Sealed competitive tenders are invited for the supply of High quality PVC covers for Farm Guide for the year 2009 to Form Information Bureau under Agriculture Department.

If the date of opening of tender happens to be a holiday, the tender will be opened on the succeeding first working day at 11 a.m.

CONDITIONS

Details of conditions, specification for quality of cover to be supplied is given below:

1. (a) High quality PVC covers—9700 Nos.

To hold diary of 13.8 × 20.7 cm. size with 2 cm. thickness of PVC covers should be supplied. The cover should be superscribed with "FARM GUIDE 2009, Farm Information Bureau, Government of Kerala" and State Emblem should also be dye embossed. As minute variations are expected regarding the size of the diary, the covers need be manufactured after the receipt of dummy from Farm Information Bureau. 5 samples should be furnished along with the tender for approval (Sample cover will be available at FIB). In case of excess requirement in numbers the same will be intimated in due course.

As per the size mentioned vide 1 (a) 300 numbers of thick and smooth jacket should be supplied and the matter supplied from this office must be printed on to it. The letter must be printed in such a way that the covertop and letters are in different levels.

2. (a) Sample of cover in different colours (Red, Blue, Navy Blue, Gray, Green and Maroon) should be sent along with tender.

(b) All the taxes for supplying the covers at the place where Farm Guide will be printed should be shown in the tender.

(c) The name and address of the supplier/ manufacturer should not be indicated any where on the covers in any manner whatever it may be.

(d) A dummy book of the diary will be made available after the acceptance of the tender, for making covers of specified/suitable size.

(e) The supply should be completed within 15 days from the date of receipt of the supply order. As the work is a time bounded one, no extension of time will be allowed on any account. If any delay occurs in supplying the item within the time specified, alternative purchase will be made at the risk and cost of the defaulting firm concerned.

(f) Tenders not accompanied by prescribed tender forms, Earnest Money Deposit and Kerala Stamp Paper worth Rs. 50 will not be considered on any account.

(g) The thickness in mm/cm and size in cm. of the High quality PVC covers should be specified in the tender.

(h) The rate of single cover as well as the total cost (10000 Nos.) should be noted in the tender. The lowest rate will be accepted subject to the rules and conditions of Government of Kerala.

(i) The amount for EMD may be remitted as cash to Farm Information Bureau or Demand Draft drawn in favour of Principal Information Officer, Farm Information Bureau, payable at State Bank of Travancore, Vellayambalam, Thiruvananthapuram. If the firm is exempted from paying EMD proof to be submitted for exemption.

(j) The person/institution whose tender is accepted should enter into an agreement on Kerala Stamp Paper worth Rs. 50.

(k) The person/institution whose tender is accepted should remit security deposit @ 5% of total amount for 10000 covers, less EMD either as Cash/Demand Draft at Farm Information Bureau on the same day itself. If the firm is exempted from paying security deposits, proof must be submitted along with tender.

(l) The security deposit will be returned only after the completion of work.

(m) All rules and regulations of Government of Kerala will be applicable to this tender also.

(n) The tender not satisfying any of the above conditions will not be considered on any account.

The undersigned reserves the right to accept or reject any of all the tenders without assigning any reason thereof.

1. ഡയറിയുടെ കവറിന്റെ വിശദവിവരങ്ങൾ :

(എ) മേ∑യേറിയ പി.വി.സി. കവറുകൾ (9700 എണ്ണം) 13.8 സെന്റീമീറ്റർ × 20.7 സെന്റീമീറ്റർ ഘനമുള്ള ഡയറി ഉൾക്കൊള്ളത്തക്കവിധമുള്ളതും ഡയറിയുടെ കവറിനുമുകളിൽ സർക്കാർ മുദ്രയും 'FARM GUIDE -2009' എന്ന് ഇം•ീഷിൽ ഡൈ സ്റ്റാമ്പിംഗ് ചെയ്തു നൽകേ≠താണ്. ഡയറിയുടെ അളവിൽ നേരിയ വ്യത്യാസം ഉ≠ാകാനുള്ള സാഹചര്യത്തിൽ ഡയറികളുടെ ഡമ്മി ഫാം ഇൻഫർമേഷൻ ബ്യൂറോയിൽ നിന്നും ലഭിച്ചതിനുശേഷം മാത്രം കവർ നിർമ്മിക്കാൻ പാടുള്ളതാകുന്നു. വിതരണത്തിനു മുമ്പ് 5 സാമ്പിൾ കവറുകൾ അംഗീകാരത്തിനായി സമർപ്പിക്കേ≠താണ്. സാമ്പിൾ കവർ പരിശോധനയ്ക്ക് ഫാം ഇൻഫർമേഷൻ ബ്യൂറോയിൽ ലഭ്യമാണ്. കവറിന്റെ എണ്ണം അധികമായി ആവശ്യമു≠െങ്കിൽ സമയോചിതമായി അറിയിക്കു

ന്നതാണ്.

