Details of conditions, specification for quality of cover to be supplied is given below :
1. (a) High Quality PVC Covers—9700 Nos.
To hold diary of 13.8x20.7 cm size with 2 cm thickness of PVC covers should be supplied. The cover should be superscribed with "FARM GUIDE 2008, Farm Information Bureau, Government of Kerala" and State Emblem should also be dye embossed. As minute variations are expected regarding the size of the diary, the covers need be manufactured after the receipt of dummy from Farm Information Bureau. 5 samples should be Gaz. No. 42/2007/DTP (Stores)
As per the size mentioned vide 1(a) 300 numbers of thick and smooth jacket should be supplied and the matter supplied from this office must be printed on to it. The letter must be printed in such a way that the cover top and letters are in different levels.
2. (a), Sample of cover in different colours (Red, Blue, Navy Blue, Gray, Green and Maroon) should be sent along with tender.
(b) All the taxes for supplying the covers at the place where Farm Guide will be printed should be shown in the tender.
(c) The name and address of the supplier/ manufacturer should not be indicated any where on the covers in any manner whatever it may be.
(d) A dummy book of the diary will be made available after the acceptance of the tender, for making covers of specified/suitable size.
(e) The supply should be completed within 15 days from the date of receipt of the supply order. As the work is a time bounded one, no extension of time will be allowed on any account. If any delay occur in supplying the item within the time specified, alternative purchase will be made at the risk and cost of the defaulting firm concerned.
(f) Tenders not accompanied by prescribed tender forms, Earnest Money Deposit and Kerala Stamp Paper worth Rs. 50 will not be considered on any account.
(g) The thickness in mm/cm and size in cm. of the High quality PVC covers should be specified in the tender.
(h) The rate of single cover as well as the total cost (10000 Nos.) should be noted in the tender. The tender with lowest rate will be accepted subject to the rules and conditions of Government of Kerala.
(i) The amount for E.M.D. may be remitted as cash to Farm Information Bureau or Demand Draft drawn in favour of Principal Information Officer,2 Farm Information Bureau, Payable at State Bank

2. (എ) മുകളിൽ പ്രതിപാദിച്ചിട്ടുള്ള ഡയറിക്ക് ആവശ്യമായ ചുവപ്പ്, ഗ്രേ, നേവി ബ്ലൂ, നീല, മെറൂൺ, പച്ച എന്നീ നിറങ്ങളിലുള്ള പി. വി. സി. കവറുക ളുടെ മാതൃകകൾ ദർഘാസിനോടൊപ്പം ഉള്ളടക്കം ചെയ്തിരിക്കണം.
(ബി) കവറുകൾ ഫാം ഗൈഡ് പ്രിന്റുചെയ്യുന്ന സ്ഥലത്ത് എത്തിച്ചുകൊടുക്കുന്നതടക്കമുള്ള എല്ലാ നികുതി കളും ചേർത്തുവേണം നിരക്ക് ദർഘാസിൽ കാണി ച്ചിരിക്കേത്.
(സി) കവറുകളുടെ നിർമ്മാതാക്കളുടെയോ വിതരണം ചെയ്യുന്ന സ്ഥാപനത്തിന്റെയോ പേരോ, വിലാസമോ കവറുകളിൽ ഒരിടത്തും കാണാൻ പാടില്ലാത്തതു മാകുന്നു.
(ഡി) കവർ നിർമ്മിച്ച് നൽകുന്നതിനുള്ള ദർഘാസ് അംഗീ കരിച്ചു കഴിഞ്ഞാൽ ഡയറിയുടെ ഒരു ഡമ്മി നൽകുന്നതും ആ ഡമ്മിക്ക് അനുസൃതമായി കവർ നിർമ്മിച്ച് നൽകേതുമാണ്.
(ഇ) സപ്ലൈ ഓർഡർ കിട്ടിക്കഴിഞ്ഞാൽ 15 ദിവസത്തിനകം മുഴുവൻ കവറുകളും വിതരണം നടത്തേതാണ്. ഇത് സമയബന്ധിതമായ ഒരു ജോലിയായതിനാൽ യാതൊരു കാരണവശാലും സമയം ദീർഘിപ്പിക്കു വാൻ അനുവദിക്കുന്നതല്ല. ഏതെങ്കിലും ഇനം കവർ നിർമ്മിച്ച് വിതരണം നടത്താൻ കാലതാമസം വരുകയാണെങ്കിൽ വീഴ്ചവരുത്തിയ സ്ഥാപനത്തിന്റെ ഉത്തരവാദിത്വത്തിലും ചെലവിലും ബദൽ സംവി ധാനം ഏർപ്പെടുത്തേതാണ്/ഉൾപ്പെടുത്തേതാണ്.
(എഫ്) ശരിയായ ദർഘാസ് ഫാറത്തിൽ അല്ലാത്തതും നിരതദ്രവ്യം 50 രൂപ മുഖവിലയുള്ള മുദ്രപത്രം ഇല്ലാത്തതുമായ ദർഘാസുകൾ യാതൊരു കാരണ വശാലും പരിഗണിക്കുന്നതല്ല.
3(ജി) കവറിന്റെ വലിപ്പം സെന്റീമീറ്ററിലും ഘനം മില്ലീമീറ്ററിലും/സെന്റീമീറ്ററിലും ദർഘാസിൽ കാണിച്ചിരിക്കണം.
(എച്ച്) വിതരണം നടത്തുന്ന സാധനങ്ങളുടെ വിശദ വിവരങ്ങൾ ദർഘാസിൽ കാണിച്ചിരിക്കണം.
(ഐ) നിരതദ്രവ്യം തുക വെള്ളയമ്പലത്തുള്ള എസ്. ബി. റ്റി. യിൽ മാറാവുന്ന ഡിമാന്റ ്ഡ്രാഫ്റ്റായി പ്രിൻസിപ്പൽ ഇൻഫർമേഷൻ ഓഫീസറുടെ പേരിൽ എടുത്തതോ തുകയായോ ഓഫീസിൽ ഒടുക്കേതാണ്. നിരതദ്രവ്യം ഒഴിവാക്കിയ സ്ഥാപനമാണെങ്കിൽ അതിനുള്ള രേഖയും ഉള്ളടക്കം ചെയ്യേതാണ്.
(ജെ) ടെൻഡറിൽ ഒരു കവറിന്റെ നിരക്ക് (നികുതി യടക്കം) രേഖപ്പെടുത്തേതാണ്. ടെൻഡർ സർക്കാർ നിയമങ്ങൾക്ക് വിധേയമായി അംഗീകരി ക്കുന്നതാണ്.
(കെ) ടെൻഡർ അംഗീകരിച്ച് ഉത്തരവാകുന്ന മുറയ്ക്ക് അംഗീകരിച്ച നിരക്ക് രേഖപ്പെടുത്തിയ വ്യക്തി 50 രൂപ മുദ്രപത്രത്തിൽ സമ്മതപത്ര ഉടമ്പടി വയ്ക്കേതാണ്.
(എൽ) ഏറ്റവും കുറവുനിരക്ക് രേഖപ്പെടുത്തുന്ന വ്യക്തി/ സ്ഥാപനം നിരക്കിന്റെ (ആകെതുക) 5 ശതമാനം സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് (ഇ.എം.ഡി. കഴിച്ചുള്ള തുക) ഡിമാന്റ ് ഡ്രാഫ്റ്റായോ, തുകയായോ അന്നേദിവസം ഓഫീസിൽ അടയ്ക്കേതാണ്. സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് ഒഴിവാക്കിയ സ്ഥാപന മാണെങ്കിൽആയതിനുള്ള രേഖ സമർപ്പിച്ചിരിക്കണം.

