PRE- QUALIFICATION TENDER NOTICE

Bids from Contractors /Firms for Pre-qualification- cum-Financial bids are invited by the Superintending Engineer , Buildings and Local Works , Central Circle , Thrissur for the work mentioned below cover system) upto 4 p.m. on 6-5-2009 . (double Tender No.-P. Q. 69/08-09 .

Name of work- Construction of OP Block and 50 bedded wards for Kothamangalam Taluk Head Quarters Hospital-Phase I.

Estimate PAC- Rs . 300 Lakhs .

Details of work -Two storied RCC framed structure .

Foundation- Concrete footing/R. R. Masonry .

Superstructure- Cement Concrete blak masonry .

Flooring-Marble , Terracocotta, Gronilithic , Vitrified tiles .

Doors-Anjili wood, PVC.

Windows-Aluminium , Mild Steel .

issued only to the registered contractor's of PWD and are not transferable . If the date of receiving tender happened to be a public holiday the tender will be received very next working day in the specified time .

Period of completion- 18 months .

The P. Q. bids will be opend on 6-5-2009 at 4.30 p . m . and will be submitted to the Chief Engineer's Committee for scrutiny and finalization ofPre- qualification panels . The cover containing Tender Schedule ( price bid) will be opened only after the finalization of P. Q. bids by Chief Engineer's Committee and only those of the bidders who have become pre- qualified for the particular work .

The date and time of opening of price bid will be intimated to the P. Q. Contractors /firms concerned in time . The tenders of those who have not become qualified will not be considered on any account .

'A' Class Contractors /Firms (also having joint venture) register in State PWD having experience in the building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain Pre-qualification bids & tender Schedule of the above building works from the office of undersigned from 27-4-2009 to 29-4-2009 between 10.15 a.m. to 4p.m. on application and payment of Rs . 25,000+ 12.5% VAT. The Contractors Firms themselv should produce relevant records to prove their eligibility before the undersigned for obtaining the bids , the eligibility norms are as follows .

1. Contractors /Firms should execute Government wor'ss of similar nature costing Rs . 180 Lakhs each during the last five financial years (Annual turn over) .

The tenders of the Contractors/ firms without required E. M. D. of Rs . 50,000 pledged in the name of undersigned and the preliminary agreement executed in stamp paper worth Rs . 50 in cover No. I (Technical bid) will be summarily rejected .

2. Contractors/ Firms should have satisfactorily completed a single work at least not less than Rs. 120 Lakhs (Estimate P.A.C. ) during the

last 3 years .

3. Contractors/Firms should have a financial capacity of producing Bank guarantee at 10% of contract amount of the work at the time of executing agreement.

The condition in G. O. ( P) 84/97 /PW & T dated 19-8-1997 and its amendments and all other conditions prevailing in K. P. W. The undersigned reserves the right to reject all or any of the tenders on P.Q. bids without assigning any reasons . Price preference of 10 % of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s Kerala State Construction Corporation Limited. All the rules in PPWD regarding the tenders applicable to this tender also. are (c) Cement Concrete Mixer 3 Nos .

പറയുന്ന യോഗ്യതകൾ തെളിയിക്കുന്ന வேக തിനുളള അപേക്ഷയോടൊപ്പം ഹാജരാക്കേണ്ടതാണ " . ദർഘാസ് വാങ്ങുന്നതിനുളള സമാനമായ സർക്കാർ 1. കഴിഞ്ഞ 5 സാമ്പത്തിക വർഷങ്ങളിൽ വാർഷിക ഇടപാട് തുക 180 ലക്ഷം രൂപയിൽ കുറയാത്ത പ്രവൃത്തികൾ ചെയ്തിരിക്കണം . ആയതിൻറെ ലഭ്യമായ ഏറ്റവും പുതിയ വർഷത്തിലെ ബാലൻസ് १०० (ടേൺ ഓവർ കണക്ക് ) ഉളളടക്കം ചെയ്തിരിക്കണം .

2. അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റിമേറ് അടങ്കൽ തുക 120 ലക്ഷം രൂപയെങ്കിലും വരുന്ന പ്രവൃത്തി ഒറ കരാറിൽ തൃപ്തികര 3 വർഷത്തിനുള്ളിൽ ഏറെറടുത്ത് പൂർത്തീകരിച്ചിരിക്കണം.

