S. R. O. 104/2009.—In exercise of the powers conferred by clause (c) of section 3 of the Land Acquisition Act, 1894 (Central Act 1 of 1894), the Government of Kerala hereby appoint the Officer specified in column (1) of the Schedule below to perform the functions of a Collector under the said Act within the area specified in column (2) thereof and under sub-section (2) of section 4 of the said Act authorise him/his servants and workmen to exercise the powers conferred by the said sub-section in respect of any land within his jurisdiction for the acquisition of which a notification under sub-section (1) of section 4 has been published.

2Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
Kerala Industrial Infrastructure Development Corporation (A Statutory Body of Government of Kerala) has initiated a programme for the construction of Value Addition Zone of Spices Park in Thodupuzha Taluk in Idukki District, which involves acquisition of land extending to about 90.82 acres. Therefore, Government have decided to authorise the Special Tahsildar (Land Acquisition), Thodupuzha as Land Acquisition Officer to perform the functions of the Collector under the Land Acquisition Act, 1894.
This notification is intended to achieve the above object.

എസ്. ആർ. ഒ. നമ്പർ 104/2009.—1894-ലെ വസ്തു ആർ÷ന ആക്റ്റിന്റെ (1894-ലെ 1-ാം കേന്ദ്ര ആക്റ്റ്) 3-ാം വകുപ്പ് (സി) ഖണ്ഡപ്രകാരം നൽകപ്പെട്ട അധികാരങ്ങൾ വിനിയോഗിച്ച്, കേരള സർക്കാർ താഴെ പട്ടികയിലെ കോളം (1)-ാം നിരയിൽ വിനിർദ്ദേശിച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥനെ അതിലെ കോളം (2)-ാം നിരയിൽ വിനിർദ്ദേശിച്ചിട്ടുള്ള പ്രദേശത്ത് മേൽപ്പറഞ്ഞ ആക്റ്റ് പ്രകാരം ഒരു 'കളക്ടറുടെ' ചുമതലകൾ നിർവ്വഹിക്കുന്നതിനായി ഇതിനാൽ നിയമിക്കുകയും സ്ഥലമെടുപ്പിനുവേ≠ി 4-ാം വകുപ്പ് (1)-ാം ഉപവകുപ്പ് പ്രകാരം ഒരു വി⁄ാപനം പ്രസിദ്ധപ്പെടുത്തിയിട്ടുള്ളതും അദ്ദേഹത്തിന്റെ അധികാരപരിധിയിൽ വരുന്നതുമായ ഏതൊരു ഭൂമിയിലും മുകളിൽ പറഞ്ഞ ആക്റ്റിന്റെ 4-ാം വകുപ്പ് (2)-ാം ഉപവകുപ്പ് പ്രകാരം അദ്ദേഹത്തെയും അദ്ദേഹത്തിന്റെ ജോലിക്കാരെയും തൊഴിലാളികളെയും മേൽ ഉപവകുപ്പ് പ്രകാരം ഏൽപ്പിക്കപ്പെട്ട അധികാരങ്ങൾ വിനിയോഗിക്കുവാൻ ഇതിനാൽ അധികാരപ്പെടുത്തുകയും ചെയ്യുന്നു.

കേരള ഇൻഡസ്ട്രിയൽ ഇൻഫ്രാസ്ട്രക്ച്ചർ ഡെവലപ്പ്മെന്റ ് കോർപ്പറേഷൻ (കേരള സർക്കാരിന്റെ ഒരു സ്റ്റാറ്റ്യൂട്ടറി നികായം) ഇടുക്കി ജില്ലയിൽ തൊടുപുഴ താലൂക്കിൽ സുഗന്ധ വ്യ⁄ന പാർക്കിന്റെ വാല്യൂ അഡീഷൻ സോണിന്റെ നിർമ്മാണത്തിനുള്ള ഒരു പദ്ധതിക്കായി 90.82 ഏക്കർ സ്ഥലം ഏറ്റെടുക്കുന്നതിന് തുടക്കമിട്ടിട്ടു≠്. അതിനാൽ, തൊടുപുഴയിലെ സ്പെഷ്യൽ തഹശീൽദാരെ (വസ്തു ആർ÷നം), 1894-ലെ വസ്തു ആർ÷ന ആക്റ്റ് പ്രകാരം കളക്ടറുടെ കൃത്യനിർവ്വഹണം നടത്തുന്നതിലേക്കായി പ്രാധികാരം ചെയ്യുന്നതിന് സർക്കാർ തീരുമാനിച്ചു.
മേൽപ്പറഞ്ഞ ലക്ഷ്യം നിറവേറ്റുന്നതിന് ഉദ്ദേശിച്ചുകൊ≠ുള്ളതാണ് ഈ വി⁄ാപനം.
