PRE-QUALIFICATION TENDER NOTICE

The work consists for the following Principal

items of work

No. D4(K)-4824/07/ISC. 2nd March 2009.

(a) Earth work excavation — 20500 m³

¹ (d) M-20 — 427 m³ Gaz. No. 12/2009/DTP (Irrigation).

Intending contractors/firms should have previous experience of completing at least one work having magnitude of Estimate PAC of Rs. 78,00,000 or above within five years.

CONDITIONS

1. Registered "A" Class Contractors/Firms in Irrigation/ Kerala Public Works Department who have experience in carrying out large works and who consider themselves capable of carrying out these type of works may obtain Pre-qualification documents and tender documents from the Office of the undersigned on any working day between 11 a.m. and 4 p.m. from 6-4-2009 on payment of Rs. 0.15% of the estimate PAC+ VAT in cash directly. Those who require further copies of the documents may deposit half of the original cost + VAT for each additional copy.

2. Prospective contractors/firms should have completed at least one work with Estimate PAC as specified in the tender notice. A certificate to this effect from the agreement executing authority shall be enclosed along with the application for Pre-qualification documents and tender documents, failing which Pre-qualification documents will not be issued to him/them (Applicant), (Applications without this certificate will not be considered). The contractors/firms should attach an affidavit along with the Pre-qualification documents stating that whether or not any works carried out by him/they were terminated due to his/their fault so far. Documents showing the ownership of the essential plants, machineries required for the work is to be submitted along with the Pre-qualification documents.

3. The Pre-qualification documents and tender documents will not be issued after 4 p.m. on 6-4-2009 under any circumstances. The duly filled up pre-qualification documents (3 Nos.) along with EMD and preliminary agreement in one sealed cover and tender for work in another sealed cover, writing clearly over the cover specifying whether it contains Pre-qualification documents or tender document with name of bidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and the name of contractor and shall be send by registered post so as to reach the office of the undersigned before 4 p.m. on 13-4-2009. The Pre- qualification documents and tender documents received after the time notified above will not be considered under any circumstances. The tenders received after the stipulated date and time due to postal delays, tender through courier service or directly will not be accepted. The undersigned reserves the right to deny pre-qualification to any of the applicant and to reject the tender submitted by any of the applicant without assigning any reason thereto. If the last date of receipt of the tender happens to be a holiday, tenders will be received upto the stipulated time on the next working day.

Preliminary agreement on Stamp Paper worth of Rs. 50 duly filled up and signed (to be enclosed with Pre- qualification documents) and sufficient Earnest Money Deposit duly pledged in favour of Superintending Engineer, Irrigation South Circle, Thiruvananthapuram should be enclosed in a separate sealed cover superscribing "Earnest Money" and attach separately to the cover containing pre-qualification documents for the works. Tenders received without the above mentioned documents shall summarily be rejected.

4. The pre-qualification documents alone will be opened at 4.30 p.m. on 13-4-2009. After evaluation of Pre- qualification documents in the office of the undersigned, the same will be submitted to the Chief Engineer, Irrigation and Administration for approval and final selection by the pre-qualification committee of Chief Engineer's. Only those tenders, submitted by the contractors/firms who are pre-qualified by the Chief Engineer Committee shall be opened and scrutinized later on. Tenders of contractors/firms who have not been pre-qualified will be summarily rejected without opening the tenders and will be returned to the tenderers on proper receipt.

5. The date and time of opening of tenders of work of contractors/firms who are pre-qualified will be intimated to the concerned in advance. Besides security deposit, 10% Bank Guarantee should be submitted by the selected bidder at the time of executing agreement.

All the conditions prevailing in Irrigation department regarding pre-qualification bids and tenders for works will be applicable to this tender also.

