Sealed superscribed tender is invited for the supply of the following items of Chemicals for use in Pesticides Testing Laboratory, Parottukonam, Nalanchira, under the scheme "Establishment of Modern Laboratories" during the financial year 2008-09. (Separate list attached with the tender form).

Total Cost—RS. 3,49,140.

EMD (1% of the total cost)—Demand Draft drawn in favour of Deputy Director of Agriculture-cum Senior Chemist, Pesticides Testing Laboratory, Parottukonam, Thiruvananthapuram, payable at SBT, Vellayambalam, Thiruvananthapuram.

Amount of Security—5% of the total value of the contract.

Duplicate—Rs. 200 + 12.5% S.T.

The submission of tender should be strictly in accordance with special conditions and as per rules and regulations prescribed by the Government.

SHORT TENDER NOTICE

Sealed competitive tenders are invited for the supply of Lab Equipments and Chemicals for Chemistry, Biotechnology, Zoology, Botany, Computer Science, Physics, Biochemistry and Geography Departments of Government College, Kariyavattom for the year 2008-09. Sealed tenders should be addressed to the Principal, Government College, Kariyavattom, Thiruvananthapuram Pin-695 581 and should reach the office on or before 20-11-2008 at 2.30 p. m. Tenders received in time will be opened on the same day at 3 p. m. in the presence of the tenderers or their authorised representatives who may be present at that time.

List of items to be supplied will be available along with the tender forms. Tender forms will be available on all working days from 10 a.m. to 2 p.m. till 20-11-2008 at the cost of Rs. 400 (12% Sales Tax extra). Duplicate tenders will be issued on payment of Rs. 200 (12% Sales Tax extra). Those who wish to get tender forms by post should sent Money Order for cost of tender form and Sales Tax (12%) along with self addressed cover affixed with sufficient stamps. No other mode of payment is acceptable. Tender forms will not be send by V. P. P. All the tenderers should be executed an agreement in Kerala Stamp Paper worth Rs. 50 (Vide page No. 6th of the tender form). The Earnest Money Deposit is required @ 1% of the total cost of the materials quoted in tenders and should be remitted by Demand Draft or Fixed Deposit Receipts subject to the minimum of Rs. 50. The tenderers who are eligible for exemption from payment of EMD/SD should enclose copy of the latest certificate of Registration issued by Government of Kerala, Store Purchase Department. Otherwise the tender will be summarily rejected. The right to accept or reject the tender without assigning any reason is vested with the undersigned. The undersigned will not be responsible for any postal delay or loss of tender forms.

Tenders should be superscribed as tender for the 'Supply of SLR Camera and accessories for the Government College, Kalpetta 2008-09'. Sealed cover should be sent to the Principal, N.M.S.M. Government College, Kalpetta, Puzhamudi P.O., Wayanad, Pin-673 121. Late tenders will not be accepted. Tenders will be opened in the presence of such tenderers or their authorized representatives who may be present at that time.

Intending tenderers may on application to the Principal, N.M.S.M. Government College, Kalpetta, Puzhamudi P.O., Wayanad. Obtain the requisite tender forms on which tenders should be submitted. The tender forms are not transferable. The cost of tender may be remitted either in cash or by Money Order. Cheques, Drafts or Postal Orders will not be accepted towards the cost of tender forms. No tender forms will be sent by V.P.P. Duplicate tender forms, if required will be issued on payment. An Earnest Money Deposit of 1% of the total value has to be submitted along with each tender forms. The cost of the tender forms will not be refunded. The tender forms can be had from the office up to 2 p. m. on working days either by cash or by Money Order.

An agreement in Kerala Stamp Paper worth Rs. 50 (Rs. Fifty only) should be submitted along with each tender form. Firms/Suppliers outside Kerala may sent Rs. 75 by M.O., if they require the stamp paper by post. All Government rules prevailing will be applicable to the tender. Due to any reason of the tender opening day is declared as a holiday, the tenders will be opened on the next working day at the same time. The Principal is empowered to cancel tender without assigning any reasons thereof. The payment of the articles supplied and installed will be effected only after it got tested and certified by experts from NIC or by other competent authority. Rates, Sales tax and condition of supply and installation etc. should be clearly stated in respect of each item. Tenders should specify the brand names and specification of the items they intend to supply. The tender for offering assembled equipments will not be accepted.

