Sealed tenders are invited from authorized firms/direct company/branch preferably (ISO certified) for the supply and installation of Automatic Nitrogen Estimation System with specifications and as per the terms and conditions noted below.

The tenders should be superscribed as "Tender for the supply of Automatic Nitrogen Estimation System" addressed to the Director of Agriculture (S.C.Unit), Aryasala, Chalai, P.O., Thiruvananthapuram-695 036, so as to reach the undersigned at 5 p.m. on or before 13-2-2008. Late tenders will not be accepted. The tenders will be opened at the Directorate of Agriculture (S.C.Unit), at 3 p.m. on 14-2-2008 in the presence of such tenderers or their authorized representatives who may be present at that time.

Intending tenderers may on application to the Director of Agriculture (S.C.Unit), Aryasala, Chalai P.O., Thiruvananthapuram-695 036 obtain the requisite tender forms on which tenders should be submitted. The tender forms will be supplied from the Account Section of the Directorate of Agriculture (S.C.Unit), on office hours by cash remittance of Rs. 400+VAT which is the price fixed for the form which is not refundable under any circumstances. The duplicate tender forms will be issued @ Rs. 200+VAT per copy. The tender forms are not transferable. The sale of tender forms will be closed at 3 p.m. on 11-2-2008. The rate quoted should remain firm up to 30-6-2008. The tender should be accompanied with Earnest Money Deposit of 2.5% of the total quoted value as Demand Draft payable at SBT, Vellayambalam, Thiruvananthapuram drawn in favour of the Director of Agriculture (S.C.Unit), Thiruvananthapuram-695 036.

ഡയറക്ടർ, കൃഷി (മണ്ണുസംരക്ഷണം) വകുപ്പ്, തിരുവനന്ത പുരം-695 036 എന്ന മേൽവിലാസമെഴുതിയ ദർഘാസുകൾക്ക് പുറത്ത് "ഓട്ടോമാറ്റിക് നൈട്രജൻ എസ്റ്റിമേഷൻ സിസ്റ്റം സπൈ ചെയ്യുന്നതിനുള്ള ദർഘാസ് " എന്ന് എഴുതിയിരിക്കണം. ടി ദർഘാസുകൾ 13-2-2008 വൈകുന്നേരം 5 മണിക്കോ അതിനുമുമ്പോ കിട്ടിയിരിക്കണം. ദർഘാസുകൾ 14-2-2008 വൈകുന്നേരം 3 മണിക്ക് കരാറുകാരനോ അവരുടെ പ്രതിനിധിയോ ഹാജരായിരുന്നാൽ അവരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

ദർഘാസ് ഫോറങ്ങൾ കേരള കൃഷി (മണ്ണുസംരക്ഷണം) വകുപ്പ്, തിരുവനന്തപുരം-695 036, ഡയറക്ടറുടെ ഓഫീസിൽനിന്നും വാങ്ങാവുന്നതാണ്. ടി ഫോറങ്ങളിൽ മാത്രമേ ദർഘാസ് സമർപ്പിക്കുവാൻ പാടുള്ളു. ദർഘാസിനുള്ള ഫാറങ്ങൾ ലഭിക്കുന്നതിന് ഫാറം ഒന്നിന് 400 രൂപയും വാറ്റും ചേർത്തുള്ള തുക (വില മടക്കിക്കൊടുക്കുന്നതല്ല) ഓഫീസിൽ അടയ്ക്കേ≠താണ്. ദർഘാസ് ഫാറങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടുള്ളതല്ല. ദർഘാസ് അപേക്ഷകളുടെ വിൽപ്പന 11-2-2008 ഉച്ചയ്ക്ക് 3 മണിക്ക് അവസാനിക്കുന്നതാണ്. ദർഘാസ് ഫാറങ്ങളുടെ പകർപ്പിന് കോപ്പി ഒന്നിന് 200 രൂപയും വാറ്റും അടയ്ക്കേ≠താണ്. കരാർ പ്രകാരമുള്ള തുകകൾ 30-6-2008 വരെ സ്ഥിരമായിരിക്കണം.

