2007 ഒറോബർ 17 . കോഴിക്കോട് ഗവൺമെൻറ് മാനസികാരോഗ്യ കേന്ദ്രത്തിലെ പുതിയ കെട്ടിടം നിർമ്മിക്കുവാൻ ഉദ്ദേ ശിക്കുന്ന സ്ഥലത്തെ താഴെ പറയുന്ന വാർഡുകളുടെ പരിസരത്തുള്ള മരങ്ങൾ നിൽക്കുന്ന സ്ഥിതിയിലോ വീണുകിടക്കുന്ന സ്ഥിതിയിലോ മുറിച്ചുമാറ്റി എടുക്കുവാൻ തയ്യാറുളളവരിൽ നിന്നും നിർദ ദിഷ്ട ഫോറത്തിൽ താഴെ പറയുന്ന വ്യവസ വിധേയമായി സീൽവച്ച ദർഘാസുകൾ വിലയ്ക്ക
ക്ഷണിച്ചുകൊള്ളുന്നു . ഓരോ വാർഡിൻറെയും പരിസര നിർബന്ധമായും കരാർ ഉറപ്പിക്ക പ്പെടുന്ന ആൾ എടുക്കുവാൻ ബാധ്യസ്ഥനായിരിക്കും .

സാത്തൊടിയ ദർഘാസുകൾ തുറക്കുന്നതിന് മുമ്പായി അന്നേ ദിവസംതന്നെ 22-11-2007 -ന് രാവിലെ 11 മണിക്ക് മുൻ പറഞ്ഞ മുഴുവൻ മരങ്ങളും പരസ്യമായി ലേലം ചെയ്യു ന്നതും അതിലേക്കായിയി ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ 1,000 (ആയിരം ) രൂപ മാത്രം നിരത ( വ്യമായി കെട്ടിവയ്ക്കേണ്ടതുമാകുന്നു. ലേലത്തുകയും ദർഘാസ തുകം തമ്മിൽ താരതമ്യം ചെയ്ത ഏവാണോ തൽ ആ തുക സ്വീകരിക്കുന്നതും അങ്ങനെ സ്വീകരിക്കപ്പെടുന്നപക്ഷം ആയതിന്റെ 25% അന്നേ ദിവസം തന്നെ ആശുപത്രി ആഫീസിൽ അടക്കേ ണ്ടതും ബാക്കി മുഴുവൻ തുകയും നിയമാനുസൃത വിൽപ്പന നികുതിയും ചേർത്ത് 1മ്മരങ്ങൾ നീക്കുവാനുള്ള ഉത്തരവ് ലഭിച്ചതിനുശേഷം അടയ്ക്കേണ്ടതും , അനുവദി ക്കപ്പെട്ട മുഴുവൻ മരങ്ങളും അവരവരുടെ ഉത്തരവാദിത്വ ത്തിൽ വേരുകളടക്കം നീക്കം ചെയ്യേണ്ടതുമാണ് . അപ്രകാരം നീക്കം ചെയ്യപ്പെടുമ്പോൾ സർക്കാർ മുതലു കൾക്ക് യാതൊരുവിധ നാശനഷ്ടങ്ങളും സംഭ ക്കുവാൻ പാടില്ലാത്തതും യാദൃശ്ചികമായി അങ്ങനെ സംഭവിച്ചാൽ അത്തരം സകല കഷ്ടനഷ്ടങ്ങൾക്കും കരാറുകാരൻ മാത്രമായിരിക്കും ഉത്തരവാദി , തന്മൂലം ഉണ്ടാകുന്ന നഷ്ടം കരാറുകാരനിൽനിന്നുംകരാറുകാരനിൽനിന്നും ഇടാക്കുന്നതാ യിരിക്കും . വ്യവസ്ഥകൾക്ക് വിധേയമായി ഏഴ് (7) ദിവസത്തിനകം മരങ്ങൾ നീക്കംനീക്കം ചെയ്യാൻ വീഴ്ച വരുത്തുന്നപക്ഷം പ്രസ്തുത മരങ്ങൾ സൂപ്രണ്ടിൻറ ച ഛാനുസരണം മറിച്ചുവിൽക്കുന്നതും അത്തരം ഇടപാടുകളിൽ സർക്കാരിന് നഷ്ടടം സംഭവിക്കുകയാ ണെങ്കിൽ , ആയത് കരാറുകാരനിൽനിന്നും ഈടാക്കു ന്നതും അഥവാ ലാഭം കിട്ടുകയാണെങ്കിൽ കരാറുകാരന് അവകാശപ്പെടാൻ അർഹതയില്ലാത്തതുമാണ് . لم ദർഘാസ് ഫോറത്തിൻ്റ വില ( നികുതി 2 ) :-
ഒറിജിനൽ രൂപ 450 . ഡ്യൂപ്ലിക്കോട് -രൂപ 225 .
ദർഘാസ്ഫോറം വിൽക്കുന്ന അവസാന തീയതിയും സമയവും . 20-11-2007 വൈകുന്നേരം 3 മണി , ർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയും സമയവും - 21-11-2007 വൈകുന്നേരം 3 മണി .
ദർഘാസ് തുറക്കുന്ന തീയതിയും 22-11-2007 0 12.30 ๑๓ . - നിരതദ്രവ്യം - 1,000 രൂപ ( ആയിരം രൂപ മാത്രം ) (സൂപ്രണ്ട് , ഗവ : മാനസികാരോഗ്യകേന്ദ്രം, കോഴിക്കോട" എന്ന പേരിലെടുത്ത അംഗീകൃത ബാങ്ക് (ഡാഫ്" ) .
ദർഘാസിനോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ ഒരു ഉടമ്പടി സമർപ്പിക്കേണ്ടതാണ് . മാതൃകാ ഉടമ്പടി ദർഘാസ് ഫോറത്തിൻറെ അവസാനതാളിൽ ലഭ്യമാണ് .
നിരതദ്രവ്യം , ഉടമ്പടി എന്നിവ അടക്കം ചെയ്യാ ദർഘാസുകൾ നിരസിക്കപ്പെടുന്നതായിരിക്കും . ദർഘാ പരസ്യ മാപ്പ് പും യാതൊരുകാരണവും സുകളും കൂടാതെ നീട്ടിവയ്ക്കാനോ 088 ചെയ്യുവാനോ ഉളള പരിപൂർണ്ണ അധികാരം സൂപ്രണ്ടിൽ നിക്ഷിപ്ത മാണ് . കൂടുതൽ വിവരങ്ങൾ പ്രവർത്തി സമയങ്ങളിൽ ആശുപത്രി ഓഫീസിൽനിന്നും അറിയാവുന്നതാണ് .
ലേലത്തിൽ അന്നേ ദിവസം പങ്കെടുക്കുന്നവർ രാവിലെ 10 മണിക്ക് ലേലഹാളിൽ ഹാജരാകേണ്ടതാണ് .