The successful tenderer should also execute an agreement on Stamp paper worth Rs. 50 and deposit a sum equivalent 5% of the value of the contract as security deposit for the satisfactory fullfilment of contract. More details will be had from the college office during the working hours.

5 Drop Test Apparatus 1 Drop Test apparatus as per IS: 366. Apparatus shall have arrangements to drop 15 kg. Iron plates duly fitted with socket form 40mm height @ 5 falls per minutes and switches off the iron when the iron is short circuited. The machine shall be operated by a heavy duty motor and gear box. Each part of apparatus shall be machine made and duly finished in chrome and power coated. A digital 5 digit counter shall also be provided in the machine to count the number of drop.

6 Apparatus for cord guard flexing Test 1 Cord Guard testing apparatus as per IS: 302-1979 clauses 25.10. For guards which do not comply with the dimensional requirement of this clause, a sample of the guard, together with the cable or cord delivered with the6 (1) (2) (3) (1) (2) (3) 1 appliance, is to be subjected to 5000 cycles of flexing. The guard is mounted in the appliance with 60cm to 100cm length of cord. With the appliance held stationary, the guard is flexed by moving the cord back and forth in a plane through an angle of approximately 180 degree. At the end of the test, the guardant cord shall show no unusual signs of abrasion or wear.

The system shall be as per the above clause with digital counter of 5 digits and geared motor to stimulate the cord and count the flexing.

7 Water bath

1 Water bath for verification of deviation of dial calibration and cyclic variation. Shall be double walled insulated with digital temperature indictor and controller. Water bath shall be capable of determining the temperature cut in the thermostat.

Temperature range shall be from ambient to 90° C.

1 8 Endurance Test apparatus for thermostat Apparatus suitable for conducting the endurance test of thermostat fitted in electirc iron. Machine shall be designed to meet the specific demands of IS: 302 and shall record switching 'ON' and switching 'OFF' of the thermostat fitted in electric Iron on a 5 digit, digit counter and shall also record the total number of hours of operations on a 5 digit, digital hour meter. The instruments shall be supplied with:

(i) A 0-300 V Voltmeter of class I accuracy.

(ii) A Quartz timer.

(iii) A Wattmeter of 1500 Watts range and class 2 accuracy.

(iv) A Counter for counting the successful cycle of appliance.

9 Digital Milli OHM Meter

1 Digital Milli-ohm meter suitable for measuring resistance in Milli Ohm range.

Range 2.0 Ohm to 2.0 k Ohm.

Accuracy shall be better than or equal to ±1% of FSD.

Inclined plane as per IS : 366

11 Cord Grip & Cord Pull Test Apparatus Cord Grip and cord pull testy apparatus as per IS : 302. All the parts shall be machine made and duly powder coated and finished chrome plated. The apparatus shall be suitable for conducting test on the cable of applinces for its strength as per IS:302 with necessary weights.

1 12 Apparatus for High Voltage Breakdown Test

(i) High Voltage breakdown Test Apparatus to measure the dielectric strength of appliance under test with provision to generate a test voltage of upto to 3 kV., AC at 50Hz. Break down shall be indicated by an Audio- visual indication. Adequate safety devices and safety probes made of polymade shall be provided and current shall also be provided.

(ii) Input : 220/230V, 50Hz, AC.

(ii) Output : 0 to 3000V, 50Hz, AC.

(iii) Capacity : 5mA, 10mA, 20mA.

13 Apparatus for Endurance Test of 1 Apparatus

Apparatus suitable for conducting Endurance Test of Applinces. The machine shall be designed to meet the specific demand of IS: 302. Machine shall operate automatically switching 'ON' and switching 'OFF' the appliances after loading it to its full rated capacity of thermostat. Shall also include.

(i) 0-300 V Voltmeter of class 1 accuracy.

(ii) 0-15A ammeter of class 1 accuracy.

(iii) 15A set up transformer of 84%, 100%, 110%, 115% & 124% rated input.

(iv) 999 Min 'ON' 999 Min 'OFF' Quartz timer. 99999.

(v) Digital hour meter 999999.

(vi) Digital counter for counting the successful cycle of appliance.

(vii) 0-199 oC Digital temprature indicator for measurement of temperature rise.

(viii) And all the safety devices to control & conduct the test safely.

14 Glow wire Test Apparatus

1 The equipment shall be designed as per requirement of IS: 11000 (part 2/Sec. I)— 1984 and IEC pub 694-2-1 (1980). 'Fire' hazard testing-Part-2 test method section 1, Glow wire test and Guidance.

