The Director, Inland Navigation Directorate , Kallada House , Asramam P.O. , Kollam for and on behalf ofthe Governor of Kerala invites bid for pre - qualification and competitive tender for award of work in separate sealed covers for the following works from financially sound and well experienced Registered ' A' class Contractors /Firms of Water Resources /PWD who have satisfactorily completed at least one similar work having estimate PAC/ Revised estimate PAC worth 50 % of estimate PAG of the concerned work.

1 CONDITIONS
1. Registered " A " Class Contractors /Firms in Water Resources Department /Kerala Public Works Department who have experience inin rrying out large works and who consider themselves capable of carrying out t out these types of works may obtain pre-qualification documents and tender documents from the office of the under- signed on any working day upto the date and time noted , on payment of Rs . 4,000 +VAT in cash directly . Those who require further copies may deposit Rs . 2,000+ VAT for each additional copy.
2. Prospective bidders should have completed atleast one similar work with estimate PAC /Revised estimate PAC without considering tender variation worth 50 % of the estimate PAC as specified against each work within the last five years . A certificate to this effecteffect from the agreement executing authority of the completed work shall invariably be submitted along with the application for pre -qualification documents and tender documents , failing which pre-qualification documents will not be issued to him/them (applicant) . (Applications without this certificate will not be considered) . The contractors / firms should attach an affidavit along with the pre -qualification documents stating whether or not any works carried out by him/ them were terminated due to his or their fault so far . Documents showing the ownership of the essential plants or machineries required for the work should be submitted along with the pre-qualification documents .
3. The pre- qualification documents and tender documents will not be issued after the date and time specified under any circumstances . The duly filled up pre - qualification documents (3 copies ) along with EMD and preliminary agreement in one sealed cover and tender for work in another sealed cover , writing clearly over the cover specifying whether it contains pre -qualification documents/tender documents with the name ofbidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and name of contractor and send the same by registered post , so as to reach the office of the undersigned before 4 p.m. on the date specified . The pre - qualification documents and tender documents received after the time notified above will not be considered under any circumstances . The tender received after the stipulated date and time due to postal delays or tender through courier service or delivered directly will notbe accepted . The undersigned reserves the right to deny pre - qualification to any of the applicant and to reject the tender submitted by any of the applicant without assigning any reason thereto . If the last dateof the receipt of tenders happens to be a holiday, tenders will be received up to the stipulated time on the next working day . Preliminary agreement on stamp paper worth Rs . 50 duly filled up and signed (to be enclosed with pre -qualification document) and sufficient Earnest Money Deposit duly pledged in favour of the Director , Inland Navigation Directorate , Kollam -should be enclosed in a separate sealed cover superscribing "Earnest Money" and attach separately to the cover containing pre- qualification documents for the works . Tenders received without the above mentioned documents shall summarily be rejected.
4. Pre- qualification documents alone will be opened at 4.30 p.m. on the dates specified . After evaluation of the pre-qualification document in the office of the undersigned, the same will be submitted to the Chief Engineer, Irrigation and Administration , Thiruvananthapuram for approval and final selection by the Pre-qualification Committee . Only those tenders ,tenders , submitted by the contractors or firms who are pre- qualified by the Committee shall be opened and scrutinized later on. Tenders of contractor or firms who have not been pre- qualified will be summarily rejected without opening the tenders and will be returned to the tenderer on proper receipt. Those who intended to form consortium or joint venture agreement should obtain prior approval of the Director before obtaining the tender documents . The date and time for opening of tenders of works will be intimated well in advance to the concerned contractor/ firms who is pre- qualified .
5. Besides security deposit 10% of the accepted PAC as Bank Guarantee should be submitted by the selected. bidder at the time of executing agreement . All the conditions contained in G.O. ( P) No. 84/97 dated. 19-8-1997, G.O. ( P) No. 13/98/PWD dated 21-2-1998 . G.O. (Ms ) No. 43/99/ IRD dated 9-6-1999, G.O. (Ms) No. 2/2005 / PWD dated 7-1-2005 and amendments thereto and other rules prevailing with regard to tender for works in Water Resources Department/Public Works Department will be applicable to this tender also.

