S. R. O. No. 315/2009 . In exercise of the powers conferred by Section 5 of the Family Courts Act , 1984 Central Act 66 of 1984 ) read with Rule 28 of the Family Courts (Kerala ) Rules 1989 as amended by G.O. (P) 315 / 97 / Home dated 17-12-1997 and issued as S.R.O. No. 1005/97 dated 18-12-1997 and rule 4 of the Family Courts ( Kerala ) Additional Rules , 1990 , Government of Kerala as proposed by the High Court here by approve the replacement ofthe name of Rev. Father Raphel D'Cruz , M.A. , M.S. , M.B.A. ( USA) Director , St.Joseph's Guidance and Counselling Centre , Kollam with the name Father Joseph , J. , Director, St. Joseph's Guidance and Counselling Centre , Kollam, in the approved list of Counsellors attached to the Family Court , Kollam.

As per G. O. ( Rt .) No. 710 /98 / Home dated 9-2-1998 published as S. R. O. No. 150/98 dated 11-2-1998 Government included the name of Father Raphel D'Cruz , M.A. , M.S. , M.B.A. ( USA) Director , St. Joseph's Guidance and Counselling Centre , Kollam as Serial No.7 in the approved list of counsellors attached to the Family Court , Kollam . Now the Registrar of High Court proposed to replace his name with Father Joseph ,,J. St. Joseph's Guidance and Counselling Centre , Kollam.
Government have accepted the proposal of the High Court . Hence the notification ,
