The Superintending Engineer, Project Circle, Muvattupuzha on behalf of the Governor of Kerala publishes tender extension notice for original notice vide No. D.B. 1/03 dated 1-9-2008 and extended vide notice dated 17-10-2008 due to some technical reasons, for pre- qualification and competitive tender for award of work in separate sealed covers for the work from Registered 'A' class contractors /firms of Kerala Irrigation Department/ K.P.W.D./Railway, who are financially stable. Intending contractors/firms should have previous experience of completing at least one single work, the estimate P.A.C. of which should be more than 50 per cent value of the work intended to be executed.

CONDITIONS:
Registered A class contractors/firms in Kerala Irrigation Department or K.P.W.D. who have experience in carrying out large works and who consider themselves capable of carrying out the work may obtain P.Q. documents and the tender documents from the office of the undersigned on any working day between 11 a.m. and 4 p.m. as detailed below on payment of Rs. 4,000+S.T. in cash directly. Those who require further copies of the documents may deposit Rs. 2,000+S.T. for each additional copy.
Prospective contractors/firms should have completed at least one work of 50 percentage value of the work now tendered, within last five years. A certificate to this effect from the agreement executing authority of the completed work shall invariably be submitted along with the application for P.Q. documents and Tender Documents, failing which the P.Q. documents will not be issued to him. The certificate should contain the details such as, Name of work, Agreement No., date of starting the work, date of completion, Time of completion as per original agreement, estimate P.A.C. of the work. The contractors/firm should attach an affidavit along with the P.Q. documents stating whether or not any works carried out by him or them were terminated due to his/their fault.
The P.Q. documents and Tender documents will not be issued after 1 p.m. on last issue date under any circumstances. The duly filled up pre-qualification documents (3 Nos., one No. original and two duplicate) along with E.M.D. and preliminary agreement in one sealed cover and tender for work in another sealed cover, writing clearly over the cover specifying whether it contains P.Q. documents/tender documents with name of bidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and name of contractor and send the same by registered post/speed post (courier will not be accepted) so as to reach the office of the undersigned before 3 p.m. on the date fixed for last date of receipt. The P.Q. documents and Tender documents received after the time notified above will not be considered under any circumstances. The tenders received after the stipulated date and time due to postal delays or any other reason will not be considered. The department shall not be responsible for postal delays. Tender through courier service/directly will not be accepted. The undersigned reserves the right to deny pre-qualification of any of the applicants and to reject the tender submitted by any of the applicant without assigning any reason there to. If the last date of receipt of the tender happens to be a holiday, tenders will be received up to the stipulated time on the next working day. Preliminary agreement on stamp paper worth Rs. 50 duly filled up and signed and sufficient earnest money deposit duly pledged in favour of Superintending Engineer, Project Circle, Muvattupuzha, should be enclosed along with the tender documents for the work. Tenders received without the above-mentioned documents shall summarily be rejected.
The pre-qualification documents alone will be opened on the P.Q. bid opening date. After evaluation in the office of the undersigned, the same will be submitted to the Chief Engineer, for approval and final selection by the pre-qualification committee of Chief Engineers. Only those tenders for works, submitted by contractors/firms who are pre-qualified by the Chief Engineer's Committee shall be opened and scrutinized later on. Tenders of works of contractors/firms who have not been pre-qualified will be summarily rejected without opening and the unopened tenders will be returned to the tenderers on proper receipt.
The date and time of opening of tenders of work of contractors/firms who are pre-qualified will be intimated to the concerned well—in-advance. Besides security deposit, 10 percentage Bank guarantee should be submitted by the selected bidder at the time of executing agreement. One per cent of the value of work done shall be recovered and released to the Kerala Construction Workers Welfare Fund from each bill at the time of payment. The Kerala Value Added Tax Act, 2003 and the Kerala Value Added Tax Rules, 2005 shall be applicable to these works contracts. All the conditions contained in G.O. (P) No. 84/97, dated 19-8-1997, G.O. (P) 13/98/PWD, dated 21-2-1998 and G.O. (Ms.) No. 43/99/IRD, dated 9-6-1999 and other rules prevailing with regard to tender for works in Irrigation Department and PWD. will be applicable for this tender also. Those who intended to form consortium or Joint Venture agreement should obtain prior approval of the Superintending Engineer before obtaining the tender documents.