കേരള ഗവർണ്ണർക്കുവേ≠ി സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, കേരള ജലവിഭവ വകുപ്പ് (ദക്ഷിണമേഖല ജലസേചന വിഭാഗം) സൗത്ത് സർക്കിൾ, തിരുവനന്തപുരം ചുവടെ ചേർത്തിരിക്കുന്ന പ്രവൃത്തിക്ക് പരിചയസമ്പന്നരും 78 ലക്ഷം രൂപയിൽ കുറയാത്ത അടങ്കൽ തുകയ്ക്കുള്ള ഏതെങ്കിലും ഒരു പ്രവൃത്തി ചെയ്ത് മുൻപരിചയമുള്ളവരും, ജലവിഭവ വകുപ്പി ലേയോ പൊതുമരാമത്ത് വകുപ്പിലേയോ "എ" ക്ലാസ് രജിസ്ട്രേഷനുള്ള കരാറുകാർ/സ്ഥാപനങ്ങൾ എന്നിവരിൽ നിന്നും മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനും പ്രവൃത്തി നൽകുന്നതിലേക്കുമുള്ള ദർഘാസുകൾ പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ ക്ഷണിച്ചുകൊള്ളുന്നു.

നിബന്ധനകൾ

കേരള ജലവിഭവ വകുപ്പിലോ പൊതുമരാമത്തു വകുപ്പിലോ 'എ' ക്ലാസ്സ് രജിസ്ട്രേഷനുള്ളവരും ബൃഹത്തായ പദ്ധതികളും മറ്റും ചെയ്ത് മുൻപരിചയമുള്ളവരും ഈ പ്രവൃത്തി ചെയ്യാൻ ശേഷിയു≠െന്ന് സ്വയം ബോദ്ധ്യമുള്ള വരുമായ കരാറുകാർ/സ്ഥാപനങ്ങൾ താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിൽനിന്നും മുൻയോഗ്യത നിർണ്ണയിക്കു ന്നതിനുള്ള രേഖകളും ദർഘാസ് പ്രമാണങ്ങളും 27-3-2009-നും 6-4-2009-നും ഇടയ്ക്കുള്ള പ്രവൃത്തി ദിവസങ്ങളിൽ രാവിലെ 11 മണിക്കും വൈകിട്ട് 4 മണിക്കുമിടയ്ക്ക് അടങ്കൽ തുകയുടെ 0.15% + മൂല്യ വർദ്ധിത നികുതി അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതായിരിക്കും. കൂടുതൽ കോപ്പി ആവശ്യമുള്ളവർ കോപ്പി ഒന്നിന് പകുതി വിലയും മൂല്യവർദ്ധിത നികുതിയും അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ്.