(ബി) കട്ടിയുള്ള സ്പെഷ്യൽ ഡയറിയുടെ കവർ 300 എണ്ണം ( 13.8 × 20.7 × 2.2).

1. (എ) യിൽ പ്രതിപാദിച്ചിട്ടുള്ള അളവിലുള്ള ഡയറിയിൽ കട്ടിയുള്ളതും പുറംവശം നേർത്തതും നേർമ്മയുള്ള തുമായ 300 കവറുകൾ നൽകേ≠തും അതിൽ ഓഫീസിൽ നിന്നും നൽകുന്ന വിവരങ്ങൾ കവർ പേജിൽ ഉൾക്കൊള്ളിക്കുകയും ചെയ്യണം. അക്ഷരങ്ങൾ/അക്കങ്ങൾ ഡയറിയുടെ ഉപരിതലത്തിൽ നിന്നും താഴ്ത്തി പ്രിന്റുചെയ്യണം.

2. (എ) മുകളിൽ പ്രതിപാദിച്ചിട്ടുള്ള ഡയറിക്ക് ആവശ്യമായ ചുവപ്പ്, ഗ്രേ, നേവിബ്ളൂ, നീല, മെറൂൺ, പച്ച എന്നീ നിറങ്ങളിലുള്ള പി.വി.സി. കവറുകളുടെ മാതൃകകൾ ദർഘാസിനോടൊപ്പം ഉള്ളടക്കം ചെയ്തിരിക്കണം.

(ബി) കവറുകൾ ഫാംഗൈഡ് പ്രിന്റുചെയ്യുന്ന സ്ഥലത്ത് എത്തിച്ചുകൊടുക്കുന്നതടക്കമുള്ള എല്ലാ നികുതികളും ചേർത്തുവേണം നിരക്ക് ദർഘാസിൽ കാണിച്ചിരിക്കേ≠ത്.

(സി) കവറുകളുടെ നിർമ്മാതാക്കളുടെയോ, വിതരണം ചെയ്യുന്ന സ്ഥാപനത്തിന്റെയോ പേരോ, വിലാസമോ കവറിനുമുകളിൽ ഒരിടത്തും കാണാൻ പാടില്ലാത്ത തുമാകുന്നു.

(ഡി) കവർ നിർമ്മിച്ചുനൽകുന്നതിനുള്ള ദർഘാസ് അംഗീകരിച്ചു കഴിഞ്ഞാൽ ഡയറിയുടെ ഒരു ഡമ്മി നൽകുന്നതും ആ ഡമ്മിക്ക് അനുസൃതമായി കവർ നിർമ്മിച്ചുനൽകേ≠തുമാണ്.

(ഇ) സπൈ ഓർഡർ കിട്ടിക്കഴിഞ്ഞാൽ 15 ദിവസത്തിനകം മുഴുവൻ കവറുകളും വിതരണം നടത്തേ≠താണ്. ഇത് സമയബന്ധിതമായ ഒരു ജോലിയായതിനാൽ യാതൊരു കാരണവശാലും സമയം ദീർഘിപ്പിക്കുവാൻ അനുവദിക്കുന്നതല്ല. ഏതെങ്കിലും ഇനം കവർ നിർമ്മിച്ച് വിതരണംവനടത്താൻ കാലതാമസം വരികയാണെങ്കിൽ വീഴ്ചവരുത്തിയ സ്ഥാപനത്തിന്റെ ഉത്തരവാദിത്വത്തിലും ചെലവിലും ബദൽ സംവിധാനം ഏർപ്പെടുത്തേ≠താണ്/ഉൾപ്പെടുത്തേ≠താണ്.

(എഫ്) ശരിയായ ദർഘാസ് ഫാറത്തിൽ അല്ലാത്തതും നിരതദ്രവ്യം 50 രൂപ മുഖവിലയുള്ള മുദ്രപ്പത്രം ഇല്ലാത്തതുമായ ദർഘാസുകൾ യാതൊരു കാരണവശാലും പരിഗണിക്കു

ന്നതല്ല.

