PRE - QUALIFICATION TENDER NOTICE

of 1. 1. Competitive postal tenders in two sealed covers (One cover for technical offer and the other for financial offer superscribing the name work and nature of offer whether technical or financial) are invited for and on behalf of the Governor of Kerala by the undersigned from the eligible Indian Contractors (Kerala P. W. D/ C . P. W. D / Railways - registration only ) for the work . (km. of Techncial "Widening andand strengthening of the State roadroad from Vadakkenchery Mangalam Junction (e . 239 / caf NH -47) to Govindapuram under Inter-state connectivity scheme" upto 3 p.m. on bids shall be opened by the Superintending Engineer , or by an authorized officer , on the same day at 4 p.m. in the persence of the tenderers , present . The Department will not be responsible in any way for the non- receipt of tenders in time due to the postal or any other delay .
The technical bid will be examined by the Chief Engineer's Tender Committee and qualified bidders will be intimated . Financial bid of pre -qualified bidders will be opened on 20-3-2009 at 11 a . m . after intimating the qualified bidders .
1. 2. The technical offer should be in the Standard Bidding Document of Ministry of Road Transport and Highways , Government of India . The tenderers shall not state any condition in the technical offer .
1. 3. Financial offers should be in the form of item rates .
1. 4. Sealed covers containing the technical offer will first be opened and evaluated by the screening committee .
1. 5. The technical offer will be screened on an objective evaluation of details regarding past performance , technical and finacial capabilities and resourcefulness of the tenderer . The screening committee reserves the right to reject any or all offers without assigning any reason .
1. 6. Financial offers of those tenderers who are found technically suitable upon evaluation of the technical offer will further be considered for award of the work . [PART III 1.9 . To qualify for award of contract,
(a) Each bidder shall be registered ' A' class or equivalent contractor of the P.W. D. of Kerala/ C.P. W. D./Railways .
(b) Each bidder in his name should have in the last five years achieved a minimum annual financial turnover amount of Rs . 2,775 lakhs (in all classes of Civil Engineering construction works only) in any one year.
(c) Each bidder in the last five years should have satisfactorily completed ( not less than 90% of contract value) as a prime contractor (or as a nominated sub contractor where the sub contract involved execution of all main items of work described in the bid document , provided further that all other qualification criteria are satisfied ) at least one similar work of value not less than 50% of estimated value of contract and such completed works shall necessarily include bituminous items such as BM /DBM , BC / SDBC ete ... Tender forms shall be issued only to those tenderer ( individual /firm) who produces certificate to this effect issued by the concerned Executive Engineer. The contractor should set up quality control lab at the site before starting the work, as per direction of the Department Officers .
2.0. Bids from joint ventures are not acceptable . The prospective bidders should not have abandoned any National Highway work nor should any of their contracts for National Highway works rescinded , for any reason.
2.01. The completed tender documents in two sealed covers ( one Technical offer and one Financial Offer) with details duly filled up in all respects should reah at the address given below before 3.00 p . m . on 27-2-2009 The Government will not accept any responsibility regarding the non receipt or delay in receipt oftenders send by post . If such a date is a holiday , the next officialofficial working day shall be deemed as the last date for receipt of the tenders . Postal tenders alone will be accepted.
2.02. The Department will verify the experiences mentioned in the tender documents and in case this is found incorrect , such firms are liable to be disqualified for five years .
2.03 . The Department will also physically verify the machinery items mentioned in the tender documents . Those who are submitting the tender should make arrangements to show the machinery for such verification and in case if any such details are found incorrect, such firms are liable to be disqualified for 5 years .
2.04. Documents for technical offer ( Standard bidding document-procurement of civil works ) to be enclosed in the technical offer- cover , along with tender documents is to be obtained from the Secretary Indian Roads Congress , Jamnagar House , Shajahan Road, New Delhi 110 011. The Department will not accept any responsibilityibility for non receipt , delayed receipt of pre- qualification documents from the Indian Roads Congress .
2.05 . The tender documents containing financial offer in four volumes can be had from the Office of the Super- intendenting Engineer, P. W. D. , National Highway (Central) Circle , Kochi - 19 , Kerala (Phone: 0484-230484-230 44 34) onwrittenapplication and payment ofRs . 23,000 + VAT , per set (Non refundable ) in cash or by Demand Draft in favour of the Superintending Engineer , National Highways ( Central ) Circle, Kochi , Vyttila , payable at State Bank of Travancore , Treasury Branch , Ernakulam . An additional amount of Rs . 400 per set is to be paid for sending the documents by post. The tender documents can be had from this office in person or sent by post during office hours from 17-2-2009 and up to 1.00 p . m . on 18-2-2009 . Additional copy offinancial offer documents can be had on payment of Rs . 11,500+ VAT . No document will be issued after 1 p . m . on 18-2-2009 .
2.06. The pre- tender meeting of the prospective tenderers will be held on 21-2-2009 at 11 a . m. at the Office of the Superintending Engineer, N. H. Central Circle , Kochi , Vyttila.
no . 2.07. The bid security (Earnest Money Deposit) for the work is Rs . 30,00,000 . The firm period on the tender is four months . The tender not accompanied by the required Earnest Money Deposit pledged in favour of the Superintending Engineer , will not be considered . AllAll other rules and conditions in. force in Kerala Public Works Department will be applicable on this tender also. The tenders containing the prescribed preliminary agreement in Kerala Govt . Stamp Paper worth Rs . 50 willbe rejected .
2.08 . The tenderer shall furnish Earnest Money Deposit enclosed in the tender offer but in separate sealed envelope superscribed " Money Deposit for Widening and strenghthening of the State road from Vadakkenchery Mangalam Junction (km. 239/000 to NH 47) to Govindapuram under Inter-state connectivity scheme ", for the amount stipulated in clause 1.7 above in any one of the following acceptable forms . a (a) Receipt chalan of cash deposit in the Kerala Government Treasury in favour of the Superintending, Engineer , N.H. (Central) Circle , Vyttila , Kochi .

2.10. 1.2 . ടെക്നിക്കൽ ബിഡ് മോർത്തിൻറെ സ്ററാൻഡേർഡ് ബിഡ്‌ഡിങ്ങ് ഡോക്യുമെൻറിലായിരിക്കണം . കരാറുകാർ യാതൊരുവിധ നിബന്ധനകളും വയ്ക്കുവാൻ പാടില്ല .