(നിരതദ്രവ്യവും പ്രാഥമിക ഉടമ്പടിയും ചേർത്ത്) പ്രവർത്തി ക്കുള്ള ദർഘാസും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവർത്തിയുടെ പേരും കരാറുകാരുടെ/സ്ഥാപനത്തിന്റെ പേരും വിലാസവും മുൻയോഗ്യത നിർണ്ണയ പ്രമാണമാണോ പ്രവർത്തിക്കുള്ള ദർഘാസാണോ എന്ന് വ്യ‡മായി മനസ്സിലാക്കത്തക്കവണ്ണം കവറിന്റെ മുകളിൽ രേഖപ്പെടുത്തി ര≠ു കവറുംകൂടി ഒറ്റ കവറിലാക്കി അതിനുമുകളിൽ പ്രവർത്തിയുടേയും കരാറുകാരന്റെയും പേര് ആലേഖനം ചെയ്ത് താഴെ ഒപ്പുവെച്ചിരിക്കുന്ന ഉദ്യോഗസ്ഥന്റെ ഓഫീസിൽ 13-4-2009 വൈകുന്നേരം 4 മണിക്കുമുൻപായി എത്തത്തക്കവിധത്തിൽ രജിസ്റ്റർ ചെയ്ത് തപാലിൽ അയയ്ക്കേ≠താണ്. മേൽ പ്രസ്താവിച്ച സമയത്തിനുശേഷം കിട്ടുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. തപാൽ തകരാറുമൂലമോ മറ്റേതെങ്കിലും കാരണംമൂലമോ ഉള്ള കാലതാമസത്തിന് ഈ ഡിപ്പാർട്ടുമെന്റ ് യാതൊരു ഉത്തരവാദിത്വവും ഏറ്റെടുക്കുന്നതല്ല. കൊറിയർ സർവ്വീസിലും നേരിട്ടും സമർപ്പിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. പ്രത്യേക കാരണം കാണിക്കാതെ തന്നെ അപേക്ഷകന് മ ു ൻ േ യ ാ ഗ ്യ ത ന ി ര സ ി ക്ക ു ന്ന ത ി ന ു ം അ േ പ ക്ഷ ക െ ന്റ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ നിരസിക്കുന്നതിനുമുള്ള അധികാരം താഴെ ഒപ്പുവച്ചിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുകയാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. മുൻയോഗ്യതാ നിർണ്ണയ പ്രമാണത്തിനോടൊപ്പം 50 രൂപയിൽ കുറയാത്ത തുകയ്ക്കുളള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി യഥാവിധം പൂരിപ്പിച്ച് ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും സൂപ്ര≠ിംഗ് എ ൻ ജ ി ന ീ യ ർ , ഇ റ ി േ ഗ ഷ ൻ സ ൗ ത്ത ് സ ർ ക്ക ി ൾ , തിരുവനന്തപുരം എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം ന ി യ മ ്ര പ ക ാ ര ം െ ക ട്ട ി വ ച്ച ത ി െ ന്റ ര സ ീ ത ് അ ട ക്ക ം ചെയ്യേ≠തുമാണ്. മേൽപ്രകാരം ചെയ്യാത്തതായ ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള ദർഘാസുകൾ മാത്രം 13-4-2009 വൈകുന്നേരം 4.30-ന് തുറക്കുന്നതും താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിലെ മൂല്യനിർണ്ണയത്തിനുശേഷം ജലസേചനവും ഭരണവിഭാഗവും ചീഫ് എൻജിനീയർക്ക് ചീഫ് എൻജിനീയർമാരുടെ മുൻയോഗ്യത നിർണ്ണയ കമ്മിറ്റിയുടെ അംഗീകാരത്തിനായി പിന്നീട് അയയ്ക്കുന്നതുമാണ്. ചീഫ് എൻജിനീയർമാരുടെ കമ്മിറ്റി മുൻയോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കുന്ന കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ പിന്നീട് തുറന്നു പ ര ി േ ശ ാ ധ ി ക്ക ു ക യ ുള്ള ു . ച ീ ഫ ് എ ൻ ജ ി ന ീ യ ർ മ ാ ര ു െ ട കമ്മിറ്റിയുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതും ആ അപേക്ഷകർക്ക് അതിനുള്ള രസീത് നൽകി അവ തിരികെ വാങ്ങാവുന്നതുമാണ്. യോഗ്യത നിർണ്ണയിച്ച കാരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തൂറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും. ജലവിഭവ വകുപ്പിലെ മുൻ യോഗ്യതാ നിർണ്ണയത്തിനെ സംബന്ധിച്ചും ദർഘാസിനെ സംബന്ധിച്ചും നിലവിലുള്ള എല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.

