SHORT TENDER NOTICE [2/2009-10]

No. A5-219/2009. 28th August 2009.

Sealed tenders are invited for the Supply of Lab Equipments, Chemicals, Air-conditioner, Refrigerator, Audio-visual Equipments and Computer and Accessories for Various Departments under the "Under Graduate Development Assistance Scheme" of UGC during XI Plan. Tenders should be superscribed "Tender for the supply of Lab Equipments and Chemicals under UGC Scheme" and addressed to the Principal, Government College, Madappally, Madappally College P.O.,-673 102. Late tenders will not be accepted. The tenders received will be opened at 11 a.m. on 6-10-2009 in the presence of such tenderers or their authorised representatives who may be present at that time.

Intending tenderers may submit an application to the Principal to obtain the requisite tender forms on which tenders should be submitted. Application for the tender forms should be accompanied by a cash remittance of Rs. 900 (Rupees Nine hundred only) which is the price fixed for a form/set of forms and which is not refundable under any circumstances. The tender forms are not transferable. Sale of tender forms will be closed at 2.30 p.m. on 5-10-2009. Cheques/Postage Stamps etc. will not be accepted towards the cost of the tender forms nor will the forms be sent per V.P.P. Duplicate tender forms if required will be issued at Rs. 450 per copy.

SPECIAL CONDITIONS

1. The tender should be submitted in the prescribed form which can be had from the college office on payment of Rs. 900 either in person or by sending Money Order. The cost of duplicate tender form is Rs. 450.

2. Total cost of the articles tendered for should be worked out and recorded in the list of articles. Every tenderer who has not registered with the State Government Stores Purchase Department should also remit 1% of the total cost of articles tendered for should be remitted towards EMD. The EMD can be paid by way of TDR/FDR.

3. The articles should be supplied to the college at the expense of the supplier.

4. The price quoted should be inclusive of all taxes and duties . Otherwise rate of taxes charged up on each item should be quoted against the prices of each item.

5. The successful tenderers should sign an agreement in Kerala Government Stamp Paper worth Rs. 50 and deposit 5% value of the contract as security deposit.

6. The Principal reserves the right to reject the tenders without assigning any reason.

നിബന്ധനകൾ

1. സംസ്ഥാന സ്റ്റോർസ് പർച്ചേസ് വകുപ്പിൽ രജിസ്റ്റർ ചെയ്യാത്ത ദർഘാസുകൾ അവർ ക്വാട്ട് ചെയ്ത മൊത്തം തുകയുടെ ഒരു ശതമാനം നിരതദ്രവ്യമായി അടയ്ക്കേ≠താണ്. ക്വാട്ട് ചെയ്ത സാധനങ്ങളുടെ ആകെ തുക എത്രയെന്ന് നിരക്ക് രേഖപ്പെടുത്തുന്ന പേജിൽ കാണിക്കേ≠തും ആ തുകയുടെ ഒരു ശതമാനം നിരതദ്രവ്യം അടയ്ക്കേ≠തുമാണ്.

2. നിരതദ്രവ്യം സ്ഥിര നിക്ഷേപ രസീത്/ ഡിമാന്റ ് ഡ്രാഫ്റ്റ് എന്നിവയായി അടയ്ക്കാവുന്നതാണ്. ഡ്രാഫ്റ്റ്, എസ്. ബി. റ്റി. വടകര ശാഖയിൽ മാറാവുന്നതായിരിക്കണം.

3. സാമഗ്രികൾ കോളേജിൽ വിതരണം ചെയ്യേ≠ (സ്ഥാപി ക്കേ≠താണ്.) കയറ്റിറക്ക്/കടത്തുകൂലി എന്നിവ വിതരണക്കാർ വഹിക്കേ≠താണ്.

4. ക്വാട്ട് ചെയ്യുന്ന തുക ബാധകമായ എല്ലാ നികുതികളും ഉൾപ്പെടെയായിരിക്കണം. അല്ലാത്തപക്ഷം നികുതി നിരക്ക് പ്രത്യേകമായി ഓരോ സാധനത്തിന്റെയും നേരെ രേഖപ്പെടുത്തേ≠താണ്.