ഇന്ദിരാ വികാസ്പത്രം നിരതദ്രവ്യമായി സ്വീകരി ക്കുന്നതല്ല . ജലവിഭവ വകുപ്പിലേയും പൊതുമരാമത്ത * വകുപ്പിലേയും ദർഘാസുകൾ സംബന്ധിക്കുന്ന വ്യവസ്ഥകളും നാളിതുവരെയുള മറെറല്ലാ ദർഘാസിനും ബാധകമാണ് .

CONDITIONS
Registered ' A' Class contractors/ firms in Kerala Irrigation/ Kerala Public Works Department who have experience in carrying out large works and who consider themselves capable of carrying out the work may obtain pre- qualification documents and the tender documents from the office of the undersigned on any working daybetween 11 a.m. and 4 p.m. as detailed below on payment of Rs . 4,000 + VAT in cash directly. Those who require further copies of the documents may pay Rs . 2,000 + VAT for each additional copy.
Prospective contractors /firms should have completed atleast one work of 50% estimate value of the work now tendered, within the last five years . A certificate to this effect from the agreement executing authority ofthe completed work shall invariably be submitted along with the application for pre - qualification documents and tender documents , failing which the Pre- qualification documents will notbe issued to him . The certificate should contain the details such as Name of work , Agreement No. , Date of starting the work, Date of completion , Time of completion as per original agreement , Estimate/Revised estimate amount of the work. The contractors/ firms should attach an affidavit along with the pre -qualification documents stating whether or not any work carried out by him or them were terminated due to his /their fault.
The pre- qualification documents and tender documents will not be issued after 1 p.m. on last issue date under any circumstances . The duly filled up Pre - qualification documents 3 Nos . ( One No. original and two duplicate) along with E.M.D. and preliminary agreement in one sealed cover and tender for work in another sealed cover , writing clearly over the cover specifying whether it contains pre - qualification documents /tender documents with name of bidder and name of work and then enclosing these two coverstwo covers in a single cover duly superscribing the name of work and name of contractor and send the same by registered post/ speed post (courier will not be accepted) so as to reach the office of the undersigned before 1 p.m. on the last date fixed for receipt . The pre-qualification documents and tender documents received after the time notified above will not be considered under any circumstances . The tenders received after the stipulated date and time due to postal delays or any other reason will not be considered . The department shall not be responsible for postal delays . Tender through courier service/directly will notbe accepted. The department reserves the right to deny pre- qualification to any of the applicants and to reject the tender submitted by any of the applicant without assigning any reason thereto . If the last date of receipt of the tender happens to be a holiday, tenders will be received upto the stipulated time on the next working day . Preliminary agreement on stamptamp paper worth 50 duly filled up and signed and sufficient Earnest Money Deposit duly pledged in favour of the Superintending Engineer , Irrigation Central Circle, Thrissur should be enclosed along with the pre- qualification documents sealed cover for the work. Tenders received without the above mentioned documents shall summarily be rejected. Rs. 50 The Pre-qualification documents alone will be opened on the Pre- qualification bid opening date . After evaluation in the office of the undersigned , the same will be submitted to the Chief Engineer , for approval and final selection by the Pre- qualification Committee of Chief Engineers . Only those tenders for works , submitted by contractors /firms who are pre- qualified by the Chief Engineer's Committee shall be opened and scrutinized later on . Tenders of works of contractors / firms who have not been pre-qualified will be summarily rejected without opening and the unopened tenders will be returned to the tenderers on proper receipt .
The date and time of opening of tenders of work of contractors /firms who are pre - qualified will be intimated to the concerned well - in advance . Besides Security Deposit , 10% Bank Guarantee should be submittedby the selectedbidder at the time of executing agreement . One percent of the value of work done shallbe recovered and released to the Kerala Construction Workers Welfare Fund from each bill at the time of payment . The Kerala Value Added Tax Act, 2003 and the Kerala Value Added Tax Rules, 2005 shallbe applicable to these works contracts .
All the conditions contained in G. O. ( P) No. 84/97 dated 19-8-1997 , G. O. (P ) No. 13/98 /PWD , dated 21-2-1998 andG. O. (Ms. ) No. 43/99/IRD dated 9-6-1999 and other rules prevailing with regard to tender for works in Irrigation Department and Public Works Department will be applicable for this tender also .