3. എസ്ററിമേറ്റ് തുകയുടെ 10 % ബാങ്ക് ഗ്യാരണ്ടി നൽകുന്നതിനുള്ള സാമ്പത്തികശേഷി ഉണ്ടായിരിക്കണം . ഇതിനായി ഈ പ്രവൃത്തിയുടെ പേരിൽ ബാങ്ക് തരുന്ന സർട്ടിഫിക്കററ് ഉളളടക്കം ചെയ്തിരിക്കണം .

4. താഴെ പറയുന്ന മെഷിനറികൾ സ്വന്തമായി ഉണ്ടായിരിക്കേണ്ടതാണ് .

കേരള കൺസ്ട്രക്‌ഷൻ കോർപ്പറേഷൻ കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്നസമർപ്പിക്കുന്ന കരാറുകാരൻ്റെ ദർഘാസ് തുകയിൽ നിന്നും 10 % കൂടുതൽ വരെ അനുവദനീയ മാണ് . പൂരിപ്പിച്ച ചോദ്യാവലികളടങ്ങിയ മുൻയോഗ്യതാ ഫോറങ്ങൾ ( 3 കോപ്പി ) നിരതദ്രവ്യം , (പ്രിലിമിനറി എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് രണ്ടാമത്തെ കവറിലും യഥാവിധി പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ പ്രവൃത്തിയുടെ പേരും മററും കവറിന് മുകളിൽ എഴുതി ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലഭിക്കേണ്ട അവസാന തീയതി 4 മണിക്ക മുൻപായി എത്തുന്നവിധത്തിൽ രജിസ്ട്രേഡ് തപാലിൽ അയച്ചിരിക്കേണ്ടതാണ് . (കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല . ) തപാൽ തകരാർ മൂലമോ മറേതെങ്കിലും കാരണ വശാലോ നിശ്ചിതസമയം കഴിഞ്ഞ കിട്ടുന്ന ദർഘാസുകൾ ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുംഏറെറടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രഖ്യാപിക്കു കയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നിശ്ചിത സുമയം വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ് .

ദർഘാസ് പൊതു മരാമത്ത് വകുപ്പിലെ അംഗീകൃത കരാറുകാർക്കുമാത്രം ലഭിക്കു ന്നതും അവ കൈമാററം ചെയ്യുവാൻ പാടില്ലാത്തതു മാകുന്നു. മുൻയോഗ്യതനിർണ്ണയത്തിനുളള ദർഘാസി നോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ്. നിരതദ്രവ്യം തൃശ്‌ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടുത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യത നിർണ്ണയത്തിനുളള ദർഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്നതിന് നിശ്ചയിച്ച അവസാന 4.30 -m 101 2 0 waz m ram jo വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കുമ്മിറ്റിയുടെ പരിഗണനയ്ക്കും പരിഗണന അംഗീകാരത്തിനും เณยา അയയ്ക്കുന്നതുമാണ് . ചീഫ് എഞ്ചിനീയർ മുൻഗണന നിശ്‌ചയിച്ച അംഗീകരിച്ച ദിവസം വൈകിട്ട് പാതുമരാമത്ത കരാറുകാരുടെയും موالي സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുളള ദർഘാസുകൾ മാതമേ തുറന്ന് പരിശോധിക്കുകയുള്ളു . എഞ്ചിനീയറുടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുളള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതായിരിക്കും .

യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ /സ്ഥാപന ങ്ങളുടെ ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്‌ധപ്പെട്ട வன മുൻകൂട്ടി അറിയിക്കുന്ന താ യി രിരി1 ക്കും . യാതൊരു കാരണവും കാണിക്കാതെ ദർഘാസുകൾ നിരസിക്കുവാനുള്ള അവകാശവും താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക് ഉണ്ടായിരിക്കും . പൊതുമരാമത്ത് വകുപ്പിൻറെ ദർഘാസുകൾ സംബന്ധിച്ച് എല്ലാ വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .
