Bids from Contractors /Firms for Pre- qualification- cum- Financial Bids are invited by the Superintending Engineer, Buildings. and Local Works, Central Circle , Thrissur for the work mentioned cover system) upto 4 p . m . on below (double double 14-5-2009 .

Estimate PAC-Rs . 568 Lakh

Details ofwork-R. C. C. fram ed struture, 7 floor with basement and machine room.

Foundation RCC solid slab footing .

Superstructure Solid concrete block Masonry .

Doors-Anjili wood , Aluminium .

Windows-Aluminium Mild steel grill .

Flooring-Vitrified tiles , ceramic tiles , terracotta tiles.

Period of completion-24 Months.

'A' Class Contractors / Firens (also having joint venture) registered in State P. W. D. having experience in the building construction work of similar nature and also consider themselves capable of taking up the construction of major building can obtain pre- qualification bids and tender schedule of the above building works from the Office ofthe undersigned from 4-5-2009 to 6-5-2009 between 10.15 a.m. to 4p.m. on application and payment of Rs . 25,000 + 12.5% VAT . The Contractors /Firms themselves should produce relevant records to prove their eligibility before the undersigned for obtaining the bids , the eligibility nornas are as follows :

1. Contractor/Firms should execute Government works of similar nature costing Rs . 341 Lakh each during the last five financial years ( Annual turn over) .

2. Contractors / Firms should have satisfactorily completed a single work atleast not less than Rs. 228 Lakhs (estimate PAC) during the last 3 years .

3. Contractors /Firms should have a financial capacity of producing Bank guarantee at 10% ofcontract amount of the work at the time of executing agreement .

of Copy certificate for item Nos . 1 , 2 and 4 attested by an Officer not below the rank of Executive Engineer should be submitted along with the request for obtaining the bid.

The filled up and signed pre -qualificationbids along with all required Pro forma and questionnaires and certificates ( in triplicate) with E. M. D. for Rs. 50,000 pledged in favour of undersigned with executed preliminary agrecment in Stamp Paper for Rs . 50 in one scaled cover (P.Q. bid cover) and tender schedule ( price bid) in another cover superscribing the name of work and the pre-qualification bids as in the case may be sent by Registered Post so as to reach the Office of under- signed before 4 p . m. on 14-5-2009 . The Department will not be responsible for any postal delay Or loss in delivering by post ( Courier Service -will not be accepted) . The tender documents will be issued onlyonly to the registered contractors of P. W. D and are not transferable. If the date of receiving tender happened to be a public holiday , the tender will be received very next working day in the specified time .

The P. Q. bids will be opened on 14-5-2009 at4.30 p. m . and will be submitted to Chief Engineer's CommitteeCommit for scrutiny and finalisation of pre- qualification panels . The cover containing tender schedule (Price bid) will be opened only after the finalisation of P. Q. bids by Chief Engineer's Committee and only those of the bidders who have become pre - qualified for the particular work .

The date and time of opening of price bid will be intimated to the pre- qualified contractors/ firm concerned in time. The tenders of those who have not become qualified will not be considered on any account.

the The tenders of the contractors/firms without required E. M. D. of Rs 50,000 pledged in name of undersigned and the executed preliminary agreement executed in Stamp Paper worth Rs. 50 in Cover No. 1 (Technical Bid) will be summarily rejected.

The condition in G. O. ( P) No. 84/97 /PW & T dated 19-8-1997 and its amendments and all other conditionsrions prevailing in K.P.W.D. regarding the pre-qualification bids and tenders will remain unchanged and are equally applicable to the above work also . The undersigned reserves the right to rejcot and or any of the tenders on pre -qualification bids without assigning any reasons . Price preference of 10% of the contract amount of the lowest quoted contractor may be allowed to the tender submitted by M/ s Kerala State Construction Corporation Limited. All the rules in PWD regarding the tenders are applicable to this tender also .

സൂപ്രണ്ടിംഗ് എഞ്ചിനീയർ , ബിൽഡിംഗ്‌സ് ആൻറ് ലോക്കൽ വർക്‌സ' , മദ്‌ധ്യമേഖല , തൃശ്ശുർ പൊതുമരാമത്ത് വകുപ്പിൽ രജിസ്‌ററർ ചെയ്തിട്ടുളള വരും താഴെ സൂചിപ്പിക്കുന്ന വിധത്തിൽ പ്രവൃത്തി ഏറെറടുത്ത് നടത്തുന്നതിന് പരിചയസമ്പന്നരും സാമ്പത്തികശേഷിയുള്ളവരുമായ ' എ ' ക്ലാസ് നിന്നും താഴെ പറയുന്ന പ്രവൃത്തിക്ക് മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു . താഴെപ്പറയുന്ന യോഗ്യതകൾ തെളിയിക്കുന്നതിനുള്ള ദർഘാസ് വാങ്ങുന്നതിനുള്ള അപേക്ഷ യോടൊപ്പം ഹാജരാക്കേണ്ടതാണ് .

