as Working Journalist for a period of not less than ten years of which atleast five years should have been in senior or supervisory editorial capacity , that is , Editor , Leader Writer or News Editor, acquired after obtaining the degree .
OR
or Experience for a period of not less than ten years in a senior or supervisory position in a publicity branch of a Corporation . Association Cultural or Philanthropic Organisation recognised by Government or registered under proper Act, or in a Government Publicity Organisation, acquired after obtaining the degree" .
(b) against category 2, for the alternative qualification ( ii) in column ( 3) , the following shall be substituted, namely:-
"( ii) Experience for a period of not less than ten years in a senior or supervisory position in a publicity branch of a Corporation, Association or Cultural ог Philanthropic Organisation recognised by Government or registered under proper Act, or in a Government Publicity Organisation acquired after obtaining the degree" .
(c) against category- 9 in column (3) the "desirable qualification" shall be omitted.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport) .
In the Kerala Public Relations Service Special Rules , 2002 , issued as per G. O. (P) No. 79 /2002 /GAD dated 8th April, 2002 some modification have become necessary in the qualifications specified for various categories of posts . Hence the Government have decided to amend the same .
The notification is intended to achieve the above object .