തൽപ്പരരായ കരാറുകാർ/സ്ഥാപനങ്ങൾ 78 ലക്ഷം രൂപയെങ്കിലും അടങ്കൽ തുകയുള്ള ഒറ്റ പ്രവൃത്തി പൂർത്തിയാക്കിയിട്ടുള്ളവരായിരിക്കണം. പ്രസ്തുത പ്രവൃത്തി പൂർത്തീകരിച്ചതായി ആ പ്രവൃത്തിയുടെ എഗ്രിമെന്റ ് വെച്ച ഉദ്യോഗസ്ഥൻ സാക്ഷ്യപ്പെടുത്തുന്ന രേഖ അപേക്ഷയോടൊപ്പം സമർപ്പിച്ചാൽ മാത്രമേ മുൻയോഗ്യതയ്ക്കുള്ളതും ദർഘാസി നുള്ളതുമായ പ്രമാണങ്ങൾ നൽകുകയുള്ളു. അല്ലാതെയുള്ള അപേക്ഷകൾ പരിഗണിക്കുന്നതല്ല. മുൻയോഗ്യത നിർണ്ണയ ത്തിനുള്ള രേഖകൾ സമർപ്പിക്കുന്നതിനോടൊപ്പം താൻ ഏറ്റെടുത്തിട്ടുള്ള പ്രവൃത്തികൾ ഒന്നും തന്നെ തന്റെ കുറ്റംമൂലം റദ്ദാക്കപ്പെട്ടിട്ടില്ല എന്ന് പ്രസ്താവിച്ചിട്ടുള്ള സത്യവാങ്മൂലം കരാറുകാർ/സ്ഥാപനങ്ങൾ സമർപ്പിക്കേ≠താണ്. പ്രവൃത്തി ക്കാവശ്യമായ എല്ലാ യന്ത്രസാമഗ്രികളുടേയും, ഉപകരണ ങ്ങളുടേയും ഉടമസ്ഥത തെളിയിക്കുന്ന വിവരങ്ങൾ മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള രേഖകൾ സമർപ്പിക്കുന്ന തോടൊപ്പം ഹാജരാക്കേ≠താണ്.

സെക്യൂരിറ്റി ഡിപ്പോസിറ്റിനുപുറമെ പത്തു ശതമാനം ബാങ്ക് ഗ്യാരന്റ ി കൂടി എഗ്രിമെന്റ ് വെയ്ക്കുമ്പോൾ സമർപ്പിക്കേ≠താണ്.

Competitive tenders in sealed cover superscribing the name of work is invited for and on behalf of the Governor of Kerala by the undersigned from contractors of eligible class. The tenders will be received upto 4 p. m. on 7-4-2009 by Registered Post and will be opened at 4.30 p. m. on the same day. Tenders through courier service will not be accepted. CONDITIONS

1. Registered 'A' class contractors/firms in Kerala Irrigation Department / KPWD who have experience in carrying out large works and who consider themselves capable of carrying out these types of works may obtain P. Q. documents and the tender documents from the office of the undersigned on any working day upto the date and time noted, on payment of Rs. 25,000+ VAT in cash directly. Those who require further copies of the documents may deposit Rs. 12,500+VAT for each additional copy.

2. Prospective bidders should have completed at least one similar work with estimate PAC/Revised estimate PAC without considering tender variation worth 50% of the estimate PAC as specified against each work within the last five years. A certificate to this effect from the agreement executing authority of the completed work shall invariably be submitted along with the application for P. Q. documents and tender documents, failing which the P. Q. documents will not be issued to him/them (applicant). (Applications without this certificate will not be considered). The contractors/firms should attach an affidavit along with the P.Q. documents stating whether or not any works carried out by him/them were terminated due to his/their fault so far. Documents showing the ownership of the essential plants or machineries required for the work should be submitted along with the P.Q. documents.

