Sealed tenders are invited for the supply of the following stores so as to reach the Police Headquarters , Thiruvananthapuram on or before 12 Noon on 5-5-2009.

CONDITIONS

The tenders should be superscribed with tender number and name of the store articles and addressed to the Director General of Police, State Police Headquarters , Vellayambalam, Thiruvananthapuram- 695010 Kerala . Late tenders will not be accepted.

The tenders will be opened at the time mentioned above, in the presence of the tenderers or their authorised representatives ( with proof of identity) who may be present at that time .

Application for tender forms shouldbe accompanied by a cash remittance price fixed for a form which is not refundable . The tender forms are not transferable , Tae sale of tender forms will be closed at 4 p.m. on 4-5-2009. Cheques , Drafts , Postage Stamps etc. will not be accepted towards the cost of forms nor will the forms sent by V.P.P. However , Money Orders ( including telegraphic Money Orders ) sen: in the name of the Additional Assistant Inspector General of Police , Police Headquarters , Thiruvananthapuram - 10 willbe accepted . The amount should include the postage/courier charges for sending tender documents . The Money Order along with the request should reach Police Headquarters atleast 7 days before the closing of the sales of the tender documents enabling us to send the documents well in advance .

Intending tenderers may, on application to the Director General of Police , obtain the requisite tender forms on which the tenders should be submitted.

Earnest Money Deposit ( EMD) @ 1% of the quoted value should be furnished along with the tender . E. M. D. may be submitted either in crossed Bank Drafts or Treasury Saving Bank Deposits or Government Promissory Notes or Bank Guarantee or National Savings Certificate drawn in favour of Additional Assistant Inspector General of Police , Police Headquarters , Thiruvananthapuram - 10 . The firms which are exempted from furnishing EMD should produce a copy of relevant authorized documents for verification , Without EMD, the tenders will be cancelled ,

Intending tenderers also may include cheges for installation ( of technical items ) , training of officers and on- site support at least for 3 years as warrvity and thereafter A.M.C./A.T.S . for a period of 3 years on a turn key basis at a reasonable cost ( to be specified along with the Quotation) in the tenders . One year or 2 years warranty can be accepted in exceptional conditions .

Specifications and list of items of each tender shall be obtainable from Police Head Quarters with the tender forms during the working hours of Police Head Quarters . The firms should also furnish the detailed specifications , makebrouchers , Test Report from Government Laboratories /Agencies , (wherever possible) technical support network in Kerala etc. of the equipments along with the tenders . The tenders without detailed specifications of quoted items , brochures , make etc. are liable to be rejected forthwith . The tenders without separate envelope and not superscribing the tender number ete , will be rejected .

Preference willbe given to the products quoted by the manufacturer or their authorised dealers having authorisation from the original manufacturer . Similarly preferences will be given to the tenders having experience of supplying similar/ same items to Government Departments or Organisations for which the tenderer has to produce proof of purchase /installation/satisfaction of the customer .

In the case of Foreign Equipments the rates are to be to those who are ready to quoted in Indian supply the item Money also . Preference will be given without opening letter of Credit . Ordinarily no advance payment willbe made for procuring any of the above items . In case , advancence payment has to be made then a clear case has to be made out by the tenderer . But this will be in extraordinary circumstances .

As the items are urgently required, the selected bidder will have to supply the item without loss of time preferably within a month. In case for any pressing circumstance there will be delayed supply, the tenderer must cite adequate, justifiable grounds in writing and send them to DGP Kerala for consideration . DGP , in appropriate cases can allow maximum 6 months of time from the scheduled date .

Samples will have to be submitted free of cost whenever necessary which can be returned only after supply is effected. The firms shouldbe ready to show live demonstration of technical equipments at their own cost and risk . The Demonstration date and venue will be published in Kerala Police Website . Individual intimation may not be possible . In the event of the firms not able to show live demonstration they need to convince the Technical Committee cum Tender Evaluation inability and resort to Computer Animation/Scale Models/Videos /Slide Shows etc. for virtual and detailed Committee about such demonstration of the product . However,How it is incumbent on the Vendor to convinceconvin the Committee about the product .

Police Department is not liable to send any individual communication . In some cases Police Depart.nent is not responsible to return the samples after verification . The rates quoted should be valid and firm til 30-11-2009 .

The Director General of Police is e npovered to reject any tender without assigning any reason .