5. 50 രൂപ വിലയുള്ള മുദ്രപ്പത്രത്തിൽ ടെ≠ർ ഫോറത്തിൽ കാണിച്ചപ്രകാരമുള്ള ഒരു എഗ്രിമെന്റ ് ദർഘാസിനോടൊപ്പം അടക്കം ചെയ്യേ≠താണ്.

6. യാതൊരു കാരണവും കാണിക്കാതെ ദർഘാസ് നിരസി ക്കാനുള്ള അവകാശം പ്രിൻസിപ്പാളിൽ നിക്ഷിപ്തമാണ്.

The tender schedule will be issued to the contractors satisfying the special condition (1) & (2). The Director, Inland Navigation Directorate, Kallada House, Asramam P.O., Kollam reserves the right to issue tender schedule based on genuinely. The decision of the Director will be final in the matter of disputes. The supplier shall also enclose EMD of Rs. 2.5% of the quoted amount by way of demand draft in favour of The Director, Inland Navigation Directorate, Kallada House, Asramam P. O., Kollam and payable at Kollam. The selected supplier shall execute an agreement in Kerala stamp paper worth Rs. 50 and a security deposit for an amount of 5% of the quoted amount of the supply.

SPECIAL CONDITIONS

(a) Samples of covers in different colours (Red, Blue, Navy Blue, Grey, Green and Meroon) for ordinary diary and special diary should be sent along with orders.

(b) The rate quoted should be for supply of covers either at government Central Press, Thiruva- nanthapuram or at Government Press, Mannanthala, Thiruvananthapuram as the case may be which will be specified in the supply order.

(c) The name and Address of the Supplier/ Manufacturer should not be indicated any where on the covers in any names what so ever.

(d) A dummy book of the diary will be sent soon after the acceptance of the tenders for making covers of specified/suitable size.

(e) The supply should be completed within 15 days from the date of receipt of the supply order. As the work is a time bound item no exemption of15 time will be allowed on any account. If any delay occur in supplying the item within the time specified, alternative purchase will be made at the risk and cost of the defaulting firm concerned.

(f) Offers not accompanied by prescribed tender forms. Earnest Money Deposit at the rate of 1% and agreement in Kerala Stamp Paper worth Rs. 50 will not be considered on any account.

The thickness in mm and size in cms of the High quality PVC Covers should be specified in the tender. The tender not satisfying any of the above conditions will not be considered on any account. The under signed reserves the right to accept or reject any of all the tenders without signing any reason thereof.

പ്രത്യേക നിബന്ധനകൾ

(എ) മുകളിൽ പ്രതിപാദിച്ചിട്ടുള്ള ഡയറികൾക്ക് ആവശ്യ മുള്ള ചുവപ്പ് ഗ്രേ, നേവിബ്ലൂ, നീല, മെറൂൺ, പച്ച എന്നീ നിറത്തിലുള്ള പി.വി.സി. കവറുകളുടെ മാതൃകകൾ ദർഘാസിനോടൊപ്പം ഉള്ളടക്കം ചെയ്തിരിക്കണം.

(ബി) സπൈ ഓർഡറിൽ നിർദ്ദേശിച്ചിരിക്കുന്ന പ്രകാരം തിരുവനന്തപുരം ഗവൺമെന്റ ് സെൻട്രൽ പ്രസ്സിലോ മണ്ണന്തല ഗവൺമെന്റ ് പ്രസ്സിലോ കവറുകൾ തരുന്ന തിനുള്ള എല്ലാ നികുതികളും അടക്കമുള്ള നിരക്ക് ദർഘാസിൽ കാണിച്ചിരിക്കണം.

(സി) കവറുകളുടെ നിർമ്മാണങ്ങളുടെയോ വിതരണം ചെയ്യുന്ന സ്ഥാപനത്തിന്റെയോ പേരോ വിലാസമോ കവറുകളിൽ ഒരിടത്തും കാണാൻ പാടില്ലാത്തതു മാകുന്നു.

(ഡി) കവർ നിർമ്മിച്ചു നൽകുന്നതിനുള്ള ദർഘാസ് അംഗീകരിച്ച് കഴിഞ്ഞാൽ ഡയറിയുടെ ഒരു ഡമ്മി നൽകുന്നതും ആ ഡമ്മിക്ക് അനുസൃതമായി കവർ നിർമ്മിച്ചു നൽകേ≠തുമാണ്.

(ഇ) സπൈ ഓർഡർ കിട്ടികഴിഞ്ഞാൽ 15 ദിവസത്തിനകം മുഴുവൻ കവറുകളും വിതരണം നടത്തേ≠താണ്. അതു ഒരു സമയബന്ധിതമായ ജോലിയായതിനാൽ യാതൊരു കാരണവശാലും സമയം ദീർഘിപ്പിക്കു വാൻ അനുവദിക്കുന്നതല്ല. ഏതെങ്കിലും ഇനം കവർ നിർമ്മിച്ച് വിതരണം നടത്താൻ താമസിക്കുകയാണെ ങ്കിൽ വീഴ്ച വരുത്തിയ സ്ഥാപനത്തിന്റെ ഉത്തരവാ ദിത്വത്തിലും ചെലവിലും ബദൽ സംവിധാനം ഏർപ്പെടുത്തുന്നതാണ്.

(എഫ്) ശരിയായ ദർഘാസ് ഫാറത്തിൽ അല്ലാത്തതും 1% നിരതദ്രവ്യവും 50 രൂപ മുഖവിലയുള്ള മുദ്രപത്രത്തി ലുള്ള എഗ്രിമെന്റും ഇല്ലാത്തതുമായ ദർഘാസുകൾ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

(ജി) കവറിന്റെ വലിപ്പം സെന്റീമീറ്ററിലും ഘനം മില്ലീ മീറ്ററിലും ദർഘാസിൽ കാണിച്ചിരിക്കണം.

(എച്ച്) വിതരണം നടത്തുന്ന സാധനങ്ങളുടെ വിശദമായ വിവരങ്ങൾ ദർഘാസിൽ കാണിച്ചിരിക്കണം.

The core should be strong (IS: 1848/2007) 4829 MT 3 73/2009-10—White Offset-Printing paper 60gsm with 72% brightness (Min.) in 86cm width reel, 1 meter diameter with 7.6 to 7.8 cm core diameter for printing text books in High Speed Harris Web Offset Machine (36000 impressions per hour). The reel should be free from excessive reel joints uneven windings and damage, The cores should be strong (IS: 1848/2007) 1493 MT Paper shall be made from chemical pulp of agro waste material eg.Beggase/Straws/Grasses/Cotton Linter etc., No mechanical pulp shall be used. Paper made from waste paper and paper cuttings is not acceptable. The firm shall take care of process control so that paper shall be free from static charges at the time of printing.

1. Intending tenderers may on application to the Controller of Stationery, Kerala, Thiruvananthapuram- 695 033 obtain the requisite tender forms on which the tenders are to be submitted.

2. Sale of tender forms will be closed at 4 p. m. on 6-10-2009. Cost of tender forms will be accepted in cash (remittance in office) or by Money Order which should be sent to the Controller of Stationery, Thiruvananthapuram-695 033 (Name of the Officer should not be mentioned). Cheques, Postage Stamps and Demand Drafts will not be accepted towards the cost of17 house recognised by the BIS. Offers for articles with ISI mark should be accompanied by a duly attested copy of the last valid licence issued by BIS for manufacture of the articles with ISI mark.

8. Packing of the reel paper and pulp board shall be as follows:

Reel Paper

tender forms nor the tender forms be sent by V.P.P. The cost of tender forms are not refundable under any circumstances. The tender number and the name of the item for which the tender form is required should be clearly specified in the application/M.O. Coupon. The tender forms are not transferable. The last date and time fixed for receipt of tender is 3 p. m. on 7-10-2009 and the tenders will be opened at 4 p. m. on the same day.

(a) The central core pipe shall be made of good strength paper so as to withstand transit hazard, reel weight and retain its shape. The core ends shall be protected by inserting well fitted wooden plugs or plugs of any hard material extended to about 15 mm into core at both ends.

(b) Number of joints in reel shall not be more than three and joints shall be well gum taped with proper identification mark.