ടി ഉപകരണം ഈ ഓഫീസിൽനിന്നും നിർദ്ദേശിക്കുന്നതനു സരിച്ച് കേരളത്തിലെ ജില്ലകളിൽ പ്രവർത്തിക്കുന്ന റീജിയണൽ സോയിൽ അനലിറ്റിക്കൽ ലബോറട്ടറിയിൽ നിർദ്ദേശാനുസരണം കരാറുകാരൻ സ്വന്തം ചെലവിൽ വിതരണം ചെയ്യേ≠തും സ്ഥാപിക്കേ≠തുമാണ്. വിതരണം ചെയ്യുന്ന മെഷീന്റെ തുക കൈപ്പറ്റുന്ന സമയത്ത് ബാങ്കിന്റെ ഡി. ഡി. കമ്മീഷൻ കരാറുകാരൻ വഹിക്കേ≠താണ്.

എല്ലാ സ്റ്റോർ പർച്ചേയ്സ് നിയമങ്ങളും ഫിനാൻഷ്യൽ കോഡിലെ നിയമങ്ങളും ട്രഷറി കോഡിലെ നിയമങ്ങളും പാലിക്കാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. ഒരു കാരണവും കൂടാതെ കരാറുകൾ നിരസിക്കാനോ സ്വീകരിക്കാനോ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

SPECIFICATIONS

The price quoted should include all the expenses, towards delivery and installation of the machine at the Regional Soil Analytical Laboratory stationed at district headquarters anywhere in Kerala. The Demand Draft commission charged by the Bank during the time of payment of money should be borne by the firm themself.

SPECIAL CONDITIONS

(1) The suppliers should produce previous experience certificate of supplying polymer rope Gabion boxes to Government or semi Government firms. The Manufacturers/suppliers should have a track record of minimum five years in the field of manufaturing Polymer Gabion boxes and having successfully completed the supply within the specified time. In the case of supplies they have to produce authorized certification from the manufacturers so as to meet the above condition.

(2) The suppliers should produce test certificates of the Gabion boxes from the approved standard agency during the course of supply. Copy of agreement for testing agency should be produced at the time of purchasing tender schedule (By LRA/ABS/IIT)

(3) The selected supplier should produce the sample along with test certificate and the department have the right to test the material if necessary with any other agency at Contractors cost for approval.

(4) Every 1000 Nos. of rope Gabion shall deemed to be a lot. A representative gabion shall be selected from the lot by the Department for testing at the cost of the contractor and the result should be collected from the approved agency and submitted to department within seven days.

(5) Random checking by weight will be done by the department for each lot of Gabion boxes.

(6) The contractor shall bear all kind of testing/ certificate charges for testing of Gabion material.

(7) The supplier shall produce certificate for the quality of material as specified by the department while supplying for every 1000 unit of supplying from the approved agency.

(8) The supplier shall arrange technical demonstration for tying top lid, packing rubble etc. to the departmental officers at site.

(9) The payment for the supply will be made as per prevailing Government rules and no extra conditions in this regard is acceptable to the department.

(10) The material shall be supplied at different sites at Kozhikode District as directed by the department. (11) The rate quoted shall be excluding all taxes of State Government Tax at Government rate will be paid separately.

(12) The supply shall be completed within15 days from the date of purchase order. If the supply is not made within 15 days, a fine of 5% of the cost of supply order will be imposed flatly for delay. If the supply is delayed further, the contract agreement will be terminated at the risk and cost of the supplier and the security deposit will be forfeited to the Government.

(13) The tender schedule will be issued from the Office of the Superintending Engineer, Irrigation North Circle, Kozhikode up to 1 p.m. on 4-2-2008 at a cost of Rs. 2,000+VAT. The tender schedule will be issued to the contractors satisfying the special condition (1) & (2). The Superintending Engineer, Irrigation North Circle, Kozhikode reserves the right to issue tender schedule based on genuinetly. The decision of the Superintending Engineer is final in the matter of disputes. The supplier shall also enclose EMD of Rs. 50,000 by way of demand draft in favour of Superintending Engineer, Irrigation North Circle, Kozhikode and payable at Kozhikode. The selected supplier shall execute an agreement in stamp paper worth of Rs. 50 and a security deposit for an amount of 5% of the quoted amount of the supply.

