STATEMENT OF OBJECTS AND REASONS

The Government consider it necessary to enhance the representation of farmers in the Kerala Farmers' Debt Relief Commission so as to make its functioning more efficient and to complete within the specified period.

2. Whereas the Legislative Assembly of the State of Kerala was not in session and circumstances existed which render it necessary to make immediate legislation to give effect to the above proposal, the Governor of Kerala has promulgated the Kerala Farmers' Debt Relief (Amendment) Ordinance 2007 (41 of 2007) on the 22nd day of May 2007 and the same was published in the Kerala Gazette Extraordinary No. 948 dated the 22nd May, 2007.

3. A bill to replace Ordinance No. 41 of 2007 could not be introduced in and passed by the Kerala Legislative Assembly during its session which commenced on the 19th day of June, 2007 and ended on the 26th day of July, 2007. Therefore the Kerala Farmers' Debt Relief Commission (Amendment) Ordinance, 2007 (57 of 2007) was promulgated by the Governor on the 30th day of July, 2007 and was published in the Kerala Gazette Extraordinary No. 1417 dated the 30th July, 2007.

4. The bill seeks to replace the said Ordinance by an Act of the State Legislature.

4