കഴിഞ്ഞ അഞ്ച് സാമ്പത്തിക വർഷങ്ങളിൽ വാർഷിക സമാനമായസർക്കാർ പ്രവർത്തികപതി (1) ആയതിന്റെ ലഭ്യമായ ഏറ്റവും പുതിയ വർഷത്തിലെ ബാലൻസ്ഷീറ്റ്. ( ടേൺ ഓവർ കണക്ക് ) ഉള്ളടക്കം ചെയ്തിരിക്കണം .

(2 ) അപേക്ഷകർ പ്രവൃത്തിയുടെ എസ്റിമേറ് അടങ്കൽ തുക 228 ലക്ഷം രൂപയെങ്കിലും ഓം കരാറിൽ തൃപ്തികരമായി கரிண മൂന്നുവർഷത്തിനുളളിൽ ഏറെറടുത്ത പൂർത്തീകരിച്ചിരിക്കണം .

(3) എസ്ററിമേറ്റ് തുകയുടെ 10 % ബാങ്ക് ഗ്യാരണ്ടി നൽകുന്നതിനുള്ള സാന്വത്തിക സ്വന്തമായി ഉണ്ടായിരിക്കണം . ഇതിനായി ഈ പ്രവൃത്തിയുടെ പേരിൽ ബാങ്ക് തറുന്ന സർട്ടിഫിക്കറ്റ് ഉള്ളടക്കം ചെയ്തിരിക്കണം .

(4) താഴെ പറയുന്ന മെഷിനറികൾ സ്വന്തമായി ഉണ്ടായിരിക്കേണ്ടതാണ് .

( എ) ലോറി/ടിപ്പർ 5 (ബി ) ഹോയിസ്ററ് 4 (സി) സിമൻറ്കോൺക്രീററ് മിക്‌സർ 5 (ഡി ) വൈബ്രേററർ 6 എണ്ണം (倍) 4 (എഫ് ) ജനറേററർ 2 (นา) സ്കാഫോൾഡിംഗ് ആൻറ് ഷട്ടറിംഗ്

(എച്ച്) ജെ.സി.ബി.

2000 . 2 (ക്രമനമ്പർ 1 , 2 , 4 എന്നിവ തെളിയിക്കുന്നതിനുള്ള രേഖകൾ എക്സിക്യൂട്ടീവ് എഞ്ചിനീയറുടെ പദവിയിൽ കുറയാത്ത ഒരു ഉദ്യോഗസ്ഥൻ സാക്ഷ്യപ്പെടു മുൻയോഗ്യതാ നിർണ്ണയത്തിനും പ്രവൃത്തിക്കുമുള്ള ഫോറങ്ങൾ താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥ‌ഥൻറ ഓഫീസിൽനിന്നും 4-5-2009 മുതൽ 6-5-2009 വരെയുളള ദിവസങ്ങളിൽ 10.15നും 4 മണിക്കും ഇടയിൽ രൂപ 25,000 + 12.5 % വാററ് അടച്ച് അപേക്ഷിച്ചാൽ ലഭിക്കുന്നതാണ് . 6-5-2009, 4 മണിക്കു ശേഷ യാതൊരു കാരണവശാലും ദർഘാസ് ഫോറങ്ങൾ ലഭിക്കുന്നതല്ല . ദർഘാസ്ലാസ് സ്വീകരിക്കുന്ന അവസാന തീയതി 14-5-2009 നാല" മണിവരെയാണ് .

കേരള കൺസ്ട്രക്ഷ‌ൻ കോർപ്പറേഷന് കുറഞ്ഞ ദർഘാസുകൾ സമർപ്പിക്കുന്ന കരാറുകാരൻ ദർഘാസ് തുകയിൽനിന്നും 10 % കൂടുതൽ വരെ അനുവദനീയമാണ് . പൂരിപ്പിച്ച ചോദ്യാവലി കളടങ്ങിയ മുനയോഗ്യതാ ഫോദങ്ങൾ ( 3 കോപ്പി ) , നിരതദ്രവ്യം , (പിലിമിനറി തിന്നിശ്ചയിച്ച അവസാന ദിവസം വൈകിട്ട 4.30 - ന് തുറക്കുന്നതും പൊതുമരാമത്ത് വകുപ്പ് ചീഫ് എഞ്ചിനീയറുടെ കമ്മിറ്റിയുടെ പരിഗണനയ്ക്കും അംഗീകാരത്തിനും വേണ്ടി അയയ്ക്കുന്ന തുമാണ ചീഫ് എഞ്ചിനീയർ മുൻഗണന നി‌ശ്ചയിച്ച അംഗീകരിച്ച കരാറുകാരുടെയും സ്ഥാപനങ്ങളുടെയും പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറന്ന് പരിശോധിക്കുകയുള്ളൂ . ചീഫ് എഞ്ചിനീയറു ടെ യോഗ്യതാ നിർണ്ണയത്തിൽ ഉൾപ്പെടാത്ത കരാറുകാരുടെ പ്രവൃത്തിക്കുളള ദർഘാസുകൾ തുറക്കാതെ തന്നെ നിരസിക്കുന്നതായിരിക്കും .