(14) The supplier shall execute a preliminary agreement in stamp paper worth Rs. 50 in the format supplied and submit along with tender.

(15) The filled tender should be submitted through registered/speed post of Postal Department. The tender through courier service will not be accepted.

(4) ഓരോ 1000 എണ്ണം റോപ്പ് ഗാബിയോൺ പെട്ടികളും ഒരു ലോട്ട് ആയി കണക്കാക്കുന്നതാണ്. അത്തരം ഓരോ ലോട്ടിൽ നിന്നും ഒന്നുവീതം ഗാബിയോൺ പെട്ടികൾ അംഗീകൃത ഏജൻസിയിൽ കോൺട്രാക്ടറുടെ ചിലവിൽ പരിശോധനക്ക് കൊടുക്കേ≠തും പരിശോധ നാഫലം ഏഴു ദിവസത്തിനുള്ളിൽ ഡിപ്പാർട്ടുമെന്റിന് സമർപ്പിക്കേ≠തുമാണ്.

(5) ഓരോ ലോട്ടിൽ നിന്നും തിരഞ്ഞെടുത്ത ഗാബിയോൺ പെട്ടികൾ ഡിപ്പാർട്ട്മെന്റ ് ഭാര പരിശോധന നടത്തുന്ന താണ്.

(6) ഗാബിയോൺ പെട്ടികളുടെ പരിശോധനക്കും സർട്ടിഫി ക്കേഷനും വേ≠ുന്ന മുഴുവൻ ചിലവുകളും കരാറുകാർ വഹിക്കേ≠താണ്.

(7) കരാറുകാർ, ഡിപ്പാർട്ടുമെന്റ ് ആവശ്യപ്പെടുന്ന സ്പെസി ഫിക്കേഷൻ പ്രകാരം അംഗീകൃത ഏജൻസികളിൽ നിന്ന് മെറ്റീരിയലിന്റെ ഗുണനിലവാര സർട്ടിഫിക്കറ്റ് ഓരോ 1000 എണ്ണത്തിനോടുമൊപ്പം സമർപ്പിക്കണം.

(8) കല്ലുകൾ നിറയ്ക്കുന്നതിനും മുകൾമൂടികെട്ടി ഉറപ്പിക്കു ന്നതിനും മറ്റുമുള്ള ടെക്നിക്കൽ ഡെമോൺസ്ട്രേഷൻ, ഡിപ്പാർട്ടുമെന്റൽ ഉദ്യോഗസ്ഥർക്ക് സൈറ്റിൽ സπൈയർ നൽകണം.

(9) ഡിപ്പാർട്ടുമെന്റ ിൽ നിലവിലുള്ള വ്യവസ്ഥകളും നിയമങ്ങളുമനുസരിച്ച് സπൈയർക്ക് പേമെന്റ ് നൽകു ന്നതാണ്. മറ്റ് അധിക നിബന്ധനകൾ ഇക്കാര്യത്തിൽ ഡിപ്പാർട്ട്മെന്റ ് സ്വീകരിക്കുന്നതല്ല.

(10) ഡിപ്പാർട്ടുമെന്റ ് ആവശ്യപ്പെടുന്നപ്രകാരം കോഴിക്കോട് ജില്ലയിലുള്ള വ്യത്യസ്ഥ സൈറ്റുകളിൽ മെറ്റീരിയൽ സπൈ ചെയ്യേ≠താണ്.

(11) സംസ്ഥാന സർക്കാരിന്റെ നികുതികളൊന്നുമില്ലാതെ യുള്ള വിലയാണ് ക്വാട്ട് ചെയ്യേ≠ത്. സർക്കാർ നിരക്കിലുള്ള നികുതി വേറെ നൽകുന്നതാണ്.
