Sealed and competitive tenders are invited for entering into AMC for the Computer and Accessories of the Directorate of Animal Husbandry, Vikas Bhavan, Thiruvananthapuram for a period of 1 year from 1-4-2009.

Intending tenderers may send the exact amount towards the cost of tender form by M.O. for the supply of tender forms. Cheques, Postage Stamps, Postel Orders, Demand Drafts etc. will not be accepted as the cost of tender form nor the forms will be sent by Value Payable Post. Tender form can also be obtained from the Office of the Director of Animal Husbandry on payment of the cost in cash during office hours. Late tenders will not be considered under any circumstances. Tenderers should submit a preliminary agreement in Kerala Stamp Paper worth Rs. 50 along with the tender.
Tenders should be superscribed as "Tender No.20/2008-09 for AMC for the Computer and Accessories of the Directorate of Animal Husbandry.''
Price of tender form :
Original —Rs. 400+12.5% VAT
Duplicate—Rs. 200+12.5% VAT.
Last date for sale of tender forms—7-2-2009.
Due date for reciept of tenders—9-2-2009.
Date and time of opening of tenders—9-2-2009 at 11.30 a. m.
Date upto which the rates are to be firm for acceptance—31-3-2009.

Special Conditions
1. The Rates quoted should be inclusive of all taxes only.
2. The contract shall be a period of 1 year from the date of execution of agreement.
3. The tenderers should have ISO 9000 Certification for service of Computers and Accessories.
3rd FEB. 2009] ANIMAL HUSBANDRY DEPARTMENT 34. The tenderers should have entered in to AMC with any of the State/Central Govt. Organizations for minimum 2 years.
5. Payment will be effected in 3 instalments.
6. The Security Deposit shall be 5% of the AMC charges and the same will be released only after the end of contract.
7. If the date scheduled for opening of tenders is declared as holiday, tenders will be opened in the next working day.
8. The Director of Animal Husbandry reserves all rights to delete any items from the tender without assigning any reason thereof.
9. The only jurisdiction for any dispute regarding the contract will at Thiruvananthapuram.
10. The Photocopies of the documents produced along with the tender should be attested by a Gazetted Officer.
11. The Director of Animal Husbandry reserves the rights to delete or waive any of the above Special conditions and to include additional conditions for the due performance of the AMC.
12. The tenderer shall have a permanent service centre with address and qualified personnel at Thiruvananthapuram City.

RE-TENDER NOTICE
No. 22/2008-09. 30th December 2008.
Scope of Work—The scope of work includes designing, executing, commissioning of the following:
The Director, Department of Animal Husbandry, Vikas Bhavan P. O., Thiruvananthapuram invites sealed bids under "Two cover System" for the following work from reputed contractors/ firms.

Last date and time for submission of bid document—
On or before 10.30 a. m. on 31-1-2009.
Time and date of opening of bids (Cover A)—11 a. m. on 5-2-2009.
Completion Period—365 days from date of award of contract.
Security Deposit—Rs. 1,00,000 (Rupees One Lakh only) Performance guarantee—10% of the Probable Amount of Contract as Bank guarantee.
Validity of Bid—180 days from the date of opening of cover A (Technical Bid)
Qualification Criteria—The Bidder either individually or as joint venture should have completed and commissioned the following works for any of the Central/State Government Departments, Quasi Government Organizations, Government undertakings, Private Organizations.
A. Physical.—Should have supplied, delivered, installed and commissioned and executed atleast one number of Vaccine Production Laboratories and Biosafety Level 3 Laboratories on turn key basis-ISO Class 6 (Class 1000) & ISO Class 7 (Class 10000) in critical areas.
B. Financial.—The bidder should have an annual turnover of Rs. 5 crore in anyone of the last three years.
Purchase of Bid Documents—Prospective bidders may obtain the Bid Documents by calling at: The Director, Department of Animal Husbandry, Vikas Bhavan P. O., Thiruvananthapuram-695 033.
The cost of the Bid Documents shall be remitted in the form of cash or money order in favour of the Director, Department of Animal Husbandry, Vikas Bhavan P. O., Thiruvananthapuram-695 033 and payable at Thiruvananthapuram.
Two cover systems will be adopted. The first cover (cover A) shall contain the Technical Bid and the EMD. The second cover (cover B) shall contain the Price Bid. Both Technical as well as Price Bid shall be filled in with relevant details and duly signed and placed in separate covers, sealed and superscribed clearly as cover A-'Tecnical Bid' (IAH & VB), Pacha P. O., Palode, Thiruvananthapuram-695 562 and cover B-'Price Bid' (IAH & VB), Pacha P. O., Palode, Thiruvananthapuram- 695 562.
Both Technical bid as well as price bid should be placed in a common cover, sealed and superscribed as 'Bid for supply, installation and commissioning of laboratories of Animal Husbandry Department, Kerala as per GMP/GLP standards at Institute of Animal Health and Veterinary Biologicals Palode-(Viral Vaccine Production section, fermentor section and P3 laboratory in Standardization section) and Chief Disease Investigation Office (P3 laboratory).
The bid shall either be dropped in the Re-tender box available in the Office of the Director, Department of Animal Husbandry Thiruvananthapuram or send by registered mail to Director, Department of Animal Husbandry, Vikas Bhavan, Thiruvananthapuram-695 033.
The undersigned under no circumstances shall be responsible for the delay or loss of documents in transit. The bid documents are not transferable for any reasons thereof. The first cover containing the Technical bid will be opened on the date and time stipulated above. The cover containing the price bid of the contractors/firms whose credentials are decided as having satisfied the qualification/eligibility criteria will alone be opened on the date and time as specified elsewhere. The consultant appointed for this project cannot participate in this tender. The Director reserves the right to reject any or all the bids received without assigning any reasons thereof.