(ജി) കവറിന്റെ വലിപ്പം സെന്റീമീറ്ററിലും ഘനം മില്ലീമീറ്ററിലും / സെന്റീമീറ്ററിൽ ദർഘാസിൽ കാണിച്ചിരിക്കണം.

(എച്ച്) വിതരണം നടത്തുന്ന സാധനങ്ങളുടെ വിശദ വിവരങ്ങൾ ദർഘാസിൽ കാണിച്ചിരിക്കണം.

(എെ) നിരതദ്രവ്യം തുക വെള്ളയമ്പലത്തുള്ള എസ്. ബി.ടി.യിൽ മാറാവുന്ന ഡിമാന്റ ്ഡ്രാഫ്റ്റായി പ്രിൻസിപ്പൽ, ഇൻഫർമേഷൻ ഓഫീസറുടെ പേരിൽ എടുത്തതോ തുകയായോ ഓഫീസിൽ ഒടുക്കേ≠താണ്. നിരതദ്രവ്യം ഒഴിവാക്കിയ സ്ഥാപനമാണെങ്കിൽ അതിനുള്ള രേഖയും ഉള്ളടക്കം ചെയ്യേ≠താണ്.

(ജെ) ടെൻഡറിൽ ഒരു കവറിന്റെ നിരക്ക് (നികുതിയടക്കം) രേഖപ്പെടുത്തേ≠താണ്. ടെൻഡർ സർക്കാർ ന്നതാണ്. നിയമങ്ങൾക്ക് വിധേയമായി അംഗീകരിക്കു (കെ) ടെൻഡർ അംഗീകരിച്ച് ഉത്തരവാകുന്ന മുറയ്ക്ക് അംഗീകരിച്ച നിരക്ക് രേഖപ്പെടുത്തിയ വ്യ‡ി 50 രൂപ മുദ്രപ്പത്രത്തിൽ സമ്മതപത്ര ഉടമ്പടി വയ്ക്കേ≠താണ്.

(എൽ) ഏറ്റവും കുറവു നിരക്ക് രേഖപ്പെടുത്തുന്ന വ്യ‡ി/ സ്ഥാപനം നിരക്കിന്റെ (ആകെതുക) 5 ശതമാനം സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് (ഇ.എം.ഡി കഴിച്ചുളള തുക) ഡിമാന്റ ് ഡ്രാഫ്റ്റായോ തുകയായോ അന്നേ ദിവസം ഓഫീസിൽ അടയ്ക്കേ≠താണ്. സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് ഒഴിവാക്കിയ സ്ഥാപനം ആണെങ്കിൽ ആയതിനുള്ള രേഖ സമർപ്പിച്ചിരിക്കണം.

മുകളിൽ പരാമർശിച്ചിട്ടുള്ള നിബന്ധനകൾ പാലിക്കാത്ത ദർഘാസുകൾ യാതൊരു കാരണവശാലും പരിഗണിക്കു ന്നതല്ല. യാതൊരു കാരണവും കാണിക്കാതെ ഏതെങ്കിലും ദർഘാസ് മുഴുവനായോ ഭാഗികമായോ സ്വീകരിക്കുവാനോ തിരസ്കരിക്കുവാനോ ഉള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും.

Sealed competitive tenders are invited for the supply of 10 Branded Computers and Accessories to Commerce Department of Government College, Attingal for the year 2008-09 under the Plan Scheme for Rs. 2,85,000.

The tenders should be superscribed as "Tender for the supply of Computers and Accessories 2008-09" and should be addressed to the Principal, Government College, Attingal. The tenders will be opened at 3.30 p. m. on 31-10-2008 in the presence of such of the tenderers or their authorized representatives who may be present at that time.

Intending tenderers may on application to the Principal, Government Ayurveda College, Thiruvananthapuram to obtain tender forms on which tenders should be submitted. Application for the tender form should be accompanied by cash remittance of Rs. 450 which is the price fixed for a form and which is not refundable under any circumstances. Tender forms are not transferable. Sale of tender forms will be closed at 1 p. m. on 31-10-2008. Cheque, Postal Order etc. will not be accepted towards the cost of forms. Those who wish to purchase tender forms by post shall send an additional amount of Rs. 50 by money order to cover postal charges. CONDITIONS

1. The Tenders should be superscribed with tender number and name of the Store articles and addressed to the Director General of Police, State Police, Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late Tenders will not be accepted.