Shall have Nickel/Chromium (80 : 20) Glow Wire, 4 mm in diameter, as per standard and a fire wire thermocouple, 0.5 mm dia Cr/Al for measuring the temperature of the Glow Wire. The equipment shall simulate thermal stresses that are produced by sources of heat or ignition for short periods. When installation is subjected to abnormal condition and can become a fire hazard. Testing device shall have a loop of resistance wire, electrically heated to the temperature 960 oC specified for the relevant equipment and maintained under specified pressure and time. A PID controller shall be used for control and indication. Adjustable current source shall also be provided with a CT operated ammeter, which shall be capable of delivering 120-150A for heating the Glow Wire. Moving specimen holder trolley shall be preloaded with a force of 0.8 to 1.2 N against Glow Wire. Measuring weights shall provide variable mechanical stopper limits movement of the tip of the Glow Wire into the specimen to 7 mm with scale to measure penetration depth. Digital timer of upto 99.9 seconds shall be provided for Glow Wire application time. Adjustable clamp for holding the specimen under test and Scale for measuring flame height shall also be provided.

15 Humidity Chamber

1 Electrically operated Humidity Chamber of approximate size 24"×24"×40".

With temperature range variable from 15°C-45°C with an accuracy of ± 1° C. Chamber shall be made of stainless steel and outer walls shall be made of mild steel duly finished stove enameled and double walled duly insulated with glass wool pads.

Humidity shall be generated by steam injection and controlled by digital temperature indicator cum controllers. Controlls shall be provided for dry bulb and wet bulb separately for most authentic result of humidity. Proper air circulation shall be provided inside the chamber for maintaining uniform humidity and temperatures. A double walled toughened vacuumed glass shall be provided in front of the door for observation.

Sealed compressor system shall be used for lowering down the temperature to 15°C.

A microprocessor based Dry/Wet Relative Humidity Controller shall be provided as a part of the control console for controlling humidity and temperature. Display for temperature and relative humidity shall also be provided.

Shall operate on 220/230V AC, 50 Hz power supply Humidity Range.

Ambient to 96% (RH) with an accuracy of ± 1%.

16 Ignition Test Apparatus

1 Ignition test apparatus used for testing resistance to fire of bakelite and other parts. This instrument shall be supplied without Gas Range : 0-300° C as per IS: 302-1979 with digital temperature indicator and controller.

17 Cold Chamber

1 Shall not be less than 15"×15"×20" size Temperature range shall be : Ambient to -30° C.

Temperature Accuracy shall be : ± 1° C or better .

Controller System : 'ON' 'OFF' controller.

1 18 Tracking Test Apparatus

Tracking test apparatus shall have two sections:

(i) Brass/Stainless steel electrodes having arrangement for adjustment for exerting one Newton force on the specimen under test.

(ii) The electrical section shall have a voltmeter and an ammeter to monitor the applied voltage from 100 V to 600 V. Equipment shall have a tripping circuit capable of setting the tripping current to 1A and the circuit shall include a built-in resistance to ensure that the voltage drop is not more than 10% when the short circuit current is 1A.

Necessary protective circuits shall be provided for safe operation of the equipment. The water dripping arrangement shall be controlled by a digital programmer and solenoid to regulate the size and number of drops per hours.

The whole system shall be designed as per IEC : 112-1979 and as per IS : 302-1979.

എെ. എസ്. 302 പ്രകാരമുള്ള കോർഡ് ഗ്രിപ്പ് ആന്റ ് കോർഡ് പുൾ ടെസ്റ്റ് അപ്പാരറ്റസ്. എല്ലാ ഭാഗങ്ങളും യന്ത്രനിർമ്മിതവും പൗഡർ ആവരണം ചെയ്തിട്ടുള്ളതും ക്രോമിയത്തിൽ തീർത്തതും ആയിരി ക്കണം. ഒരു സാമഗ്രിയുടെ പ്രവർത്തന ശേഷി അറിയുന്നതിന് എെ. എസ്. 302 പ്രകാരം ആവശ്യമായ ഭാരം ഉപയോഗിച്ച് കേബിളിൽ പരിശോധന നടത്തുവാൻ അനുയോജ്യമായ ഉപകരണം ആയിരി ക്കണം.

