Bids from Contractors /Firms for Pre-qualification- cum- Financial Bids are invited by the Superintending Engineer , Buildings and Local Works , Gentral Circle , Thrissur for the work mentioned below (double 30-4-2009 . cover system) upto 4 p. m . on Tender No.-P.Q.65/2008-09.

in The filled up and signed pre- qualification bids along with all required Pro forma and questionnaires and certificates (in triplicate) with E. M. D. for Rs. 50,000 pledged in favour of undersigned with executed preliminary agreement Stamp Paper for Rs . 50 in one sealed cover (P.Q. bid cover) and tender schedule (price bid) in another cover supersaribing the name of work and the pre-qualificationbids as in the case maymay be sent by Registered Post so as to reach the Office of unde signed before 4 p . m . on 30-4-2009 . The Department will not be responsible for any postal delay or loss in delivering by post (Courier Service will not be accepted) . If the last date of receipt of the tender is to be declared as holiday, tenders will be received on the next working day according to the schedule fixed . The tender documents will be issued only to the registered contractors of P. W. D and are not transferable .

Period of completion-15 Months.
The P. Q. bids will be opened on 30-4-2009 at 4.30 p . m . and will be submitted to Chief Engineer's Committee for scrutiny and finalisation of pre-qualification panels . The cover containing tender sohedule (Price bid) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only those of the bidders who have become pre -qualified for the particular work .
The date and time of opening of price bid will be intimated to the pre-qualified contractors / firms concerned in time. The tenders of those who have not become qualified will not be considered on any account .
'A' Class Contractors/ Firms ( also hav ng joint venture) registered in State P. W. D. having experience in the building construction work of similar nature andalsoalso consider themselves capable of taking up the construction of major buildings can obtain pre-qualification bids and tender schedule of the above building works from the Office of the undersigned from 22-4-2009 to 24-4-2009 between 10.15 a.m. to 4 p.m. on application and payment of Rs . 25,000 + 12.5% VAT . The Contractors /Firms themselves should produce relevant records to prove their eligibility before the undersigned for obtaining the bids, the eligibility norms are as follows :
The tenders of the contractors/ firms without required E. M. D. of Rs . 50,000 pledged in the name of undersigned and the executed preliminary agreement in Stamp Paper worth Rs . 50 in Cover No. 1 ( Technical Bid) will be summarily rejected.
1. Contractor/Firms should execute Government works of similar nature costing Rs . 153 Lakhs cach during the last five financial years (Annual turn over) .
2. Contractors / Firms should have satisfactorily completed a single work atleast not less than Rs . 102 Lakhs ( estimate PAC) during the last 3 years .
3. Contractors /Firms should have a financial capacity of producing bank guarantee at 10% of contract amount of the work at the time of executing agreement .

The condition in G. O. (P) No. 84/97/PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K.P.W.D. regarding the pre-qualification bids and tenders will remain unchanged and are equally applicable to the above work also . The undersignedundersigned reserves the right to reject all or any of the tenders on pre -qualification bidswithouthout assigning any reasons . Price preference of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/sKerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this tender also .

കൺസ്ട്രക്ഷൻ കോർപ്പറേഷന് കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻ ദർഘാസ് തുകയിൽനിന്നും 10% കൂടുതൽവരെ അനുവദനീയമാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങിയ മുൻ യോഗ്യതാ ഫോറങ്ങൾ ( 3 കോപ്പി ) , നിരതദ്രവ്യം , പിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് രണ്ടാമത്തെ കവറിലും പ്രസപ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ പ്രവൃത്തിയുടെ പേരും മററും അടക്കം ചെയ് യഥാവിധി കവറിനുമുകളിൽ എഴുതി ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ദർഘാസ് പ്രമാണങ്ങ 1900 ഓഫീസിൽ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്ക മുമ്പായി എത്തുന്നവിധത്തിൽ രജിസ്റോർഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ് . (കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരി ക്കുന്നതല്ല ) . തപാൽ തകരാറുമൂലമോ മറേതെങ്കിലും കാരണവശാലോ നിശ്ചിത സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുക്കുന്നതല്ല , ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കുക യാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം നിശ്ചിത സമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് .
(1) ആയതിൻറെ ലഭ്യമായ ഏറാവും പുതിയ വർഷത്തിലെ ബാലൻസ്‌ഷീററ് ( ടേൺഓവർ കണക്ക് ) ഉളളടക്കം ചെയ്തിരിക്കണം .
അപേക്ഷകർ (പ്രവൃത്തിയുടെ എസ്റ്റിമേറാ അടങ്കൽ തുക 102 ലക്ഷം രൂപയെങ്കിലും ഒററ കരാറിൽ തൃപ്‌തികരമായി (2) മൂന്നുവർഷത്തിനുളളിൽ പൂർത്തീകരിച്ചിരിക്കണം , க ഏറെറടുത്ത്
(3) എസ്ററിമേറ് തുകയുടെ 10 % ബാങ്ക് ഗ്യാരണ്ടി നൽകുന്നതിനുള്ള സാമ്പത്തിക ശേഷി സ്വന്തമായി ഉണ്ടായിരിക്കണം . ഇതിനായി ഈ പ്രവൃത്തിയുടെ പേരിൽ ബാങ്ക് തരുന്ന സർട്ടിഫിക്കാറ" ഉള്ളടക്കം ചെയ്തിരിക്കണം .

ദർഘാസ് (പ്രമാണങ്ങ പൊതുമരാമത്ത് വകുപ്പിലെ അംഗീകൃത കരാറുകാർക്ക ലഭിക്കുന്നതും അവ കൈമാറാം ചെയ്യുവാൻ มงราว ത്തതുമാകുന്നു . മുൻയോഗ്യതാ നിർണ്ണയത്തിനുളള ദർഘാസി നോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് مواله എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെട ത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തി നുളള ദർഘാസുകൾ മാത്രം സ്വീകരിക്കുന്നതിന് നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട് 4.30 - ന് തുറക്കുന്നതും പൊതുമരാമത്ത് വകുപ്പ് , എഞ്ചിനീയറുടെ കമ്മിററിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനുംവേണ്ടി അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർ മുൻഗണന്ദ നിശ്‌ചയിച്ച് അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തി ക്കുളള ദർഘാസുകൾ മാത്രമേ തുറന്ന് പരിശോധിക്കുക യുളളു . ചീഫ് എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയ ത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെകാരുടെ പ്രവൃത്തികള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്ന തായിരിക്കും
