The Ad-hoc DPC ( Lower ) held on 22-6-2007 had examined the case of Sri A. Radhakrishnan , Junior Superintendent for inclusion of his name in the Select List of Junior Superintendents fit for promotion as SS/Manager /A. O. for the year 2004 (for the vacancies in 2005) subsequent to the modification of the penalty of Increment Bar for one year with cumulative effect awarded to him 18-11-2006 to that of "Censure" vide Order No. G6 / 105479/06 dated 13.3-2007 of the Director General of Police, Police Headquarters , Thiruvananthapuram and declaration of his probation in the cadre of Junior Superintendent with effect from 23-1-2000 vide S. O. No. 12/05 /APB dated 15-3-2005 of the Inspector General of Police, Armed Police Battalions . on
The Ad- hoc DPC had decided to include him in the Select List of Junior Superintendent fit for promotion as SS /Manager /A. O. for the year 2004 (for the vacancies in 2005) as Sl. No. 11 (A) as indicated below:

was The above decision of the Ad - hoc DPC ( Lower) approved by the Government vide letter No. 54896/H2 /07/Home dated 3-8-2007.
The PHQ Notification issued vide Notification No. T4/ 118538/04 dated 20-12-2005 published in the Kerala Government Gazette No. 2 dated 10-1-2006 stands modified to the above extent.

[ PART II 1 സീററി പോലീസ് കമ്മീഷണറുടെ പേരിൽ നിരതദ്രവ്യം കെട്ടിവയ്ക്കേണ്ടതുമാണ് . കഴിഞ്ഞാലുടൻ കൂടുതൽ തുകയ്ക്ക് ലേലം കൊള്ളുന്നയാൾക്ക് ലേലം സ് ഥിരപ്പെടുത്തിക്കൊടുക്കുന്നതാണ് . ലേലം നഷ പ്പെടുന്നവർക്ക് നിരതദ്രവ്യം തിരിച്ച് നൽകുന്നതാണ് . ലേലം സ്‌‌ഥിരപ്പെട്ട് കിട്ടുന്നയാൾ ലേലത്തുക മുഴുവൻ ( നിരതദ്രവ്യം ഒഴികെ) 12.5 % വിൽപ്പന നികുതിയും ചേർത്ത് ലേല സ്‌ഥലത്തുവച്ചുതന്നെ അടക്കേണ്ടതും സിററി പോലീസ് കമ്മീഷണറുടെ ഉത്തരവ് കിട്ടുന്ന മുറയ്ക്ക് കെട്ടിടം മാറേണ്ടതുമാണ് . വിപരീതമായി പൊളിച്ച പ്രസ്തുത നിബന്ധനകൾക്ക് നിലകൊളളുക യാണെങ്കിൽ ടിയാൻ അടച്ച നിരതദ്രവ്യം സർക്കാരി ലേയ്ക്ക് മുതൽ കൂട്ടുന്നതും കെട്ടിടം പുനർ ലേലം ചെയ്യുന്നതുമായിരിക്കും പുനർലേലത്തിന് സർക്കാരിന് ഉണ്ടാകുന്ന നഷ്ടത്തിന് മുൻലേലക്കാരൻ ഉത്തരവാദി ആയിരിക്കുന്നതും നഷ്ടസംഖ്യ ടിയാനിൽനിന്നും ഈടാക്കുന്നതുമാണ് . തിരുവനന്തപുരം പോലീസ് കമ്മീഷണർക്ക് ഉചിതമെന്ന് തോന്നുന്ന യാതൊരു മുന്നറിയിപ്പും കൂടാതെ ലേലം നിർത്തിവയ്ക്കുന്നതിനും അസ്‌ഥിരപ്പെടുത്തുന്നതിനും ഉളള അധികാരം ഉണ്ടായിരിക്കും.
