Competitive tenders in two separate sealed covers for superscribing the name of work for Pre- qualification and execution of the following works are invited by the Superintending Engineer, Harbour Engineering South Circle, Thiruvananthapuram for and on behalf of the Governor ofKerala from Firms /Registered ' A' Class Contractors of any State P.W.D., Irrigation Department, CPWD, Port Trusts having previous experience inDredging or similar works and who have executed at least a single similar work previously amounting to 40 % of the Estimated PAC.

1. Tender Number-63/ HESC/2007-08 Name of work- TRP- Tourism worka -Beautifi- Beach cation of Kovalam Thiruvananthapuram District.

Estimate PAG-Rs . 1,68,82,397.

Details of Work:

The work is intended for the beautification of Kovalam Beach. The majoritems of works are:

(i) Retaining wall , Seating Gallery, Amphi theatre and Walk way

(ii) Kiosk (4 Nos.)

(iii) Police Booth

Life guard station ( 5 Nos.) (iv)

Gable ducts (v)

(vi) Drains

(vii) Toilet block etc.

Those who have experienced in Building or Architectural works or other Civil Engineering works having sufficient financial capacity and machinerics andwho have executed at least a similar single work costing Rs.68 lakhs previously are cligible to submit tender . A certificate issued by an officer not below the rank of an Executive Engineer to be produced.

Details of work:

Beach in The work is proposed for the beautification of Shangumughom Thiruvananthapuram District. The major components of works proposed are :

(i) Land scaping

(ii) Foundation

( iii) Walkway and planters

(iv) Restaurant

(v) Kiosks (2 Nos. )

(vi) Pavillion (2 Nos .)

( vii ) Compound Wall and Pathway (viii) Toilet block

(ix) Parking space etc.

Those who are experienced in Building works , Architectural works or similar Civil Engineering Works having sufficient financial capacity and machineries and who have undertaken atleast a single work amounting Rs . 51 lakhs previously are eligible to submit tender . A certificate to prove the experience and capacity obtained from an officer not below the rank of an Executive Engineer to be produced.

and Tender documents ( Pre - qualification Execution ofworks) can be had from the office of the undersigned from 22-1-2003 upto 1 p . m . on 30-1-2008 during office hours on remittance of Rs. 4,000+ VAT towards the cost.

The Pre-qualification tender schedule (3 copies) containing the questionnaire, duly filled up by the tenderer and tender schedule for the work should be submitted in separate sealed covers . The pre - qualifi- cation documents should be in book form with serially numbered pages having an index sheet showing the contents and page numbers . Name of work should be written on the sealed covers and the sealed covers should he sent by registered post /speed post so as to reach the office of the undersigned before 3 p. m. on8-2-2008 .

Tenders which are received after 3 p. D on 8-2-2008 due to postal delay or due to any other reaso will not be considered . This department will not be responsible for any such delay. If the last date of the receipt of tender happens to be a holiday , tenders willbe accepted upto 3 p.m, OFE HUXL working day. the

[PART III Preliminary agreement duly filled in and signed on stamp paper worth Rs . 50 should accompany the tender for the work and EMD of Rs . 50,000 for each work in theform of Demand Draft pledged in favour of the undersigned should also be enclosed in a separate cover. Tender submitted without preliminary agree ment and EMD (duly pledged) will be rejected out right. The pre-qualification tenders alone will be opened on 8-2-2008 at 3.30 p. m. and will be submitted to the Chief Engineer for scrutiny and evaluation by the Committee constituted for this Only the tenders of those who have been pre qualified will be depened later and the date of opening of the tenders of the contractors/ firms who have been pre - qualified willbe intimated later.

All the conditions in Govt . Order (Ms.) No. 43 / 99/ I.R.D. dated 9-6-1999 and other conditions for considering the tender will be applicable for this tender also . The work is purely skilled and no preference will be given to Labour Contract Co-operative Societies for this tender . The undersigned reserves the right to deny any application for pre- qualification and tender documents and to reject the tender submitted by the applicant without assigning any reason .

ദർഘാ വൈകുന്നേരം 4 മണിക്കുശേഷം ലഭിക്കുന്ന സുകൾ ആയത് തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണവശാലോ ആയാലും സ്വീകരിക്കുന്നതല്ല . ഇങ്ങനെ ഉണ്ടാകുന്ന കാലതാമസത്തിന് ഡിപ്പാർട്ടുമെൻറ് യാതൊരു കാരണവശാലും ഉത്തരവാദി ആയിരിക്കുന്ന അല്ല . ദർഘാസ്ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി ആയി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ ഒാട്ടെടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 4 മണിവരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് . ദർഘാസ് പ്രമാണങ്ങളോടൊപ്പം 50 വൈകുന്നേരം വിലയുളളയുള്ള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേണ്ടതും അതോടൊപ്പം mam സൂപ്രണ്ടിംഗ് എഞ്ചിനീയർ , പ്രോജക‌് സർക്കിൾ , കൊല്ലം .2 എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിൻ രേഖ m45.00 . ചെയ്യേണ്ടതുമാണ് . അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ് . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം 4.30 -ന് ഹാജറുള കരാറുകാരുടെയോ അ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധി കളുടെയോ സാന്നിദ്യത്തിൽ ദർഘാസുകൾ തുറക്കു ന്നതാണ് . ദർഘാസിന്റെ ഫേം പീരിയഡം ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും , കോള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംഖ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും , സർക്കാർ ഉത്തരവ ' ( ആർ ററി , ) 255 / 2004/ & امانه നമ്പറിലെ 29-6-2004-03 സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും . സംബന്ധമായ ഫോഠങ്ങൾക്കുള്ള അപേക്ഷയോ പുരിപ്പിച്ച് സമർപ്പി ക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ് .

Department will not be responsible for any such delays . If the last date of receipt of tender happens to be a holiday, tender will be accepted upto 4 p . m. on the next working day .