3. The P. Q. documents and tender documents will not be issued after the date and time specified under any circumstances. The duly filled up prequalification documents (3 copies) along with E. M. D. and preliminary agreement in one sealed cover and tender for work in another sealed cover, writing clearly over the cover specifying whether it contains P.Q. documents/tender documents with name of bidder and name of work and then enclosing these two covers in a single cover duly superscribing the name of work and name of contractor and send the same by Registered post, so as to reach the office of the undersigned before 4 p.m. on the date specified. The P. Q. documents and tender documents received after the time notified above will not be considered under any circumstances. The tenders received after the stipulated date and time due to postal delays or any other reason will not be considered. The department shall not be responsible for postal delays. Tender through courier service/or delivered directly will not be accepted. The undersigned reserves the right to deny pre-qualification to any of the applicants and to reject the tender submitted by any of the applicant without assigning any reason thereto. If the last date of receipt of the tender happens to be a holiday, tenders will be received upto the stipulated time on the next working day. Preliminary agreement on stamp paper worth Rs. 50 duly filled up and signed (to be enclosed with P.Q. documents) and sufficient Earnest Money Deposit duly pledged in favor of the Director, Inland Navigation Directorate, Kollam should be enclosed in a separate sealed cover superscribing "Earnest Money" and attach separately to the cover containing P.Q. documents for the works. Tenders received without the above mentioned documents shall summarily be rejected.

4. Pre-qualification documents alone will be opened at 4.30 p.m. on the dates specified. After evaluation of the Pre-qualification document in the office of the undersigned, the same will be submitted to the Chief Engineer, Irrigation and Administration, Thiruvananthapuram for approval and final selection by the pre-qualification committee. Only those tenders, submitted by the contractors/firms who are pre-qualified by the committee shall be opened and scrutinized later on. Tenders of contractors/firms who have not been pre-qualified will be summarily rejected without opening the tenders and will be returned to the tenderer on proper receipt. Those who intended to form consortium or joint venture agreement should obtain prior approval of the Director before obtaining the tender documents. The date and time for opening of tenders of work will be intimated well in advance to the concerned contractor/firm who is pre-qualified.

5. Besides security deposit, 10% of the PAC as Bank guarantee should be submitted by the selected bidder at the time of executing agreement. All the conditions contained in G.O. (P) No. 84/97 dated 19-8-1997, G. O. (P) No. 13/98/ PWD dated 21-2-1998, G. O. (MS) No. 43/99/IRD dated 9-6-1999, G.O. (MS) No. 2/2005/PWD dated 7-1-2005 and amendments thereto and other rules prevailing with regard to tender for works in Irrigation Department/PWD will be applicable to this tender also.

(എം.എസ്.) 39/90/ പി.ഡബ്ലിയു. ആന്റ ് ടി. ഉത്തരവനുസരിച്ച് കരാറുകാർ ദർഘാസിനൊടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടികൂടി സമർപ്പിക്കേ≠താണ്. 1989-ലെ കേരള നിർമ്മാണ തൊഴിലാളി ക്ഷേമനിധി ബോർഡ് നിയമം അനുസരിച്ച് കരാറുകാരുടെ ഓരോ ബില്ലിൽ നിന്നും ഒരു ശതമാനം കേരള നിർമ്മാണ തൊഴിലാളി ക്ഷേമനിധിയിലേക്ക് പിടിക്കുന്നതാണ്.

കൂടാതെ 1990-ലെ കേരള നിർമ്മാണ തൊഴിലാളി വ്യവസ്ഥകളും ഇതിനും ബാധകമാണ്. 21-11-1992-ലെ ജി. ഒ. (എം.എസ്.) 96/92/പി. ഡബ്ലിയു. ആന്റ ് ടി. ഉത്തരവു പ്രകാരമുള്ള ഗ്യാരന്റ ി പിരീഡിനെ സംബന്ധിക്കുന്ന വ്യവസ്ഥകളും 19-8-1997-ലെ ജി.ഒ.(പി) 84/97/പി.ഡബ്ലിയു.ഡി. ഉത്തരവ് പ്രകാരം ജലവിഭവ വകുപ്പിനും പൊതുമരാമത്ത് വകുപ്പിനും ബാധകമായിട്ടുള്ള എല്ലാ നിയമങ്ങളും 13-11-1997-ലെ ജി. ഒ. (എം. എസ്.) 135/97 സഹകരണ ഉത്തരവ് പ്രകാരം സർക്കാരിന്റെ കരാർ പണികൾ ലേബർ കോൺട്രാക്ട് സഹകരണ സൊസൈറ്റികൾക്ക് നൽകുന്ന എല്ലാ വ്യവസ്ഥകളും ഈ ദർഘാസിനും ബാധകമാണ്.