ദർഘാസ് കോൺട്രാക്ട് സൊസൈറ്റികൾ ജി. ഒ. (എം.എസ്.) നമ്പർ 135/97 തീയതി 13-11-1997 പ്രകാരമുള്ള ജോയിന്റ ് രജിസ്ട്രാറിന്റെ സർട്ടിഫിക്കറ്റ് കാണിച്ചുവേണം ടെർ ഫോറം വാങ്ങിക്കേ അപേക്ഷ നൽകേത്.
കരാറുകാർ ടെർ സമർപ്പിക്കുമ്പോൾ എക്സിക്യൂട്ടീവ് എഞ്ചിനീയറുടെ പേരിൽ മാറാവുന്ന നിരതദ്രവ്യങ്ങൾ അടക്കം ചെയ്യാത്തവ നിരസിക്കുന്നതായിരിക്കും. പ്ളഡ്ജ് ചെയ്യാനുള്ള ഫോറം അനുവദനീയമല്ല.
ഏതെങ്കിലും കാരണവശാൽ അന്നേദിവസം അവധി പ്രഖ്യാ പിക്കുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം ദർഘാസുകൾ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമാണ്.
ദർഘാസ് ഫോറങ്ങൾ കരാറുകാർ കൈമാറുവാൻ പാടുള്ള തല്ല. ആവശ്യമായ നിരതദ്രവ്യം കെട്ടി വയ്ക്കാത്തതും 50 രൂപയുടെ മുദ്രപത്രത്തിൽ നിശ്ചിത പ്രാഥമിക ഉടമ്പടിയില്ലാ ത്തതുമായ എല്ലാ ദർഘാസുകളും നിരുപാധികം നിരസിക്കുന്ന തായിരിക്കും.
ജലവിഭവ വകുപ്പിലെ ദർഘാസുകളെ സംബന്ധിച്ച എല്ലാ വ്യവസ്ഥകളും ഇതിനു ബാധകമായിരിക്കും.

Tender forms and other particulars can be had from the office of the undersigned during working days, one week before the date of tender and up to 1 p.m. on the date of tender. Sealed tender will be received upto 4 p.m. on the dates noted above.
The tenderer have to execute a preliminary agreement in specified forms in stamp paper worth Rs. 50 on behalf of Governor of Kerala along with the tender. The tenderers are liable to remit 1% of the total cost of work to the Kerala Construction Labourers Welfare Fund as per the act.
The tenders will be opened on the same day at 4.30 p.m. by the undersigned or any other authorized officer in the presence of tenderers who wish to attend. If the date happened to be a holiday, the tenders will be received and opened on the succeeding working day at the time as specified above.

ദർഘാസ് ഫോറങ്ങളും മറ്റ് വിശദ വിവരങ്ങളും കാരാപ്പുഴ ജലസേചന പദ്ധതി ഡിവിഷൻ ഓഫീസിൽനിന്നും നിശ്ചിത തീയതിക്ക് 10 ദിവസം മുമ്പ് മുതൽ ദർഘാസ് ദിവസം ഉച്ചയ്ക്ക് ഒരു മണി വരെ എല്ലാ പ്രª´ത്തി ദിവസങ്ങളിലും ഓഫീസ് സമയത്ത് ദർഘാസ് ഫോറത്തിന്റെ വില രൊക്കമായോ മണി ഓർഡർ ആയോ അടച്ച് രേഖാമൂലം ആവശ്യപ്പെട്ടാൽ ലഭിക്കു ന്നതാണ്. അംഗീകൃത കരാറുകാരുടെ രജിസ്ട്രേഷൻ കാർഡ് കാണിച്ചാൽ മാത്രമേ ദർഘാസ് ഫോറം ലഭിക്കുക യുള്ളൂ. ദർഘാസ് ഫോറത്തിന്റെ വില മടക്കി കൊടുക്കു ന്നതല്ല.
ദർഘാസ് ഫോറങ്ങൾ കരാറുകാരൻ കൈമാറാൻ പാടുള്ളതല്ല. നിശ്ചിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കു ന്നതല്ല. ആവശ്യമായ നിരതദ്രവ്യം കെട്ടിവച്ചിട്ടില്ലാത്തതായ എല്ലാ ദർഘാസുകളും നിരസിക്കുന്നതാണ്.