മുൻ യോഗ്യതാ നിർണ്ണയത്തിനുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകിട്ട് മൂന്ന് മണിക്ക് തുറക്കുന്നതും ജലസേചന വകുപ്പ് ചീഫ് എഞ്ചിനീയർമാരുടെ കമ്മിറ്റിയുടെ പരിഗ ണനയ്ക്കും അംഗീകാരത്തിനുമായി അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർമാരുടെ കമ്മിററി മുൻ യോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കുന്ന കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും ദർഘാസുകൾ മാത്രം പിന്നീട് തുറക്കുന്ന തായിരിക്കും . അപ്രകാരം പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന തീയതിയും സമയവും ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി രജിസ്റോർഡ് തപാലിൽ അറിയിക്കുന്നതായിരിക്കും ."
ചീഫ് എഞ്ചിനീയർമാരുടെ കമ്മിററി മുൻയോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കാത്ത കരാറുകാരുടെയും സ്ഥാപന ങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതും ആയവ അപേക്ഷകൻ രേഖാമൂലം ആവശ്യപ്പെട്ടാൽ നിശ്ചിത രശീതിൻപടി തിരികെ കൊടുക്കുന്നതുമാണ് . സെക്യൂരിററി ഡെപ്പോസിററിനു പുറമേ പത്തു ശതമാനം ബാങ്ക് ഗ്യാരണ്ടികൂടി എഗ്രിമെൻറ് വയ്ക്കുമ്പോൾ നൽകേണ്ടതാണ് .
കേരള നീർമ്മാണ തൊഴിലാളി ക്ഷേമനിധിയിലേക്ക് ബിൽ തുകയുടെ ഒരു ശതമാനം അംശാദായമായി ബില്ലിൽ നിന്നും പിടിക്കുന്നതും നിധിയിലേക്ക് അടയ്ക്കുന്നതുമാണ് .

19-8-1997 -ലെ ഗവൺമെൻറ് ഉത്തരവ് നമ്പർ ജി . ഒ . ( പി ) 84 / 97 /പി . ഡബ്ളും ആൻറ് ടി . യിൽ പറയുന്ന എല്ലം വ്യവസ്ഥകളും 9-6-1999 -ലെ ഗവൺമെന്റ് ഉത്തരവ് നമ്പർ ജി . ഒ . (എം . എസ് . ) 43 / 99 / ഐ . ആർ . ഡി . യിൽ പറയുന്ന എല്ലാ വ്യവസ്ഥകളും കേരള പൊതുമരാമത്ത്/ജലസേചന വകുപ്പിലെ ദർഘാസുകളെ സംബന്ധിച്ച് കാലാകാലങ്ങളിൽ പുറപ്പെടുവിക്കുന്ന മറെറല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും .
മുൻ യോഗ്യതാ നിർണ്ണയത്തിൻ്റെ ദർഘാസ് സംബന്ധിച്ച എല്ലാ വ്യവസ്ഥകളും മേൽ ദർഘാസിനും ബാധക മായിരിക്കും . ഈ ദർഘാസുമായി ബന്ധപ്പെട്ട എല്ലാവിധ വിശദീകരണങ്ങൾക്കും താഴെ ഒപ്പിട്ടിട്ടുള്ള ഉദ്യോഗസ്ഥ നുമായി ബന്ധപ്പെടേണ്ടതാണ് ( ഫോൺ നമ്പർ 0487-2332465).
