AUCTION-CUM-TENDER NOTICE

No. A2-828/2008-3. 3rd January 2009.

The sealed tenders will be opened after the public auction and the highest bid amount of the auction sealed tender will be accepted for the sale of the Ambulance KEV 9365 in normal cases. But the undersigned will have the power to cancel the auction and the sealed tender even without any particular reason.

A 1985 Model Ambulance KEV 9365 attached to Fire and Rescue Station, Punalur will be sold in auction on 21-3-2009 at 11 a.m. at the premises of Fire and Rescue Station, Punalur by the Divisional Officer, Fire and Rescue Services, Southern Division, Thiruvananthapuram under the following conditions :

The highest bidder on whose favour the auction is knocked down or sealed tender is accepted should remit 25% of the bid amount on the spot and the balance amount plus admissible Sales Tax (VAT) will be paid within 15 days on receipt of confirmation orders.

The intending bidders should deposit an Earnest Money of Rs. 1,000 (Rupees one thousand only) before the commencement of the auction. The Earnest Money of the highest bidder will be adjusted to the bid amount and that of the others will be refunded on the spot.

If the highest bidder fails to follow the above conditions, auction-cum-sealed tenders will be arranged again and 25% of the bid amount and Earnest Money Deposit will be forfeited to Government Account from the highest bidder. Any loss as a result of such re-auction- cum-sealed tender to Department will also be realised from the defaulted bidder under Revenue Recovery Act in force.

Those who wish to participate in the auction sale or to submit sealed tenders can inspect the vehicle at Fire and Rescue Station, Punalur during office hours on any working days with the permission of the Station Officer, Fire and Rescue Station, Punalur. Sealed tenders are also invited along with auction sale. Sealed tenders should be accompanied with Demand Draft for Rs. 1,000 (Rupees one thousand only) drawn in favour of Divisional Officer, Fire and Rescue Services, Southern Division, Thiruvananthapuram-1 payable at State Bank of Travancore, Vellayambalam Branch, Thiruvananthapuram and the same will be accepted upto 12 Noon on 20-3-2009. The top of the cover containing the sealed tenders should be superscribed as "Sealed tender for the purchase of Ambulance KEV 9365". Those who have submitted sealed tenders can also participate in the auction sale. But it is not compulsory to participate in the auction sale for those who have already submitted sealed tender. ആന്റ ് റെസ്ക്യൂ സ്റ്റേഷന്റെ പരിസരത്ത് വച്ച് പരസ്യമായി ലേലം ചെയ്ത് കൊടുക്കുന്നതാണ്.

ലേലത്തോടൊപ്പം മുദ്ര പതിച്ച ടെൻഡറുകളും ക്ഷണിച്ചു കൊള്ളുന്നു. മുദ്ര പതിച്ച ടെൻഡറുകൾ 20-3-2009, 12 മണി വരെ നേരിട്ടോ തപാൽ വഴിയോ സ്വീകരിക്കുന്നതാണ്.

12 മണിക്കുശേഷം തപാലിൽ വരുന്ന ടെൻഡറുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. മുദ്ര പതിപ്പിച്ച ടെൻഡറുകൾ ഉൾക്കൊള്ളുന്ന കവറിന്റെ പുറത്ത് "ഫയർ ആന്റ ് റെസ്ക്യൂ സർവ്വീസസ് വകുപ്പ് വക ആംബുലൻസ് കെ. ഇ. വി. 9365 വാങ്ങുന്നതിനുള്ള ടെൻഡർ" എന്ന് എഴുതിയിരിക്കണം. ടെൻഡറുകൾ ഡിവിഷണൽ ആഫീസർ, ഫയർ ആന്റ ് റെസ്ക്യൂ സർവ്വീസസ്, സതേൺ ഡിവിഷൻ, ഗവൺമെന്റ ് പ്രസ് പി. ഒ., ഹൗസിംഗ് ബോർഡ് ജംഗ്ഷൻ, ചെങ്കൽചൂള, തിരുവനന്തപുരം-1 എന്ന വിലാസത്തിൽ അയയ്ക്കേ≠താണ്. പരസ്യ ലേലത്തിനുശേഷം നേരത്തെ ലഭിച്ചിട്ടുള്ള ടെൻഡറുകൾ തുറക്കുന്നതും ലേലത്തിൽ വിളിച്ച തുകയോ ടെൻഡറിൽ ലഭിച്ച തുകയോ ഏതാണ് കൂടുതൽ എന്ന് പരിശോധിച്ചശേഷം ആ തുകയ്ക്ക് താൽക്കാലികമായി ലേലം ഉറപ്പിക്കുന്നതാണ്. ടെൻഡർ നൽകിയവർക്കും ലേലത്തിൽ പങ്കെടുക്കാവുന്നതാണ്. ലേലത്തിൽ പങ്കെടുക്കുന്നവർ ടെൻഡർ നൽകിയിരിക്കണമെന്ന് നിർ∫ന്ധമില്ല.

ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലം തുടങ്ങുന്നതിനു മുൻപായി 1,000 രൂപ (ആയിരം രൂപ മാത്രം) നിരതദ്രവ്യമായി അടയ്ക്കേ≠താണ്. ടെൻഡർ നൽകുവാൻ ആഗ്രഹിക്കുന്നവർ നിരതദ്രവ്യമായി 1,500 രൂപയുടെ ക്രോസ് ചെയ്യാത്ത ബാങ്ക് ഡ്രാഫ്റ്റ് സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ട്രാവൻകൂർ, എറ്റവും കൂടിയ തുകയ്ക്ക് ലേലം വിളിക്കുന്ന ആളിന്റെ/ ടെൻഡർ നൽകുന്ന ആളിന്റെ പേരിൽ ലേലം താൽക്കാലികമായി ഉറപ്പിക്കുന്നതും ടിയാൻ ഉടൻതന്നെ ലേലത്തുകയുടെ 25 ശതമാനം അടയ്ക്കേ≠തും ബാക്കി തുകയും വിൽപ്പന നികുതിയും ലേലം സ്ഥിരപ്പെടുത്തി ഉത്തരവ് ലഭിച്ച് 15 ദിവസത്തിനകം അടയ്ക്കേ≠തുമാണ്.

ലേലം/ടെൻഡർ സ്ഥിരപ്പെടുത്തുന്ന ആളിന്റെ ഒഴികെയുള്ളവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാലുടൻ മടക്കിക്കൊടുക്കുന്നതാണ്.

ഏതെങ്കിലും കാരണവശാൽ ലേലം/ദർഘാസ് സ്ഥിരപ്പെടുത്തി കിട്ടുന്നയാൾ ലേലനിബന്ധനകൾ ലംഘിക്കുകയാണെങ്കിൽ ടിയാൻ അടച്ച തുക സർക്കാരിൽ മുതൽകൂട്ടുന്നതും വാഹനം പുനർലേലം ചെയ്യുന്നതുമായിരിക്കും.

പുനർ ലേലത്തിൽ എന്തെങ്കിലും നഷ്ടം സംഭവിച്ചാൽ ആയത് മുൻ ലേലക്കാരനിൽ നിന്നും ഈടാക്കുന്നതും കൂടുതലായി കിട്ടുന്ന തുകയ്ക്ക് മുൻ ലേലക്കാരന് അവകാശം ഇല്ലാത്തതുമാണ്. നിരതദ്രവ്യം ഇല്ലാത്ത ടെൻഡറുകൾ സ്വീകരിക്കുന്നതല്ല. ലേലം/ടെൻഡർ നൽകുവാൻ ആഗ്രഹിക്കുന്നവർക്ക് പ്രവർത്തി ദിവസങ്ങളിൽ രാവിലെ 10 മണി മുതൽ വൈകുന്നേരം 5 മണി വരെ പുനലൂർ ഫയർ ആന്റ ് റെസ്ക്യൂ സ്റ്റേഷനിലെ സ്റ്റേഷൻ ആഫീസറുടെ അനുവാദത്തോടെ വാഹനം പരിശോധിക്കാവുന്നതാണ്.

എന്നാൽ കാരണമൊന്നും കാണിക്കാതെ ലേലം ഭാഗികമായോ പൂർണ്ണമായോ നിർത്തിവയ്ക്കുന്നതിന് താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന് അധികാരമു≠ായിരിക്കും.