മേൽപ്പറഞ്ഞ വ്യവസ്ഥകൾ പാലിക്കപ്പെടാത്ത ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. കേരള ജലവിഭവ വകുപ്പിലെയും പൊതുമരാമത്ത് വകുപ്പിലെയും നിലവിലുള്ള മറ്റ് എല്ലാ വ്യവസ്ഥകളും ഇതിനും ബാധകമാണ്. യാതൊരു കാരണവും ബോധിപ്പിക്കാതെ തന്നെ ദർഘാസ് ഒന്നായോ മൊത്തമായോ നിർത്തിവയ്ക്കുകയോ നിരസിക്കുകയോ ചെയ്യുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പുവച്ചിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്.

ദർഘാസ് സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ താഴെ ഒപ്പുവച്ചിരിക്കുന്ന ഉദ്യോഗസ്ഥന്റെ കാര്യാലയത്തിൽ നിന്നും 23-4-2009, 4 മണി വരെ എല്ലാ പ്രവർത്തി ദിവസങ്ങളിലും അറിയാവുന്നതാണ്.

The Superintending Engineer, Irrigation North Circle, Kozhikode on behalf of the Governor of Kerala invites competitive tenders for Pre-qualification and Execution of work in separate sealed covers for the following work from Registered "A" Class Contractors/Firms of Irrigation Department or Kerala P. W. D., who are financially stable. Intending Contractors/firms should have previous experience of completing at least one similar work with a minimum estimate P.A.C. of Rs. 344 Lakhs (Rupees Three Hundred and forty four Lakhs only).

Name of Work—Construction of a Regulator-cum-bridge at Viyyam in Ponnani Taluk, Malappuram District.

P.A.C. —

(A) Civil works— Rs. 522 lakhs.

(B) Mechanical works—Rs.165 lakhs.

The Contractor/Tie up firm should have competent Engineering Degree holders experienced in the design of regulator /lock shutters. In the absence of such persons, agreement with recognised design consultants should be produced along with the pre-qualification documents.

The following are the minimum essential plants and equipments required for the execution of the work:

(1) Concrete Mixer Machine — 4 Nos.

(2) Concrete vibrator — 3 ,, (3) Engine and Pump set up to — 3 ,, 20 H. P.

(4) Pile driving plant — 2 ,, (5) Excavator — 1 No. (6) Welding plant — 1 ,, (7) Tipper/Trucks — 3 Nos.

(8) Road Roller — 1 No. (9) A well equiped work shop for fabricating, supplying and errecting shutters with atleast one Mechanical Engineering Degree holder well experienced in the supervision of such works.

CONDITIONS

Registered "A" Class Contractor/Firms in the Irrigation Department/State P.W.D. who have experience in carrying out large works and who themselves consider capable for carrying out this work may obtain the pre-qualification documents from the office of the undersigned on any working day, between 11 a.m. and 4 p. m. from 3-4-2009 to 7-4-2009 on payment of Rs. 27,000 (Rupees Twenty- seven Thousand only) + VAT in cash directly for pre-qualification documents and tender documents for the work.

Prospective Contractors/Firm should have completed at least one work with a minimum estimate PAC of Rs. 344 Lakhs (Rupees Three Hundred and Fortyfour Lakhs only). A certificate to this effect from the agreement executing authority of the completed work shall invariably be submitted along with the application for pre-qualification documents and tender documents, failing which tender schedule etc. will not be issued to him/firm (applicant). Application without the certificate will not be considered. The contractors/firms should attach an affidavit with the pre-qualification documents stating whether or not, any works carried out by him/them were terminated due to his/ their fault so far.