12 അപ്പാരറ്റസ് ഫോർ ഹൈവോൾട്ടേജ് ബ്രേക്ക് 1 ഡൗൺ ടെസ്റ്റ്

Sealed tenders are invited for the supply of ICU/Theatre/Peadiatric Equipments specified in the schedule to Government Taluk H. Q. Hospital, Sulthan Bathery, Wayanad, Kerala.

Estimate Cost—Rs. 9,00,000.

EMD—Rs. 9,000.

Cost of tender form—Rs. 700 + VAT.

The rate quoted should be for delivery of the articles at the place mentioneed below the schedule. The Tenders should be in sealed cover and addressed to the undersigned with superscription "Tenders for......................................No............. Late tenders will be rejected. The maximum period required for delivery of the articles should be mentioned. The medical institutions in Malabar which item is installed should be mentioned in the tender.

The tender form should be filled up properly and agreement in the form should be signed before submitting the tender. The successful tenderer should furnish 5 percent of the amount of contract as security deposit and execute an agreement at his own cost for the satisfactory fulfilment of the contract. Withdrawal from the tender after it is accepted or failure to supply within the specified time or according to specifications will entail cancellation of the order and purchase being made from elsewhere, any loss incurred thereby being payable by the defaulting party. Sample duly listed, should be forwarded if called for and demonstration if asked should be performed at the cost of tenderers. No representation for enhancement of the price once accepted will be considered during the currency of the contract. Any attempt on the part of tenderers or their agents to influence the officers concerned in their favour by personal canvassing will disqualify the tenderers. If any licence or permit is required it should be mentioned in the tender. Tender may be for the entire or part supplies. In case where a successful tenderer after having made partial supplies fail to fulfill the contract in full, the materials not supplied may, at the discretion of the Purchasing Officer be purchased by means of another tenderer or the next lowest tenderer, loss if any caused to the Government be recovered from the defaulting tenderer. Even in case no alternate purchase are arranged for the materials not supplied, the proportionate portion of the security deposit shall be forfeited and balance alone shall be refunded. Payment will be made, only after the supplies are actually verified and taken to stock. The tenderers shall quote also the percentage of rebate (Discount) offered by them in case of payment is made within 15/30 days of taking delivery. No special conditions of tenderers will be accepted. The cost of tender form should be remitted to the office by cash. The EMD should be in the form of DD drawn to the undersigned from any Nationalised Banks.

CONDITIONS

1. Tender forms are neither transferable nor the cost refundable.

2. A preliminary agreement in the format given in the Tender form is to be executed in Kerala Stamp Paper of value of Rs. 50 by the successful tenderer.

3. An EMD at 1% of the cost of items tendered for shall accompany the tenderer by Demand Draft drawn in favour of District Medical Officer (H), Kannur subject to the minimum of Rs. 1,000. The firms who are exempted for furnishing EMD should enclose the attested copy of the exemption order. EMD will not carry any interest.

4. Rates and sales tax and condition of supply of articles should be clearly stated in respect of each item.

5. Articles should be supplied within 15 days of the receipt of supply order at their own cost at District Medical Office (H), Kannur.

6. Tenders will be opened in the presence of such of the tenderer's or their authorized representatives who may be present at the time of opening of tender.

7. Due to any reason if the day of opening the tender is declared as a public holiday, the same will be opened on the next working day.

8. The District Medical Officer (H), Kannur and the purchasing committee possess the right to accept or reject any tender without assigning any reason thereof.

3. ദർഘാസ് തുകയുടെ 1 % ഇ.എം.ഡി. ഇനത്തിൽ ജില്ലാ മെഡിക്കൽ ആഫീസർ (ആരോഗ്യം), കണ്ണൂരിന്റെ പേരിൽ മാറാവുന്ന ഡി.ഡി. രൂപത്തിൽ സമർപ്പിക്കേ≠ താണ്. ചുരുങ്ങിയ ഇ.എം.ഡി. 1,000 രൂപ. ഇ.എം.ഡി. നൽകുന്നതിൽ നിന്ന് ഒഴിവാക്കപ്പെട്ട സ്ഥാപനങ്ങൾ പ്രസ്തുത ഉത്തരവിന്റെ പകർപ്പ് സമർപ്പിക്കേ≠താണ്. ഇ.എം.ഡി. തുകയ്ക്ക് പലിശ ലഭിക്കുന്നതല്ല.

4. ഓരോയിനത്തിന്റെയും വിൽപന നികുതി, വിതരണം ചെയ്യുന്നതിനുള്ള നിബന്ധനകൾ എന്നിവ വ്യ‡മായും രേഖപ്പെടുത്തേ≠താണ്.