2. The tenders will be opened at the time mentioned above, in the presence of the tenderers or their authorised representatives (with proof of identity) who may be present at that time.

3. Application for tender forms should be accompanied by a cash remittance price fixed for a form which is not refundable. The tender forms are not transferable. The sale of tender forms will be closed at 4 p. m. on 24-11-2008. Cheques, Drafts, Postage Stamps, etc. will not be accepted towards the cost of forms nor will the forms be sent by V.P.P. However Money Orders (including telegraphic money orders) sent in the name of the Additional Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10 will be accepted. The amount Gaz. No. 43/2008/DTP (Stores).

5. Earnest Money Deposit (EMD) @ 1% of the quoted value should be furnished along with the tender.

EMD may be submitted either in cash or crossed Bank Drafts or Treasury Savings Bank Deposits or Government Promissary Notes or Bank Guarantee or National Savings Certificates drawn in favour of Additional Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10. The firms which are exempted from furnishing EMD should produce a copy of relevant authorized document for verification. Without EMD, the tenders will be cancelled.

6. Intending tenderers also may include charges for installation (of technical items), training of officers and on-site support at least for 3 years as warranty, and thereafter A.M.C./A.T.S. for a period 3 years on a turn key basis at a reasonable cost (to be specified along with the quotation) in the tenders. One year or 2 years warranty can be accepted in exceptional conditions.

7. Specifications and list of items of each tender shall be obtainable from PHQ with the tender forms during the working hours of Police Headquarters. The firms should also furnish the detailed specifications, make, brochures, Test Report from Government Laboratories/ Agencies, (wherever possible) technical support network in Kerala etc. of the equipments along with the tenders. The tenders without detailed specifications of quoted items, brochures, make etc. are liable to be rejected forthwith. The tenders without separate envelope and not superscribing the tender number etc. will be rejected.

8. Preference will be given to the products quoted by the manufacturer or their authorised dealers having authorisation from the original manufacturer. Similarly preferences will be given to the tenders having experience of supplying similar/same items to Government Departments or organisations for which the tenderer has to produce proof of purchase/ installation/satisfaction of the customer.

9. In the case of Foreign Equipments the rates are to be quoted in Indian Money also. Preference will be given to those who are ready to supply the item22

without opening Letter of Credit. Ordinarily no advance payment will be made for procuring any of the above items. In case, advance payment has to be made then a clear case has to be made out by the tenderer. But this will be in extraordinary circumstances.

10. As the items are urgently required, the selected bidder will have to supply the item without loss of time preferably within a month. In case for any pressing circumstance there will be delayed supply, the tenderer must cite adequate, justifiable grounds in writing and send them to DGP of Kerala for consideration, DGP, in appropriate cases can allow maximum 6 months of time from the scheduled date.

11. Samples will have to be submitted free of cost whenever necessary which can be returned only after supply is effected. The firms should be ready to show live demonstration of Technical Equipments at their own cost and risk. The demonstration date and venue will be published in Kerala Police Website. Individual intimation may not be possible. In the event of the firms not able to show live demonstration they need to convince the Technical Committee cum Tender Evaluation Committee about such inability and resort to computer animation/Scale Models/Videos/Slide Shows etc., for virtual and detailed demonstration of the product. However, it is incumbent on the Vendor to convince the Committee about the product.

12. Police Department is not liable to send any individual Communication. In some cases Police Department is not responsible to return the samples after verification. The rates quoted should be valid and firm till 29-2-2009.

13. The Director General of Police is empowered to reject any tender without assigning any reason.

Sealed tenders are invited for the supply of Instruments for Modernization of System Simulation Lab of applied Electronics and Instrumentation Engineering Department of Government Engineering College, Kozhikode-05 under MODROBS Scheme.

The tenders should be superscribed as "Tender No. P1/08/2008-09/MODROBS" due on 10-11-2008 at 3 p. m. and addressed to the undersigned to reach him before 10-11-2008 at 3 p. m. Late tenders will not be accepted. The tenders will be opened at 11 a.m. on 11-11-2008 in the presence of such of the tenderers or their authorised representatives who may be present at that time.

Intending tenderers may on application to the undersigned to obtain the requisite tender forms on which tenders should be submitted. Application for the tender form should be accompanied by a cash remittance of Rs. 416 (By post Rs. 446) including VAT which is the price fixed for the same and which is non-refundable under any circumstances.