The tender will be opened at the office of the Divisional Forest Officer, Nemmara at 3 p.m. on 6-11-2007 in the presence of such of the tenderers or their authorized representatives who may be present at that time.
Intending tenderers may on application to the Divisional Forest Officer, Nemmara obtain the requisite tender forms on which tender should be submitted. Application for tender form should be accompanied by a cash remittance of Rs. 40 which is the price fixed for the form, which is not refundable. Sale of tender forms will be closed at 1 pm. on 6-11-2007. The duration of the supply of material is upto 31-3-2008.
5On receipt of the confirmation order, the successful tenderer should execute an agreement in Stamp Paper worth Rs. 60 with the undersigned after remitting 5% of the total contract value as security in the Government Treasury. He should supply the material within 10 days to the Forest Range Office, Nelliyampathy, Kollengode against the supply order issued from this office as per requirements.
All the rules and regulations as per the existing STP Rules are applicable to this tender.
If nobody participated in the tender on the above mentioned date, this tender will be conducted on 13-11-2007 at the stipulated place and time.

Intending tenderers may obtain the requisite tender form from the Superintendent, Technical High School, Thrissur on cash remittance Rs. 450 the price fixed for the requisite tender form. Duplicate form if required will be issued at Rs. 225 per copy. Tender forms are not transferable. The sale of tender form will be closed at 12 Noon on 29-10-2007.
Cost of tender forms should be remitted either in cash or by Money order. No other payments through cheques, Postage stamps, Postal orders or Demand Drafts will be accepted towards the cost of tender forms.
The form will not be sent by VPP.
The offer should be valid for a minimum period of six months from the date of opening the tenders.
No advance payments will be given tenders without EMD will not be accepted.

(b) EMD @1% of the tendered value SSI units and corporation of Kerala, SSI units sponsored by HSIC and forms having SPD Kerala DGS & D registration will be exempted from payment of EMD.
The tenders should be accompanied by an agreement executed in the Kerala Stamp Paper worth Rs. 50. Tenders with out tender form, agreement, EMD will be rejected.
Intending tenderers may obtain the requisite non-transferable tender forms separately for each requirements from the Superintendent, Government Technical High School, Palakkad-678 007 on payment of value noted against each by cash or by Money Order (Postage Rs. 50 extra).