5. സπൈ ഓർഡർ ലഭിച്ച് 15 ദിവസത്തിനകം ഉപകരണങ്ങൾ ജില്ലാ മെഡിക്കൽ ആഫീസിൽ സ്വന്തം ചിലവിൽ സπൈ ചെയ്യേ≠താണ്.

6. ദർഘാസുകൾ സമർപ്പിച്ചവരുടേയോ അവരുടെ പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ (ഉ≠െങ്കിൽ മാത്രം) പ്രഖ്യാപിത തീയതിക്ക് തുറന്ന് പരിശോധി ക്കേ≠താണ്.

7. ദർഘാസ് തുറക്കാൻ തീരുമാനിച്ച ദിവസം പൊതു ഒഴിവ് പ്രഖ്യാപിക്കപ്പെട്ടാൽ തൊട്ടടുത്ത ദിവസം ദർഘാസുകൾ തുറക്കുന്നതാണ്.

8. ദർഘാസുകൾ യാതൊരു കാരണവും കാണിക്കാതെ സ്വീകരിക്കാനും നിരസിക്കാനും ഉള്ള അധികാരം ജില്ലാ മെഡിക്കൽ ആഫീസറിലും പർച്ചേസിംഗ് കമ്മിറ്റിയിലും നിക്ഷിപ്തമാണ്.

9. വിജയിയായ ദർഘാസുകാരൻ മൊത്തം തുകയുടെ 5 % സെക്യൂരിറ്റി ഡെപ്പോസിറ്റായി നൽകേ≠താണ്.

10. സർക്കാർ ദർഘാസുകൾക്കായി നിലവിലുള്ള എല്ലാ നിബന്ധനകളും ഈ ദർഘാസിനും ബാധകമാണ്.

Intending tenderers may on application to the Principal, Government Polytechnic College, Kasaragod, P.O. Periye-671 316, may obtain the requisite tender forms on which tenders should be submitted. Application for the tender form should be accompanied by a cash remittance of Rs. 450 which is the price fixed for the tender form. The tender forms are not transferable. The sale of tender forms will be closed at 3 p. m. on 26-11-2008. Cheques, Drafts, Postel Orders etc. will not be accepted towards the cost of tender forms, nor the forms sent by VPP. Duplicate tender forms if required will be issued at a cost of Rs. 225 per copy.

Sealed tenders in the prescribed forms are invited from the manufacturers or their authorized dealers for the supply and installation of Computers and Computer Peripherals as detailed in the Schedule to the Department of Treasuries, Government of Kerala.

Detailed specification of the equipments will be furnished along with tender document. The rates qutoed shall be valid for 3 months from the date of signing of the agreement.

The items are to be supplied to various Treasuries in the State within 30 days on receipt of the supply order. All items should have 3 years warranty and 2 years after warranty support on materials and technical.

Cost of tender form :

Original—Rs. 2,000 + 12.5% VAT.

Duplicate—Rs. 1,000 + 12.5% VAT.

Starting date and time of issue of tender form—

Last date and time of sale of tender form—

Intending bidders can purchase tender forms from the office of the undersigned on payment of Rs. 2,250 in cash as cost of tender forms or get it by post on payment of Rs. 2,325 (cost of tender form and Stamp Paper) by Money Order along with a self addressed stamped envelope and a request for the supply of tender forms. Cheques, Demand Draft, Postal Orders etc. will not be accepted nor it will be sent by VPP.

Duplicate copy of the tender form will be issued to firms or individuals who have purchased original forms, but tenders should be submitted in original.

EMD, which is 1% of the amount quoted for the quantity required shall be furnished by way of Demand Draft in favour of the Director of Treasuries payable at Thiruvananthapuram for the fulfillment of the contract.

EMD of the unsuccessful bidders will be returned within one month after the tenders are finalized and that of successful will be adjusted into Security Deposit. Every bidder shall furnish preliminary agreement in the prescribed form on Kerala Government Stamp Paper worth Rs. 50 along with the tender.

The tender should be superscribed "Tender for the supply of Computers and Computer Peripherals as per Tender Notification No. 2/2008 and they should be addressed to the Director of Treasuries, Power House Road, Thiruvananthapuram-36."

The tenders received in time will be opened in the presence of such bidders or their authorized representatives who may be present at that time.

No tenders received after the specified date and time will be accepted on any account.