The pre-qualification documents and tender documents will not be issued after 4 p.m. on 7-4-2009 under any circumstances. The duly filled up pre-qualification documents (3 copies) and tender documents shall be submitted to the undersigned in separate sealed covers enclosed in one sealed cover before 4 p.m. on 17-4-2009 by Registered Post/Speed Post. Courier post will not be accepted. The name and address of the tenderer and the name of work specifying whether the cover contains pre-qualification documents or tender document shall be invariably written on both covers. The pre-qualification documents and tender documents received after the time notified above will not be considered under any circumstances. The tender received after the stipulated date and time due to postal delays or any other reason will not be considered. The department shall not be responsible for postal delays. The undersigned reserves the irght to deny pre-qualification to any applicant and to reject the tender submitted by the applicant without assigning any reason. If the last date of receipt of tenders happens to be a holiday, tenders will be received up to the stipulated time on the next working day. Preliminary agreement on Stamp Paper worth not less than Rs. 50 (Rupees Fifty only) duly filled up and signed and sufficient Earnest Money Deposit duly pledged in favour of Superintending Engineer, Irrigation North Circle, Kozhikode should be enclosed along with the tender documents for the work. Tenders received otherwise shall summarily be rejected.

The pre-qualification documents will be opened at 4.30 p.m. on 17-4-2009. After evaluation in the Office of the undersigned, the same will be submitted subsequently to the Chief Engineer, Irrigation and Administration for approval and final selection by the Chief Engineer's Committee. Only those tenders for work submitted by Contractors/Firms who are pre-qualified by the Chief Engineer's Committee shall be opened and scrutinised later on. Tender of works of Contractors/Firms who have not been pre-qualified will be summarily rejected, without opening the tender and will be returned to the tenderer on proper receipt.

The date and time of opening of tender of work of Contractors/Firms who are pre-qualified will be intimated to the concerned well-in-advance. All other conditions applicable for tenders in Irrigation Department are applicable to this tender also. മുൻയോഗ്യത നിർണ്ണയിക്കുന്നതിനുള്ള പ്രമാണങ്ങൾ മാത്രം 17-4-2009-ന് വൈകുന്നേരം 4.30-ന് തുറക്കുന്നതും താഴെ ഒപ്പുവച്ചിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെ ഓഫീസിലെ മൂല്യനിർണ്ണയത്തിനുശേഷം ജലസേചനവും ഭരണവിഭാഗവും ചീഫ് എൻജിനീയർക്ക് ചീഫ് എൻജിനീയർമാരുടെ കമ്മിറ്റിയുടെ അംഗീകാരത്തിനായി പിന്നീട് അയയ്ക്കുന്നതുമാണ്. മുൻ യോഗ്യത നിർണ്ണയിച്ച് അംഗീകരിക്കുന്ന കരാറുകാരുടെയും/ സ്ഥാപനങ്ങളുടെയും പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ മാത്രമേ പിന്നീട് തുറന്നു പരിശോധിക്കുകയുള്ളു. യോഗ്യതാ നിർണ്ണയ ത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതും അപേക്ഷകൻ രേഖാമൂലം ആവശ്യപ്പെട്ടാൽ തിരികെ നൽകുന്നതുമാണ്. യോഗ്യത നിർണ്ണയിച്ച കാരാറുകാരുടെ/സ്ഥാപനങ്ങളുടെ പ്രവർത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിക്കുന്നതായിരിക്കും. ജലസേചന വകുപ്പിലെ ദർഘാസുകൾക്കുള്ള മറ്റ് എല്ലാ നിബന്ധനകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ടി ദർഘാസുമായി ബന്ധപ്പെട്ട എല്ലാവിധ വിശദീകരണങ്ങൾക്കും താഴെ ഒപ്പിട്ടിട്ടുള്ള ഉദ്യോഗസ്ഥനുമായി ബന്ധപ്പെടേ≠താണ്.