(c) No paper cutting or strips shall come inside the reel of paper layer.

Pulp Board

3. As the reel paper is for printing text books at Kerala Books and Publications Society, Kochi the intending tenderers for reel paper are required to send one sample reel of paper to the Managing Director, Kerala Books and Publications Society, Kakkanad-682 030, Kochi before 4 p. m. on 7-10-2009 for testing the printability and general performance of the reels. 76 cm reel paper and 86 cm reel paper should be suitable for printing in High Speed Harris Web Offset Machine (36000 impressions per hour). The sample reels received after the stipulated time will not be accepted. The rate should be quoted for free delivery at Kerala Books and Publications Society, Kochi exclusive of excise duty as the paper and pulp board are for printing text books.

4. The cover containing the tender shall be appropriately superscribed with the tender number and item (separate cover for each tender) and addressed to the Controller of Stationery, Thiruvananthapuram-695 033. Late tenders will not be accepted. The tenders will be opened in the presence of the tenderers or their authorised representatives who may be present at the time of opening of the tenders.

5. Every tenderer shall send along with his tender a preliminary agreement executed on a Kerala Stamp Paper worth Rs. 50 and furnish 1% of the total cost of material as Earnest Money Deposit. EMD will be accepted in Cash/Demand Draft or FDR taken in favour of Controller of Stationery with due endorsement. No tenderer shall be exempted from furnishing Earnest Money Deposit/Security Deposit vide G.O. (P) No. 448/05/Fin. dated 13-10-2005. Tenders without EMD will be rejected outright.

6. A specimen of the preliminary agreement deed is appended to the tender form. Tender received without the Agreement Deed, Earnest Money Deposit and Samples will be rejected outright. Further details, if any, can be had from the office of the undersigned during office hours.

7. Other things being equal, preference will be given to goods with ISI Certification mark and in the absence of Certification marks, products conforming to IS specification. Where uncertified goods are supplied by the seller with a conformity of relevant Indian Standards, it is his responsibility to produce a Certificate of conformity from the Bureau of Indian Standards or any other test Gaz. No. 38/2009/DTP (Stores).

(a) The packing of board shall be done so as to ensure that sheets and its edges are not damaged during transit and paper remains flat in reams. Folded sheets shall not be accepted.

(b) The number of sheets in a Packet shall be a 100 or 150 sheet.

9. Supply of Printing paper/Pulp board paper should be started within 15 days from the date of receipt of supply order and should be completed in six to eight months as per the schedule of materials of the tender documents (subject to amendments).

10. Invoices for payment claiming the cost of pulp board/paper supplied to KBPS/Govt. Presses should be forwarded to the Text Book Officer after getting the Stock Entry Certificate of the concerned Store Keeper so as to arrange the payment.

11. Invoices for payment will not be accepted for part supplies in small quantities unless a minimum 500 M. T. Reel paper and 150 M. T. Pulp board is supplied in each lot.

12. Payment will be made on submission of invoices to the concerned after completing all the formalities and after satisfying the conditions 10 to 11 ibid.

13. Payment will be made only for the net weight of the usable paper, ie., excluding the weight of the packing materials, side cups and central core pipe etc.

14. Those Mills who can keep the schedule issued by the department need only offer the rates. All participants should mention the quantity that can be supplied per month very specifically.

(b) Electronic Section

The electronic section for assembling electronic part of transducer experiments should contain at least the following:

(i) Wheatstone bridge with selectable ratio arms of 100 Ω, 1 kΩ, 10 kΩ, 100 kΩ and a reference potentiometer.

(ii) Operational Amplifier with selectable gain and differential input. Switchable gains of 1, 10, 1000 are to be provided.

(iii) Oscillator with centre frequency fixed at a particular frequency between 400 and 500 kHz.

(iv) Frequency Discriminator with frequency modulation operation and phase sensitive rectifier.

(V) Power Amplifier with unity voltage gain and output of 3 W or better.

(vi) Sufficient numbers of wire connectors for interfacing the various electronic sections.

It should be possible to operate the electronic section using external power supply ± 15V, 2A and/or ± 5V, 2A.