എഗ്രിമെൻറ് എന്നിവ അടക്കം ആദ്യത്തെ കവറിലും പ്രവൃത്തിക്കുള്ള ദർഘാസ് രണ്ടാമത്തെ കവറിലും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിൽ അടക്കം ചെയ്ത് പ്രവൃത്തിയുടെ പേരും മറ്റും യഥാവിധി കവറിനുമുകളിൽ എഴുതി താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥൻ്റെ ഓഫീസിൽ ദർഘാസ് പ്രമാണങ്ങൾ ലഭിക്കുന്നു അവസാന തീയതി കാണിക്കുകയ എത്തുന്ന വിധത്തിൽ രജിസ്‌റോർഡ" തപാലിൽ അയച്ചിരിക്കേണ്ടെതാണ" ( കൊറിയർ സർവ്വീസിൽ വരുന്ന തപാലുകൾ സ്വീകരിക്കുന്നതല്ല) . തപാൽ തകരാർ മൂലമോ മറേതെങ്കിലും കാരണവശാലോ നിശ്ചിത സമയം കഴിഞ്ഞുകിട്ടുന്ന ദർഘാസുകൾക്ക് ഡിപ്പാർട്ടുമെൻറ് യാതൊരുവിധമായ ഉത്തരവാദിത്വവും ഏറെറടുക്കുന്നതല്ല . ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ธา มณ ഏതെങ്കിലും കാരണവശാൽ സർക്കാർ പൊതു അവധി പ്രവർത്തി സമയംവരെ ദർഘാസുകൾ (പ്രഖ്യാപിക്കുകയാണെങ്കിൽ നിശ്ചിത സ്വീകരിക്കുന്നതാണ് . തൊട്ടടുത്ത

യോഗ്യത നിർണ്ണയിച്ച കരാറുകാരുടെ /സ്ഥാപന ങ്ങളുടെ പ്രവൃത്തിക്കുള്ള ദർഘാസുകൾ തുറക്കുന്ന സമയവും തീയതിയും ബന്ധപ്പെട്ടവരെ അറിയിക്കുന്നതായിരിക്കും . യാതൊരു മുൻകൂട്ടി കാരണവും കാണിക്കാത ദർഘാസുകൾ നിരസിക്കുവാനുളള അവകാശവും താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസർക്ക് ഉണ്ടായിരിക്കും . പൊതു മരാമത്ത് വകുപ്പിൻറ ദർഘാസുകൾ സംബന്‌ധിച്ച എല്ലാ വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കുന്നതാണ് .

ദർഘാസ് (പ്രമാണങ്ങൾ പൊതുമരാമത്ത് വകുപ്പിലെ അംഗീകത കരാറുകാർക്ക് മാത്രം ലഭിക്കുന്നതും അവ കൈമാറ്റം ചെയ്യുവാൻ പാടില്ലാ ത്തതുമാകുന്നു . മുൻയോഗ്യത നിർണ്ണയത്തിനുളള ദർഘാസിനോടൊപ്പം 50 രൂപയുടെ മുദ്രപ്പത്രത്തിൽ എഴുതി ഒപ്പിട്ട പ്രാഥമിക ഉടമ്പടിയും 50,000 രൂപയുടെ നിരതദ്രവ്യവും ഉണ്ടായിരിക്കേണ്ടതാണ് . നിരതദ്രവ്യം തൃശ്ശൂർ സെൻട്രൽ സർക്കിൾ സൂപ്രണ്ടിംഗ് എഞ്ചിനീയറുടെ പേരിൽ നിക്ഷേപിച്ചതോ പണയപ്പെടു ത്തിയതോ ആയിരിക്കണം . മുൻയോഗ്യതാ നിർണ്ണയത്തി നുള്ള ദർഘാസുകൾ മാത്രം ദർഘാസ് സ്വീകരിക്കുന്ന
